Summary

Dr. James N. Burdine serves as a Professor and Head (interim) of the Departmentof Health Promotion and Community Health Sciences, and as the Founding Director and Co-Principal Investigator of the Center forCommunity Health Development at the School of Public Health, Texas A&M University. From February2013 through January 2015, Dr. Burdine served as the Dean (interim) of the School of Public Health (SPH)and prior to that as Associate Dean for Public Health Practice from 2012-14, Assistant Dean for PublicHealth Practice from 2009-12, and Head, Department of Social and Behavioral Health from 2002-05.

Dr. Burdine is an internationally recognized expert in population health status assessment and communityhealth development. His areas of expertise include working in and with rural communities across theUnited States and with promotoras in colonia communities along the US-Mexico border. His experience alsoincludes the development of highly sophisticated cost-effective community health assessment techniquesas well as a number of national “model” programs for community-based health improvement including theNational Community Health Worker Training Center and the Tele-health Counseling Center at Texas A&M.

To this point in his career Dr. Burdine has been awarded more than $28 million in grants and contractsfrom the Robert Wood Johnson Foundation, the Health Services and Resources Administration and the Centers for Disease Control and Prevention, among other funders ($14.4 million as Principal Investigator,$10.9 million as Co-Principal Investigator, $1.4 million as Co-Investigator and $0.9 million as Consultant).

Dr. Burdine’s professional publications include co-editing 5 special issues of journals, co-authoring 5 bookchapters, authoring/co-authoring 59 articles in peer-reviewed publications, and 52 technicalreports and papers. He has also authored/co-authored 173 refereed conference presentations, 45 invitedpresentations and testimonies, and 52 continuing education programs.

Dr. Burdine has also held offices with national professional organizations including President of the Societyfor Public Health Education (1993), is a member of the Delta Omega Public Health Honor Society, hasreceived awards for Excellence in Practice from the School of Rural Public Health (2006) and the FacultyRecognition Award from his department (2004, 2005, 2006).He also has served as an advisor to numerous national health-related organizations, federal and state agencies and as a reviewer for major public healthprofessional journals. Last year Dr. Burdine celebrated his 25th year teaching for the American College of Healthcare Executives.

Prior to joining the faculty of the School of Rural Public Health in 2001, Dr. Burdine spent 10 years as thePresident and Senior Scientist at Felix, Burdine and Associates, a nationally recognized health careconsulting firm. Prior to that, Dr. Burdine spend 10 years in health system management at Seton MedicalCenter and Scott & White in Texas, and HealthEast/Lehigh Valley Health Network in Pennsylvania.

Dr. Burdine lives near College Station with his wife of 50 years, Dawn DeFore Burdine; has 4 sons, 13grandchildren and raises miniature horses.

2005-08 Border Environmental Health Coordination: Clinical Impacts test of Promotoras-Led Education on Child Pesticides Exposure. Co-Investigator. Environmental Protection Agency/Health Resources and Services Administration funded research project evaluatingthe impactand effectiveness of promotoras in reducing household pesticide exposure among colonia residents. Funding was $0.3 million over three years.

2005-07 Using a Community Health Development Strategy to Build Community Capacity in Colonias. Principal Investigator. Robert Wood Johnson Foundation funded project that utilizescommunity health workers (promotoras) in multiple roles of health educator, outreachworker, patient advocate, and community development facilitator to build local capacityfor solving health problems and improving access to care and health status for residents of colonias along the Texas/Mexico border. Funding was $2.9 million over two years.

2004-09 The Center for Community Health Development. Director and Co-Principal Investigator. One of the CDC designated Prevention Research Centers (PRC). Health Resources and Services Administration (HRSA) Bureau ofPrimary Care Community Access Program grant. This project expands on the applicationof a community-based case management model from one to three sites in rural counties ofthe Brazos Valley,Texas.Funding was $2.1 million over three years.

2003 Binational Utilization of Health Services: Pilot Study. Principal Investigator. TAMUS Health Science Center sponsored project. The purpose of this investigation was to identify factorsfor examination in a larger study proposed for fall 2003. Residents of both South Texas and Northern Mexico were interviewed to identify these factors. Funding was $50,000 for one year.

2001-05 The Integrated Health Outreach System Project. Principal Investigator. Robert Wood Johnson Foundation and HRSA demonstration project. The project engages local healthcare providers, community health workers (promotoras) and residents of two colonias in Hidalgo County in an effort to improve access to care and localhealth status. Project funding was for $3.1 million over four years.

2001-05 An Evaluation of the Integrated Health Outreach System Project. Co-Principal Investigator. Robert Wood Johnson Foundation. The Foundation funded an evaluation component of the IHOS project separately. Funding was for $0.75 million over four years.

