Mrs. Meredith Dailer, Principal, Wheeling Park High School, was ap-

pointed to serve on the Deputy Board to represent Region 1.

Meredith graduated from Fairmont State University in 2001 with a BA

in Secondary Education, Social Studies. She, then graduated from WVU in

2004 with a MA in Secondary Education.

She taught Social Studies at Wheeling Park High School from 2007

to 2015. During her time teaching at Wheeling Park, she became a National

Board Certified Teacher and received a Masters from Wheeling Jesuit Uni-

versity in Education Leadership.

She was the Head Girls Basketball Coach at Fairmont Senior High

School from 2004-2006 and at Wheeling Park High School from 2007-2012.

She was the Assistant Principal at Triadelphia Middle School from

2015-2018, then at Wheeling Park High School from 2018-2020, and is now

currently the head Principal at Wheeling Park.

Mrs. Dailer is married to Jacob Dailer and has 2 children; Tessa, who

is 8 years old and Cal, who is 6.

We are pleased to have Mrs. Dailer serve on our Deputy Board at the

WVSSAC.

GENERAL INFORMATION

A. Attention is called to the importance of checking the bleachers toavoid overcrowding. This is a serious matter, and schools are urgedto carefully check the bleachers to ascertain that they are in goodcondition and well supported. Every effort should be made to ensurethat no concerted swaying movement of fans is permitted. Aboveeverything else, do not overcrowd the bleachers and do not permitcrowding in the exits and aisles. It is important that doors leadingfrom the gymnasium be unlocked and unchained so that a quick exitcould be made if necessary. High school tournaments have a goodsafety record in West Virginia. Let’s keep the record untarnished.

B. A space should be provided at the officials’ tables for the followingpriorities in this order:

1. The Official Timer.

2. The Official Scorer (It is recommended that the official scorerwear a black striped garment and that his/her location be clearlymarked.)

3. An Assistant Timer may be used.

4. Space for the scorer from each of the two participating teams ata place as near the Official Scorer as possible.

5. Media representative if space is available.

C. Basketball Schedules MUST be online before the season be-gins and UPDATED weekly. When participating in a tourna-ment the name of the school should be submitted. Failure todo so will result in $50.00 fine.

D. Schools wishing to recognize Cancer/Special Awareness Weekmay do so during Weeks 30-31.

II. RULES AND REGULATIONS

A. In Sectional, Regional or State Competition, each team may dressup to fifteen (15) players.

B. It is recommended that the “Home Team” occupy the bench to theRIGHT of the official scorer as one normally faces the playing floor,whereas the “Visiting Team” should occupy the bench to the LEFT ofthe official scorer. Benches shall be located from the hash mark tothe end line. The HOME TEAM must wear white uniforms andthe VISITING TEAM must wear dark.

C Practice on a tournament site floor (sectional, regional, or state) priorto the tournament is permitted prior to the completion of the last regularseason contest. However, if the tournament site is the home schoolof one of the participants, that team may practice on the site floor

2020-21 Basketball Tournament Seriesexcluding the three hours prior to the start of the game. The gamedirector is to enforce the rule.

D. If the Sectional Tournament selects to play at the highestseeded team and the home site does not meet the require-ments to host and/or is not available, the chosen site becomesthe highest seeded home site. That team may then practiceat the site. This would also include contest played during theRegional Tournament.

E. The warm-up for regional and state tournament games shall be lim-ited to twenty (20) minutes. Should teams desire to return to dress-ing room, it must be during the 20 minute warm-up period. Eachteam will warm-up before each game at the basket and court oppo-site its bench.

F. Teams will be required to take both sets of uniforms to sectional,regional, and state tournaments.

G. The official basketball to be used on all sectional, regional, and statetournament games is the Spalding TF-1000 Legacy.

III. TOURNAMENTS

A. Sectional Tournament

Girls - Feb. 19, 2021 (Fri. Wk 33) - Feb. 27, 2021 (Sat. Wk 34)

Boys- Feb. 26, 2021 (Fri. Wk 34) - Mar. 6, 2021 (Sat. Wk 35)

1. Regional Coordinator will be assigned by WVSSAC. Pre-tourna-ment meeting to be held by November 12, 2020 (Monday Week19). It is recommended the principal, athletic director and headcoaches of both girls and boys basketball be in attendance. Tro-phies will be sent to the Regional Coordinator.

2. Concerns to be discussed at this meeting include: Tournamentdates, sites, admission prices, officials, distribution of profit or lossand game administrators.

3. Site Administrator will coordinate activities at the game site andwill arrange ticket sales, security, provide game ball, scorebook, payofficials and complete financial report and return to WVSSAC.

4. Seeding Procedure - Ballots will be faxed to Girls’ Head Coach onFebruary 12, 2021 (Friday Week 32) and MUST be returned byNOON February 16, 2021 (Tuesday Week 33). Ballots will be faxedto Boys’ Head Coach on February 19, 2021 (Friday Week 33) andMUST be returned by NOON February 23, 2021 (Tuesday Week34).

Ballots will include the names of ALL schools in the Region. TheyMUST be returned to BOTH Regional Coordinators who will sepa-rate the schools into appropriate brackets involving teams in Section1 and Section 2.

Failure to return ballot will result in school receiving no rev-enue from the gate receipts of tournament.

Each school will have one of the highest and lowest ratingseliminated.

Principal and Head Coach must sign the Ballot before return-ing to Regional Coordinators.

5. Officials named to work Sectional Tournaments shall be Class I orClass II.

6. All Sectional Girls’ Tournament games will take precedent over boys’rescheduled regular season games played at the same site.

7. Should those responsible fail to agree by simple majority on the sitefor a Sectional Tournament, the Executive Director may, if requestedto do so by the Regional Coordinator, set the site or assign officialsfor the tournament.

8. Sectional Tournaments in all three classes must be concluded byFebruary 27, 2021, for Girls’ Basketball and by March 6, 2021, forBoys’ Basketball.

9. It is recommended that ALL Sectional Tournaments end on

1. Regional Coordinator will distribute tickets, game ball and trophyto tournament site in his/her half of regional.

2. Regional games will be played at the home site of the winning schoolduring Sectional Tournament play. The winning school will be theHOME TEAM, wearing white uniforms, sitting to right of official scorekeeper and recognized on score board. The runner up from Section1 will play at the winner school in Section 2 and the runner up inSection 2 visiting the winner school in Section 1.

3. Seating requirements are as follows: Boys - AAAA 1000, AAA 900,AA 800, A 700 and Girls - AAAA 700, AAA 600, AA 500, A 400. If aschool does not qualify to host, they must select the next clos-est approved site.

4. Site Administrator will coordinate activities at the game site andwill arrange ticket sales, security, provide game ball, scorebook, andcomplete financial report and return to WVSSAC along with a checkfor the proceeds after expenses.

5. Game officials will be assigned and paid by the WVSSAC.

6. Tickets will be sent to the Regional Coordinator and made availableto both schools if requested to sell in advance. Do not use anyother tickets unless those supplied by the WVSSAC are exhausted.

Admission - Advance sale prices for student tickets shall be $5.00each. The price of all tickets purchased at the gate shall be $8.00.

7. Visiting schools requesting advanced tickets from the Regional Co-ordinator MUST contact the host school by 12:00 NOON on theday of the game to inform the Site Administrator of the number oftickets sold in advance. Failure to do so will require the visitingschool to purchase all unsold tickets. Unsold tickets and pro-ceeds from advance sale of tickets must be delivered to thehost school ONE HOUR before game time.

