State Board of Education Meeting Updates Contact: Pam Smith ([email protected]) Amendments to State Board of Education Rule 160-4-2-.12 COMPREHENSIVE HEALTH AND PHYSICAL EDUCATION PROGRAM PLAN were adopted at the August 22, 2013, State Board of Education Meeting. This Rule was amended to be in compliance with O.C.G.A. § 20-2-149.1 (SB 212) to add CPR (Cardiopulmonary Resuscitation) and AED (Automatic External Defibrillator) instruction requirements for schools with grades 9-12.

existing educational practices must be rethought and most likely replaced if students are to be college and career ready. Other GACIS speakers include Dr. Melissa Fincher, Associate Superintendent, Assessment and Accountability, Georgia Department of Education and school and district leaders from across Georgia sharing promising practices for 21st Century teaching and learning. In addition, over 70 companies will be showcasing the latest education products.

2013 GaDOE Curriculum Directors’ Conference (Thursday) September 26, 2013 1:30-4:30 p.m. (Friday) September 27 8:30 a.m.-12:00 Noon

Thursday’s Presenters: Harvey "Smokey" Daniels has been a city and suburban classroom teacher and a college professor, and now works as a national consultant and author on literacy education. In language arts, Smokey is known for his pioneering work on student book clubs, as recounted in Literature Circles: Voice and Choice in Book Clubs and Reading Groups, and Minilessons for Literature Circles. Smokey has recently coauthored four bestselling books on content-area literacy: Texts and Lessons for Content-Area Reading; Comprehension & Collaboration; Subjects Matter, and Content-Area Writing. He is also coauthor of the new Best Practice, Fourth Edition and The Best Practice Video Companion.

Susan Hudson Hull is the Director of Organizational Learning and Mathematics for the Charles A. Dana Center. Currently she leads the Dana Center/Aspen Institute Urban District Leadership Networks, including networks of mathematics and literacy leaders. This work includes development of resources for districts to use in implementation of the Common Core State Standards. She is also leading efforts to develop a 4th-year high school mathematics course that would be offered for dual enrollment with colleges and certify college readiness upon successful completion.

Friday’s Presenters: Representatives from the Achieve, Inc. will facilitate workshops which will offer a hands-on opportunity to apply the EQuIP tri-state rubric to a lesson to analyze strengths and offer suggestions for improvement (Educators Evaluating Quality Instructional Products (EQuIP). The EQuIP tri-state rubric is an initiative of the American Diploma Project (ADP) Network designed to identify high-quality materials that communicate the current instructional demands of implementing rigorous standards-based instruction.

1) Myrel Seigler, Program Manager for School Counseling, Georgia Department of Education, will provide a brief overview of Advanced Academics, Fine Arts, World Languages, and CTAE Pathways included on the College and Career Ready Performance Index.

2) Mimi (Melanie) Alkire is a mathematics consultant, principal of Alkire Consulting, Inc., and is presently working on several Common Core State Standards alignment projects for Achieve, Inc., including work on the EQuIP and Open Educational Resources (OER) Projects; for New York State Education Department (NYSED) as lead writer and coordinator for grade 9 curriculum-writing project; for Common Core Inc. (vendor for NYSED curriculum writing project) continuing position as lead writer for grade 9 curriculum

3) Cristina Marks joined the Achieve staff in April 2011 and currently serves as a Senior Policy Associate for State Policy & Implementation Support. Cristina is responsible for supporting and managing EQuIP initiatives. Cristina also supports Achieve’s American Diploma Project Network and provides implementation support to states as they advance the broader college-and career-ready policy agenda.

Career, Technical and Agricultural Education (CTAE) Contact: CTAE Director, David Turner ([email protected]) New Foundation Courses

To find the updated Career Clusters/Pathways foundation courses designed for students starting a new career cluster pathway and entering a Georgia public high school for the first time in Fall 2013, these courses are located on a different web page.

The new Career Clusters/Pathways foundation courses are being developed for any student starting a new Career Pathway beginning during the 2013-14 school year and after. These students include all 9th graders, out-of-state transfer students, and possibly any current student trying to complete more than one CTAE Career Pathway and be eligible to sit for an End of Pathway Assessment once courses two and three have been approved by the Georgia State Board of Education.

