1 CTM Release notes 7.6.8 This document describes the version 7.6.8 of CTM.
None of the current features or changes in this release have any impact on the pre-existing
functionality if not mentioned explicitly in these release notes and training may thus be done post-
release if desired.
1.1 UI updates
In CTM version 7.6.8 some pages that are often used by public users and supplier users have received
a new look and feel. See the below sections that describe the changed pages. We will continue to
update additional pages in future releases.
1.1.1 Public tenders page
The first major page that has been updated is the ongoing public tender page which is used by public
users and supplier companies to find and look up public tenders published in CTM.
The different search filters are now arranged across the whole width of the screen. When looking
through search results the filters area can be collapsed in order to focus only on the search results.

1.1.2 Public tender information page
The public tender information page has also been updated. This is the page that is seen when a
tender on the ongoing public tenders page is selected and opened.
Through the new UI it becomes easier to process the information shown on the public tender page as
different areas are more clearly separated and others grouped together.
Additionally, 2 new process template settings have been added that affect the new public tender
page. The first new process template setting allows authorities to make all tender steps visible on the
public tender page before a supplier has expressed interest in the tender and the other new process
template setting allows to view the online questionnaire before a supplier has expressed interest.
The usage of the new process template settings is optional.

1.1.3 Online questionnaire preview page
The online questionnaire preview page that is available to public users and supplier companies that
have expressed interest in a tender has been updated in order to show the questionnaire in a better
more readable format.
1.2 Tender online evaluation tool
The online evaluation tool in CTM™ has been updated with additional functionalities to provide more
evaluation options and increase the ease-of-use. As the authority, the tool is used for easy evaluation
of the suppliers’ responses and automatic scoring and ranking.
1.2.1 New evaluation model – relative weight with relative scoring
A new evaluation model has been added to the online evaluation tool called ‘Relative weighting with
relative scoring’.
In this new evaluation model scores for questionnaire sections are normalized to 100, meaning that
in each questionnaire section the supplier that received the highest score from evaluators will

receive a score of 100 in the calculations making the questionnaire sections more import for the final
outcome of evaluation.
If the new model is used and weights are being set then all questionnaire sections and pricing for a
specific lot are shown together on the same level and weights can be set for all sections and pricing.
When using the new evaluation model the evaluation type that allows to evaluate and set weights
for a whole tender step is not available only the standard evaluation type is available in which
weights are set for each lot separately.
1.3 QnA – Questions and Answers module
This chapter only applies if you are using the QnA functionality in your tenders.
The QnA is available as a separate module, contact your local CTM™ distributor for more
information.
1.3.1 View QnA in evaluation and questionnaire
In a previous update to CTM, the ability to ask questions directly through the online questionnaire
was added. This has now been improved with functionality to view questions and answers specific to
a certain question directly in the questionnaire for suppliers and authority side tender evaluators can
view questions and answers that are specific to one question directly in the tender evaluation.

The ‘View QnA’ page that can be opened for a specific question only shows questions and answers
for that questionnaire question. The ‘View QnA’ page is the same for both suppliers and authorities.

1.4 Manage favorite suppliers lists through welcoming page
Previously it was only possible to add suppliers to favorite supplier lists and manage the lists by
creating a tender in which it was possible to invite suppliers.
In CTM 7.6.8 it is going to be possible for contracting authorities to go to the previously existing
service called ‘Supplier Management’ and after searching for a supplier to add the supplier to a
favorites list.
On the supplier search page is a link to the approved suppliers lists themselves which shows the
existing lists and allows to manage them (rename, add and delete).

1.5 Smaller changes
1.5.1 Supplier response report included in ZIP download
When downloading all supplier response documents on the response comparison page the
downloaded ZIP file will now also contain the supplier response report which in the past had to be
downloaded separately. When downloading all supplier documents for all packages and suppliers the
ZIP file will contain the same report for all suppliers.
1.5.2 Answer limit for free text questions
The free text question in the online questionnaire that allows a long answer to be entered by
suppliers will now allow to enter up to 20 000 characters. This change will apply to any ongoing
tenders at the time of the release and to any tenders started after the release.
1.5.3 User group filter on add/remove members page
A new filter has been added to the add/remove members page when assigning users to an object (for
example a tender or a contract).
The new filter is called ‘User groups’ and it opens a drop-down showing all user groups in the
account. If a user group is selected then instead of displaying a list of all users in the account the
available users list will only show the users from the selected user group and users from that group
can be moved to the members area in order to assign them as an editor or viewer to the tender,
project or contract at hand.

1.5.4 Award publication before tender deadline
In order to improve the process of cancelling a tender that has been published to an external
publication site (for example TED) it will now be possible to publish a contract award notice which
informs the external publication site about the tender cancellation even if the tender response
deadline has not yet passed.
This is done by adding an additional confirmation checkbox to the award publication steps. After the
publication form has been filled out and finalized when trying to publish the award notice a
confirmation window will open in which the user has to manually check a box before being able to
actually publish the award notice before the response deadline of the tender has passed.

1.5.5 Questionnaire template folders
When adding a questionnaire template to a tender the dropdown menu which shows the available
questionnaire templates will also show the name of the questionnaire template folder that the
template is in. For authorities that have set up a questionnaire template folder structure with
templates in different folders this will make finding the relevant questionnaire template quicker and
easier.
Please note that the color scheme of the folder name on the dropdown menu can be different
depending on the used web browser.

1.5.6 Creating mini-competitions through framework contracts
When creating a mini-competition through a framework contract the first page which requests to
select lots that should be included in the mini-competition no longer shows unnecessary radio
buttons. Instead, there is a checkbox to select all lots and checkboxes for each lot.
After lots have been selected the tender creation page will appear. When trying to select a process
template the dropdown menu for process templates will only show process templates that have the
template setting Mini-Competition set to the value ‘Yes’. All other process templates will be filtered
out and not displayed initially. For authorities that have a lot of different process templates this will
make it easier to select the correct process template when creating a mini-competition through a
framework contract.

1.5.7 Deleting lots
In CTM 7.6.8 it will no longer be possible to delete lots once the tender has been published or
suppliers have been invited to tender. The delete button will no longer be available under those
circumstances. This is the same behavior as with tenders themselves.
In case a lot is cancelled during the tender process the lot name can be amended to show that the lot
has been cancelled and for external publication sites the publication forms (for example TED forms)
include fields to indicate that a lot has not been awarded/cancelled.
