Agricultural education scholar with expertise in agricultural extension program planning, evaluation, and international agriculture. Prolific designer and creator of useful evaluation tools, curricula and training addressing the needs of users. Extensive knowledge and professional experience in agricultural extension education gained from 15 years as an Extension Evaluation Specialist in the United States and 13 years as an Agricultural Extension Educator, District Extension Director, and Extension Specialist in Sri Lanka. o Extension: Provide the evaluation leadership to State and County Extension

Faculty for meeting their program evaluation needs. Developed user-friendly evaluation tools and educational resources help Extension field faculty. Conducted training workshops to build the evaluation capacity of Extension faculty enabling them to effectively document extension outcomes and improve their educational programs. The following is the summary of instructional materials developed and delivered for teaching graduate students at North Carolina State University.

1. AEE 705- International Agricultural Development (Teach this course since 2010)

With the globalization of agriculture, it is important to prepare students to meet the global challenges in agriculture. However, there was no course offering in this focus area in the College of Agriculture and Life Sciences at NCSU. The AEE 705 graduate course was developed to prepare agricultural students as future agricultural leaders with global perspectives. Upon the successful completion of this course, students will be able to:

• Discuss major issues, challenges, and opportunities related to international

agricultural development

• Analyze the agricultural situation of a country

• Compare agricultural research, extension, and education in different countries

• Describe major international organizations and their missions

• Explain the role of agriculture in international development

• Develop alternatives for agricultural development

• Analyze agricultural issues with a global perspective

This course is delivered on campus as well as online in every even fall semesters.

3. AEE 577 - Evaluation in Agricultural and Extension Education (Teach this course since 2007)

Evaluation is an important part of many social science disciplines and grant projects. The intent of this course is to teach students how to plan and conduct a meaningful and useful evaluation. Students will gain knowledge and skills in planning evaluations; designing evaluation studies and evaluation instruments; collecting and analyzing data; and using evaluation results. Students will learn evaluation theoretical concepts and their application in real-life situations. This course is delivered online as well as on campus in spring semesters.

4. AEE 521-Program Planning in Agricultural and Extension Education (Teach this course since 2011)

The intent of this course is to prepare students to be effective educators in non - formal settings such as Extension education. Students will learn theoretical concepts and their application for planning an effective educational program to meet the learning needs of target audiences. Students will gain knowledge and skills in conducting needs assessments and environmental scanning; writing objectives; and designing, marketing, and delivering educational programs. This course is appropriate for students preparing for Extension education professions. This course is delivered online as well as on campus in fall semesters.

• Mentored four graduate students for improving their research knowledge and skills in international agriculture and extension education. Students learned how conduct research studies and publishing results in peer reviewed conference proceedings and journals by completing independent research studies.

• Mentored four doctoral students and five master’s students by educating them how to analyze their dissertation/thesis research data by using the SPSS program. Students gained data analysis and interpretation knowledge and skills.

• Guided three master’s students and two doctoral students to complete two independent research studies. Few of the studies were published in Journal of

CONTRIBUTIONS TO BUILD EXTENSION EVALUATION

Provided professional leadership to county and state Extension Faculty for conducting needs assessments and evaluation of their outreach educational programs presented to constituencies outside the university. Used the following strategies for building the evaluation capacity of Extension faculty systematically: • Conducted a needs assessment to identify the evaluation needs of Extension agents

and specialists in North Carolina in 2006 and determined that they needed training and educational resources to learn how to apply evaluation concepts and assistance to develop evaluation data collecting survey tools and analyze data.

