• 4th busiest station in the Amtrak network; 3rd busiest station in the United States; 3.4M riders in FY14 (Amtrak and Metra).

• Serving more than 300 trains per weekday (Amtrak and Metra), carrying 120,000 arriving and departing riders.

• Serves 8 of Amtrak’s Long Distance routes and 8 of Amtrak’s State-Supported routes.

• Serves 6 of Metra’s 11 routes.

Comprehensive Solution

Implement Two-Pronged Strategy for CUS: Phase 1 and Master Development Plan

Phase 1 consists of 13 near-term improvement projects, derived from the Chicago Union Station Master Plan, that address the most immediate station capacity, safety, service, accessibility and mobility issues within the station.

Master Development Plan will explore development opportunities at Chicago Union Station and surrounding properties by preparing and implementing a holistic development plan to drive benefit to Amtrak, its customers and interested stakeholders.

1. Renovate Canal Street Lobby, NS/EW Concourse Expansion, HVAC Overhaul (S1)

2. Renovate and Expand Adams Street (ADA) Entrance (S2)

3. Renovate and Expand Jackson Boulevard Entrance (S3)

4. Install Canal Street Headhouse (ADA) Entrance Elevator (S4)

5. Add Vertical Access Along Canal Street (S5)

6. Widen Platforms 6/8 and 10/12 and Add Direct Access (ADA) to Street Level (P1)

7. Add Platform 2/4 Direct Access (ADA) to Jackson Street (P2)

8. Add Platform 1/3 Direct Access (ADA) to Madison Street (P3)

9. Convert High-Level Mail Platform to Passenger Platform (P4)

10. Interlocking Improvements Within Terminal Area Limits (T1)

11. Pedestrian Passageway and Street Access to Olgilvie (C1)

12. Pedestrian Passageway to CTA Clinton Blue Line Station (C2)

13. Renovation and Modification of Existing Station Retail (R1)

Phase 1 Overview

Phase 1 consists of the following 13 improvements projects:

Phase 1A, the first stage of work for Phase 1 near-term improvements, consists of planning, historic review and preliminary engineering tasks, up to 30% design, with an option to advance design up to 100%.

Project Tasks and Deliverables in Phase 1A RFP include:

• Existing Conditions Assessment and Analysis

• State-of-Good Repair Assessment and Analysis

• Historic Preservation Plan

• Operations Plan Assessment and Analysis

• Program Analysis and Alternative Concept Development

• Visioning Analysis and Workshop

• Conceptual and Preliminary Engineering Design Plans

• Preliminary Cost Estimates, Schedules and Phasing Plans

Phase 1A Overview

Phase 1A RFP will be issued in the Fall of 2015. Funding provided by Amtrak , CDOT, Metra and RTA.

As a crucial asset to Amtrak, the City and Region, the goal of the Master Development Plan is to attract world-class architects, engineers and developers to maximize the value of Amtrak’s portfolio of real estate assets at and around Chicago Union Station and to realize the vision of a bold, fully integrated mixed-use urban district, with a vibrant transportation hub situated at its core. The Master Developer will pursue such opportunities by preparing and implementing a holistic development plan to drive benefit to Amtrak, its customers and stakeholders.

Master Development Goal & Scope

Anticipated Master Development Scope:

• Incorporation, development and implementation of Phase 1A elements

• Potential redevelopment and expansion of station retail and amenities

• Potential redevelopment of the Headhouse, including the Great Hall and upper floors

• Potential development of the Amtrak-owned parking garage and air rights properties

• Master Plan development and implementation
