Decreases the effectiveness of the gifted performance indicator on school and district report cards

Gifted performance Index is based on low cut scores

Value-added (growth) measurement is questionable

Next year, ODE will be free to set cut scores that have no meaning beyond Ohio, which means Ohio is right back where we started before we moved to the new state assessments.
