Afghanistan President Ashraf Ghani and PM Narendra Modi, urged Islamabad to end its
“selective” approach to fighting terror groups on its soil, and end “terror sanctuaries” for groups that target both Afghanistan and India. These statements were issued at the Heart of Asia
summit in Amritsar.
President Ashraf Ghani also rejected Pakistan’s proposal of a $500 million fund for development in Afghanistan. He remarked that the fund could very well be used for containing extremism, as
in his opinion, without peace, any amount of assistance will not meet the needs of the people of
Afghanistan.
Mr. Ghani’s words were echoed by PM Narendra Modi. PM Modi called for action against terrorists and those who “support, shelter, train and finance them”.

Key Points:
Recently, there has been an unintended fusion of the Sagarmala initiative and
Beijing’s Maritime Silk Road (MSR). This unintended fusion has largely been caused by India’s decision to rapidly
develop ports, especially along the east coast, and China’s renewed focus on an expansion of its harbours.
The new hubs of coastal development which have emerged are the ports of
Krishnapatnam and Machilipatnam in Andhra Pradesh as well as the
Colachel Port in Tamil Nadu.
These ports are linked with the Sagarmala initiative.
What is the Sagarmala Initiative?
The Sagarmala initiative, is PM Modi’s pet project of having a string of world class ports, enmeshed with well-connected industrial clusters in the
hinterland.
The prime objective of the Sagarmala project is to promote port-led direct
and indirect development and to provide infrastructure to transport goods to
and from ports quickly, efficiently and cost-effectively.

Key Points:
The Environment Ministry has indefinitely postponed the plan to update India’s forest
policy.
It is important to note that a key promise of the forest policy is to have a third of India’s land under forest or tree cover.
Also, it is important to note that the Ministry of Environment, Forest and Climate Change
(MoEFCC) had tasked the Bhopal-based Indian Institute of Forest Management (IIFM),
which is an affiliated organisation, with reviewing and revising the existing forest policy.
This was the first time that the policy was being re-looked since 1988
The Environment Ministry has also decided to abstain from committing to a timeframe by
which it would have a third of India’s land under forest or tree cover.

drugs/article16760035.ece
Category: Science and Technology
Topic: Health
Key Points:
What is a fixed dose combination (FDCs) drug?
A fixed dose combination is one that contains two or more drugs combined in a fixed ratio of doses and available in a single dosage form.
Unfortunately, in India, millions of unapproved formulations and products of fixed dose combinations (FDCs) are available.
They are available in three therapeutic areas — a) analgesia, b) anxiety/depression and c) psychosis.
It is important to note that these are unsafe and at times dangerous or even lethal.
Development
Recently, the Delhi High Court quashed all notifications banning the manufacture and sale of 344 Fixed Dose Combination (FDC) drugs.
There is little doubt that a number of combination drugs should be taken off the shelf.
It is important to note that the government believes, as do many health activists, that some combinations are unsafe and/or promote antibiotic resistance, while others lack particular therapeutic value.
Justice Rajiv Sahai Endlaw concluded that the ban was invalid because the power under the Drugs and Cosmetics Act was exercised without consulting the Drug Testing Advisory Board (DTAB) and Drugs Consultative Committee (DCC).
2. Unbuilding our cities
http://www.thehindu.com/opinion/op-ed/Unbuilding-our-cities/article16759863.ece
Category: Disaster Management
Topic: Disaster Mitigation, Planning
Key Points:
The 2015 Chennai floods put the spotlight on how unwise land use, made the city
vulnerable to the Northeast monsoon.
In the wake of the 2015 Chennai floods, the state government pointed out that it is taking
the following initiatives:
a) building storm water drains, b) removing encroachments, c) de-silting waterbodies, bridges and culverts, and d) sprucing up its early warning and disaster response machinery. Although these initiatives are noteworthy, unfortunately, on the other side we also see
agencies building ill-designed bridges and roads, flattening dunes, and filling up salt pans
and water bodies.
It is important to note that The 11th Five-Year Plan marked a policy shift from rural
development to urban renewal. It celebrated urbanisation as “an indicator of economic
development... [and] a positive factor for overall development.”
Urbanisation and its problems
It is important to note that urbanisation results in an increased built-up area. This increased built-up area, requires workers, who are usually migrants.
But, unfortunately, with affordable housing for the working poor absent, informal settlements come up in vulnerable areas in floodplains and along the margins of seas and waterbodies to accommodate each new wave of migrants.

