Someof the drums were open with their coni-eni-aspilled on the ground, on September 1, 1987the osc utilized his Delegation of Authority14-1-A (4/8/86) to obtain $50,000 in CERCLAmonies to mitigate the direct contactthreat posed by the uncontrolled leakingdrums of waste sodium cyanide.

INTRODUCTION
A. initial's ituation/Nature of the Incident
Seventeen drums of unknown contents were discovered by aprivate citizen who notified the West Virginia Department ofNatural Resources (WVDNR). WVDNR representatives performed theinitial site investigation and found numerous drums labeled"Poisonous-Contact with Acids Emanates Poisonous Gases", two ofwhich were opened and had leaked a white granular substance ontothe ground. They also noted strong noxious odors coming from thearea of the spilled drums.
On August 31, 1987, the WVDNR (Pamela Hayes) notified U.S.EPA Sr, On-scene coordinator Benton Wilmoth of the presence ofthe leaking drums. On that date, osc Wilmoth directed the Roy F.Weston Technical Assistance Team (TftT) to perform an emergencyassessment to determine the presence and magnitude of the threatposed by the drums.
On September 1, 1987, the OSC and TAT mobilized to the siteand observed sixteen (16) drums, with one later discovered,dumped over a hillside in an open roadside dump. Draegor tubeanalysis of the open drums indicated tue presence of cyanide inthe spilled material. Based on the direct contact and Inhalationthreat posed by the uncontrolled, open drums of waste cyanide,the OSC elected to utilize his Delegation of Authority 14-1-A(4/8/86) to remove the drums and excavate any contaminated soilat the site.

The Atwell Mountain Drum Dump Site was located off CountyRoute 2 near Atwell, McDowell county, West Virginia, in a rural,mountainous area 0.2 of a mile from the Atwell Mountain Church ofGod and 0.4 of a mile from the nearest residence.C. Efforts to Obtain Cle_anup by Potential Responsible Party
No potential responsible parties have been Identified inconnection with this removal project at the time of thisprinting. There were no identifiable labels or markings on thedrums that would indicate a potential responsible party.

NARRATIVE OF EVENTS
The Atwell Mountain Drum Site was referred to EPA'sEmergency Response Section by the West Virginia Department ofNatural Resources (WVDNR) Division of Waste Management. OnAugust 31, 1987 the WVDNR (Pamela Hayes) notified Senior On-SceneCoordinator, Benton Wilmoth of the Wheeling, West Virginia FieldOffice that several drums had been found abandoned in a ruralarea along County Route 2 near Atwell, McDowell County, WestVirginia. WVDNR inspectors had performed the initial visit inresponse to a local residents' complaint. Three of these drumswere labeled, "Poisonous-Contact with Acids Emanates PoisonousGases", of which two were open and had spilled a white, granularsolid onto the ground. Strong, noxious odors were detected inthe area immediately surrounding the open drums during the stateinspection.
On August 31, 1987, OSC Wilmoth notified Roy F. Weston'sTechnical Assistance Team (TAT) of the conditions at the site andtasked. TAT with performing an emergency assessment to determinethe exact nature and magnitude of threat posed by the drums atthe site.
On September 1, 1987 the OSC and TAT were on site at which timeTAT performed level "B" entry to assess the drum dump. TAT obtainedpositive readings from Draeger analysis for cyanide on thematerial in the open drums. Upon initial investigation, TAT found atotal of 16 drums at the site, Three of the drums had the abovementioned warning labels of which two were open. Four drums werelabeled "solid waste" and were unopened. The remaining drums wereunopened and unmarked.
The OSC, having determined the drums did pose an immediateand significant risk of harm to human health and welfare and nopotential responsible party had been Identified, utilizedDelegation of Authority 14-1-A (4/8/86) to obtain CERCLAemergency removal funds in the amount of $50,000. The OSC issueddelivery order #7445-03-009 at 1700 hours 9/1/87 to ERGS in theamount of $35,000 for Initiation of removal activities. The OSCcontacted WVDNR, Division of Waste Management, to inform them ofEPA's plans to conduct a removal at the site and to obtainprovisional generator JWVP-000000805. Additionally this date,the osc issued a Special Bulletin A notifying the Region of theemergency removal activities at this site.
On September 2, 1987 ERCS subcontractor AMO PollutionServices, inc. Canonsburg, PA was on site to begin overpackingthe drums of waste cyanide. ERCS staged 19 drums this date: 17overpacked drums, 1 drum of excavated contaminated soil, and ldrum of contaminated clothing. TAT utilized Draeger tubes todetermine isolated areas of cyanide-oonV.aminated soil thatrequired further excavation. Levels greater than 20 ppmpersisted in an area where some deteriorated drums had been
resting. OSC Wilmoth returned to Wheeling, WV this date andcontinued to coordinate the removal effort from the Region IIIWheeling Field Office.
ERCS a"nd TAT returned to the ilte on September 3, 1987 toresume soil excavation utilizing hind tools. ERCS removed sixadditional drums of contaminated soil and generated one more drumof contaminated clothing. Soil removal was deemed complete whenDraeger readings became negligible. TAT collected qualityassurance soil samples, including background, from the soilremoval area (see Appendix A, Sample Locations) to assure acomplete removal effort. A total of 26 drums were staged at siteas AMD's TSD facility was full at the time of the removal. Thedrums consisted of 17 overpacked drums, 7 drums of contaminatedsoil, and 2 drums of contaminated clothing.
On September 4, 1987 TAT and ERCS demobilized from site.All drums remained staged on site until space became available inAMD's TSD facility.
On September 12, 1987, ERCS returned to the site andtransported all 26 drums that had remained staged there to theAMO Pollution Services, Inc. TSD facility in Canonsburg, PA to bestored until final disposal arrangements could be made.
An additional funding request, submitted September 8, 1987for $190,000 was approved September 12, 1987 by the RegionalAdministrator, raising the total project ceiling to $240,000.Analytical results from TAT quality assurance soil samplingperformed 9/3/87 indicated that cyanide levels in the soil at thesite were extremely low, therefore, the OSC determined that thecleanup was effective and that no further removal action waswarranted.
on February 7, 1988 all 26 drums of cyanide waste that hadbeen stored at the AMO TSD facility were transported to theCyanokem disposal facility in Detroit, Michigan for finaldisposal.
RESOURCES COMMITTED
A. Initial Funding Request
An emergency assessment of the site indicated that asubstantial threat to human health and the environment existed.The OSC was unable to locate any potenMaa -cdponsitale party inconnection with this site. Therefor?, on September l, 1987 tneOSC submjttea Special Bulletin A («-,ee .'.ppendlx F for $50,000 toinitiate conta.f.'.-.ent and removal action at the site. The moneywas used to partially fund the following activities: overpacK thecyanide drums, excavate and remove contaminated soil, TSDstorage, analysis of post excavation soil samples and ultimatedisposal of the material at an EPA approved disposal facility.
B. Additional Funding Request
Due to the amount of waste generated and the high cost ofdisposal, on September 8, 1987, the OSC submitted an AdditionalFunding Request in the amount of $190,000. The AdditionalFunding Request was approved on September 16, IW for tne totalamount which raised the total project ceiling to $240,000.