To locate the new Georgia Career Clusters/Pathways foundation courses, please locate the image on the CTAE home page.

Still can’t locate the correct Career Clusters/Pathway course files?

Depending on the Internet web browser being used, teachers may rely on bookmarked web links to visit or access CTAE pages. Nearly every CTAE web page has been updated during the past year, and educators may be accessing old or outdated information. If educators are using bookmarked web page links, please open and refresh the bookmarked web page by clicking the F5 function key on the keyboard once. The web page should reload with updated data and information.

Two more options to access CTAE web pages are now available. A new, shorter web address for CTAE is now active. People interested in locating Georgia career and technical information can visit ctae.gadoe.org and find the needed information. People interested in locating Georgia career and technical information with their smart phones or smart devices and a QR reader can snap on the QR code on the left side of

The ELA team will welcome educators back to the classroom and introduce our newest initiatives for the 2013-2014 academic year beginning Tuesday, September 10, at 3:00 pm. This initial one hour webinar will serve to familiarize educators with new resources on GSO and the Wiki pages for this year, provide information on upcoming opportunities for collaboration, and will also serve to introduce our 2013-2014 theme, “Getting it Write!” After focusing on complex text and close reading in the initial year of CCGPS, we are responding to requests from our systems to shift our focus to writing for the next stage of training and development. The webinars are scheduled to take place at the following times. The webinars will be archived and can be watched at the viewers’ convenience. PROFESSIONAL LEARNING

The ELA team partnered with teachers from around the state to provide 4 training events during the month of July in Statesboro, Kennesaw, Macon, and Tifton. The workshops covered topics from close reading to the effective use of technology in the classroom to cutting edge writing strategies. For those who were unable to attend we have compiled all of the resources and presentations from those events into one convenient site for easy access.

A second series of workshops in a similar format - this year to focus on writing - is being planned for February, 2014. Watch this newsletter and the ELA Reporter for details to be announced. ADDITIONAL LEARNING OPPORTUNITIES

The Georgia Reading Association will host their annual Fall Forum on September 23rd in Macon, Georgia at the Macon Marriott City Center complex. Maureen McLaughlin, the President of the International Reading Association, and renowned author Doug Fisher, recipient of the IRA Celebrate Literacy Award, will be delivering keynote presentations to be followed by hands-on workshops for teachers and coaches. for Common Core unit planning. Resources connected to the units have not changed. The revised units have been posted on the Wiki (see link above). These units are for exemplar purposes only. Implementation at the local level is entirely optional. The units will be made available in editable format so that texts and lessons may be replaced or substituted if desired. Revised and/or new original sample units of instruction are presently in development for units 2, 3, and 4. This material is expected to be posted by mid-October.

ADDITIONAL PROFESSIONAL LEARNING

Literacy Design Collaborative - Thanks to a grant from The Gates Foundation, GACIS and the GaDOE trained over a hundred teachers on Literacy Design Collaborative (http://www.literacydesigncollaborative.org/) in Savannah, GA on May 9th and 10th. Contact your local RESA for additional training opportunities. Webcasts - Our newest professional learning resources, the Common Core Tools Webcasts, are available for viewing on our GSO landing page (see link above). These webcasts feature Georgia educators from all grade levels discussing their instructional strategies and feature authentic student work along with all resources necessary to implement the lessons discussed. The webcasts can be watched at the viewer’s convenience and each features 5-8 short videos that can split into shorter sessions as desired.

Georgia Department of Early Care and Learning (DECAL) Georgia Early Learning and Development Standards (GELDS) Contact: Laura Evans, Standards Coordinator ([email protected]) or 404-656-4711 Bright from the Start: Georgia Department of Early Care and Learning (DECAL) began an alignment study and revision of Georgia’s early learning standards for children birth to five years in 2010. The new standards, Georgia Early Learning and Development Standards (GELDS), will replace the Georgia Early Learning Standards (birth through three) and Georgia’s Pre-K Content Standards in the fall of 2013. You can access the standards at www.gelds.decal.ga.gov. The revision process stemmed from a need for higher-quality standards for children birth to age 5 and a need for better alignment with the CCGPS for K-12. Top researchers in early childhood education conducted the alignment study that examined content, rigor, and age-appropriateness. These new early learning standards reflect Georgia’s commitment to prepare young children for success in K-12 and beyond. They address all areas or domains of children’s learning and development and will provide linkages between age groups that will help children effectively transition to Kindergarten. The GELDS are a resource not only for Special Education Preschool teachers, but also all K-12 teachers. Roll out of the GELDS will occur in phases over the next two years. It will serve as a portal for resources and support surrounding the GELDS roll out and, eventually, will be linked to www.georgiastandards.org.