Key Points:
The recent remarks made by President Ashraf Ghani in his inaugural address at the Heart of Asia summit in Amritsar illustrate the growing rage over Pakistan’s crisis-inducing policies in the region.
President Ashraf Ghani also rejected Pakistan’s proposal of a $500 million fund for development in Afghanistan. He remarked that the fund could very well be used for containing extremism, as in his opinion, without peace, any amount of assistance will not meet the needs of the people of Afghanistan.
Indian Policy
Some experts believe that it is important for India to revisit its policy of disengagement with Pakistan.
In the wake of the cross-LoC raids, which followed the Uri attack, Pakistan has not been deterred from backing jihadist operations in Kashmir.
It is suggested by some experts that India could, for example, be far more vigorous in its engagement of Pakistan’s civil society.
India could do much more to revive its ties with Russia and the central Asian states, who are important actors in the regional chessboard.
India can look for new ways to work with China in the shared objective of stability in Afghanistan and West Asia.

and-tax-evasion/article9410313.ece
Category: Indian Economy
Topic: Government Policy
Key Points:
It is important to note that in the wake of demonetization, consumers and small
businesses have been forced to use their debit and credit cards more often. They
have also been forced to try mobile banking and adopt e-wallets.
This change in habit reduces the need to carry enough cash on shopping trips and
saves vendors and shopkeepers the bother of keeping track of cash collections
and keeping the money safe till it is deposited in the bank.
It is important to note that every transaction completed with the swipe of a card,
or using internet or mobile banking or e-wallets, leaves a digital trail.
This digital trail would become a rich source of information that the tax
department can use to identify tax evasion.
This can be used as an effective tool of governance. In the bid to curb the re-
emergence of unaccounted cash as well as to collect more from income taxes, the
Government could direct payment gateways and e-wallet companies to share
information on individuals and merchants exceeding a certain threshold in
payments and receipts.

http://www.thehindu.com/news/national/tamil-nadu/Tamil-Nadu-plunges-into-
mourning/article16765731.ece
Category: Polity and Governance
Topic: Developments, Govt. Schemes
Key Points:
Development:
Tamil Nadu Chief Minister Jayalalithaa is no more. She had suffered a cardiac arrest and did not respond to emergency life support treatment. Her death plunged the State and the party into grief.
It is important to note that during her many tenures as Chief Minister of Tamil Nadu, several initiatives and schemes were launched. Some of these schemes have set themselves as an example to follow in other states of the country as well. Thus, it is important for civil services aspirants to be aware of these schemes.
Welfare Schemes initiated:
'Cradle Baby' scheme: This scheme was launched in 1992 in Salem district, during her first term, to combat the low sex ratio and to curb the menace of female infanticide.
In addition, Jayalalithaa instituted the ‘Girl Child Protection Scheme’, which provides financial incentives to impoverished parents to tide over educational and marriage expenses of their daughters.
All Women Police Stations: To specifically cater to the complaints and grievances of women, the first All Women Police Station was set up in 1992 by her government. At present in Tamil Nadu, 200 such police stations are functioning, with one in each sub-division. It is significant to note that about 40% of the All Women Police Stations in the country are located in Tamil Nadu. In addition, every police station has been ordered to have one Woman Sub-Inspector.
Rainwater harvesting (RWH): This was started as a movement by the government in 2001.
She made RWH compulsory in all buildings to replenish the groundwater tables, which were rapidly falling. Amendments were made to the Tamil Nadu District Municipalities Act.
New Veeranam scheme: This scheme envisaged bringing water from Veeranam tank in Cuddalore district to Chennai. This scheme was implemented by the AIADMK regime led by her in 2004. Since 2004, the Veeranam tank, located at the tail-end of the Cauvery river system, has been one of the major water sources for Chennai.
Tsunami relief and rehabilitation: In the aftermath of the tsunami on December 26, 2004, she ensured that the entire official machinery was focussed on relief efforts.
Free houses, goats and grinders: One of her flagship schemes was the Solar Powered Green House Scheme. This scheme was launched in 2011-2012. This scheme aimed at providing a proper home for families living below the poverty line, along with the solar powered home illumination.
Also, milch animals were distributed in villages. This was another big hit among the rural folk.
Free laptop scheme: Jayalalithaa unveiled a free laptop scheme for students of government and government-aided schools and colleges. The objective was to empower students and enhance their skills and ability, and was especially targeted at those in rural areas.
Amma canteens: This scheme was launched primarily to provide food to the urban poor at a low cost. This scheme is now being replicated in many other states.
Amma baby care kits: The scheme was aimed at improving the hygiene of post-natal mothers and newborn babies, and inculcating hygienic practices among the mothers. The kits contain, among other things, a towel, dress, bed, protective net, napkin, oil, baby soap, shampoo, soap box, liquid hand wash, nail cutter, baby rattle, toy, and 'sowbagya sundi lehiyam’ (a medicinal preparation to improve mother’s health).
2. Centre not to make singing of National Anthem compulsory in
government schools

Category: Polity and Governance
Topic: Government Initiatives
Key Points:
The Centre recently declared that it does not propose to make singing of the National
Anthem mandatory in all government and government-aided schools.
The Centre remarked that it is up to the States to take necessary action for observance of
provisions of the RTE Act and Constitution concerning the same.
Citing the Right of Children to Free and Compulsory Education (RTE) Act, 2009, Union
Minister of State for Human Resource Development, Mr. Upendra Kushwaha, said that the
act provides for free and compulsory education to every child of age 6 to 14 in a
neighbourhood school till the completion of elementary education in all States and UTs
except Jammu and Kashmir.
Specifics of the Act
It is important to note that section 29(2)(a) of the RTE Act provides that the academic authority, while laying down the curriculum and the evaluation procedure under sub-section (1), shall take into consideration conformity with the values enshrined in the Constitution.
Further, it is also important to note that Article 51-A (a) of the Constitution of India mentions that it shall be the duty of the every citizen of India to abide by the Constitution and respect its ideals and institutions, the national flag and the national anthem.