8. No Pass-Outs are allowed. If you are in - you are in. If youleave, you must pay to re-enter

9. Awards and Programs - A plaque for the winning team of eachRegional Tournament will be furnished by the WVSSAC and will beshipped to the director prior to the tournament from the supplier.Other awards or trophies are not approved.

10. Team Expense for Regionals - Refer to ReimbursementSchedule.

11. Game Officials and Game Ball - Game officials will be assigned bythe WVSSAC office and paid by the Board of Directors.

The game ball (Spalding TF-1000 Legacy) for the finals of eachRegional Tournament will be provided by the WVSSAC and will bedelivered to the regional coordinator prior to the tournament date. Atthe conclusion of the tournament, it shall be presented to the win-ning team.

12. Broadcasting - Broadcast fees for any single regional tournamentgame are as follows: AAAA & AAA schools-$ 150.00; AA schools -$125.00; A schools-$ 100.00, payable to the director in advance. Inthe event broadcast space is limited, the director shall make as-signment on the “first come, first served” basis. Some radio sta-tions may want to tape a certain game and feed it to their listenersat a later date. The fee for taping a game is $75.00 paid in advance.

C. STATE TOURNAMENT

1. The 2021 Girls’ Basketball Tournament shall be played at theCharleston Coliseum and Convention Center on March 9-

13, 2021. Mr. Shawn Wheeler will serve as Director. The 2021Boys’ Basketball Tournament shall be played at the Charles-ton Coliseum and Convention Center on March 16-20,2021. Mr. Fred McPherson will serve as Director.

2. TEAM EXPENSE FOR STATE: Refer to Reimbursement Sched-ule Online

3. Each school, prior to the tournament, shall receive a ticketthat will admit fifteen (15) cheerleaders, chaperones, drivers,etc.

4. HOUSING: The WVSSAC and the hotels of Charleston thataccommodate those state qualifying teams understand the prob-lems that can arise in keeping high school students overnight.Therefore, they need your cooperation by providing adequatesupervision and establishing guidelines for those representingyour school. See Reimbursement online

• The decision of what hotel a school will be staying will be de-cided by a random draw at the pre-tournament meeting.

• Bring your rooming list filled out with only those individuals en-titled to stay at the school rate as listed above with their positionlisted, i.e. player, coach, cheerleader, principal, athletic direc-tor, etc.

• Therefore, if a school decides to house part of their schoolrepresentatives on their own at a different establishment,you may not get the WVSSAC comp rooms or rate andmay lose your privilege of being entitled to be in the “draw”or to any rooms provided by the WVSSAC.

Please cooperate with these guidelines to allow us to providefirst class accommodations.

5. Prior to the tournament each school shall receive from the Sec-ondary School Activities Commission one “team pass” that willadmit the coach, assistants, managers and the team not to ex-ceed 23. Upon entering the gymnasium, the coach shall presentthis pass and identify players as they enter.

6. In accordance with Rule 2-2-1 Note “A state associationmay permit game or replay officials to use a replay moni-tor during the state championship series contest to deter-mine if a try for goal at the expiration of time in the fourthquarter or any overtime period (0:00 on the game clock)should be counted and if so, determine if it is a two or athree point goal.” The Board of Directors has approvedthe following state adoption:

In the final championship game in each of the three classesfor boys and girls basketball where a replay video moni-tor is available, the call on the court will stand unless thereis clear and convincing evidence on a replay that the callshould be revised. All game officials will participate in thereview, if it is used, and the referee will have the responsi-bility of the final decision.

7. A time out at or near the four minute mark may be calledprior to the shooting of the first free throw if requested bybroad cast media.

8. Network radio and television are allowed five (5) one-minutemedia timeouts per game including one in the first, secondand third periods and two in the fourth period. If a coach callsa timeout prior to the four minute mark in a period the mediatimeout would be triggered. If a coach calls a 30-secondtimeout, the media timeout will still be taken and the team willbe charged with a 30-second timeout. The media timeoutwill be called on the first dead ball occurring under 4-minuteson the game clock. If a shooting foul occurs on the deadball, foul shots will be taken after the timeout is complete.

Ticket Information

9. The following information pertains to the types and prices oftickets for the State Tournament. There will be three games

during each of the first six sessions and one game in the finalsession.

Tournament booklets are priced as follows:

Principals $70.00 Coaches $70.00

Other Adults $80.00

At the pre-tournament meeting at the SSAC office the Sundayimmediately preceding tournament play, the principal or his/her representative will be given a supply of student tickets toenable the students to be admitted at a reduced price.

Upon arrival at the State Tournament site, a financial reportwith the proceeds shall be given to Box Office Manager, Charles-ton Coliseum and Convention Center.

Tickets may be secured for the first session in which a teamplays, or they may be purchased for the two or three sessionsin which a team may play. Student tickets are priced at $6.00per session if purchased through the school. Adult tickets are$12.00 reserved, $10.00 general admission.

Should a team win its first game, the principal or his/her repre-sentative may secure tickets for his/her students and patronsfor their second game at the site. It is the obligation of theprincipal or athletic director to purchase these tickets and dis-tribute them to those ordering them.

The Board of Directors has restricted the sale of tourna-ment tickets at reduced prices as follows:

Class AAA/AAAA high schools - 10 tickets

Class AA high schools - 8 tickets

Class A high schools - 8 tickets

middle schools - 6 tickets

7-12 schools - 10 tickets

There is no limit of adult tickets a school may order at a costof $80.00.

These orders (see order form in August Interscholastic) mustreach Box Office Manager, Charleston Coliseum and Conven-tion Center, not later than February 1. Orders at reduced priceswill not be filled after this date. Phone: 1-304-345-7469.

Sponsorship and Rights: The WVSSAC is the sponsoringorganization for all state tournaments. The WVSSAC reservesall rights in regard to the management of these tournaments,the sale of any items at the tournament site, and any audio orvisual reproductions of the events. Any sale, distribution orreproduction of clothing, souvenirs, pictures or other items with-out the expressed written consent of the WVSSAC is strictlyprohibited. Pictures for media or school yearbooks are to beused for these purposes only.

BROADCASTING - STATE TOURNAMENT

10. Information concerning all broadcasting and TV rights, live ordelayed, may be obtained from Charleston Coliseum and Con-vention Center, phone 1-304-345-1500.

2020-2021 BASKETBALL RULESCHANGES

2-12-5: The intent of the rule change is to avoidgamesmanship and ensure the time for replace-ment remains within the rules. This rule changemakes 2-12-5 consistent with 2-12-4 “secondhorn” requirement.Rationale: The addition of a warning signal atthe end of the replacement period admonishesthe coach and team to prepare for resumption ofthe game.

5-4-1, 2: When a coach has been removed, thisrule clarifies that if no other coach or schoolpersonnel are available, then the game is for-feited unless state association rules determineotherwise.Rationale: Rewritten to clarify the forfeitureprocess and adds language and a new article togive directions when there is no coach or otherschool personnel, on the bench.

10-6-Penalty: To clarify that officials are notrequired to issue a warning prior to issuing atechnical foul. However, they may issue a warn-ing when the offense is judged not to be major.Rationale: To clarify the official does not have togive a warning to the coach. The warning is oneof the tools used to help improve behavior beforea technical foul has to be given.