EFFECTIVENESS OF THE REMOVAL
A. Activities of the Various Agencies
1. Potential Responsible Party
The OSC was unable to locate any Potential Responsible Party(PRP) in connection with this site. There were no labels oridentifiable markings on any of the drums that could assist theEPA in determining a PRP.
2. State and Local Forces
The West Virginia Department of Natural Resources, HazardousWaste Division was responsible for conducting Initialinvestigations into the site and for referring the site to EPA'sEmergency Response Section.
3. Federal,Agencies
Bentun Wilmoth of EPA's Emergency Response Section,Wheeling, WV office served as the On-Scene Coordinator for thisproject and was responsible for coordination with the state anddirection of the contractors to ultimately eliminate the threat.
<1. Contractors <
Roy F. Weston's Technical Assistance Team (TAT) mobilized tothe site with the OSC to perform the emergency assessment. Duringthe subsequent removal action, TAT was responsible with providingthe OSC with technical and administrative support which Includedcontractor monitoring, air monitoring, quality assurance sampling,drafting funding documents, POLREPs, and site safety plan.
The Emergency Response Cleanup Services (ERCS) contractor,O.K. Materials supplied the coordination of all laboratoryanalysis. OHM subcontracted AMO Pollution Services, Inc. tosupply the manpower for the removal activities.
AMO Pollution Service:.!, Inc. aerved as the ERCS removalsubcontractor responsible for the actual site stabilization andthe removal activities. They provided the necessary manpower,equipment, and materials to safely remove the drurus. The drumswere stored in AMO's temporary storage depot until the drums wereshipped for final disposal.
B,_ Disposal Methods and Quantities Removed,
ERCS removed a total of 26 drums from site (17 overpackeddrums cyanide waste, 7 drums contaminated soil and 2 drumscontaminated clothing/site debris). All 26 drums weretransported to the Cyanokem disposal facility in Detroit,Michigan for final disposal.
CHRONOLOGY OF EVENTS
August 30, 1987 West Virginia Department of Natural Resources,Division of Waste Management Inspectors (PennyBrown - site lead) made the initial site visitin response to a local citizen's complaint.Several drums were found dumped along CountyRoute 2 in a rural roadside trash dump nearAtwell, MoDowell County, West Virginia. Threeof the drums were labeled "Poisonous - Contactwith acids emanates poisonous gases", ofwhich two were open and had spilled a white,granular solid substance onto the ground.The local resident had complained of strong,noxious odors coming from the area of thedumped drums.
August 31. 1987 WVDNR Pamela Hayes notified WA Region IIIEmergency Response Section, Sr. On-SceneCoordinator Benton Wilmoth of the conditionsat the site and requested that EPA assess thesite for possible removal action.
OSC Wilmoth tasked Roy F. Weston's TechnicalAssistance Team with performing an emergencyassessment at the Atwell site.
September 1. 1987 OSC and TAT were on scene to assess the drumsdumped at the site. TAT made a level "B"entry and obtained positive readings fromDraeger analysis for cyanide on the white,granular material spilled from the open drums.In addition to the drums found by the WVDNR,TAT found four unopened drums labeled "SolidWaste." All other drums were unopened andunlabeled for a total of sixteen drums.
Based on the positive Draeger readings forcyanide and the open, uncontrolled nature ofthe drums at the site, the OSC utilized hisDelegation of Authority 14-1-A (4/8/86) toobtain $50,000 in CERCLA monies to renwve thedrums and contaminated soil.
The OSC issued Delivery Order #7445-03-009 toERCS in the amount of $35,000 to initiate theremoval action. The OSC directed ERCSsubcontractor AMO Pollution Services, Inc.Canonsburg, PA to be on site 9/2/87 to beginthe cleanup.
The OSC issued Special Bulletin A to givenotice of the CERCLA emergency activation anddocument conditions at the site.
September 2. 1987 ERCS subcontractor, AMO Pollution Services,Inc., mobilized personnel and equipment to siteand began overpacking the drums of wastecyanide. ERCS ovarpacked 17 drums this date.TAT utilized Draeger tube field analysis tolocate an area of soil contamination wheresome deteriorated drums had been resting.ERCS initiated soil excavation in this area.OSC Wilmoth returned to the EPA Wheeling FieldOffice and coordinated the remainder of theremoval from that location.
September 3. 1987 ERCS and TAT were on site and soil removalcontinued utilizing hand tools. Soilexcavation terminated when Draeger analysisindicated that cyanide levels in the soil werenegligible.
TAT collected QA soil samples (includingbackground) to determine if an effectiveremoval had been completed.ERCS staged a total of 26 drums at the site, (17overpacked drums, 7 drums of contaminated soil, 2drums of clothing and site debris), as the TSDfacility was full at the time of the removal.
September 4, 1987 ERCS and TAT demobilized personnel and equipmentfrom the site. All 26 drums remained stagedon site pending availability of spaoj in AMO'sTSD facility.
September 8, 1987 OSC submitted an additional funding requestcover TSD and disposal costs for the 26 drumsgenerated at the site.
September 12. 1987 ERCS was on scene to remove all 26 drums fromthe site .-md transported them to AMO PollutionServices TSD facility in Canonaburg, PA.Drums remained in the TSD facility until disposalarrangements ware finalized.
September 16. 1987 The additional funding request '.'or ¥190,000was approved by Region III RegionalAdministrator, raising total project ceilingat $240,000. OSC in receipt of analyticaldata from TAT extent-of-contamination, QAbackground soil sampling (see Appendix I)which indicated that cyanide levels in thesoil were very low; therefore, the OSCdetermined that the removal was complete andthat no further removal action was needed.