It is important to note that India and Vietnam have been steadily stepping up their
cooperation, especially in the defence sector, against the backdrop of the growing
assertiveness of China in the region.
Bilateral ties were recently given a boost when Prime Minister Narendra Modi visited
Vietnam in September.
In the area of naval cooperation, India already trains Vietnamese sailors in operating Kilo

home to an estimated 20 million asthma patients. All of these 20 million asthma patients suffer from moderate to severe asthma. It is important to note that winter is officially the cold and flu season. There are cases of common cold, cough disorders and flu which tend to increase during these
months. Moreover, aerosol from cough can easily spread through moisture in the atmosphere and
lead to frequent infections. 80% of infections spread through direct and indirect contact.
During the winter season, a majority of people are hospitalised with flu and several others bear the brunt of cough, congestion, sore throat and other symptoms of cold.

Category: International Relations
Topic: India and its neighborhood- relations
Key Points:
There are good reasons as to why the ‘Heart of Asia’ conference is named so. One of the obvious reasons is geographical.
As Afghanistan lies at the junction of Central, South and East Asia, and is also at the junction of the ancient trading routes from China and India to Europe.
In fact, today, Afghanistan is also a focal point for the region’s biggest challenge- that of terrorism.
It was thus necessary and timely for India to put terror at the centre stage at the Heart of Asia declaration in Amritsar.
If we factor developments over the past year, the cornering of Pakistan by its South Asian neighbours has only yielded deeper ties for Islamabad with Beijing and Moscow, pushed Kabul closer to Central Asia, and moved New Delhi towards multilateral groupings to the east and south.
It is significant to note that the ‘Heart of Asia’ process remains critical to forging cooperation to realise Afghanistan’s potential to be a vibrant Asian “hub”.

Category: International Relations
Topic: Effect of policies and politics of developed and developing countries on India’s interests
Key Points:
Globally, an increasing number of people are facing displacement due to droughts,
famines, rising sea levels and other natural disasters caused by climate change.
In popular literature, this class of migrants has been labelled as ‘environmental refugees’. It is important to note that the UN Refugee Convention (1951) grants certain rights to
people fleeing persecution because of race, religion, nationality, affiliation to a particular
social group, or political opinion.
Due to this convention, the refugees are entitled to follow principles of non-
discrimination, non-penalisation, and non-refoulement.
Unfortunately, people migrating due to environmental disasters have no such recognition
of their ‘refugee’ status in international law.
This leaves them without any basic rights of rehabilitation and compensation.
The Paris Agreement The Paris Agreement presented a unique opportunity to address the challenge of
increasing environmental refugees.
It is important to note that before the negotiations commenced, there were
numerous demands that were made to incorporate ways to tackle climate
migration in the final agreement.
These demands included: a) recognising the threat posed by climate change to
livelihoods and human safety, and environmental refugees or migrants affected
by climate change; b) providing technical and capacity building support to
national and local initiatives tackling such displacement; c) and developing
suitable policies to manage loss and damage by addressing climate change-
induced displacement.
Unfortunately, the Paris Agreement fell considerably short of these expectations.
The Way Forward
The draft of the Paris Agreement discussed before COP 21 provided for a Climate
Change Displacement Coordination Facility. Unfortunately, this coordination facility did not make it to the final text of the
agreement, but it may be worthwhile to reconsider its establishment.

Category: Indian Economy
Topic: Government Policy
Key Points:
The recent meeting of the Goods and Services Tax (GST) Council turned out to be inconclusive.
Some of the states debated with the Centre over issues such as dual control or sharing of administrative powers for overseeing the new taxation regime.
States, especially those ruled by non-BJP parties, are seeking a discussion on demonetisation in the GST Council.
It is important to note that in the wake of the demonetization initiative, there has been a huge impact on consumption and state revenue collections.
It is suggested that the Centre should show some flexibility on compensating states for revenue losses suffered because of demonetisation in the current fiscal, apart from allowing them greater leeway to borrow in what is undoubtedly an exceptional economic situation.