SEEDING - STATE TOURNAMENT

Method:

• Each coach from the sectional championship game will be sent aballot by fax on Monday of the regional tournament week. Schoolsadvancing to the regional tournament will be listed on the ballot byclassification. Class AAAA schools will receive a ballot with onlyAAAA schools listed and so on.

• Coaches will NOT rank their own school, however, they will rank theremaining fifteen (15) schools.

• A ranking of one (1) will indicate the highest rating while a fifteen (15)will indicate the lowest rating possible. A school will receive from 1 to15 points based upon each rating they receive. Each school willhave one of their highest and one of their lowest ratings eliminated.

• No ballot will be accepted if received after NOON on Tuesday of theregional tournament week.

• After all ballots are received and points accumulated, schools win-ning the regional tournament will be placed in the appropriate brack-ets. Of the eight winning schools, the school with the lowest accu-mulated point total will receive the number 1 seed and seeding willcontinue until all brackets are filled.

I. GENERAL INFORMATIONA. The National Federation Swimming and Diving Rules will be the

official rules with the exception of modifications approved by theWest Virginia Secondary School Activities Commission Board ofDirectors.

B. Entry Forms - It is recommended that schools use Entry Forms foreach regular season meet. The athlete’s grade level is requiredon every Entry Form. Entry Forms are required for Regionals.Hy-tek entry will be accepted provided it includes grade level and allother information on WVSSAC entry form.

C. Physical Examination - No student shall be permitted to participatein the program until he/she has provided the school with the WVS-SAC Physical Examination/Parental Consent Form properly com-pleted by the physician and signed by the parent.

D. Water Depth Levels1. Diving will only be permitted in a water depth of 12 or more

feet.2. If the water depth at the starting end of the pool is less than 4

feet, all swimmers must start in the water.3. If the water depth at the starting end of the pool is 4 feet or

more, the starting platform may be a maximum of 30” abovewater surface.

E. Facility1. End walls - It is recommended that end walls be finished with

a nonslip surface that extends no less than .8 meters (2 feet 71/2 inches) below the water surface.

2. Continuous lines 10-12 inches wide (25cm) and of a dark colorshall indicate the middle of each swimming lane. These linesshall end 60 to 80 inches (1.5 to 2.0m) from the end walls andthe last 10 to 12 inches of the line shall be at least 36 incheswide (.9144m) thus forming a broad “T”. The center of eachlane shall be indicated on the end walls by a 10 to 12 inch lineextending vertically at least 3 feet 6 inches (1.0m) below thesurface of the water. Markings on the finish pad and bulk-heads shall conform to required markings on the end walls.

3. The 16.4-yards/15 meter mark must be clearly visible on eachside of the pool.

F. Sportsmanship - Student participation in swimming meets is a privi-lege. Each student-athlete is expected to conduct himself or her-self in an exemplary manner while competing and representing theirschool.

G. Individual event entry times for regular season meets mustbe from high school meets (either during the current seasonor a prior season). Relay event entry times must be from highschool meets during the current season.

II. RULES AND REGULATIONSA. Maximum Team Contests - A swimming team will be permitted 16

contests exclusive of regional and state contests. Schools arerequired to schedule a minimum of 6 meets to be eligible tocompete in the Regional meet.

B. Practice1. Team members must have fourteen (14) team practices on

fourteen (14) separate days before the first meet. The prac-tices may not occur on days of a meet and must be teampractices.

2. If a team member is participating in two sports simultaneously,he/she must have at least five days of sport specific practicefor each sport.

3. Teams may not simultaneously practice at the same facility

The schoolcontracted coach must be present on deck at all practices.Non-school/unauthorized coaches shall not assist with prac-tices.

4. Two scrimmages are allowed after each individual has seventeam practices.

C. Swimsuits1. Swimsuits shall be of one piece. Boys shall wear suits which

cover the buttocks and girls shall wear suits that cover thebuttocks and breasts.

2. Swimsuits worn by swimmers shall be limited to the followingrequirements:a. Only one swimsuit shall be permitted in competition. (A

swimmer with special needs may request customizationthrough his/her school to the WVSSAC.)

b. The swimsuit shall be:1) Constructed of a woven/knit textile material;2) Permeable (100 percent to air and water), except for one

post-construction impermeable school name and/or logowhich shall not exceed 9 square inches:

3) Competitors shall not wear or use any device to aid theirspeed, buoyancy or body compression.

4) Made so as not to aid in buoyancy and shall not be al-tered to aid in buoyancy;

5) Made with no zippers or other fastening system otherthan a waist tie for a brief or jammer and elastic materialwithin the casing/ribbing in the terminal ends (straps, legopenings and waist openings); and

6) Constructed so that the style/shape of the suit for malesshall not extend above the waist nor below the top of thekneecap and for females shall not extend beyond theshoulders nor below the top of the kneecap, nor cover theneck.

c. Suits with a FINA marking, if otherwise legal, shall be legalfor NFHS competition.

3. It is strongly recommended that all team members be attiredin identical team swimsuits which display the school colors.

4. Competitors shall not be permitted to compete in attire (suitsand caps) which includes advertising or a name other than thename of the competitor, school name, school nickname and/or school logo except one visible logo/trade name not exceed-ing 2 1/4 square inches and not exceeding 2 1/4 inches in anydimension. Also one American flag not exceeding 2x3 inchesis permissible on each item of swimsuit apparel. Permissionto wear any commemorative/memorial patch must be grantedin writing by the WVSSAC. A commemorative or memorialpatch not to exceed 4 square inches may be worn on eachitem of the swimsuit apparel. Goggles are not part of theschool swimsuit.

5. Cap Markings - Schools are allowed to customize swim capswith strategically placed school logo, school nickname, schoolname and competitor’s name and a manufacturer’s logo. Thesame customization is allowed on swimsuits. Multiple manu-facturers’ logos are not allowed on the cap or suit. More thanone cap may be worn by a competitor.

6. Deck changing is prohibited.D. Face paint and temporary tattoos are not allowed. If a permanent

tattoo is deemed objectionable by an official, said tattoo must becovered.

E. Non-School Participation Rule 127-2-10 - Coaches are remindedthat swimmers are granted an exemption to this rule provided1. participation is approved by the school principal and2. the student misses no school-sponsored athletic activity of

that team.Violation of this rule will result in a loss of the students’ eligibility forthe remainder of the season.Since swimming is not included in the Non-School ParticipationRule, students participating in any swim meet as an individual whilea member of his/her school team may accept a medal, trophy, cup,certificate, ribbon, plaque, unattached letter, unattached chevron,or any similar award.

F. Coach - No team or individual will be allowed to compete in any

meet unless accompanied by the coach or a professional facultyrepresentative designated by the principal.

G. Officiating1. WVSSAC registered officials must be used for interscholastic

meets. Officials’ contracts are recommended.2. Dual or tri meets require a minimum of two registered officials

(starter and referee).3. Meets or invitationals with four or more teams require a mini-

mum of three registered officials (starter, stroke and turn, andreferee).

