State Estimator Convergence: February – April 2009

2009 Monthly Convergence %

Key Numbers 91% Test Average Convergence; 100% for 8 of 27 Test Hours Primary issues affecting overall test included manual replacements

to address Zonal-Nodal mismatches On Day One, convergence dipped at HE 1100 from an ICCP link

going down and dipped again at HE 1400 owing to output data not currently telemetered to nodal (manual replacements to be made until nodal telemetry is running)

On Day Two, convergence started low owing to missing ICCP tags for several data points. ANA is communicating with MPs to address the issues and will do manual replacements until the tags are operable. Otherwise, the expected zonal-nodal mismatches kept convergence hovering at ≥92% for remaining test hours.

On Day Three, a replay of manual replacements from Day Two kept convergence at ≥92% for most test hours and at 96% for the day.

Focused Input Testing (FIT) III, Week 5 – State Estimator

Page 8: Current Telemetry Dashboards

Key Numbers 93.56% Test Average Convergence; 100% for 13 of 27 Test Hours On Day One, zonal-nodal mismatches and telemetry losses caused

convergence to dip below 90% for Hour Ending (HE) 0900 and HE 1200; convergence achieved 92% or better for all remaining test hours for the day

On Day Two, an ICCP link went down during HE 1400, causing convergence to dip to 73% for the hour; convergence achieved 92% or better for all remaining test hours for the day

On Day Three, An ICCP link went down during HE 1500, causing convergence to dip to 64% for the hour; zonal-nodal mismatches affected HE 1500 with an 86% convergence for the hour; convergence achieved 92% or better for all remaining test hours for the day

Overall, the majority of issues affecting convergence during testing hours were due to mismatches between zonal and nodal telemetry

Telemetry Reporting – Observability Dashboard

The number of unobservable buses in the system with all pseudo measurement removed.

The number of current unobservable buses in the system that have a load at the station where

telemetry is required to make the bus observable.

Buses that are unobservable due to a PUN load at the station.

If a number other then 0 is in column B, then there is missing telemetry which requires Market Participant Corrective Action.
