Section I Introduction

Handbook Introduction

In the event you encounter a situation or incident that poses a risk to your safety or others, refer to page 23 for

Personal Safety instructions.

The purpose of this handbook is to provide custodial personnel with a useful resource manual. The structure of this

handbook addresses cleaning and operational issues, followed up by important safety information, and finally sample

forms.

Through the use of this handbook, custodial staff members should improve their planning and productively. It will assist

in establishing district-wide required standards for cleaning.

Much of the work included in cleaning is of a routine nature; consequently, there is a tendency to overlook the

significant role the cleaning section plays in the daily routine of a school. Just as a marked degree of specialization has

developed for increase and more specific support services, the cleaning service, as an important support service has

been affected considerably by the changes in this field. These changes are of a continuing nature and therefore one can

expect ongoing changes in procedures, methods and materials used by the Service Operations Department.

This manual is intended to encompass the role of the Operations Department, and its function within the School District.

This department must have an efficient cleaning program capable of providing a safe, pleasant and functional

environment for both students and staff.

Objectives of the Service Operations Department:

The objectives of the Service Operations Department must be consistent and include the following:

• To maintain an attractive, clean, healthy and sanitary environment for staff and students • To use supplies and equipment properly and to follow School District procedures in regards to safety and

building security. To assist in maintaining good morale:

• Of the student through the provision of a clean environment conducive to study and learning • Of the staff through the provision of a clean environment conducive to efficient work • Of the cleaning staff in particular as reflected by contentment and pride of accomplishment • To preserve the capital investment of Physical Facilities (buildings and furnishings) by regularly scheduled care.

Spare Board Instructions

Please understand your employment as a spare board caretaker is of a temporary nature. There may be days when

there is no work available or only partial work is available.

You will usually be informed by the automated dispatch system prior to 1200 hours, of your work for the day (s). Listen

to the duration of the job you have been dispatched for, it may be more than one day. The automated system will give

the start/end time and date.

You must be available to receive a phone call from the automated system at dispatch time (1100 hours) The system will

not acknowledge answering machines, pagers, or a busy signal. You may change your telephone number within the

system each day, i.e. cell phone.

If you are not available for work on any given day you must call the dispatch clerk prior to (1100 hours) and inform her

you are not available for work that day, spare board do not enter their own absences.

Other than an ill absence, if you are unavailable for work for more than 2 hours, you must fill out a leave of absence

form, (see sample at back of book), such leaves shall not be unreasonably denied.

If you are relieving in a position or if you do not have a job as yet that day and you are sick and unable to work, you must

notify the dispatch clerk (604-572-0517) before 1100 hours, this is most important.

Spare board employee shall be defined as an employee who is either a probationary employee or a regular employee

who is engaged on a relief or day-to-day basis only and who does not hold an assignment through a posting.

As a replacement Caretaker, you are expected to follow direction given from the Head Caretaker or Assistant Manager

of Service Operations.

Your hours of work may vary from day to day. You will be instructed when you are given your assignment. You must

adhere to these hours unless instructed otherwise by an Assistant Manager of Service Operations or the Manger of

Service Operations.

Probationary Periods and Reports

A probationary period is a four (4) month period served by an employee to determine his/her general suitability to become a regular employee. Except as noted below, the probationary period shall continue for four (4) months and, during this period, no seniority rights shall be recognized. Upon completion of four (4) months accumulated service, an employee shall be entitled to seniority dating from the day he/she entered the service of the Employer. For clarification service means with respect to the words “four (4) months accumulated service” the following applies: • A probationary employee must work a minimum of four (4) months from the first day of work and a minimum of

450 hours worked, or • Six (6) months from the first day of work and a minimum of 450 hours worked • If the requirements of the two (2) previous statements have not been met the probationary period will be

extended until eight (8) months from the first day of work.

Green Cleaning in Surrey School District

Our intent is to minimize exposure of building occupants and maintenance personnel to potentially hazardous chemical contaminants that may adversely impact air quality, occupant well-being, and the environment. The Service Operations Department is committed to providing a safe and clean environment for our students and staff. Our objective for maintaining the interior of schools is to minimize worker/occupant exposure to harmful contaminants, and cleaning residues, minimize the amount of chemicals, particles, and moisture accumulated and/or released into the air by cleaning process, and dispose of cleaning waste in an environmental responsible manner. Cleaning products are important for maintaining a sanitary environment in schools. However, chemicals in cleaning products may be hazardous to the environment and to the health of students, custodial, maintenance, and other school staff. Green cleaning reduces environment al land health risks by selecting alternative, environmentally-sensitive products. By applying these products properly, we can minimize the exposure to harsh cleaning products. Surrey School District recognizes that green housekeeping is designed to reduce the environmental impact on health and the environment. At present, our general cleaner has multi-surface use and is Eco Logo certified. This cleaner replaces our general cleaners, floor cleaner, and window cleaner. Our hand soap is a luxury foam soap that is Eco Logo certified and our toilet paper is 100% recycled and has Green Seal. Over the past several years we have replaced equipment with equipment that uses technology to reduce the amount of water, and detergent consumption. This equipment is more efficient for improved air quality and less noisy. In addition to regular recycle, the Surrey School District has started implementing the separation of recycled materials comprising of paper, cardboard, mixed plastics, glass and organic materials. Our intention is to have this program running in every school. At present we have two schools that are LEED certified as well as our DEC building that was built to LEED gold energy conservation standards.

Dayshift Custodian-Secondary Schools

Unlock gates, disarm building, check perimeter of building for any vandalism (broken glass, graffiti) and report to

office, (during school closures when there is no clerk in school, call Facilities and report). Pick up and dispose of

broken glass, sharp and needles on ground or in classroom, wear PPE.

Waste removal duties are to monitor and maintain garbage and recycling in hallway stations throughout the

day; empty near end of shift and reline soiled bags.

Please refer to day custodial guidelines for full list of duties.

See color-coded map for details.

Afternoon Shift JIV (head custodian)

Check for messages at the office. Check with clerk for Facility Rentals use and times, or another activity that may be taking place at your school. Waste removal duties are emptying organics and relining receptacles from hallway stations each day. Any section responsibilities referred to on color-coded map in custodial room.