7. 1980 Final disposal was completed. All 2fi drums ofcyanide waste that were staged at the AMOPollution Services, Inc. TSD facility inCanonsburg, PA were transported to Cyanokemdisposal facility in Detroit, Michigan.
February 12. 1988 osc modified delivery order #7445-03-009 toraise the ERCS ceiling to $1R5,000 to completeremoval and chemical disposal operations ofthe 26 dnsns. The OSC closed the project onthis date.

'I. INTRODUCTION
An inspection per formed by the EPA Technical Asaitance Teamas directed by QSC Benton Wilmoth in accordance with the NationalCifiSigency Plan has identified an imiviedisje and significant riskof harm bo hurnari health and the environment posed by the presenceof uncontrolled hazardous materials, fourteen drums of anunknown chemical, three of which marked poisonous and fieldtested positive for cyanide via Draeger Tube analysis, were -foundillegally dumped by persons unknown at this time along countyroute '2 approximately .25 miles east of Atwell Mountain Church ofGod, Abwell, McDowell County, West Virginia.
Section 104 of CERCLA calls for the initiation ofimmediate removal where there is a threat of a release of ahazardous substance which may present an imminent and substantialdanger to public health or welfare.
The Delegation of Authority 14-1-A C4/8/8S'.i authorisesthe DSC to approve CERCLA removals with a total cost of less than$30,000• The OSC, therfore, approved the use of CERCLA funds atthis site to mitigate the threat to human health and theenvironment by securing and removing the hazardous unknownsubstance and contaminated soil to proper storage and disposal.