Key Points:
In an important development, after Mongolia hosted the Dalai Lama in November this year, China has hiked tariffs on Mongolian trucks passing through Chinese territory.
The Mongolian ambassador to India, Gonchig Ganbold, has remarked that, “India should come out with clear support against the difficulties that have been imposed on Mongolia by China, which is an overreaction to the religious visit by His Holiness Dalai Lama.”
He went on to add that Mongolian vehicles are being arbitrarily charged for over-land transit and China’s province of Inner Mongolia has begun to charge trucks carrying minerals a provincial tariff.
He further went on to add that with winter temperature already around minus-20 degrees, this transport obstruction by China is likely to create a humanitarian crisis in Mongolia as these measures will hurt the flow of essential commodities.

French Interior Minister Bernard Cazeneuve was named the country’s new Prime Minister on 6th Dec, 2016 after Manuel Valls resigned.
Manuel Valls resigned to seek the Socialist nomination in next year’s presidential election. Mr. Cazeneuve, will head the Socialist government until the election in May.
Mr. Cazeneuve was named to the post after President Francois Hollande accepted Mr. Valls’ resignation.
An aide to Mr. Hollande mentioned that Mr. Cazeneuve has a good knowledge of the security
issues and the fight against terrorism, which are the government’s priorities.

Key Points:
U.S. Defence Secretary Ashton Carter will be in India this week on 8th Dec, in one of the last
visits from a cabinet member of the outgoing Obama administration.
This visit will give an opportunity for the two governments to review the progress achieved in
deepening defence ties over the last three years before the change of administration in the
U.S.
Key Highlight of the Visit
It is important to note that, the highlight will likely be the finalisation of the provisions for the
‘Major Defence Partner’ status. The U.S. had designated the ‘Major Defence Partner’ status to
India during Prime Minister Narendra Modi’s visit to Washington in June this year. Also, it is important to note that the Logistics Exchange Memorandum of Understanding
(LEMOA) has not been operationalized. Reasons attributed to this is because each service has
their own system in place for accounting and payments. However, efforts are on to put in place a
unified system.
Also, several rounds of discussions have been held on two other agreements, namely a)
Communications and Information Security Memorandum of Agreement (CISMOA), and b) Basic
Exchange and Cooperation Agreement (BECA). But, unfortunately, no progress is expected as of
now.

MeT/article16769965.ece
Category: Environment and Ecology
Topic: Conservation, Air Quality
Key Points:
The MeT department has forecast a fresh spell of fog and smog in New Delhi in the coming days.
Doctors in the city have cautioned people against the effects of pollution, including watery eyes
caused by the smog. It is important to note that high pollution levels could lead to eye infections
and irritation.
Further, the most common problems due to the pollution are redness, burning, itching, watering,
dry or gritty sensation or allergic reactions, which can cause vision loss, especially in complicated
cases.
Fog and its effects:
Fog is a visible mass consisting of cloud water droplets suspended in the air or near the Earth’s surface. The presence of heavy and extended period fog in the northern regions of India is one of
the major weather hazards, impacting aviation, road transportation, economy and public life in
the world’s most densely populated region. Recent studies on fog in India during the past 10-15 years have prompted significant socio-
economic concern due to increase in frequency, persistence and intensity of fog occurrence over
the northern parts of the country. Land use changes and increasing pollution in the region are
responsible for growing Fog occurrence.
A new initiative:
The Union Ministry of Earth Sciences (MoES) has taken up a multi-institutional initiative to
conduct an intensive ground-based measurement campaign in Delhi over this winter to
understand the different physical and chemical features of fog and factors responsible for its
genesis, intensity and duration.
Winter Fog Experiment (WIFEX):
The objectives of the Winter Fog Experiment (WIFEX) are to develop better now-casting (next 6
hours) and forecasting of winter fog on various time and spatial scales, and help reduce its
adverse impact on aviation, transportation and economy, and loss of human life due to accidents.
WIFEX was conducted in a pilot mode at IGIA during last winter, and will be continued during
December 2016 till February 2017.
The main scientific objective of this project is to study the characteristics and variability of fog
events and associated dynamics, thermodynamics and fog microphysics, with the aim to achieve
better understanding of fog life cycle and ultimately improve capability in fog prediction.

Minister of State for Petroleum and Natural Gas Dharmendra Pradhan has recently mooted the idea of a large Asian LNG buyers forum.
This Asian LNG buyers forum would negotiate more equitable trade deals and balance the influence of the Organisation of Petroleum Exporting Countries (OPEC).
This development assumes significance in light of the ongoing increase in oil prices resulting in an adverse impact on the Indian exchequer and the government’s commitment to move towards a gas-based economy.

Category: Science and Technology
Topic: Developments
Key Points:
It is important to note that every defense procurement proposal has three basic constituents: a) the first is the Services Qualitative Requirements (SQR) of the item to be bought. b) Next is the ‘categorisation’ or the way the item is to be procured, c) And last is the grant of ‘acceptance of necessity’ of the competent authority.
Thereafter, the request for proposal (RFP) is floated to eligible firms to bid for the
equipment. Thus, it is important to note that the SQRs are at the cornerstone of an acquisition proposal.
Further, it is important to note that ‘Qualitative Requirements’ are of two types, depending on the categorisation of the case. If the project is under the ‘Make’ (in India) category, since the equipment is being indigenously designed a Preliminary SQR (PSQR) is generated.
For all other categorisations an Air SQR, NSQR (for the Navy) or GSQR (Army) is made.