Health Education – Bus Safety School bus safety materials and information for elementary, middle and high school classroom instruction can be found on the Health and Physical Education web site (Link address: http://public.doe.k12.ga.us/Curriculum-Instruction-and-Assessment/Curriculum-and-Instruction/Pages/Health-and-Physical-Education.aspx) All materials were developed in collaboration with the Georgia Department of Education Pupil Transportation Department. A message from the Pupil Transportation Department: “Georgia fatalities and serious injuries continue to occur at school bus stops, caused by a variety of circumstances and errors on the part of the student, the school bus driver and the passing motorist. In the 2010, 2011 and 2012 school years Georgia had a total of 9 student school bus stop fatalities, 5 serious injuries and numerous near misses when students were getting on and off the school bus. These tragic events point out the need to look at ways to reduce the possibility of similar tragedies ever happening again. The School Bus Safety instructional materials are designed to teach Essential Safe Student Behaviors that, when missing, have historically resulted in severe student injury or student death in Georgia. These are essential high priority safe behaviors that must be taught and fully developed in the classroom to ensure student safety. A classroom is often composed of those who ride the bus to and from school and others who may ride infrequently or who ride only on field trips. This instruction is for everyone. Students not currently riding the bus to and from school may ride the bus in future years or at future schools attended. Additionally, all students will be a bus rider when on field trips where the Danger Zone training, safe riding practices and emergency evacuation training is highly relevant.”

CPR/AED for High School Students

SB 212 (O.C.G.A. § 20-2-149.1) as passed during the 2013 legislative session and will include the addition of CPR and AED (Automated External Defibrillator) instruction requirements to the existing high school health and physical education program in the 2013-2014 school year. Requirements include that each local board of education which operates a school with grades nine through 12 shall provide instruction in cardiopulmonary resuscitation and the use of an automated external defibrillator to its students as a requirement within one of the required health or physical education courses, Health (17.011), Health and Personal Fitness (36.051), or Advanced Personal Fitness (36.061), to satisfy this requirement. Such instruction shall incorporate the psychomotor skills necessary to perform cardiopulmonary resuscitation and to use an automated external defibrillator. Each local board of education shall report adherence to this requirement as determined by the Georgia Department of Education. The instructional program shall include either of the following: 1) An instructional program developed by the American Heart Association or the American Red Cross, or 2) An instructional program which is nationally recognized and is based on the most current national evidence based emergency cardiovascular care guidelines for cardiopulmonary resuscitation and the use of an automated external defibrillator. Each local board of education will report adherence to this requirement to the Georgia Department of Education.

This means generally that they have the rights and responsibilities of a public local board of education, superintendent or principal when it comes to their children’s educational needs, including signing and providing any and all documents to the school should they decide to enroll their child back into public school. If a student decides to return to your school, there is not a withdrawal form from the GaDOE. The indication that the home-schooled student wants to return to or enroll in your pubic school is the only notification you need to enroll them in your school/system. Each school district is required by State Board of Education Rule 160-5-1-.15 to have procedures regarding the enrollment of students transferring from a home school or non-accredited institution. The purpose of Georgia FIP is to enhance leaders and teachers’ use of FIP strategies to improve student learning. The term “formative” is a key concept because it means that FIP strategies are used during the teaching and learning process rather than at the end of instruction. Use of FIP strategies enables educators and students to make appropriate decisions about how well students have mastered content standards so that the next steps for teaching and learning can be planned based on evidence of learning. The course content of Georgia FIP is based on the research of Rick Stiggins and Jan Chappius that indicates use of FIP strategies increases achievement and is particularly helpful for struggling learners. Dual Enrollment & Move On When Ready (MOWR) Contact: Gary Mealer ([email protected])

• Dual students are not required to complete a FAFSA to participate in dual enrollment. (Also, the same for HOPE students) per Georgia Student Finance Commission April 25 memo and HB 324.