4. Apparel - The officials’ shirt shall be a white golf/polo styleshirt, short sleeve with collar. The shirt must have 2 to 4 but-tons at the neck, and the material of the shirt must be non-see-through and shirt tails shall be tucked in at all times.Navy blue long pants, shorts, culottes or skirts are permittedduring regular season, regional meets and State prelims. InState Tournament finals, all officials shall wear a white poloshirt (with WVSSAC emblem on left breast), navy blue pants,white socks and white shoes. White athletic shoes (no san-dals or crocs) and white socks are required for all meets. Theofficials’ uniform may not display any emblems or badges ex-cept as otherwise designated by the WVSSAC.The WVS-SAC subscribes to the uniform recommended by the Na-tional Federation of state High school Associations: Offi-cials may only wear shirts adopted by the WVSSAC Offi-cials’ Advisory Committee. Said logo/sublimation must beworn on the left breast of the shirt. The official patch will beeliminated from all sports except swim and soccer by the fallof 2020. In the sports of track, swim and volleyball, the logocan be embroidery as long as it is placed on a white poloshirt and it must be done by Officials Call.

H. Regular season scoring - (Refer to NF Rules Book, Rule 7-1-2)1. The maximum number of entries per individual and relay event

for each team shall be in accordance with NF Rules Book,Rule 7.2

2. Scoring shall be in accordance with NF Rules Book, Rule 7.3. By prior mutual consent, any of the scoring systems set forth

in NF Rules Book, Rule 7 may be used for dual, double-dual,or triple-dual meets.

4. Only two relay teams may score for each team in each relayevent.

I. Scoring Errors - The Meet Referee has up to one hour to makechanges, except clerical before signing the score sheet as official.The meet score can be reviewed and clerical errors corrected within48 hours of the completion of the meet.

J. Timing - When three watches record different times, the official timeis the time of the middle watch. If two watches record the sametime, that time is official. If only two buttons or watches are avail-able, the official time shall be the average of those two button orwatch times. Digits representing a thousandth of a second aredropped with no rounding.

K. Warm Up Requirements - Twenty (20) Minutes1. A county contracted coach shall be on the deck during the

entire warm-up period. The coach shall be present and behindthe block before the team may enter the water. The coachmust remain behind the block throughout the entire warm-up.Compliance will be monitored by the meet officials.

2. Swimmers shall enter the water feet-first except for starts whichare limited to specific lanes.

3. Last five (5) minutes of warm-up in all lanes are one-way sprintlanes with racing starts specified as one-way sprints.

4. A cone marker or similar sign on starting platforms in lanesnot specified as one-way sprints.

5. Coaches shall stand at the starting end of the pool and ver-bally start swimmers for sprint or pace work.

6. Swimmers shall not be allowed on a starting platform when abackstroker is executing a start in the same sprint lane.

7. Swimmers shall not swim in the area where the diving warm-up is occurring.Meet management or a designated official may remove a swim-mer, coach and/or team from the deck for violations of theserequirements. In facilities that have a warm-up and/or warm-down area, management shall provide supervision of the areaat all times.

L. Rules for “Scratches”A scratch is the withdrawal of a competitor from the meet onceentered, prior to the start of the meet, or once the meet begins, fromthe remainder of their events.A declared false start is the withdrawal from an event by a decla-ration to the referee prior to the start of the event. A declared falsestart counts as an entry toward the allowable number of events.All competitors, once officially entered shall compete in all races,heats, and rounds of competition. In non-championship meets, acompetitor who has been officially entered in an event but does notcompete shall be disqualified from that event only. In championshipmeets (County, Conference, Regional, State), a competitor who hasbeen officially entered in an event but does not compete shall bedisqualified from further competition. He/She shall not be disquali-fied from events in subsequent rounds for which he/she has previ-ously qualified. For instance, a swimmer swam in a preliminaryevent of a championship meet, qualifying for finals. In the secondpreliminary event in which he/she was entered, he/she failed to com-pete. He/She is disqualified from any further competition with theexception of the final for which he/she previously qualified.Exceptions:1. An illness or injury certified by a physician or the referee forces

a competitor to withdraw - no penalty. This does count as aswum event.

2. A competitor can withdraw from an event with a declared falsestart. Notice must be given to the referee at a specified time -no later than the start of the event prior. This does count as aswum event.

To clarify the definition of “officially entered” - In all multiple teammeets, a competitor is officially entered when the entry card is de-livered to the meet manager at the specified time and place. (Thismeans coaches may not submit entries for swimmers to the hostteam entering any swimmer in more than 2 individual and 2 relayevents or 1 individual event and 3 relay events.) In other meets (dualmeets), a competitor becomes a participant in events when theofficial entry card is delivered to the referee immediately after theannouncement of the results of the preceding event.

M. Lap - Counters1. The use of a visual lap counting system is optional although a

visual lap counting device must be provided.2. A visual lap-counting system for the 500 yard/meter freestyle

event shall be required for each visiting swimmer’s lane. Fornot providing a adequate number of visual lap-counting devicesfor each visiting swimmer’s lane, the host team shall be dis-qualified from the event and the visiting team(s) shall competeto earn points. For not providing an adequate number of visuallap-counting devices for each host swimmer’s lane, the af-fected swimmers from the host team shall compete withoutthe use of the visual lap-counting device or a lap counter.

3. Lap counters are permitted to count the competitor’s laps bychanging the number to the next higher or lower number, asthe competitor makes the turn at the starting end.

N. Championship Meets1. The Regional Swim Meets and the State Swim Meet are des-

ignated as championship meets and shall be conducted un-der the championship meet format. It is recommended thatother culminating meets, such as county, league and confer-ence championship meets, be conducted under the champi-onship meet format. Non-culminating meets may also beconducted under the championship meet format. The desig-nation of “championship” or “non-championship” meet shouldbe clearly identified in the meet information.

III. POINTS OF EMPHASISA. Pre-season meetings are required for all swimmers. Coaches are

encouraged to request parent attendance. Rules and sportsman-ship should be emphasized.

B. Coaches shall abide by the decisions of the Meet Committee andrefrain from unsportsmanlike conduct or remarks.

C. It is the official’s and coach’s responsibility to check all equipmentprior to each meet.

D. Schools are encouraged to use WVSSAC Game Contracts.E. Sportsmanship - All coaches are to emphasize to swimmers

All tournament directors are reminded to read the Director’s Manual be-fore any preparations are made for the tournament. The necessary formsor reports that must be filed with the WVSSAC office can be found withthe instructions for each sport.A. REGIONAL MEETSSaturday of Week 31-Saturday of Week 32

The swim competition for the this season will include regional andstate competition. There will be a one class competition with fourregional divisions.1. Entry Form

a. The Entry Form must be in the WVSSAC office by NoonTuesday, February 2, 2021 and to the Regional Directorafter 12:00 Noon but before 12:00 midnight on Tues-day, February 2, 2021. The meet at which the time wasswum must be included on the Entry Form. No changeswill be accepted after February 2. All Entry Formsmust be submitted by Hytek program.• If Entry Form is not received by Regional Director and

the WVSSAC office ON THE due date, the swimmerswill be entered as a NO TIME. If a coach only submitsthe form to the Regional Director and not to the WVS-SAC, all swimmers will be entered as a NO TIME.

• A NO TIME issued due to late submission of the EntryForm will not be changed under any circumstances.