Caretakers (J1)-All Locations

• Secure all inside and outside doors and shutters as soon as possible. • Remove garbage from classrooms; Dispose and maintain all waste stations in your section, the stations consist

of garbage, recycle, organics. The refundable container is the responsibility of the school. In secondary schools the caretaker whose sections are kitchens, home economics (foods rooms), teaching kitchen, kitchen, breakfast rooms, etc. are responsible for any and all organic shifters in those areas.

• As you are going through your classrooms removing garbage, secure windows, doors, blinds, and shutters. Clean white board rails with a damp cloth, empty pencil sharpeners, turn out lights (preventing unnecessary energy loss). Leave doors locked when exiting.

• Sweep/vacuum all classrooms, hallways, stairs etc. (Check color coded floor plan for alternate vacuum schedule) • Thoroughly clean all washrooms, change rooms, shower rooms, etc. • Sweep gym daily, spot mop daily, thoroughly wash with machine at least once a week. • Spot mop all resilient floors daily, thoroughly wash weekly or as required. • Clean all sinks/counters daily use a cream product to remove stains. Grease, scum, etc. • Clean kindergarten desks daily, all others are to be maintained daily, and thoroughly cleaned weekly, a desk

schedule is to be written up and given to the Administration and placed in the janitorial closest for spare board information.

• Clean inside glass weekly. • Low dusting by-weekly, shelves, window ledges, etc. • High dusting/monthly. • Clean all janitorial equipment, arrange supplies for next day’s use. • Security check. All caretakers are responsible for securing their work areas. Head Caretakers (acting Head

Caretaker) is responsible for the overall security and gates. An outside perimeter check is required to ensure windows are closed, blinds and shutters are down and doors are locked. Two Caretakers should go this together when possible. An inside check is acceptable is you do not feel comfortable going outside.

• Spare Board caretakers are expected to perform the duties and take on the responsibilities of the person they are replacing. It is expected all tasks will be performed and completed in the same timely manner, and that equipment and supplies will be cleaned and/or wiped down, vacuums emptied, etc.

Cleaning of Specific Areas

Washrooms-Change Rooms-Shower rooms • Place wet floor sign. • Visually inspect the room for vandalism or maintenance issues. • Sanitize thoroughly all sinks, toilets, stalls, and door handles. • Remove smears, stains, or spots from stalls, walls, and other surfaces daily. • Check wiling, remove spit balls, dirt, etc. Change burnt light tubes. • Leave toilet seats upright after cleaning. • Replace all supplies daily (hand soap, toilet paper, paper towel). • Remove garbage and sweep with a corn broom/vacuum daily. • Thoroughly was floors daily. • High dust weekly. Classrooms-Offices-Multipurpose Rooms • Secure windows/doors, close blinds and shutters. • Remove garbage, change bag as required. • Chalk/White board rails cleaned with damp cloth. • Pencil sharpeners emptied. • Wash desks once a week thoroughly/maintain daily (Kindergarten desks and daycare desks and tables are cleaned

daily). • Sinks/counters washed daily/Replace hand soap and paper towel. • Spot wash walls and doors as required/clean glass as required. • Vacuum/Sweep daily including all mats. • Spot wash floors daily, thoroughly wash weekly or as required. • Spot clean with portable carpet extractor when required. • Dust weekly using a damp cloth. Kitchens-Home Economics-Cafeteria Rooms • Secure windows and doors. • Remove garbage/change garbage bag as required. • Clean countertops and sink areas. • Spot clean walls, doors, door frames/clean glass. • Replenish all soap, and paper towel, clean dispensers as required. • Dust mop or vacuum floor daily. • Wash floors thoroughly with a neutral soap. • Pull out stoves and fridges in home economics rooms, on professional days and school closures and clean area. • Wash cafeteria tables daily. Art/Clay Rooms: • Secure windows and doors. • Remove garbage. • Sweep/vacuum and wash floors daily. • Wash sinks and counters and tables daily. • Spot wash walls and doors as required.

SHOPS – WOODWORK; METALWORK; AUTOMOTIVE; TECHNICAL ED.: • Secure windows and doors. • Remove garbage. • Wash sinks and replace hand soap and paper towels nightly. • Vacuum or sweep floors and around machines daily. • Metal and automotive shops have floors washed with degreaser as required. • Wash Technical Ed. tables weekly. • Spot wash walls as required, low dust weekly, high dust monthly. • Empty sawdust drums, bins or socks daily. Emptying of the bins should be done by two persons at all times. HALLWAYS; STAIRS: • Sweep or vacuum stairs nightly. • Damp mop resilient floors nightly using cold water and neutral soap. • Remove all black marks nightly. • Remove writing from walls and lockers daily (use harsh abrasive as last resort – (see your Assistant Manager for

difficult graffiti). • Sweep or vacuum corners as required (at least weekly). • High and low dusting to be done weekly. • Drinking fountains are to be sanitized daily. • Remove waste from stations daily, clean and maintain stations, do not separate bins. THEATRES; BAND ROOMS; DRAMA ROOMS; CHORAL ROOMS; DANCE STUDIO’S: Follow classroom cleaning schedule: • Secure windows and doors. • Remove garbage from room/change garbage bag as required. • Chalk rails cleaned and pencil sharpeners. • Vacuum or dust mop nightly. • Wash desks once a week thoroughly/maintain daily (daily wash for kindergarten and daycare desks and tables). • Sink and counter washed daily/Replace hand soap, and paper towel. • Spot wash walls and doors as required/clean glass as required. • Spot wash floors nightly, thoroughly wash weekly using neutral detergent. • Consult with your Assistant Manager of Service Operations on carpet care (spot cleaning). • Dusting to be done weekly, using a damp cloth. Gyms: • Secure area • Floor is to be swept nightly; perimeter vacuumed weekly. • Gym floor must be spot washed nightly. • Gym floors require a complete washing at least once a week with a floor machine, if you do not have a floor machine

use a mop and bucket, use water sparingly on wood floor • Bleachers cleaned and floor area underneath bleacher to be cleaned prior to returning to closed position (get help

to pull out) • Clean equipment room as required, spot wash walls as required

High dusting to be done on Pro D days.