Key Points:
Recently, an Inter-Agency and Expert Group on Sustainable Development Goal
Indicators (IAEG-SDGs), consisting of representatives from 28 countries including India,
met in Geneva.
They met to finalise the categorisation of indicators across the 17 global Sustainable
Development Goals (SDGs).
It is important to note that in India, Health and nutrition are two areas where
achievements have not been quite up to the mark during the previous era of Millennium
Development Goals (MDGs).
Significantly, in the Global Hunger Index, India is ranked 97th among a total of 118
countries. This statistic signifies a high level of hunger and undernutrition.
The Way Forward Firstly, there is a need to transform civil registration and vital statistics (CRVS) systems in
India.
Currently, India relies on sample registration and surveys to track mortality-related goals
because of inadequate coverage of its Civil Registration System (CRS). This needs to be
addressed.
It is imperative to ensure universal registration of births and deaths by the year 2020. This
was promised in the “Vision 2020” plan announced in 2014.
It is suggested that the existing sample surveys that collect data at the national level should
be assessed for their comprehensiveness.
It is important to conduct a comprehensive assessment of existing surveys with the aim of
streamlining a set of health and nutrition indicators to continuously track the national
targets.
The national Health Management Information System (HMIS), which serves as the backbone
for monitoring results of the National Health Mission, needs reform.

Key Points:
Recently, two sailors lost their lives when the navy’s missile frigate, INS Betwa, toppled over while undocking at a Mumbai dockyard.
Professional salvers, from foreign countries have been called to assess the extent of damage
and salvage the Rs 600 crore ship.
It is important to note that no professional navy in the world has had to face the ignominy of
a ship falling off while docking and Indian shipyards have done this process multiple times
with much heavier ships.
Indian Navy sources refuse to blame the accident on poor infrastructure, equipment or
processes.
Accountability is an essential feature of any responsive organisation, and it becomes even
more critical in the case of the military.
Finally, it is important to note that the navy has gone on record that the INS Betwa, which
was commissioned into service in 2004, will be salvaged and made battle-ready in the
stipulated time-frame of the medium refit.

Key Points:
Nearly 1,500 tourists remained stranded at Neil and Havelock, two famous tourist
destinations of the Andaman and Nicobar Islands. Navy ships failed to dock because of heavy swells. These heavy swells were formed due to
the depression over southeast Bay of Bengal. The Andaman Nicobar Tri-Service Command sent INS Bitra , INS Bangaram , INS
Kumbhir and LCU 38 to evacuate the tourists in the two islands. It is important to note that an LCU is a ‘landing craft unit’ that can land on the beach to
make evacuation easier. The local administration has issued a heavy rainfall warning. According to the
Andamans’ disaster control room, wind speed will be 40-50 kmph, gusting to 60 kmph the next 48 hours.
Unfortunately, the stranded tourists are also facing an acute cash shortage.

Key Points: In the wake of the recent demonetization initiative, it is important to note that rural India
has been severely hit by the lack of cash in circulation since the government’s decision to demonetise high-value currency notes.
To further illustrate this, Regional Rural Banks (RRBs) with 25 crore accounts across the country received just about Rs.8,000 crore of fresh currency from November 10 to November 30.
As a consequence to this, the RBI had recently advised banks to ensure adequate cash supply for all RRBs, rural branches of commercial banks and branches located in Agricultural produce market committees (APMCs) to enable smooth procurement.

Category: Indian Economy
Topic: Government Policy
Key Points:
In the wake of last month’s decision to withdraw legal tender status to high denomination currency notes, the Reserve Bank of India has surprised markets by opting
to keep benchmark interest rates unchanged and cutting the outlook for full-year growth.
The RBI listed global factors including a) the imminent tightening of U.S. monetary
policy, b) the rise in oil prices, and c) “disconcerting” domestic inflation trends that could potentially endanger its price stability goals.
The fact that the RBI has adopted a “wait and watch” approach in the wake of the liquidity shock to the banking system caused by the demonetization initiative is
informative.
The RBI has observed that the currency replacement exercise was likely to have the
biggest impact on cash-intensive sectors.
It is important to note that the resultant disruptions could drag down growth in this
fiscal and more data are needed before conclusions can be drawn on the full impact and
persistence of such an impact.