• All times, individual and relays, must be from high schoolmeets during the current season.

b. To enter the regional meet, a swimmer must have com-peted in a minimum of four interscholastic meets prior tothe date of the Regional Meet, and the team must havescheduled a minimum of 6 meets.500 Free: Minimum qualifying time for girls is 7:30.00minutes; minimum qualifying time for boys is 6:30.00minutes. NO TIMES will not be allowed to enter thisevent. The top 3 finishers (must meet qualifyingminimum) and take the next fastest qualifying timesto fill the field.

c. Each school shall be permitted four entries in each indi-vidual event (timed finals).

d. Relays - one entry per school.• Coaches are to list four swimmers.• Any swimmer listed on the WVSSAC Eligibility Form

is eligible to be entered as an alternate provided he/she is otherwise eligible.

• Relay Cards must be given to computer operator atleast one-half hour before start of meet. Relay cardsmust indicate the names of the swimmers in that heat.

• Thereafter, changes will only be allowed for injury orillness; changes must be reported to the Referee priorto the start of the race.

• The name of the lead-off swimmer shall be submittedto the computer operator not later than the conclusionof the race.

e. Four event limit per swimmer no more than two of whichshall be individual events. A competitor officially becomesa participant in an individual event when the entry card orform is delivered to the meet manager at a specified timeand place.

f. All swimmers will be seeded according to times listed onthe official entry form, provided the time of any contest isnot challenged by the coaches present at the scratchmeeting. Coaches must bring all time documenta-tion to the regional meet to prove they have mettime and meet requirements for each swimmer.

g. Coaches are to keep all meet results and records forhome meets until March 1 of each season.

2. Coaches will receive “psyche” sheets only. Heat sheets willbe provided at the meet.3. Scratches

a. Entries may be scratched; however, no additions or re-

placements will be allowed.b. Deadline is prior to the start of the meet.

4. Diving will not be included at the Regional Meet.5. Order of Events will follow the same format as the State Meet.6. Touch pads will be used (where available).7. Scoring

a. Hy-Tek Meet Management Systemb. The meet referee will be required to sign-off on all races

in which the computer flags more than a .3 difference ofpad (electronic) and back-up time.

c. The computer operator will print time sheets for each heatof every event.

d. 8 Places. Individual events will score 9-7-6-5-4-3-2-1.Relays will be double the individual score.

e. Results due to WVSSAC and State Director at the con-clusion of the Regional Meet.

8. State Qualifiersa. Individual Events: The top three (3) from each re-

gion and the remaining twelve (12) qualifiers willbe the next fastest twelve (12) competitors, by time,from all Regions combined.

b. Relays: The top two (2) from each region and thenext 10 fastest times from all Regions combined.This will only occur if all regionals use automatictiming.

c. If a team qualifies 7 or more athletes, no alternateis permitted. If a team qualifies fewer than 7 ath-letes (which must include at least one relay), thecoach must fill out form and request to bring ONEalternate. This form must be sent to WVSSAC by theMonday following the Regional Meet.

d. A swim-off will be conducted to determine the StateQualifier if there is a tie at the Regional Meet for 3rdplace in an individual event or 2nd place in a relay.No swim-off times will be used for qualifying or seed-ing purposes for the State Swim Meet.

e. After all times from the Regional Meets have beensubmitted to and tabulated by the State Director, ifthere is a tie for 24th place in an individual event or18th place in relay event for the State Swim Meet,an extra heat will be added to that event during theState Swim Meet preliminary session in lieu of aswim-off.

9. Admissiona. Adults $10.00 Students $7.00b. Videotaping or filming of the meet for personal use is

allowed. However, it is recommended that the tourna-ment director designate a specific area for all videotapingor filming to ensure that spectator viewing is not violated.

c. No flash photography is allowed during the start of eachevent.

d. No reserve or “save” seating. First come, first serve. Noseating allowed in aisles.

e. Swimmers are to remain in the designated team area toallow for adequate spectator seating.

f. No signs allowed on deck or on railings in the spectatorseating area.

10. Deck Areaa. Restricted to contracted coaches (maximum of two per

school - no exceptions), swimmers (qualifiers) and offi-cials. At least one of the two coaches must be the countycontracted coach. The other coach must be authorizedcertified and been county board of education approved.

b. No parents, spectators, media or fans. Deck identifica-tion must be worn by coaches, swimmers, and officials.

c. No food on deck. Water and sport drinks are the onlyallowed beverages. No glass containers are allowed. Nooil products are allowed.

11. No boom boxes or large stereos. Small personal listeningdevices with earphones are allowed.

12. Tournament directors should refer to the Spectator SupportInformation to determine what items are permitted at regionalswim meets.

3. After being assessed for the minimum wrestling weight,the first time an athlete can weigh-in at their minimumweight, they must make base weight. They may notweigh-in at their minimum weight class until the dateindicated by the Alpha Report. Once a wrestler hasreached their alpha date from that point on the athletemust have 50% of their weigh-ins at the lowest weightclass that they intend to wrestle at the regional tourna-ment. Note: If a wrestler’s alpha date is January 15th,from that point on he/she must weigh-in 50% of theirweigh-ins at the minimum weight. In other words, withthe same January 15th alpha date, the wrestler can’t waituntil the last weigh-in of the season before regionals orthe day of regionals to make their alpha minimum weight,after the wrestler has weighed in the previous 10 weigh-ins at a higher weight class on and after the alpha date.

4. High schools must have information on-line with The NWCAOptimal Performance Calculator Program by December 23rd.High schools that do not have information on-line by December23rd will be fined $50.00.

5. Mandatory Herpes Reporting Form must be completedwithin two days of a Herpes diagnosis. The form is in theWrestling Coaches Packet and online under Wrestling.

B. Weighing In1. Contestants shall have the opportunity to weigh in,

shoulder-to-shoulder, one hour before the time a dual meet isscheduled to begin. When a preliminary meet is followed by avarsity meet, the weigh-in period for the second meet may, bymutual consent, precede the preliminary meet. The weigh-inshall be conducted at the dual meet site.

2. The referee or other authorized persons (e.g., both coachesfrom the participating schools, athletic directors, school admin-istrators, or tournament personnel) shall supervise the weigh-infor dual meets or tournaments.

3. Contestants shall weigh in at the tournament site two hours

4. When there are consecutive days of team competition, thereshall be a one pound additional allowance granted each dayfor all wrestlers. In order to be granted this one-pound addi-tional allowance, a minimum of 48 hours advance notice isrequired for your opponent(s). A wrestler must make baseweight the first weigh-in to get any weight allowance. All wres-tlers must weigh-in each day of the event. “Night before” weigh-ins are not allowed unless authorized emergency weather per-mission is granted by the WVSSAC office.

5. A contestant who is to represent his/her school in a tourna-ment shall be named by weight class prior to the conclusion ofthe weigh-in.

6. All contestants, male and female, shall weigh-in wearing alegal uniform and suitable undergarment that completely cov-ers the buttocks and groin area. Female contestants shallalso wear a suitable form-fitted compression undergarment thatcompletely covers their breasts. NOTE: No additional weightallowance shall be granted for weighing-in wearing a legal uni-form.

7. Coaches must have in their possession their team’sNWCA “Alpha Report” at all competitions.Duals, Tris & Quads - Coaches must exchange NWCA gen-erated Weigh-In Reports with opposing coaches.Multi-Team Competitions: All coaches are to submit theirNWCA-generated Weigh-In Report to the Tournament Di-rector. The Director will return copies of all schools’Weigh-In Reports to each coach at the end of the compe-tition. Failure by coach to provide weigh-in reports willresult in their team not being permitted to participate.