• Starting fall 2013, dual students will have .5 added to all dual enrollment core courses on their transcript by the Georgia Professional Standards Commission in calculating grade point averages (GPA) for HOPE Scholarship funding.

• MOWR students must be enrolled full-time and maintain full-time status the entire semester and cannot take any high school courses. Full-time is 12-15 college hours.

• Dual duplicate credit can only be awarded in Accel and MOWR core courses and only for elective credit.

• Dual credit conversion is set by state dual enrollment rule as follows: 1-2 semester hours = .5 unit of credit 3-5 semester hours= 1 unit of credit This conversion applies regardless of the postsecondary institution attended or what course on the approved dual list is taken, core or elective.

• MOWR students attending a private college must be reported to GADOE by completing the MOWR Private College Verification Form.

• Students can change dual programs only between semesters but not during a semester.

TRL provides teachers a one stop shop for quality, aligned and vetted learning objects. Over 15,000 resources for all subjects grades K-12 are available through the course key on a teacher dashboard or by clicking on the tab labeled Resources in the menu. Striving Readers Comprehensive Literacy Grant Cohort Three Award The Georgia Department of Education (GaDOE) is pleased to announce the upcoming cohort three grant competition for the Striving Readers Comprehensive Literacy (SRCL) Grant funds. The application for cohort three funding is expected to be released on September 16, 2013. A link to our online application will be posted on the GaDOE website. Applications will be due in our online management system December 13, 2013 by 5 PM. and they will be reviewed by a panel of literacy experts to determine award recipients.

The funding supports learners from birth to grade 12. Project objectives must include the development of a system for providing research-based professional learning at all levels, ensuring that teachers use data to provide instruction targeted to the needs of the student population, and implementing technology resources that enhance literacy instruction and support student engagement with text.

Cohort Three Awareness Sessions are planned through the RESA’s beginning September 2013 (see schedule below). An explanation of the award, the timeline and the highlights of the grant will be covered at the meeting. Technical support may also be requested on an individual basis. A listserv has been set up for future grant related communications. Anyone interested can join the listserv by sending an email to [email protected]. Edmodo is a technology tool that enables SRCL schools to share many of the best practices they’re using during grant implementation. Grant administrators for each school district will be provided with the Edmodo login information. Learning Modules

Comprehensive Reading Solutions, in collaboration with the Striving Readers Comprehensive Literacy (SRCL) Program, has provided professional learning modules for use with birth through grade twelve literacy instruction. The SRCL Professional Development Architects: Michael C. McKenna, Ph.D., University of Virginia, Sharon Walpole, Ph.D., University of Delaware and Terri Purcell, Ph.D., Cleveland State University have developed research-based learning modules that have been added to the Comprehensive Reading Solutions website. We have established this website to archive and provide contracted services for direct teacher professional learning (specific to early literacy, elementary, middle, and high school). The modules provide free access to professional learning that may be used to support literacy instruction. The content of the professional learning modules include topics (but not limited to) Assessment, Language & Literacy Development, Building Basic Skills, Strategies for Student Reading, Teaching Vocabulary and Writing. The modules may be used independently, in a study group, or within a professional learning community. New materials will be added approximately once a month. The modules have been approved for professional learning units (PLUs). Four modules must be completed in order for 1 PLU to be awarded in addition to completing the assignments, maintaining a documentation log, and having these items approved by the PLU Coordinator. The Professional Learning Unit Course Completion form must be signed by each participant. This form is located on the SRCL webpage.