Weight Room: • Secure area, remove garbage • Vacuum or sweep nightly. • Wash floors as required (always get help to move heavy weight or exercise equipment). • Dust as required. Custodial Rooms: • Custodial rooms should be kept neat and tidy at all times and supplies and equipment neatly stored. • Make sure these areas are secured and locked. • Inventory of supplies should be taken on a regular basis. • Report to your Assistant Manager of Service Operations if additional shelves are needed. • Furnace rooms are NOT to be used for any storage. • DO NOT WRAP SINK HOSE AROUND TAP. THE LENGTH OF THE HOSE SHOULD ON REACH THE BASE OF THE SINK. Mechanical/Electrical Rooms: • Sweep, vacuum, and wash floors on Pro D Days, or school closures. • Keep this area neat and tidy at all times (remember maintenance personnel must be able to get at service panels). • No storage allowed in this area. Light Replacement: • Replace lights and tubes as required. Wipe lens cover and inside light assembly when replacing tubes. • Emergency lights are to be checked and initialed once a month. Report any failures to clerk. (Only elementary

schools). • Always use goggles/inspect ladder for any damage, do not use if ladder is unsafe. • Leave note for work order clerk about ballast replacement, giving room number. Leave a note on the inside of the

light cover indicating which ballast is out. Entrances: Help stop the dirt and sand at the doorway, this will save you time and work. • Use mats at entrance doorways, vacuum daily. • Lift mats regularly to clean under the mats, remove mats when scrubbing and refinishing floors. Parking Lock Gates: • When opening in the morning these gates must be locked back and secured. Unsecured gates are a hazard to

people and vehicles. • Lock the gates closed at the end of your shift. • Burnt out light tubes are to be placed in an empty light tube box, when you have 2 or more boxes (depending on

storage) have secretary create work order for transportation to have the light tubes picked up. • Pallets are to be stored in a safe and unrestricted area, have secretary create work order for transportation to pick

up pallets.

School Security: Make certain that all doors and windows are closed and properly secured before leaving the premises. All caretakers are expected to secure their own work areas however; the Head Caretaker remains ultimately responsible for the over-all security of the building. • Windows and doors to be closed to prevent heat loss or allow unauthorized access. • Keep all inside doors locked during group activities. • Head Caretaker should review security procedures with his/her staff. • Advise teaching staff about mobiles and decorations that are too close to sensors.

FLOOR CARE:

Please do not over wax resilient floor coverings; we do not expect you to produce a high gloss look. We are presently using an acrylic floor finish. Please apply three thin coats after scrubbing and as directed after stripping.

• Use neutral floor detergent only. • Do not apply floor finish to baseboards.

Methods of Dusting: Use damp dusting whenever possible. Venetian blinds should be dry dusted first then washed or damp dusted as required. Scrubbing: Use heavy scrubbing pads (brown) only when required (check with your Assistant Manager).

• Red pad – light scrubbing. • Blue pad – regular scrubbing. • Brown pad – heavy scrubbing or stripping.

Pressure Washers: NOT TO BE USED INSIDE THE SCHOOL

• Turn machine off when not in use; do not allow the pressure to build up, this could damage the pump • The cleaning and handling of these machines is very important and instructions should be followed thoroughly.

Emergency Spill Packs: Emergency clean-up pack is specially formulated to clean up mess. It instantly binds, absorbs, deodorizes and covers vomit, food spills and incontinence accidents.

• Sprinkle contents evenly on spill. • Wait a couple of minutes for product to absorb. • Sweep up or scrape up. • Keep out of the reach of children. • It is non-toxic and biodegradable power.

Equipment & Supplies

Equipment: The care of vacuum cleaners and floor machines should include the daily cleaning of the equipment. Vacuum filters should be cleaned at the end of each shift. Equipment is to be stored in the designated storage area.

• Vacuums should be used with appropriate size paper bag and changed regularly. • Filters are to be brushed off outside over the dumpster daily, (please wear an N95 mask). • Check filters for rips or perforations. • All filters should be washed weekly and hung to dry, use a general purpose cleaner (Fridays are a good day for

this as they have the weekend to dry. • After emptying the vacuum, wipe down with a damp cloth. • Report break downs when they happen, i.e. broken plugs, bare wires etc. Before sending vacuums in for repair,

check filter, wand, deflector, rubber gasket inside cover. • Do not leave lids tightened down on water pick-ups – causes rust. • Do not store floor machines with pad or pad holder on machine. Do not hang on handles of machine. • Buckets and pails – rinse daily.

All equipment is to be thoroughly cleaned and placed in the correct storage space before leaving your work area. When equipment (such as vacuums, scrubbers, burnishers, etc.) requires repairs or service the following information must be provided:

• Make of equipment • Model number of equipment • Serial number • Problem (a brief description of what is wrong for the secretary to put on the work order and where the unit is

located) This information is left for the school secretary to complete an on-line Maintenance Requisition, if this is during a closure when no clerk is available, the caretaker will call 604-572-0519 and submit the request to the work order clerk. The original Requisition is left on the machine for repair. Please ensure the office staff is aware of the machine’s location (if it is not stored in the office). A contractor will come on site to pick up the machine, or repair on site if possible. Supplies: Supplies are to be stored in the Custodial storage room or the room designated for the Custodial Staff, supplies are not to be kept in boiler rooms, maintenance rooms, or any other rooms not designated to our department. If you transfer the product from the original container into one of our bottles you must use a workplace label. A workplace label must have the product name, the hazard rating, and the safe handling requirements. If you are unfamiliar with how to do this, please contact your Assistant Manager. Supplies are to be rotated, use the older supplies up before you use the new product, do not over order, but make sure you have enough product to get you through to your next ordering date.

Maintenance Responsibilities Boiler, Furnace, Electrical, and Mechanical Rooms: No storage or any type is to be stored in these rooms Air Relief Vents: Do not block off any vents that supply fresh air to boiler rooms, furnace rooms or hot water tank areas – in schools and portables.

• Do not store cleaning equipment around hot water tanks • Do not store chemicals on top of furnaces and hot water tanks

Turning Off of Heating Equipment: Please do not turn off hot water circulating pumps; in some instances, they have not been turned back on – school is cold in area it serves – also runs a risk of frost damage should the weather change. Urinal Flush Tanks: These are set to operate on specified time cycles; please don’t change valve settings. If you have a problem with inconsistent flushing, have secretary create work order for repair. Emergency Light Testing: MONTHLY (Pro D) Elementary Schools Only- Caretakers who work or are assigned work at an Elementary School are responsible for testing the emergency light units, the units are normally located in; janitor rooms, mechanical rooms, gym equipment room, electrical rooms, storage rooms or hallway. The units are to be tested once a month. The person testing the units should initial and date. Please call your Assistant Manager if you have not received training prior to doing the testing. Energy Conservation: Keep doors and windows closed; turn out lights in classroom when cleaning is completed.