8. Weigh-in guidelines for dual meets, triangulars,quadrangulars, and regular tournaments. All wrestlers mustbe present at the beginning of the weigh-in period. Exceptionsmust be approved by the meet administrators as being valid,having nothing to do with weight-loss purposes.When weighing in, if a wrestler does not make weight on hisfirst attempt, he must immediately step on the scale a secondtime. Should the wrestler still not make weight, he may imme-diately weigh-in ONCE on any other scales used for the weigh-in. If he does not make weight, he must move up or not wrestle.A wrestler may use the restroom prior to his weight class weigh-ing in with official approval and supervision by authorized per-sonnel.Important Note: In reference to multiple dual meet tourna-ments, if a team does not wrestle until 2 p.m., it will weigh-in atnoon (the two-hour limit before a team competes). Should ateam want to weigh-in with teams who are weighing in earlier, itcan. However, a team can only weigh-in during one weigh-inperiod, either its assigned time or an earlier weigh-in time.

9. When being weighed in, the wrestler will stand erect facing thescales. Also, this area will be closed for efficiency in handlingthe weigh-ins.

10. Female wrestlers will weigh-in just prior to or after the malewrestlers. A female attendant will conduct the weigh-in. If an-other certified set of scales is available in the facility, the femaleweigh-in may occur at the same time as the male contestants.

11. Any wrestler making base weight after December 24th mustmake base weight at the site of the competition during the offi-cial weigh-in. The official will sign the team’s Alpha Reportform with the exact weight noted.

C. It is strongly recommended that wrestling coaches dress in aprofessional manner during matches.

II. RULES AND REGULATIONSA. The following fourteen weight classifications are to be used in all

high school meets: 106, 113, 120, 126, 132, 138, 145, 152, 160,170, 182, 195, 220 and 285.

B. A school must have participated in a minimum of six (6) interscho-lastic matches in order to be eligible to enter the Secondary SchoolActivities Commission tournament series.

C. Each participant is limited to eighteen (18) weigh-ins per seasonexclusive of the regional and state tournaments. A wrestling teamwill be permitted to have eighteen (18) matches/weigh-ins exclusiveof regional, and state tournaments. Dual, triangular and quadrangu-lar matches count as one. Matches in which five or more schoolsparticipate count as two matches for schools and 2 weigh-ins for aparticipant.

D. Each wrestler must participate in fourteen (14) practice sessionson fourteen (14) separate days (exclusive of the day of a meet)before he/she participates in a regular season match. If a partici-pant is in a fall sport play-off which overlaps wrestling season, she/he will need only 5 practices provided they attend practice the firstday they return to school after the fall sport play-off.

E. The Wrestling Rules as published by the National Federation ofState High School Associations, and as further modified by the Sec-ondary School Activities Commission, shall govern all wrestlingmeets.

F. A certified or authorized coach/individual shall be in each participant’scorner during the match.

G. Officials must enforce the rule of proper uniform for participants.H. A wrestler shall not lower his/her singlet strap(s) anywhere in

the gymnasium facility where it can be observed by the pub-lic. All other rules regarding the uniform shall be compliedwith. This means no caps, hats, etc.

I. The use of mouth guards is recommended for all practices andcontests and required for athletes wearing braces.

J. The wrestlers shall shake hands and the referee shall declarethe winner by raising his hand.

K. For any tournament exceeding one day weigh-in, NFHS rules willbe followed unless authorized by the WVSSAC Office.

L. Coaches seating during the match - Rule 2, Section 2, Articles 1,and 2 shall be enforced.

M. Officials are to follow National Federation rules and procedures in allpenalty situations.

N. Hair and Facial Hair Rules - Should a wrestler with hair longerthan a shirt collar choose to wear a hair cover then the hair covermust conform to NFHS rules. Also, if an individual has facial hair,it must be covered with a face mask. In either case, the Official isto insure that these regulations are followed.

O. Guidelines for Varsity and Junior Varsity Teams1. Schools may have a varsity and junior varsity squad.2. In tournament competition, schools entering a junior varsity team

may enter more than one participant in each weight class.P. The overtime period shall be followed by two 30-second

Tiebreaker Periods if needed. Also, an Ultimate 30-secondTiebreaker will determine the match if needed.

III. TOURNAMENTSA. Regional Tournaments

1. Prior to the regional tournament, a meeting of coaches shallbe held to determine the seeding of the wrestlers. It is recom-mended this meeting be held on the Sunday prior to the re-gional tournament.

2. Regional Seeding criteria is available in your Coaches Packet,online under Wrestling and in Regional Directors Manual on-line.

3. Changing Weight Classes After the Seeding Meeting.The time of verification of entries for the regional tournamentwill be decided prior to the beginning of the seeding meeting. Avote will be taken by the coaches and should a tie occur thetournament director will break the tie. Coaches should beprepared to defend their records with documentation.

4. Any wrestler who loses in the championship bracket shall par-ticipate in the consolation bracket. There will be six (6) placewinners at the regional tournament. If any state-qualifying placewinner is penalized for flagrant misconduct or injured (prior tothe state’s required 48-hour notification period), all other place

winners will move up one place.5. At the pre-regional meeting, possible expenses should be dis-

cussed with all schools involved.6. Regional Tournaments:

a. One day tournament - one to ten teams may be on pre-determined regional date.

b. Two day tournament - eleven or more teams - must be onFebruary 19, 20, 2021. (However, on or before re-gional seeding meeting, if it can be determined thata wrestler will not exceed allowed number ofmatches, their tournament shall be held on one day.)

7. A Doctor, Physician Assistant or Nurse Practitioner willperform skin checks at Regionals.

8. Officials for the regional tournament will be appointed by thedirector. Must be Class I or II. There must be at least oneClass I official at all regionals. It is recommended that asecond official be used for regional finals based uponNFHS procedure.

9. Guidelines for video taping will be set by the tournament direc-tor.

10. Awards:Regional: The WVSSAC will provide Regional Championshipplaques. The regional director will reimburse the WVSSAC forthe plaques (waived for 2020-2021 season). Other awards maybe presented at the discretion of the regional director and par-ticipating schools.

11. Admission: Admission to regional tournaments will be $6.00for adults and $5.00 for students.

12. Regional Requirements:a. Scoreboard - Must be visible to public and display scores

of all teams entered.b. Brackets - Posted and updated regularly for fans and

participants to view.

4-1-1c Note – Clarified that female wrestlers wear an undergar-ment that completely covers their breast and that all wrestlerswear suitable undergarments that completely covers parts of theirbody for the singlet and/or form-fitted compression shirt uniformtop.

Rationale: Female contestants shall wear a suitable undergar-ment that completely covers their breasts and minimizes the riskof exposure when they wear a form-fitted compression shirt undera singlet.

4-1-3 – Clarified how to address when a shoe comes off duringwrestling action.

Rationale: This rule addresses when a shoe comes off duringwrestling action, a technical violation is assessed, and the injuryclock is started to correct the infraction.

4-2-1 – Modified the hair rule.

Rationale: The length requirement of the rule has been removedand hair covering is not mandatory. However, if a hair cover isused, it shall meet the expectations of the rule. The hair covermust be of a solid material, non-abrasive and shall be attached tothe ear guards. Additionally, physical hair treatments/control itemsthat present a risk to either wrestler due to the hardness, texture(sharpness) or abrasiveness and should not be allowed.