Announcements Georgia FIP Professional Learning Opportunity Contact: Kelli Harris-Wright ([email protected]) (404) 463-5047 The Assessment Division encourages Curriculum Directors and Assessment Directors to collaborate to take advantage of the online and blended learning model of professional development known as, Georgia’s Formative Instructional Practices (Georgia FIP). The purpose of Georgia FIP is to enhance leaders and teachers’ use of FIP strategies to improve student learning. The term “formative” is a key concept because it means that FIP strategies are used during the teaching and learning process rather than at the end of instruction. Use of FIP strategies enables educators and students to make appropriate decisions about how well students have mastered content standards so that the next steps for teaching and learning can be planned based on evidence of learning. The course content of Georgia FIP is based on the research of Rick Stiggins and Jan Chappius that indicates use of FIP strategies increases achievement and is particularly helpful for struggling learners. Georgia FIP does not focus on summative assessment processes. To obtain FIP online learning access codes for district office staff and for each school, contact the district’s Assessment Director or Test Coordinator. Under NCAA legislation, units of credit earned through demonstration of subject area competency via testing out of courses using the End of Course Tests will not count as a core course credit for athletic aid for any student seeking NCAA Division I or II athletic scholarships. However, only 16 core units of credit are required for graduation based on NCAA Division I requirements. Division II schools will have the same 16 core course requirements beginning August 1, 2013. Therefore, since NCAA requirements of 16 core credits are less than the 23 units currently required for graduation from a Georgia public high school, Georgia’s high school student athletes will be able to participate in the opportunities earning units of credit through the “test out” option. Also, note that current Georgia code only allows each student to earn up to three units of credit through demonstration of subject area competency via testing out of courses.

Dear Superintendents: We are excited to announce a collaboration with the National Center for Youth Issues to launch the first ever Education Works Leadership Institute to be held at the Marriott Marquis in Atlanta from Sept. 15-17, 2013. We wanted to let you know about this special event now, so you can save the date on your calendars, and be on the lookout for more registration details to follow in the near future. Briefly, this Institute will pull together all those interested in the future course of public education in Georgia, and provide a forum for thought leaders and practitioners (district and building level) to showcase exciting initiatives already taking place in public schools throughout the state of Georgia, as well as nationally, and to plan for the future. Colleagues, Later today you will receive, via the MyGaDOE Portal, a zip file that contains the 2013 CRCT Readiness Indicators for your district and schools. As you are aware, the Spring 2013 CRCT measured the College and Career Georgia Performance Standards (CCGPS) in reading, language arts, and mathematics. While the cut scores for Meets and Exceeds Standard were not changed and remained 800 and 850, respectively, for accountability purposes, the Department convened committees of Georgia educators to review the achievement expectations for the Reading, English Language Arts, and Mathematics CRCT. The committees were charged with recommending a coherent system of readiness indicators to inform instructional planning and decision making. The committees considered the content standards, the test items included on the Spring 2013 CRCT in each content area, as well as the performance of Georgia students on other measures such as the National Assessment of Educational Progress (NAEP). The resulting CRCT Readiness Indicators have been designed to:

send a signal about where students are relative to the higher expectations in the CCGPS; and provide feedback about students’ preparedness for the increase in rigor and expectation for student

achievement that is on the horizon. Specifically, the zip file contains: 1) an Excel spreadsheet that summarizes the performance of students at the state, district, and school levels (all students and different groups of students); 2) an interpretative guide (explaining what the Readiness Indicators are and how they can inform instructional planning and decision making); and 3) the range readiness performance level descriptors for reading, language arts, and mathematics. Three readiness levels (Needs Additional Support, On Track, and Commendable) were recommended to broadly describe students’ knowledge, skills, and abilities in relationship to the expectations for student achievement inherent in the CCGPS:

• A student at the Needs Additional Support level has demonstrated that his or her command of knowledge and skills described in the CCGPS warrants additional instructional support.

• A student at the On Track level has demonstrated that his or her command of the knowledge and skills

described in the CCGPS is sufficient; the student is on track for success at the next level.

• A student at the Commendable level has demonstrated that his or her command of the knowledge and skills described in the CCGPS is exemplary.

The performance data contained in the Excel spreadsheet provides school systems with a view of how their students’ performance on the 2013 CRCT would have looked if these new readiness levels had been applied as cut scores. In other words, if these readiness cuts had been used instead of the existing cut scores of 800 for Meets Standard and 850 for Exceeds Standard, what would the school system's and schools' performance profiles look like? These results are based on the threshold (minimum) scale scores that were recommended by

the committees of Georgia educators. The results provided are from the Spring 2013 Main Administration and do not reflect any retest results. Importantly, these readiness indicators have been designed to send a clearer signal about how well our students have mastered the more rigorous knowledge and skills within the CCGPS. It is important for our state's educators as well as our students to prepare for the increase in rigor (in both the content and achievement expectations) that is on the horizon as we seek to establish a coherent college and career ready assessment system. Given our next generation assessment system is under development, there is no guarantee that students who achieve the On Track readiness level ultimately will be proficient once we transition.