• Heat loss results from late closing of windows • Keep all outside doors closed (and locked) once school is out • If outside weather conditions during summer clean-up create uncomfortable working conditions report this to

your Assistant Manager of Service Operations – do not turn on any ventilating fans without permission Cold Weather:

• Snow removal – where possible a path of 36” will be cleared to main entrances and portables; this will include portable steps, sidewalks, and school steps; the intention here is to clear access to the school

• Ice pellets are available, and should be sprinkled sparingly on the walkways and steps • Check your school for snow removal equipment and supplies

Wedges: Please do not leave door wedges where students can use them to block toilets. Plumbers are finding these wedges jammed into toilets. All wedges must be 6” or longer and only used between door and the floor.

• Suggest that a string or rope be tied to the wedge and it be hung up each night in the janitor’s room. • Please do not place wedges up in door closers or frames.

Summer Clean Up: Keep hallways clean and free from equipment and cleaning supplies.

Re-Think Waste

SD 36 RECYCLING PROGRAM The recycling program will require the support of all students, teachers, management, staff, parents and visitors at each site to succeed. Sites will be required to assign recycling program management responsibilities to a selected Site Leader to monitor compliance levels and resolve site level operating issues. The amount of solid waste generated in the district is not changing. Program implementation is the process of learning to do existing work (sorting and moving our waste) in a different way. Waste Stations

Receptacles for the different types of waste will be grouped into “waste stations” for ease of sorting. A waste station will consist of a container for organics, recycle, and garbage

Materials to be Recycled:

Waste materials will be separated into containers marked with colour-coded signage for collection and disposal:

Organics (green) – all food scraps and soiled papers accepted.

Recycle (blue) – plastic with codes 1, 2, 4, 5, metal containers, unbroken glass and juice boxes, tetra packs, cans & bottles

Refundable (Orange)- Returned for deposit items; maintained by students/staff.

Garbage (black) – all other materials *PLEASE NOTE – The program is new and from time to time may require changes/additions etc. Your Assistant Manager will relay any changes that may be necessary to implement.

Section IV

Summer Cleaning Guidelines

It takes a well-organized cleaning program to enable you to complete your section and have it ready for start-up in

September.

Please keep a map of the school (preferably on a clip board) in the staffroom on a table where your Assistant Manager

can review it. Please highlight areas that are completed.

On the first day of clean-up, lower and store the flag in the school and turn off all portable exterior lights.

At the beginning of each shift, do a perimeter check for broken windows or graffiti. Call in sizes of broken windows and

report graffiti to the work order desk at Facilities Centre – 604-572-0519. Board up the broken windows. Remember,

caretakers working alone are to call in to their Assistant Manager at 10:00 am at 2:00 pm.

Gates – When unlocking gates, ensure they are locked back to stop damage to vehicles and children. If someone opened the gate before you arrived, check that they are locked back.

Waste – Ensure all waste is emptied into the appropriate dumpster the first week of clean-up. If the dumpsters are full, call Lori at (604) 572-0516 to see when they will be emptied. An extra pick-up may be required.

Check Lists – Place check lists on all rooms and areas to be cleaned.

Desks – Empty all desks and dispose of contents.

Floors (Resilient) – Scrape all corners, doodle bug edges. Scrub with appropriate amounts of neutral detergent, scrubbing both ways. Use wet vac to pick-up. Rinse with clear water twice and wet vac. Always ensure you are using the plastic protective splash guard. Rinse all base boards carefully. Buff and damp mop floor. Apply floor finish in multiple thin coats ensuring you cross link coats. Check with your Assistant Manager on how many coats are needed.

Schools with all Linoleum – Move all desks, tables and other furniture to wall that aligns with door to hall. Do not stack desks more than two (2) high. This leaves ¾ of floor for scrubbing and refinishing.

Schools with Linoleum and Carpet – Move desks, tables, chairs and other furniture onto carpet. Linoleum strip

can now be scrubbed and refinished. Scrub one wing of the schools at a time.

When 3/4 of the floors in the classrooms are refinished, clean desks, tables, chairs and furniture. Move onto

newly finished area. Scrub hall and the 1/4 strips from classrooms at the same time.

Furniture (desks, tables, chairs, etc.) – Change water frequently. a. Chairs – use Johnny swab and cloth. Remove all tape, white out, ink, etc. and stack in groups of four (4) b. Tables – clean thoroughly, removing ink from inside area, wipe the rest of the area

Walls – Remove all marks first then wash with general purpose cleaner and doodle bug. Glue residue is best removed with solvent on a cloth.

Inside Glass – Remove paint, tape residue, etc. Wash with window cleaner.

Sinks, Paper Towel Dispensers, Soap Dispensers – Remove all stubborn stains and glue. You may need to use a green pad and a paste cleaner.

Blinds – Dust twice, wash once with general purpose cleaner. Tip forward and let them dry.

Outside Windows and Roll Shutters – Wash shutters with the window brush. Clean glass with the Unger System if available, if not use a general cleaner and a window brush, rinse with hose and water.

Green Boards – Wash with a white cloth and clear water, squeegee off. White Boards – Clean with white cloth and general cleaner.

Waste Containers – Wash inside and out with a general cleaner

Doors and Frames – Do not use green pad. Remove tape and marks with general purpose cleaner.

Washrooms and Change Rooms – Remove all marks from walls and ceilings. Wash with general purpose cleaner. Clean sinks, toilets, urinals, paper towel dispensers, soap dispensers, benches and lockers. Scrub floors and refinish as required.

User Groups – Ensure you have a user group schedule and discuss needs with your Assistant Managers.

Vacation – Ensure you have a copy of your approved vacation and enter into ADS, with the exception of Spare Board who call the Dispatch Clerk (604-572-0517)

Pressure Washers – Do not let these run under pressure while not in use. Make sure water is hooked up to pressure washer. Do not use inside the schools or portables!

Carpet Extractors – If needed, talk to your Assistant Manager about use over the summer.

Gyms – Check with your Assistant Manager to see if refinishing is to take place. Remove marks from walls, within reason. Sweep and scrub floor with the auto scrubber and general cleaner.