4-5-1 – Clarified how opponents shall weigh-in.

Rationale: Opponents regardless of gender shall weigh-intogether because of the modification of the rule that allows them towear a legal uniform for weigh-ins.

4-5-2 – Clarified how opponents shall weigh-in.

Rationale: Opponents regardless of gender shall stand shoulder-to-shoulder for the weighing-in process.

4-5-4 – Clarified who shall supervise weigh-ins.

Rationale: The referee or other authorized individuals (regardlessof gender) are permitted to supervise weigh-ins.

4-5-7 Note – Clarified the appropriate weigh-in attire.

Rationale: Wrestlers are now permitted to weigh-in wearing alegal uniform with suitable undergarments. This modification willsimplify the weigh-in process by having all the competitors in thesame area and can expedite the activity. Beside the legal uniform,the wrestlers may wear low-cut socks on the scale. The sockscannot be removed or added for fear that practice would affect thewrestler’s weight loss or gain.

5-29-1 – Modified the definition of unnecessary roughness.

Rationale: Pulling an opponent’s hair is a violation. This practicecould cause injury to the neck and should be penalized accord-ingly.

7-3-1 – Clarified the application of a technical violation while awrestler is attempting to flee.

Rationale: If the defensive wrestler is taken down or is in the nearfall criteria while they are trying to flee the mat, there will not beadditional penalty points assessed. The fleeing attempt was poorlyexecuted and was unsuccessful.

8-1-4 - Modified the administration of the stalling penalty.

Rationale: Upon the fourth stalling penalty, the match shall bestopped, two points awarded to the opponent and they are givenchoice of position on the restart. The match stoppage ensures thatthere is time remaining for the restart.

Penalty Chart – Modified to reflect the administration of thestalling penalty.

Rationale: The Stalling Penalty Chart modification is reflective ofthe change to the fourth stalling offense.

8-2-9 – Modified how imminent scoring should be administered.

Rationale: When a match is stopped for an injury during a scoringsituation, the official makes the determination that the scoringwould have been successful had the action continued. The refereecharges the injured wrestler an injury time-out and awards theapplicable points to the opponent.

AM1. Call to Order

The regular meeting of the WVSSAC

Board of Directors was called to or-

der at 5:52 PM on Wednesday, July

22, 2020 at the WVSSAC Office,

Parkersburg, WV by Mr. Dave

Cottrell. The meeting continued on

Thursday, July 23, 2020 and was

called to order at 8:15 am by Dave

Cottrell. The following members

were present: Gregory Moore, Jimmy

Frashier, Lee Loy, Dr. Eddie

Campbell, Robert Dunlevy, Jim Wil-

son, Dave Cottrell, and Jim Crawford.

Representing the WVSSAC admin-

istrative staff was: Bernie Dolan,

Greg Reed, Wayne Ryan and Dr.

Cindy Daniel. Art Petitto and Michael

Kelley were absent Wednesday

evening and Thursday morning.2. Approval of Minutes

A. June Meeting – Mr. Dolan pre-sented the minutes of the June2020 meeting for approval. Ona motion by Dr. Campbell and asecond by Mr. Frashier, theBoard voted unanimously to ac-cept the minutes as presented.

3. Approval of AgendaA. Mr. Dolan presented the Agenda

for approval. On a motion by Mr.Loy and a second by Dr. Moore,the Board voted unanimously toapprove the agenda as pre-sented.

4. Financial ReportsA. June Monthly – Mr. Dolan pre-

sented the November MonthlyFinancial Reports for consider-ation by the Board. On a motionby Dr. Campbell and a secondby Mr. Loy, the Board unani-mously approved the report aspresented.

5. Coaching Committee MeetingReport

a. Softball- Dr. Daniel coveredwhat was discussed at the soft-

ball coaches committee meet-ing. No action needed.

b. Band-Mr. Dolan covered whatwas discussed at the band com-mittee meeting. No actionneeded.

c. Official’s Advisory Committee-Mr. Dolan covered what was dis-cussed at the officials commit-tee meeting. There were severalitems reviewed for board ap-proval. On a motion by Dr.Campbell and a second by Dr.Moore, those items were ap-proved.

6. Administrative UpdateNo action needed.

7. Legal Counsel RFP-

Mr. Dolan discussed getting new legal

counsel and bringing them in for

review. On a motion by Dr. Campbell

and second by Mr. Crawford, the

board approved legal counsel RFP.8. Discussiona. Sports Modification-Mr. Dolan

discussed sports modificationswith the board. On a motion by Dr.Moore and second by Mr. Loy, theboard approved the volleyballmodifications. On a motion by Dr.Moore and second by Mr. Frashier,the board approved the cheermodifications. On a motion by Dr.Campbell and second by Mr.Frashier, the board approved flexdays.

b. School Reimbursement-Mr. Dolandiscussed holding all schoolreimbursement until the end of theyear before dispersing. On amotion by Mr. Crawford and secondby Dr. Campbell, the boardapproved.

c. Sports Season-This was allinformative and no action wasrequired.

d. FB Playoff Requirements-This wasall informative and no action wasrequired.

9. 2020-21 Budget Mr. Dolan reviewed and discussed

the budget for 2020-21. On a

motion by Dr. Moore and second by

Dr. Wilson, the board approved theupcoming budget.

10. Appeals

A. Student Athlete, Williamstown HS 127-

2-7 (Residence Transfer) On a motion by Dr.

Campbell and a second by Dr. Wilson, the

Board voted 7-0 that the Executive Directors

decision be overturned because it has been

demonstrated that the rule fails to accom-

plish the purpose for which it is intended.

B. Student Athlete, Williamstown HS, 127-

2-7 (Residence Transfer) On a motion by Mr.

Loy and a second by Mr. Crawford, the Board

voted 6-1 to sustain the ruling of the Execu-

tive Directors decision denying eligibility for

the reason that the applicant has not dem-

onstrated that the rule fails to accomplish the

purpose for which it is intended, and there is

no allegation of extreme and undue hardship.

C. Student Athlete, Trinity Christian School,

127-2-7 (Residence Transfer) On a motion

by Mr. Loy and a second by Mr. Crawford,

the Board voted 7-0 to sustain the ruling of

the Executive Directors decision denying eli-

gibility, for the reason that extreme and un-

due hardship has not been proven, and there

is no allegation that the rule fails to accom-

plish the purpose for which it is intended.

D. Student Athlete, Woodrow Wilson HS,

127-2-7 (Residence Transfer) On a motion

by Mr. Fashier and a second by Mr. Dunlevy,

the Board voted unanimously to overturn the

ruling of the Executive Directors decision and

that eligibility be granted, extreme and undue

hardship having been established.

E. Student Athlete, Huntington HS, 127-2-7

(Residence Transfer) - On a motion by Dr.

Campbell and a second by Dr. Moore, the

Board voted 7-0 to overturn the Executive Di-

rectors decision and that eligibility be granted,

extreme and undue hardship having been

established.

F. Student Athlete, Tygarts Valley HS,

127-2-7 (Residence Transfer) – On a mo-

tion by Mr. Loy and a second by Mr. Crawford,

the Board voted unanimously to overturn the

Executive Directors decision and that eligi-

bility be granted due to extreme and undue

hardship having been established.