Key Points:
December 11, 2016 would mark a period of three years from the day on which the
Supreme Court delivered an important judgement.
Unfortunately, this judgement, Koushal v. Naz Foundation. is a widely criticised
judgment.
With the stroke of a pen, India’s LGBT community was cast back into the shadows of illegality after a judgment of the Delhi High Court, reading down Section 377 of the
Indian Penal Code, was reversed in appeal.
Also, the Supreme Court observed that the LGBT community was a “minuscule” minority that did not deserve the court’s time or protection.
After the Koushal judgment:
It is important to note that after the Koushal judgment, Indian lesbian and gay
couples filed applications in different parts of the Commonwealth claiming refugee or
protected status.
Across sections, The Koushal judgment was cited as an example of the contemptuous
attitude towards the LGBT community in India.
It is significant to note that in two cases in Britain, lesbian couples from India
claimed that they should not be deported home, for they would suffer a risk of
persecution or serious harm if they revealed their identities to their families or local
communities.

The RBI has poured cold water on such hopes at its fifth bi-monthly policy review.
The RBI has kept its key policy rate, the repo rate, unchanged.
This is a decision which appears to be sensible on first reading.
The RBI was confronted with the challenge of cutting rates to boost consumer and investor

India and the U.S. on 8th Dec, 2016 finalised the specifications for designating India
a ‘Major Defence Partner’ of the U.S. This status puts India on a par with the closest allies and partners of the U.S.. The
agreement was reached between Defence Minister Manohar Parrikar and U.S.

India was accorded this status during Prime Minister Narendra Modi’s visit to Washington in June.
Both India and the U.S. reviewed the progress in defence ties in recent years, and
welcomed the “tremendous progress” achieved under the Defence Technology and Trade Initiative (DTTI).
The Defence Technology and Trade Initiative (DTTI) is intended to promote
opportunities for co-production and co-development of weapon systems and

Category: International Relations
Topic: Effect of policies and politics of developed and developing countries on India’s interests
Key Points:
Recently, Wales First Minister, Carwyn Jones, remarked that the U.K. must maintain
“free and unfettered access” to the European market to ensure it continues to be a gateway for Indian businesses to the EU.
Carwyn Jones, who is the head of the Welsh Government, was also critical of the
U.K.’s immigration policy.
He warned that history has shown the detrimental impact that closing off a country
from the rest of the world could have on its economy.
He made the following important observations:
a) He believes that it is important that Wales and the U.K. are seen as an important
gateway to the EU market for Indian businesses. b) He observed that the U.K. is just
60 million, the EU is 440 million and that there are many companies that use the
U.K. as their base for accessing the single market- and if that advantage were to be
lost, then other countries would profit from it.
Steel Sector Significantly, in the steel sector, it is important to note that much of Tata
Steel’s U.K. operations are centred in Wales — it currently employs 6,800 in
Wales, including 4,000 at its integrated site at Port Talbot.
Mr. Jones welcomed the news that Tata Steel has reached an agreement with
unions over the future of the Port Talbot facility.

Billyground witnessed a flood-like situation because of very heavy rainfall. MV Rani Lakshmi and MV Kamorta, were sent to Havelock island to evacuate nearly
1,100 tourists, but both the vessels had to return to Port Blair because of high waves in the sea.
Vessels of the Indian Navy, which had been sent to Havelock on Wednesday, were called back considering their safety at sea in the high waves.

Category: Indian Economy
Topic: Government Policy

The GST Council would meet again on December 11-12.
The meeting would aim at reaching a consensus on three pieces of legislation that need to
be cleared by Parliament in this session for a rollout in April.
It is important to note that in its previous three meetings, the Council had failed to
resolve an impasse between the States and the Centre on who would have administrative
control over taxpayers in the new tax regime.
What did the Finance Ministry Propose?
The Finance Ministry had proposed a dual control model where both vertically split the
taxpayer base for administrative purposes.
Position held by the States
But states such as West Bengal, Kerala and Uttar Pradesh are keen to retain control over
all goods and services providers with an annual turnover of less than Rs.1.5 crore.
Further, at the last meeting, the States hardened their position by flagging the loss of