2001-03 Rural Health Outreach and Community Health Development Project. Principal Investigator.HRSA Office of Rural Health Policy project to build institutional capacity to supportcommunity health development projects. Project funding was $0.5 million over two years.

1991-93 ALERT-Partnership for a Drug Free Valley. Principal Investigator. Center for Substance Abuse Prevention (CSAP) Community Partnership Demonstration grant. This five-yearproject was designed to demonstrate the effectiveness of a coalition in building communitycapacity to address the prevention of substance abuse. Funding was $3.0 million over five years.

1988-93 Coalition for a Smoke-Free Valley. Principal Investigator. A multi-year study to determineif a community capacity-building approach can effectively reduce the prevalence ofsmoking among the adultpopulation to less than 5% by the year 2000.The Henry J. KaiserFamily Foundation and the Dorothy Rider Pool Health Care Trust jointly funded the projectfor $1.1 million over five years.

1988 Lehigh Valley Diabetes Education Research Project. Co-Investigator.A projectto examine community-based approaches to diabetes education. Offered through the Helwig DiabetesEducation Center at Lehigh Valley Hospital. Funding was $195,313 from the PennsylvaniaDepartment of Health.

1987 Alert-Partnership for a Drug-Free Valley. Principal Investigator.Funded by the DorothyRider Pool Health Care Trust as a pilot project to organize a community coalition toaddress prevention of substance abuse. Funding was $120,000 for one year.

2018-19 Brazos Valley Regional Health Status Assessment – VI. Principal Investigator. A collaboration of local health care providers, health and human service agencies, localgovernment and academic institutions, this is the sixth regional assessment used forprogram planning and evaluation in the eight counties of the greater Brazos Valley.$125,000.

2016-17 Brazos Valley Regional Health Status Assessment – V. Principal Investigator. A collaboration of local health care providers, health and human service agencies, localgovernment and academic institutions, this is the fifth regional assessment used forprogram planning and evaluation in the greater Brazos Valley. $65,000.

2012-13 Brazos Valley Regional Health Status Assessment - IV. Co-Principal Investigator. A collaboration of local health care providers, health and human service agencies, localgovernment and academic institutions, this is the fourth regionalassessmentused for program planning and evaluation in the greater Brazos Valley. $245,000.

2009-10 Brazos Valley Regional Health Status Assessment - III. Co-Principal Investigator. 2008-09 Tarrant County Community Health Assessment. Principal Investigator. A contract with the United Way of Tarrant County to conduct a community health assessment as part of thestrategic planning process of the local United Way organization. $45,000.

2008 Cook Children’s Regional Health Assessment. Principal Investigator, secondary data component.Sponsored by the Cook Children’s Health Network,this was a 7-countyassessment of the factors influencing child health status in the Fort Worth, TX area.$77,576.

2006 Brazos Valley Regional Health Status Assessment - II. Principal Investigator. A collaboration of St. Joseph’s Regional Health Center, College Station Medical Center, Trinity Medical Center, the Brazos Valley Councilof Governments,Brazos Valley Community Action Agency, and the Schoolof RuralPublic Health, this was a second regionalassessment used for program planning and evaluation by the Brazos Valley HealthPartnership and its member organizations. $115,000.

2003-04 Rio Grande Valley Health Services District Strategic, Operational, and Transition Plans. Principal Investigator. An initiative jointly funded by a consortium 9 hospitals inCameron and Hidalgo Counties to develop: (1) a strategic plan for improving access to carefor the two counties’ medically indigent population; (2) as a continuation of the previousproject, funded by the Health Services District in Cameron and Hidalgo Counties to developan operating plan and subsequently a transition plan for the health district and its clinics toimprove access to care for the two counties’ medically indigent population. $40,000.

2002-03 South Texas Regional Health Status Assessment. Principal Investigator. Texas A&M Health Science Center funded an assessment of the factors influencing the health status of thepopulation of Hidalgo and Starr counties. $155,000.

2001-02 Brazos Valley Regional Health Status Assessment. Principal Investigator. St. Joseph’s Regional Health Center, College Station Medical Center, the Brazos Valley Council ofGovernments, and other local entities funded a community health status assessment of theseven counties in the Brazos Valley of central Texas. $140,000.

2000-01 Concho Valley Partnership Project. Consultant. Texas Department of Health funded projector organization a community health partnership and conduct a community health statusassessment of the 12 counties of the Concho Valley. $244,000.

2000 Political and Social Implications of a Rating Scale for Community Capacity. Co-Principal Investigator. Robert Wood Johnson Foundation funded subcontract from the Research Triangle Institute to develop a white paper on the political and social implications of arating system for community capacity for health improvement. $50,000.