2-7 (Residence Transfer) - On a motion by

Dr. Moore and a second by Dr. Campbell, the

Board voted 5-2 to sustain the Executive Di-

rectors decision to deny eligibility, for the rea-

son that extreme and undue hardship had not

been proven, and for the reason that the ap-

plicant has not demonstrated that the rule

fails to accomplish the purpose for which it

was intended.

H. Student Athlete, Princeton Senior HS,

127-2-7 (Residence Transfer) – On a mo-

tion by Dr. Wilson and a second by Mr.

Crawford, the Board unanimously voted to

overturn the Executive Directors decision

and that eligibility be granted because it has

been demonstrated that the rule fails to ac-

complish the purpose for which it is intended.

I. Student Athlete, Huntington HS, 127-

2-7 (Residence Transfer) - On a motion by

Dr. Moore and a second by Mr. Frashier, the

Board unanimously voted to overturn the Ex-

ecutive Directors decision and that eligibility

be granted, extreme and undue hardship hav-

ing been established.

J. Student Athlete, Princeton HS, 127-2-

7 (Residence Transfer) – On a motion by Dr.

Campbell and a second by Mr. Frashier, the

Board unanimously voted to sustain the Ex-

ecutive Directors decision to deny eligibility,

for the reason that extreme and undue hard-

ship has not been proven, and for the reason

that the applicant has not demonstrated that

the rule fails to accomplish the purpose for

which it is intended.11. Items for the Good of the Order

– Items were reviewed in #7 Discus-sion.

12.Adjourn-On a motion by Mr. Loy and

a second by Dr. Campbell, the Board

unanimously voted to adjourn at 1:44

pm Thursday afternoon.

The regular meeting of the WVSSAC

Board of Directors was called to or-

der at 8:02 AM on Thursday, August

27, 2020 at the WVSSAC Office,

Parkersburg, WV by Mr. Dave

Cottrell. The following members were

present: Gregory Moore, Jimmy

Frashier, Robert Dunlevy, Art Petitto,

Dave Cottrell, and Jim Crawford.

Representing the WVSSAC admin-

and Jim Wilson joined via Zoom.2. Approval of Minutes

A. July Meeting – Mr. Dolan pre-sented the minutes of the July2020 meeting for approval. Ona motion by Mr. Frashier and asecond by Mr. Petitto, the Boardvoted unanimously to accept theminutes as presented.

3. Approval of AgendaA. Mr. Dolan presented the Agenda

for approval. On a motion by Mr.Dunlevy and a second by Mr.Crawford, the Board votedunanimously to approve theagenda as presented.

4. Financial ReportsA. July Monthly – Mr. Dolan pre-

sented the July monthly financialreports for consideration by theBoard. On a motion by Mr.Crawford and a second by Mr.Moore, the Board unanimouslyapproved the report as pre-sented.

Atheletecase was reviewed by Mr.Dolan. She was awarded eligibility.

7. AppealsA. Student Athlete, Parkersburg

Catholic HS 127-2-7 (Residence Trans-

fer) On a motion by Mr. Moore and a sec-

ond by Mr. Frashier, the Board voted 6-0

that the Executive Directors decision be

overturned and that eligibility be granted,

extreme and undue hardship having

been established.

B. Student Athlete, Williamstown HS,

127-2-7 (Residence Transfer) On a mo-

tion by Mr. Dunlevy and a second by Mr.

Crawford, the Board voted 4-1-1 to over-

turn the ruling of the Executive Directors

decision and that eligibility be granted,

extreme and undue hardship having

been established. Eligibility would be for

any sport except volleyball.

C. Student Athlete, Herbert Hoover HS,

127-2-7 (Residence Transfer) On a mo-

tion by Mr. Frashier and a second by Mr.

Petitto, the Board voted 6-0 to overturn

the ruling of the Executive Directors de-

cision denying eligibility, for the reason

that extreme and undue hardship had

been established.

D. Student Athlete, Man HS, 127-2-7

(Residence Transfer) On a motion by Mr.

Fashier and a second by Mr. Crawford,

the Board voted 6-0 to sustain the ruling

of the Executive Directors decision de-

nying eligibility, for the reason that ex-

treme and undue hardship had not been

proven, and there is no allegation that

the rule fails to accomplish the purpose

for which it is intended.

E. Student Athlete, Lewis County HS,

127-2-7 (Residence Transfer) - On a mo-

tion by Mr. Moore and a second by Mr.

Petitto, the Board voted 6-0 to overturn

the Executive Directors decision and that

eligibility be granted, extreme and undue

hardship having been established.

F. Student Athlete, Huntington HS,

127-2-7 (Residence Transfer) – On a

motion by Mr. Moore and a second by

Mr. Petitto, the Board voted unanimously

H. Student Athlete, Clay County HS,

127-2-7 (Residence Transfer) – On a

motion by Mr. Moore and a second by

Mr. Dunlevy, the Board unanimously

voted to overturn the Executive Direc-

tors decision and that eligibility be

granted because it has been demon-

strated that the rule fails to accomplish

the purpose for which it is intended.

I. Student Athlete, Richwood HS,

127-2-7 (Residence Transfer) - On a mo-

tion by Mr. Frashier and a second by Mr.

Petitto, the Board unanimously voted to

overturn the Executive Directors deci-

sion because it has been demonstrated

that the rule fails to accomplish the pur-

pose for which it is intended.

127-2-7 (Residence Transfer) – On a

motion by Mr. Moore and a second by

Mr. Crawford, the Board unanimously

voted to overturn the Executive Direc-

tors decision because it had been dem-

onstrated that the rule fails to accom-

plish the purpose for which it is intended.

M. Student Athlete, Wheeling Park HS,

127-2-7 (Residence Transfer) – On a

motion by Mr. Frashier and a second by

Mr. Crawford, the Board unanimously

voted to overturn the Executive Direc-

tors decision and that eligibility be

granted, extreme and undue hardship

having been established.

N. Student Athlete, Huntington HS,

127-2-7 (Residence Transfer) – On a

motion by Mr. Crawford and a second

by Mr. Moore, the Board voted 4-1 to sus-

tain the Executive Directors decision

denying eligibility, for the reason that ex-

treme and undue hardship were not

proven, and there is no allegation that

the rule fails to accomplish the purpose

for which it is intended.

O. Student Athlete, Paw Paw HS, 127-

2-7 (Residence Transfer) – On a mo-

tion by Mr. Petitto and a second by Mr.

Moore, the Board voted unanimously to

overturn the Executive Directors deci-

sion and that eligibility be granted, ex-

treme and undue hardship having been

established.

P. Student Athlete, Lincoln County HS,

127-2-7 (Residence Transfer) – On a

motion by Mr. Moore and second by Mr.

Petitto, the Board voted unanimously to

sustain the Executive Directors decision

to deny eligibility, for the reason that ex-

treme and undue hardship had not been

proven, and there is no allegation that

the rule fails to accomplish the purpose

for which it is intended.

Q. Student Athlete, Winfield HS, 127-

2-7 (Residence Transfer) – On a mo-

tion by Mr. Moore and second by Mr.

Frashier, the Board voted unanimously

to sustain the Executive Directors deci-

sion to deny eligibility, for the reason that

extreme and undue hardship had not

been proven, and for the reason that the

applicant has not demonstrated that the

rule fails to accomplish the purpose for

which it is intended.

8. Items for the Good of the Ordera. Mr. Dolan requested a Septem-ber date for a special board meet-ing to hear appeals only. The boardsettled on September 16th.