Key Points:
In a recent ‘Mann Ki Baat’ broadcast, PM Narendra Modi made his environmental
concerns clear.
He had asked people to use Ganesha and Durga idols made of clay instead of plaster of
Paris.
It is important to note that biodiversity is a unique and a critical asset which is under
pressure due to anthropogenic reasons.
Note to Aspirants: The points expressed in this article are very helpful for Mains level
answers, and are useful in the Essay paper as well.
What is Biodiversity? Biodiversity refers to the variability among living organisms from all sources including
terrestrial, marine and other aquatic ecosystems.
This diversity includes variability within species (genetic diversity) as well as between
species (species diversity) and ecosystems (ecosystem diversity).
It is important to note that biodiversity helps mitigate unpredictable global changes and
natural disasters.
A rich biodiversity is the basis for good health, food security, economic growth, livelihood
security and moderation of climatic conditions. The annual contribution of biodiversity
to the world is put at $33 trillion.
The Indian Context
It is important to note that India is one of the 17 mega-diverse countries.
India is rich in biodiversity and its associated traditional knowledge systems which have been
gathered from times immemorial.
Due to India’s sheer size, range of topography, altitude and climate, India exhibits a rich variety of ecosystems such as forests, grasslands, deserts, wetlands, mangroves and coral
reefs.
This rich variety of ecosystems, provide basic needs such as food, fibre, medicine, fodder, fuel
wood and timber.
The following statistic is noteworthy: Around 1.2 billion people coexist with 8 per cent of
recorded species, which includes over 45,000 species of plants and 91,000 species of
animals.
Further, it is important to note that India’s tribal population is also dependent on forests and natural resources to a significant extent.
Mainstreaming of biodiversity
It is important to note that our developmental activities are adversely affecting biodiversity.
For example, natural resources such as water, forests, fisheries and marine resources are
being overexploited, which in turn affects their renewability.
Mainstreaming or inclusion means integrating/including actions related to conservation and
promoting the sustainable use of biodiversity in strategies relating to production sectors such
as agriculture, fisheries, forestry, tourism, and mining.
Mainstreaming also refers to including biodiversity considerations in poverty reduction and
national sustainable development plans.
The advantage of Mainstreaming, lie in the fact that it helps to reduce the negative impacts
on biodiversity.
For example, in agriculture, strategies to minimise the use of and optimise the application of
chemical fertilizers and pesticides, reduce negative impacts on soil, groundwater,
surrounding habitats and wildlife.

Key Points:
The Supreme Court has exempted physically challenged or physically handicapped persons from standing up in cinema halls when the national anthem is played before film screenings.
It is important to note that on November 30, the Supreme Court had ordered cinema halls to mandatorily play the national anthem and had directed all those present there to stand up to show respect.
The court remarked that the practice would instil a feeling of committed patriotism and nationalism.
However, the order had not specified any exemption for disabled people unable to stand up.
A bench of justices clarifying the November 30 order said that the term “physically-handicapped persons” would specifically mean those coming under Sections 2(i) and 2(t) of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.

Category: Indian Economy
Topic: Government Policy
Key Points: Owing to a fall in output in manufacturing, capital goods and mining, Industrial
production shrank 1.9 per cent year-on-year in October. This was a fall from a high base of 9.9 per cent growth in October last year. It is significant to note that the Index of Industrial Production (IIP), which represents the
general level of industrial activity in the economy, had grown by 0.7 per cent in September after contracting for two consecutive months of July (-2.5%) and August (-0.7%).
In the wake of the recent demonetization initiative, industrial output is widely expected to be further impacted with production seen hurt by the effect of withdrawal of high-value currency notes.

protect-%E2%80%98poor%E2%80%99-fisherfolk/article16785645.ece
Category: Indian Economy
Topic: Government Policy
Key Points: A U.S.-led group of nations had been demanding for a ban on subsidies given for
illegal, unregulated and unreported (IUU) fishing. It is amid these demands that, India has notified the World Trade Organisation
(WTO) on the subsidies it pays fisherfolk. This U.S.-led group, named ‘Friends of Fish’, is seeking a ban on subsidies given
for IUU fishing, citing the rising global demand for fish and the consequent increase in ‘unsustainable’ fishing.
It is important to note that according to the UN Food and Agriculture Organisation's ‘State of World Fisheries and Aquaculture’, almost a third of commercial fish stocks are now fished at biologically unsustainable levels. These levels are currently triple the level of 1974.
I dia s Co er s India, among other countries, has expressed apprehensions that the demand for a
ban on subsidies for IUU fishing could lead to a prohibition even on fishing that could be termed non-IUU.
This could, in turn, harm the interests of lakhs of subsistence fisherfolk in poor and developing nations.
It is also significant to note that currently there is no unanimity among WTO members on what constitutes IUU fishing.

http://www.thehindu.com/opinion/editorial/Cash-need-not-be-

Category: Indian Economy
Topic: Government Policy
Key Points:
There have been recent initiatives taken by the Government, aimed at encouraging
cashless payments. These initiatives are significant not just because they can alleviate the
cash crunch following the demonetisation of high-value notes. But also, due to the fact
that they could spur a change in spending habits in an economy where cash has served as
the basis of around 95 per cent of all transactions.
The two initiatives
1] Firstly, the Government has declared an incentive package to encourage non-cash payments for
fuel, new insurance policies from public sector firms, train tickets and highway toll, among other
things.
2] Secondly, for credit and debit card transactions up to Rs.2,000, the Reserve Bank of India has
relaxed its stringent two-factor authentication requirement, and service tax stands waived.
It is important to note that the use of cash creates a window to escape the tax net.
In contrast to this, cashless payments can be captured electronically through the settlement
mechanisms, bringing more revenue to the government and ensuring consumer rights.
When we factor in India’s low tax base, this recent initiative towards cashless payments could be a game-changer, with the introduction of the Goods and Services Tax.