Halls and Entrances – Always keep a 4’ clear pathway in your halls. Do not pile furniture and equipment at exits

Cleaning Equipment – Keep all equipment in a neat and organized manner. Do not spread it all over the school. Ensure all equipment is cleaned and ready for use the next day.

CARETAKER ABSENCE COVERAGE When a Caretaker is absent and he/she is not being replaced by a substitute, the remaining Caretaker(s) on shift will be expected to help clean the priority areas in the absent Caretakers section. This is quite common in a secondary school as policy states an absent Caretaker (due to illness) is not replaced until the third consecutive shift. The Head Caretaker will organize and distribute the work load with all Caretakers participating, sharing the work load.

Health & Safety

Working Alone The British Columbia Industrial Health & Safety regulations require checks to be made “to ensure the wellbeing of the employee at such intervals and by such means as are appropriate to the nature, hazard and circumstances of the employment”. It has been determined that Caretakers who are working alone during the times listed below, will be required to call an Assistant Manager who can be reached through a cellular telephone by dialing the number listed below, to report their well-being during each shift. Working alone is defined as “Not having another caretaker in the building”. Upon receiving a “busy” signal, leave a voice mail. If unable to reach the respective Assistant Manager after several attempts, dial another number until you reach an Assistant Manager. All calls must be short and concise, stating name and location. These cellular phones are for emergency use only. If a Caretaker fails to call in at the specified time an Assistant Manager will be dispatched to ensure the wellbeing of the worker.

Personal Safety Personal Safety-Intruders

Call 911 and your Assistant Manager give your location in the building. Do not confront the intruder. Go to a room, lock door and turn off lights.

Activate the fire alarm, confirm location of fire and call 911

Determine if all know occupants have safely evacuated the building and gather away from building in far corner of parking lot. NEVER use elevator to exit during fire alarm. Inform fire department of any unaccounted for occupants. Call your Assistant Manager to notify.

Wait for fire department to arrive. Do not re-enter the building until fire department authorizes re-entry. Personal Safety-Gas Odor/Alarm If you smell stale/rotten eggs or hear the sound of escaping gas, it could be a natural gas leak.

Stop what you are doing. Do not operate electrical switches or create an other source of ignition.

Go outside. As you exit, leave the door open behind you as well as any other windows that may already be open.

Once outside, call 911 or FortisBC’s 24-hour Emergency Line ate 1-800-663-9911. Call your Assistant Manager.

Reporting near misses, incidents, or injuries Staff Injuries or Near Misses Staff must report immediately an injury or near miss to their Assistant Manager and follow the online injury reporting directions below.

• Under the Workers Compensation Act and the Occupational Health & Safety Regulation, employers are required

to complete an investigation for every injury, incident, exposure or occupational disease that results in any

day(s) lost from work, or where an employee seeks medical care.

• An injury, incident, exposure or occupational disease investigation should be initiated with 24 hours after the

occurrence.

Service Operations Employee (Preliminary investigation)

• Call your Supervisor immediately.

ONLINE INJURY/INCIDENT REPORTING

1. Go to Employee Self-Service: staff.surreyschools.ca

2. You will be prompted to log onto Employee Self-Service. Use the same login and password as your District login

(i.e. for email or access to HUB)

3. Select “e-Forms”.

4. Under “Submit a New Form” (top left side of page) locate the Health & Safety folder and click “Worker’s Report

of Injury, Incident…”.

5. Complete the on-line report providing as much information regarding your incident as possible. Yellow

highlighted sections MUST be completed in order for the report to be submitted.

6. When you have fully completed the on-line report, press “Submit”.

7. When your report has been submitted, the investigator will automatically receive an email task to their district

email account requesting them to complete and submit an “Investigation Report” with 48 hours.

8. The Health & Safety Department will receive an immediate confirmation email for each specific report

completed on-line by an employee, Principal or Manager.

9. If you are missing from work due to a reported injury, you are still responsible to report your injury/incident and

time loss directly to WorkSafeBC’s (WSBC) Tele claim Department, 604-231 8333. You will be provided a claim

number directly from WorkSafeBC.

General Safety Rules

The following are some important general safety rules that each employee is required to follow regardless of work

assignments.

• Lifting improperly is a major factor of the large number of claims for back injuries. Please read and follow the guide

lines listed under Lifting and Moving Material

• Good housekeeping is an aid to safety. All employees shall keep tools, equipment, and work areas clean and

orderly.

• Keep aisles stairways and exists clear of boxes and other tripping hazards. Do not obstruct exits.

• Clean spills immediately. Mark the spill if you must leave to retrieve assistance or additional supplies.

• Each employee should know the location of fire extinguishers in their work area. The area in front of a fire

extinguisher should be kept clear for ready access.

• Any employee, while on duty or on district property, who possesses, sells, or receives any illegal drug or who is

under the influence of drugs or alcohol, will be discharged, and, in appropriate situations, referred to law

enforcement authorities.

• Smoking will not be allowed at any facility.

• Use caution when opening doors which serve two-way pedestrian traffic.

• Use a ladder for reaching above shoulder height. Never stand on the cap of a ladder.

• Do not operate machinery that you are not familiar with and have not been trained to use.

• Inspect all tools and equipment prior to use to ensure they are in working order and do not present a hazard.

• After use put all tools/or equipment back in their proper place.

• Disconnect all electrical cords by grasping the plug and carefully disengaging; never yank by the cord. If an

electrical cord is frayed or wires are exposed remove it from service.

• Use handrails when using stairways. Never take more than one stair at a time.

• Only qualified, designated employees should work on electrical wiring and equipment.

• Horseplay or practical jokes will not be tolerated.

• Material Safety Data Sheets must be available, at the point of use, to any person who requests this information.

• Report all accidents to your supervisor.

• Observe all warning signs, safety bulletins and posters.

• Storage rooms should be kept locked to prevent unauthorized access to tools and chemicals.

• Personal Safety-See page 32-Intruders/Fire Alarms.

• No access allowed on the roof of any building without fall protection certification through district.

Power Outage

• Locate all available flashlights. The emergency lighting systems will generally last for approximately 20 minutes. • Inform user groups of the situation, if the area in use is affected by the outage they will be asked to leave. • Contact your Assistant Manager and pass on the information. Complete any task that can be completed safely. Do

priority areas first. • Do not, under any circumstances, leave the site unattended with the security system off, unless instructed to do so

by the Assistant Manager.

