3. International treaties Viet Nam has participated
related to railway transportation border crossings
Bilateral:
✓ Viet Nam - China border railway Agreement (Signed on 1992). Currently being amended.
✓ Agreement to connect railways in Viet Nam - Cambodia (Signed on 2010).
✓ Agreement on construction and operation of railway lines Vung Ang - Vientiane between
Viet Nam – Laos (Currently under construction).
Multilateral:
▪ Organization for Cooperation of Railways (OSJD): Convention on international through
railway traffic. Currently under negotiation (04 meetings have been organized).
▪ ASEAN: The ASEAN Framework Agreement on the Facilitation of Goods in Transit
(Signed on 16th December 1998); Protocol 6 on railways border and interchange stations
(Signed on 16th December 2011).
▪ Greater Mekong Railway Association (GMRA): Framework Agreement for Cross-Border
Railway Transport Connectivity in the GMS (Currently under construction).
▪ United Nations Economic and Social Commission for Asia and the Pancific (UNESCAP):
Intergovernmental Agreement on the Trans-Asian railway network (Signed on 2006);
Framework for enhancing efficiency of railway border crossings along the Trans-Asian
railway network and beyond (Now we are discussing here).
4. Conclusions and recommendations
At present, many bilateral and multilateral agreements exist between countries in
Asia and the Pacific along the trans-Asia railway. However, these agreements are
largely focused on issues related to rail technical solutions, which have not yet
focused on customs, border guard and quarantine solutions. As a result, cross-
border rail transportation between these countries has not been smooth and
smooth.
Therefore, UNECAP's support to build "FRAMEWORK FOR ENHANCING
EFFICIENCY OF RAILWAY BORDER CROSSINGS ALONG THE TRANS-
ASIAN RAILWAY NETWORK AND BEYOND" is very necessary and
appropriate to create maximum favorable conditions and to promote more
vigorously cross-border freight and passenger transport, for rail transport to
become the backbone of transportation in general and a driving force for the
economic development of each country.
We hope that UNESCAP continues to assist in finding solutions for countries
(including Viet Nam) to soon be able to invest in connecting rail infrastructure
together, as well as early completion of the framework above to put into practice.