Key Points:
The recent initiatives taken by the government to move towards a digital economy by
incentivisation is a move in the right direction.
The two initiatives:
1] Firstly, the Government has declared an incentive package to encourage non-cash payments for
fuel, new insurance policies from public sector firms, train tickets and highway toll, among other
things.
2] Secondly, for credit and debit card transactions up to Rs.2,000, the Reserve Bank of India has
relaxed its stringent two-factor authentication requirement, and service tax stands waived.
Challenges:
The electronic infrastructure space is still under-developed in India.
Technology governance is weak and cash will continue to play a significant role just as it does
in developed countries.
The e-infrastructure today is woefully inadequate to serve the people in semi-urban and rural
areas.
Internet penetration is low at 30 per cent, and smartphone penetration lower at 17 per cent.
Further, in rural India, small establishments do not have Point Of Sale (POS) terminals and
even those that have them not only give discounts on cash purchases but also charge extra on
a card transaction.
The next issue is that of internet blackouts.
There have been a large number of Internet blackouts across a dozen states in the last three
years.

important awards, the creation of master pieces of art and make India a hub of master craft persons.
It is important to note that the growth in handicraft exports at 16 percent in 2015-16 is an indication of the importance this sector is assuming in our export basket.
Proactive steps are needed to realize the full potential of this sector. Promotion of products in both domestic and international markets would expand its

National Centre for Ocean Information Services (INCOIS) have developed a technique
that uses mathematical modelling to estimate if an earthquake, in India’s oceanic neighbourhood, will result in a tsunami.
There are also sensors lodged on the ocean floor that will measure actual earthquake
signals, based on which warnings can be revised.

South-China-Sea/article16791449.ece
Category: International Relations
Topic: Agreements involving India
Key Points: Vietnam has urged India to intensify economic engagement with Southeast Asia,
thereby highlighting India’s importance as a regional power.
Nguyen Thi Kim Ngan, Chairwoman of National Assembly of Vietnam, has
recently extended an invitation to India to explore energy in the South China Sea
and supported India’s multilateral membership plans. She remarked, “Vietnam supports ‘Act East’ policy of India which is aimed at
energising India’s ties with Southeast Asia. In this context, Vietnam can serve as India’s bridge to Southeast Asia.”
4. Kolkata-Mizoram trade route to open via Myanmar
http://www.thehindu.com/news/international/Kolkata-Mizoram-trade-route-to-open-
via-Myanmar/article16790655.ece
Category: International Relations
Topic: Agreements involving India
Key Points: A deep water port built by India in Myanmar’s Sittwe on the Bay of Bengal is
ready to be commissioned.
According to Vikram Misri, the Indian envoy to Myanmar, an inauguration
ceremony for this strategically important facility is expected to take place next
month.
It is important to note that this Indian achievement, has taken place faster than
the Chinese endeavour to create a deep-sea berthing infrastructure and an SEZ
further down the Rakhine coast at Kyaukphyu.
These two investments are inevitably being seen as attempts made by India and
China, to expand their spheres of naval influence in the Indian ocean region as in
the case of Gwadar in Pakistan and Chabahar in Iran being built by China and
India, respectively.
Sittwe is the capital of Rakhine State in south-western Myanmar.
It is located at the mouth of the Kaladan river, which flows into Mizoram in
north-eastern India.
Indian Context It is important to note that India has for years sought transit access through
Bangladesh to ship goods to its landlocked north-eastern States.
Unfortunately, at present, the only route to this region from the rest of India
is through a narrow strip of Indian territory nicknamed the Chicken’s Neck in West Bengal, sandwiched between Bhutan and Bangladesh.
The strategic advantage of the deep water port built by India in Myanmar’s Sittwe would be that it would significantly lower the cost and distance of
movement from Kolkata to Mizoram and beyond.
For example, once shipments arrive at Sittwe, they will be transferred to
smaller freight carriers which would sail upstream into Mizoram.

Category: Science and Technology
Topic: Developments
Key Points: Recently, scientists have identified a specific protein called CD36 on cancer cells which
has the ability to metastasise or spread. CD36, found in the cell membranes of tumour cells, is responsible for taking up fatty
acids. This unique CD36 activity and dependence on fatty acids distinguishes metastasis-
initiating cells from other tumour cells.

Category: Science and Technology
Topic: Developments
Key Points:
Recently, Japan’s space agency lauched Kounotori (“White Stork”). This space capsule will attempt to clean space debris orbiting around earth, using
an unusual approach.
What are orbital debris? Orbital debris, consist of man-made objects, usually the residue of inactive space
vehicles.
How does Kounotori work? The Kounotori uses a kind of “electrodynamic tether” forged from thin wires of
stainless steel and aluminium. It is expected to slow the speed of space junk and pull it into lower and lower
orbits.

Key Points:
➢ Informal private health-care providers, continue to flourish in rural India, not only due to lack of
access to public health care.
➢ Findings of an audit conducted in rural Madhya Pradesh, and published in the American Economic

constrained by a lack of enforcement of administrative accountability and inadequate incentives.
For example, doctors are often reported to be missing from the primary health-care centres.