Safe Work Practices

Some of the tasks that are performed by custodians at work, such as lifting, reaching, and repeating the same movements can strain our bodies. In some situations, these tasks can result in an injury to the muscles, tendons, ligaments, nerves, blood vessels, and joints of the neck, shoulders, arms, wrists, legs, and back. Custodians work independently and are required to maintain different areas of the school. The main job duties include:

Sweeping/Vacuuming

Washing down desks and tables

Emptying garbage cans

Mopping floors

Lifting and moving furniture

Cleaning bathrooms, classrooms, and common areas

Shoveling snow These are the types of jobs that require force, repetition, and awkward postures that can potentially increase the risk of injury. Over exertion and sprain and strain injuries are so common in school custodians that they are thought to be just part of the job. This is based on the belief that the custodial work cannot be changed, and therefore the aches, pains and injuries are inevitable. Changing work practices, an ageing workforce, and a lack of understanding of custodial issues have all contributed to high injury rates among school custodians. This has led to challenges in developing safe work procedures and effective worker training aimed at preventing these types of injuries. Preventing Slips, Trips and Falls One of the most common hazards for custodians is slipping on wet floors or tripping over an object. A slip or trip may result in a fall. A fall may cause injuries such as broken bones, head injuries, sprains, strains or bruises.

Clean all spills and debris immediately.

Mark spills and wet areas with warning signs and barricades.

Keep walkways and doorways free of clutter.

Do not use mats that do not lay flat.

Use proper footwear.

Always use available light sources to provide sufficient light for your tasks.

Ensure the items required to be carried, pushed, or pulled, do not prevent you from seeing obstructions or spills. Water Pails and Buckets Water pails/buckets are heavy and unstable loads. Use proper body movement and safe work procedures to prevent injuries.

Use a hose to avoid lifting.

Fill pail to 1/2(one-half) or 2/3(two-thirds) full to reduce the weight.

Use two hands to lift.

Grasp opposite sides of the rim of the pail to stabilize your body and keep the pail from swinging.

Use grips that allow elbows to remain at or near your sides.

Wear gloves to increase the padding around the handle.

Do not overfill the bucket with water.

Emptying mop buckets while dumping dirty water involves lifting. Movements include carrying a heavy load, bending at

the waist, awkward arm and hand postures.

Use floor drains if available to reduce the vertical distance of the lift.

Use a smaller container to “bail out” some of the water. Remove the wringer mechanism and use one hand to tilt the bucket to empty it; avoid lifting the full weight of the bucket; when the drain is protected by a low barrier, use the barrier as a pivot point to lever the bucket to empty it (rest the edge of pail against the sink). Mopping and Wringing

Bend your knees and keep your back straight as you push the mop wringer down.

Face the wringer lever with a straight elbow.

Use your body weight to press down on the lever.

Use a mop bucket raised off the floor to reduce the bending force required to wring out the water.

While squeezing the mop, place your foot in front of the wheel to prevent the bucket from moving.

Alternate right and left hands at the top of the mop handle.

Maintain a neutral spine.

Avoid extreme wrist motions.

Use neutral body/shoulder position.

Keep arms close to body stabilize the shoulders.

Do not overextend your reach to the right and left. Vacuuming/Body Movement

Keep elbows at or near the sides to minimize shoulder movement.

Avoid movements where the elbows are behind the body.

Adjust the location of your grip on the vacuum cleaner wand so that your hands are level with your forearm.

Walk to vacuum cleaner to reduce repetitive motion. Vacuuming Motions

Maintain a neutral spine while working comfortably.

Use neutral ranges in your shoulders.

Avoid extreme ranges in your wrists.

Keep arms close to your body to encourage neutral posture.

Use both hands, one to pull and one to push.

Avoid overreaching.

Stand upright and avoid bending forward.

Move the legs and not the back.

Move light furniture out of the way to make a clear path for you and the vacuum.

Change or empty the vacuum bag frequently; a full bag can add 10 – 20 pounds to the overall weight of the vacuum.

Snow Shovelling

Before you begin warm up your muscles with light exercise or stretching

Dress appropriately/proper footwear.

Keep the shovel close to your body.

Space your hands on the shovel to increase leverage.

Push the snow rather than lift when possible.

When you lift, squat with your legs apart, knees bent and back straight.

Lift with your legs; do not bend at the waist.

Scoop small amounts of snow into the shovel and walk to where you want to dump it.

Pace yourself, take breaks and replenish fluids to prevent dehydration.

No not hold a shovelful of snow with your arms outstretched-it puts too much weight on your spine.

Do not throw the snow over your shoulder or to the side-this requires a twisting motion that stresses your back. Cleaning Walls

Stand upright and use a lightweight long-handled doodlebug or squeegee.

Adjust the length of a telescopic handle to minimize awkward bending and overreaching.

Alternate lead hands to avoid fatigue.

Use your legs, not just your arms, to generate force.

Keep your hands in front of you and between your shoulders.

Work in a small area of the wall and try to keep your elbows below shoulder level. Wiping and Dusting

Cloths should be large enough to be efficient but small enough to squeeze out excess water with no more than two squeezing motions.

High Dusting

Extend your reach by using high dusting tools with telescoping handles or a ladder.

Wear eye protection.

Stand at an angle and not directly under the dusting area.

Keep elbows close to the body to minimize over-reaching.

Limit time spent in this position.

Rotate tasks regularly to change the physical demands. Sweeping

Alternate right and left hands at the top of the mop handle.

Use lightweight brooms, stand-up dustpans, or lobby brooms (if available).

Do not bend your back, remain upright, if needed bend your knees and not your back.

Lifting and Moving Material

Assess the load; make sure it is stable, balanced and no assistance is required to lift the load. Ask for assistance if needed.

Plan the job. Ensure that your path of travel is clear and that you have identified the location where you will place the load.

Place your feet apart for a balanced stance.

Bend your knees and get as close to the object as possible. Lift with your legs and not your back.

Wear gloves to ensure a good grip on the object to be lifted.

Lift gradually, don’t jerk, but use a slow steady movement.

Keep the load close while carrying; this prevents you from arching your back and adding additional stress to your back.

Pivot; don’t twist when you need to change directions. Move your feet in the direction of the lift. Twisting is especially harmful for your back.

Get mechanical(dolly) assistance for heavy loads. Organize Your Work

Plan your workday in advance.