• Based on the identified evaluation needs of Extension faculty, developed and

presented educational materials and programs for Extension faculty to build their evaluation capacity and learn how to use evaluation tools for collecting and analyzing data. Developed and presented the following educational resources and training programs for building evaluation capacity of Extension faculty:

o Presented a series of intensive evaluation training institutes in every Extension district for educating Extension Agents about how to apply evaluation concepts for conducting sound Extension evaluations. This institute reached all the Extension agents in North Carolina in 2007-2008.

o Developed a Web-based evaluation resource for Extension agents and specialists

to learn about evaluation concepts, design data collecting survey tools, analyze data, and conduct cost-benefit analysis between 2007-2009. These evaluation resources had been posted on the Web and are available at: http://www.cals.ncsu.edu/agexed/exeval/Home_Page.html. Data collecting tools and analyzing tools are user-friendly. Since launching the Website, over 14,000 viewers have visited the website. Now, this resource is available at http://evaluation.ces.ncsu.edu/.

o Developed an evaluation data-base with a question bank for designing evaluation data collecting survey tools and analyzing Excel files during 2012- 2014. This data-base is now available online for specialists to enter evaluation questions for their program evaluation. When specialists enter questions into this data-base those questions will then be available for Extension faculty to design survey tools and data analyzing Excel files based on local program needs. This data-base is password protected and available at: http://eval.ces.ncsu.edu/

o Conducted a series of evaluation in-service training workshops across the state of North Carolina to build the evaluation capacity of field Extension faculty and help them apply available evaluation tools for collecting and analyzing data, 2009-2014.

o Presented evaluation training workshops at the new Extension faculty orientation training to help them understand evaluation concepts and learn how to use evaluation tools for collecting and analyzing data. These evaluation training workshops were helpful for new Extension faculty to gain the needed evaluation knowledge and skills for conducting evaluations, 2008-2015.

o Emphasized integration of evaluation as an important part of the personnel appraisal system for motivating Extension Agents to conduct quality evaluations.

o Promoted evaluation as an essential part of the Extension programming process.

o Used of the Internet to educate Extension faculty about evaluation resources and tools.

o Continue to offer high quality educational programs and resources to build the

evaluation capacity of North Carolina Cooperative Extension Faculty and serve their program evaluation needs.

CONTRIBUTION TO IDENTIFY PROGRAMMING NEEDS OF NORTH CAROLINA

Conducted an environmental scanning to identify current and emerging issues of North

Carolina Extension Clientele in 2013. A representative sample of 25 counties and 28

major commodity groups was selected for environmental scanning. Developed tools for

environmental scanning and conducted the environmental scanning process with the

Extension Advisory Leaders in 25 select counties and leaders in 28 commodity groups.

NCCE environmental scanning led to the identification of 1,674 current issues and 1,289

future issues for Extension programming. These issues were analyzed and prioritized

under major program areas. Data analysis and prioritization led to the identification of 32

current agricultural issues, 28 future agricultural issues, 28 current family and consumer

sciences (FCS) issues, 23 future FCS issues, 18 current youth development issues, 14

future Youth Development issues, 21, current Community Development (CD) issues, 19

future CD issues, 9 current Forestry issues, and 14 future Forestry issues. This

information was shared with the Extension administration and the Extension Strategic

Planning team for necessary application for organizational and program development.

OTHER CONTRIBUTIONS TO EXTENSION EVALUATION

• Secured a grant ($136,836) from the National Endowment for Financial Education to develop an evaluation resource kit for a grass-roots level financial education program evaluation while providing the leadership to develop a resource kit for financial education program evaluation in 2004. This evaluation resource kit includes an online evaluation manual and a data-base for designing a customized evaluation tool based on local program needs. This evaluation resource kit is available at: http://toolkit.nefe.org/Home.aspx (New users need to register before use). The evaluation resource kit is being used throughout the U.S. and is popular among the grass-roots level financial educators including Extension educators.

• Developed an online database for designing tools for collecting data to evaluate family and consumer sciences Extension programs at the University of Georgia in 2002. This online resource is available at: http://www.fcs.uga.edu/ext/eval/index_1.php (This is a password protected web resource.) This evaluation database is user-friendly and extensively used by the Extension faculty in Georgia to evaluate family and consumer science Extension programs.

• Conducted new agent training, annual in-service training, and special evaluation

training to build the evaluation knowledge and skills of family and consumer sciences Extension Agents in Georgia during 2001- 2006. The family and consumer sciences Extension Agents in Georgia were able to effectively document the
