Background about the CSIR:

The Council of Scientific & Industrial Research (CSIR), established in 1942, is an autonomous body whose President is the Prime Minister of India.

CSIR has a vibrant network of 37 research institutes/laboratories, 39 outreach centers, 3 modernized Innovation Centers and 4 specialized Unites.

CSIR expertise and experience is embodied in its about 4000 research scientists and supported by about 8000 scientific and technical personnel

The key sectors of knowledge & technology generation of CSIR are Biological Sciences; Chemical Science; Engineering Sciences; Physical & Earth Sciences; Lather & Environmental Sciences and Information Sciences

According to the Scimago Institutions ranking world report 2016, CSIR bagged 12th

position among the government institutions of the world. It proved that CSIR is one of thelargest central government funded research organisation in the world.

Scope and Objective of the Study

The study focused on CSIR laboratories institutional repositories which are easilyaccessible through internet. All the data presented in table 1 ( Pl. see in Paper) arecollected from respective institutional repositories websites by the investigator usinginternet.

The following objectives frame for this study:

To provide a reconnaissance of the various CSIRinstitutional repositories in the country

To assess the various features of the IRs use variousparameters viz. total collection; type of contents; accessfacility; organization of the information; Copyrightinformation; distribution of cluster-wise of IRs.; searchinterface.

Type of IRs Collection

The distribution of documents listed in the variousinstitutional repositories. Total 09 types ofdocuments, excluding ‘others’ category wasprepared and we have traced out the type ofdocuments available in whole CSIR lab’s IRs.Overall, it is found that articles lead the list ofcollections followed by PhD Thesis andconference proceedings papers. There are few IRsholdings book chapters, patent information,images/videos, annual reports etc.

Findings and Conclusions

• More than 87% of CSIR labs have been established their own institutional repositories,but a matter of concern as the total number of documents except few lab’s IRs are notimpressive. The study found that some of the CSIR IRs holdings very few documents.We have observed that the two reasons behind the availability of the minimum documentsin IRs. Firstly, shortage of staff in the libraries and, secondly difficulties in getting wordfiles with figures from scientists and technologist. This is the major hurdles/ bottlenecks insetting the IR in some of CSIR labs.

• Six CSIR labs have not yet taken initiatives to setting up their own institutionalrepositories.

• The study also found that ePrints open source software is the first choice in CSIR labsfollowed by DSpace OSSS for creation IRs.

• Among all the types of contents archived on IRs, articles PhD Thesis and conferenceproceeding papers lead the list of collections. However, the type of documents like patentinformation, book chapters, videos etc. were rarely found in IRs.

• It is found that most of the CSIR institutional repositories contain full text articles withrestricted access only for authorized users. This is not fulfilled the CSIR Open accessmandates.

• CSIR has also setup centralized institutional repositories hosting service for CSIR Labsand a Harvester service for CSIR Institutional Repositories at CSIR-URDIP.

• Most of the CSIR IRs has been listed under library Webpages of the respective institutes. Itwas taken efforts by LIS professionals that they are taking key initiatives in planning,installing, designing and implementing the IR on the websites of CSIR labs.

• The 31 repositories are available in CSIR Labs with consists of total 88494 records, 13(41.93%) has below 1000 records, 8(25.81%) has more than 1001 but below 2000 records. Itis found that only 4 (12.90%) repositories are having more than 9001 records in the collectionof IRs.

In the context of the foregoing discussion, it may be concluded that the institutionalrepository is a very useful tool in day to day research and scientific managementactivities in research organisations such as CSIR, ICMR, ICAR, ICSSR, DRDO,DBT, DST etc. in India. Once intellectual outputs are stored in the IR they canused by department researchers as definitive source of information for promotionpanels and appraisals. Most of the CSIR institutes have been setup their own IR.It is to hope that other R & D organizations, i.e. DST, DBT, DRDO, ICMR, ICAR,ICSSR, remaining CSIR labs will also setup own their IR. . This study will help todevelop repository infrastructure by setting up, populating and linking other S &TIRs. Authors believe that increased visibility will reflect the high quality ofscholarship and bring about an increase in readership and increase in institutionstatus