Set the order of the tasks you have been assigned.

Make sure the tools and equipment are in good working order.

Identify special tasks that require additional person protective equipment (PPE), materials and other equipment

Alternate heavy and lighter tasks throughout day, where possible.

Establish the best way to accomplish each task-if in doubt, talk to your supervisor and ask questions. Workplace Awareness

Report difficulties or unusual findings to your supervisor.

Pay attention to the task.

Be aware of your surroundings and changing conditions at all times.

Always work safely to prevent injuries. Equipment Maintenance

Equipment that is in safe working order allows for healthier work practices, greater productivity, and reduced risk of injury. Create work order to have faulty equipment repaired.

Inspect and maintain wheels/caster; keep them clean. Personal Protective Equipment (PPE)

Caretakers should ensure that loose clothing, long hair and jewellery that are liable to become entangled in equipment or machinery, is adequately secured or removed.

Appropriate footwear is to be worn at all times, no sandals or open-toed shoes.

Personal Protective Equipment is available through your assistant manager; it is your responsibility to wear the appropriate PPE.

Goggles/Safety Glasses protect your eyes from splashes and or dust & debris.

Gloves protect your hands against possible reactions to chemicals or sharp objects.

Respirator/Dust Mask protect a worker who may be exposed to an air contaminant.

Ladder Safety Ladders are a very useful tool that can be used to safely reach work areas and objects that could not normally be

reached from the ground. However, when damaged, worn or broken ladders are used or when functional ladders are

used improperly the risk and severity of accidents and injuries increases greatly. It is extremely important that everyone

who uses a ladder inspects the ladder to ensure it is in good working condition, uses the ladder for its intended purpose,

and takes all necessary precautions when using a ladder.

NOTE: Maximum allowable height for Service Operations staff is 10 feet off the ground (measured from ground/floor to

soles of your feet).

1. Ladder Inspection – check for:

Missing or loose steps or rungs

Loose nails, screws, bolts, nuts, or other metal parts

Cracked, split, worn or broken rails, braces, steps or rung

Damaged, worn or missing non-slip feet

Loose or bent hinge spreaders

Broken stop on hinge spreader

Loose hinges and stability

Steps or rungs are free of oil, grease or other slippery substances

NOTE: Identify and tag all faulty ladders, put in a work order to have the faulty ladder removed and disposed of.

2. When using a ladder always make sure that:

If the ladder is positioned by a door or walkway the door is locked or the walkway is barricaded to prevent collisions.

Footwear and soles are in good condition and not wet, dirty, oily, greasy, etc.

The workspace is kept clear of any obstructions or tripping hazards

All four ladder feet are on firm, level and dry ground

The ladder is placed directly in front of the work; move the ladder frequently as required

The ladder is kept close to the work

The ladder, spreaders and shelf is opened fully

The spreaders are locked in place before climbing

You face the ladder when climbing up or down; keep body centered between side rails

You maintain a firm grip when climbing

3. When using a ladder never:

Climb past the second rung from the top

Have your feet higher than 10 feet from the ground

Place ladder on a slippery surface

Place ladder on boxes, tables or unstable bases to gain additional height

Overreach and lean over the base of support; move the ladder when needed

“Shift” or “walk” the ladder when standing on it

Stand, climb or sit on ladder top or shelf

Overload; ladders are meant for only one person at a time

Confined Space Confined and Enclosed Spaces

A confined space is an area that:

a) is enclosed or partially enclosed;

b) is not designed or intended for continuous human occupancy;

c) has limited or restricted means for entry or exit, and

d) is large enough that a worker could enter it to work.

An enclosed space is space that WorkSafeBC has excluded from being called a confined space, because under normal conditions it doesn’t have the life-threatening potential of a typical confined space.

Custodial staff are never allowed in confined spaces. Custodial staff are also not allowed to enter enclosed spaces;

however, exceptions may occasionally be made to this rule with the permission of the Manager, Service Operations.

Fall Protection

The District’s fall protection program is designed to prevent employees working at heights of 3m (10ft) or higher from

falling. The program applies to all work performed on rooftops or from ladders.

Custodial employees are not authorized to work on roofs as they are not provided with fall protection training and

equipment. They are authorized to work from a portable ladder at 3m or higher for short periods of time (15 mins or

less) provided that:

a) the work is very light e.g. changing light bulbs, getting a ball from the edge of the roof;

b) the ladder is inspected for defects prior to use. Ladders showing damages such as split rails, broken rungs, broken or worn

rubber feet, are to be removed from service and reported to the Supervisor/Foreman;

c) the ladder is placed at a safe angle ¼ length away from the base of the structure and are to be secured or tied to prevent

movement. Ladder feet should always be placed on a firm surface;

d) the tip of the ladder is 1 metre (3.3 feet) above the point of contact (or approximately 3 ladder rungs);

e) wire reinforced wooden or metal ladders are not used in areas near energized electrical equipment;

f) where ladders could possibly be struck by people or equipment, the ladder is barricaded or guarded while in use;

g) heavy or bulky items are not carried up the ladder. A hand line or other suitable hoisting equipment must be used;

h) workers climbing and working from ladders always maintain three-point contact;

i) ladders are not used in the horizontal position or as components of scaffolds or runways, and

j) ladders are not placed against a window pane or sash. Securely fasten a board across the top of the ladder to give bearing at each side of the window.

Asbestos

Asbestos is a strong, fire-resistant mineral fibre. In general, buildings built between 1950 and 1990 may have asbestos-containing building materials. If asbestos-containing materials (ACM) are in good condition and left intact, they do not pose a danger. However, these materials are hazardous to your health when they are disturbed, such as when they are sanded, drilled into, or broken up so that they crumble. Typical asbestos containing materials are: vinyl floor tiles, drywall filling compound, mechanical insulation, putties, stucco, and roofing materials. Some schools also have vermiculite insulation in the block walls; this insulation has been contaminated with asbestos. You can’t tell by looking at these materials whether there is asbestos in them or not. This determination has been made by taking samples of the material and looking at them under a microscope.

Each school with asbestos-containing materials has a yellow asbestos binder, called an AIM binder, in the main office or principal`s office. It has a room-by-room list of which building materials have asbestos in them. These schools also have wood-backed wall signs with general asbestos information at the entrance to each wing of the school. This information serves as a guide or a warning, but the detailed information is in the AIM binders.

Class Specification

Caretaker Nature and Scope of Work An employee in this classification performs standard janitorial work. This may involve travelling between several schools at which work is to be

performed, working on a carpet cleaning crew, stripping floors, or cleaning a designated area at a single school etc.

Work time is spent in the performance of scheduled custodial duties such as washing floors and walls, sweeping, vacuuming, stripping and waxing

floors, cleaning washrooms, dusting, removing garbage, and minor maintenance. Work is governed by well-established methods and procedures. A

Caretaker may be required to respond to emergent situations both on-site and at other locations.

A Caretaker is responsible for securing assigned work areas upon arrival and departure, but does not hold such responsibility for complete schools.

They are responsible to admit authorized rental groups or contractors into their areas and to ensure they follow District policies and procedures. A

Caretaker must check for vandalism or damage, sweep up broken glass inside and out, and correct safety hazards, etc.

A Caretaker receives work direction from and reports problems/vandalism to Head Caretaker and/or Management.

Typical Responsibilities

Sweeps, vacuums, washes and polishes floors, and vacuums hallways and other areas in schools or other premises. Washes walls, windows, and

blinds, etc. Sweeps exterior walkways and other play areas.

Cleans washroom facilities including hand basins, sinks and toilets, replenishes washroom supplies, cleans classroom and offices, countertops,

sinks, wood shops, etc. Unplugs toilets, as required.

May check gauges, thermostats, etc. to determine conditions

Moves office equipment and furniture, as required on site

Empties and cleans garbage containers and wastebaskets

Sprays and deep cleans carpets when assigned to carpet cleaning crew

Spot cleans carpets, as required, may be required to operate the portable carpet extractor

Makes minor adjustments, performs minor maintenance to cleaning equipment

Performs minor equipment adjustments or installations of ceiling tiles, pencil sharpeners, soap dispensers, desks, etc.

Cleans mops, brooms, and other janitorial equipment. Securely stores cleaning materials, chemicals and equipment prior to leaving premises

Attends to emergent situations, such as flooded washrooms, etc. as required

May sign for and accept deliveries

May empty courier bag and mailboxes as required

Performs snow and /or ice removal, as required. Attends to safety issues such as de-icing stairs, walkways, etc.

Secures assigned work area, i.e., doors and windows upon arrival and departure. Sweeps up broken glass, used condoms, needles, etc.

Admits authorized students/visitors/groups to premises and requests those found in unauthorized areas to return to specified location

Head Caretaker Nature and Scope of Work The Head Caretaker work in assigned school(s) or District facilities. An employee in the classification is the only Custodian working the school or facility. The Head Caretaker is responsible for performing a variety of cleaning and minor maintenance duties and repairs and ensuring that assigned premises are secure prior to booking off shift, and for acting as on-site liaison with school administrators and facility users. The Head Caretaker is the school/facility administrator’s main contact with the Service Operations Department. A Head Caretaker performs routine opening/closing procedures, including deactivating and activating the security system, turning on lights, conducting inside and outside perimeter checks, checking for vandalism or damage, sweeping up broken glass and correcting similar safety hazards, etc. A Head Caretaker is responsible to admit authorized rental groups or contractors into their areas and to ensure they follow District policies and

procedures. The work involves responsibility for organizing their own work and reorganizing work priorities, space allocation, scheduling, etc. as

necessary to accommodate facility use by other groups and emergent needs. A Head Caretaker determines priorities when all work cannot be

completed within the usual time frame.

The majority of work time is spent is the performance of scheduled caretaker duties. The Head Caretaker also performs routine administrative

functions, as required within the facility, including response to emergent situations. In addition, the Head Caretaker may be required to attend at

other locations to deal with emergent situations. A Head Caretaker shall liaise with and respond to request from the facility administrator and

reports to Management.

Typical Responsibilities

Senior Head Caretaker Nature and Scope of Work The Senior Head Caretaker works in assigned school(s) or District Facilities. The work of and employee in this classification differs from that of a Head Caretaker in that they direct the work of other caretakers. Employees working in this classification may be assigned split shifts. The Senior Head Caretaker is responsible for performing a variety of cleaning and minor maintenance duties and repairs and ensuring that assigned premises are secure prior to booking off shift, and for acting as on-site liaison with school administrators. The Senior Head Caretaker also performs routine administrative functions, as required. A Senior Head Caretaker is responsible to admit authorized rental groups or contractors into their areas and to ensure they follow District policies and procedures. If the rental group is located in another custodial area, the Senior Head Caretaker must still assume overall responsibility for that area and the groups within it. The work involves responsibility for the allocation of work to custodial staff, assuring adherence to established metho0ds and procedures, and reallocation of work to cope with staff absences or emergencies. A Senior Caretaker determines priorities when all work cannot be completed within the usual time frame. A Senior Head Caretaker instructs newly hired staff in departmental methods and procedures. The Senior Head Caretaker liaises with contractors and other maintenance staff, including school staff and maintenance foreman to ensure access, etc. The majority of work time is spent in the performance of scheduled custodial duties. Day Custodian Nature and Scope of Work

The Day Custodian works in assigned school(s) or other District facilities. An employee in this classification may be the only Custodian working in

the school or facility and works during daytime hours.

The Day Custodian is responsible for performing a variety of cleaning and minor maintenance duties and repairs and for acting as on-site liaison

with school administrators and facility users. While on shift, the Day Custodian is in the school/facility administrator’s main contact with the Service

Operations Department

A Day Custodian performs routine opening/closing procedures, including deactivating and activating the security system, turning on lights,

conducting inside and outside perimeter checks, checking for vandalism or other damage, sweeping up broken glass and correcting similar safety

hazards, etc.

They are responsible to admit authorized user groups or contractors into their areas and to ensure they follow District policies and procedures.

The work involves responsibility for organizing their own work and determining work priorities when all work cannot be completed within the usual

time frame, space allocation, scheduling, etc. as necessary to accommodate facility use by other groups and emergent needs. A Day Custodian

instructs newly hired staff in departmental methods and procedures.

The majority of work time is spent in the performance of scheduled custodial duties. The Day Custodian also responds to emergent situation. In

addition, the Day Custodian may be required to attend at other locations to deal with emergent situations.

The Day Custodian liaises with and responds to requests from the facility administer and takes direction from a senior Head Custodian and

Management.