Special Bulletin AAtwell Mountain Drum Dump
II. BACKGROUND
On August 31, 1'3S7, Pam Hayes, West Virgin.: Departmentof Natural Resources fWVDNR) Hazrdous Waste Branch notified DSCBenton Wilmoth as to the uncontrolled, unknown drums which hadbeen illegally dumped near Atwell Mountain Church of God. Aninitial site inspection by WVDNR revealed three drums labeled"Poisonous, Contact with Acid Emanates Poisonous Gases' andcontained a white, crystal ins substance. The drums were in poorphysical condition, two were open and leaking the solid. The 'WVDNR inspect ion noted several other unmarksd, unopened drums atthe site.
OSC Wilmuth directed TAT to perform an Emergency Assesment>:o determine if the drums posed a threat to human health or theenvironment. OSC/TAT mobilized to the site on 9/1/37 andperformed a prelimenary assesment and determined through fieldanalysis CDraeger Tubes) that the white, crystaline material wascyanide. A total of 12 other sealed drums were also found at thesite, four of which were marked "Solid Waste".
III. THREAT
The threat of direct human contact, inhalation, andingest Ion of the hazardous material and th* vapors emanating '.asubstantial. TAT field analysis CDraeger Tubes) indicates t'iepresence of Sodium Cyanide(NaCN), which is a known toxin that can causenausea, severe skin irritation, and death. The NaCN solid is also extremely hazardous as contact cancause severe skin irritations and burns. NaCN in water can bedirectly absorbed through the skin which can also result indeath. 180 milligrams of NaCN is considered a lethal dose in itssolid form.
The drums are.located near the Atwell Mountain Churchof God, and lie directly off County Route 2, near Atwell,McDowell County, West Virginia. The area is an often frequenteddumping area and also the only route to Atwell for residents ofthe County Route 2 area.

ISSUES
Additional funds are required to continue response actionsassociated with this site. An estimated $190,000 will berequired to complete removal, transportation, and storage ofaccumulated cyanide to a RCRA approved TSD Facility, sampling andanalysis for extent of contamination survey, and final disposaloj.' 14 drums of cyanide material and an estimated 36 drums ofcyanide contaminated soil.
BACKGROUND
on August 31, 1987 the West Virginia Department of WaturalResources (WVDNR) contacted the EPA as to the drums which hadbeen illegally dumped near Atwell Mountain Church of God. WVDNRperformed an initial inspection which revealed 14 drums, 3 ofwhich were labeled "poisonous" and 4 others marked "solid waste".They also noted '.hat the drums were in poor condition, and somewere open and l&aking a white solid material.
On September 1, 1987 EPA On-Scene coordinator and TATperformed an emergency site assessment which identified U drumscontaining a white crystalline substance. The material testedpositive for cyanide by Draeger Tube analysis. Due to theextreme hazards associated with cyanide the osc activated theemergency provisions of CERCLA using the delegated $50,000Authority (14-1-A), Subsequently, at 1310 hours the osc issuedDelivery Order No. 7445-03-009 to ERCS in the amount of $35,000to initiate removal actions aimed at mitigating the threat topublic health and the environment. The drums were deterioratedwith lids removed and spillage evident therefore requiring soilexcavation. Consequently with the removal of soil and theextremely high disposal cost of cyanide, additional funds arenecessary to complete the removal action.

Work performed to date under Delegation of Authority Fundingincludes contractor mobilization; preparation of staging"areawith absorbent pad and banner guard; staned 12 drums ofcrystalline cyanide; and proper labeling of drums. Estimatedcosts of ERCS activities to date are $15,000.

Due the extreme nature of the present funding situation andthe need to eliminate the potential threat to human health, theOSC requests that this funding document be expedited.
PROPOSED ACTION
The OSC has determined that additional monies are necessaryfor 1) excavation of contaminated soil, 2) removal ofcontaminated soils into drums and removing to temporary stagingarea, 3) sampling area for extent of contamination survey,4) transportation of drums containing cysnidp. to a 3CRAapproved TSD Facility, 5) temporary storage and final disposalarrangements for drums from TSD, 6) final disposal of cyanidematerial and cyanide contaminated soil.

The manner in which the site meets with present criteria forthe additional funding request is as follows:
1. Continued response actions are immediately required tomitigate emergency situation. The drums had leaked out thematerial on the ground which requires excavation tocompletely remove the contamination. Also, the removal ofthe staged drums from the area to proper disposal is requiredto eliminate possible vandalism.
2. There is an immediate risk to the health and/or theenvironment. The Identification of cyanide by the DraegerTube indicates the presence of sodium cyanide (NaCN). This isa known toxin which can cause nausea, severe skin irritation,and death.
3. Assistance will not otherwise by provided on a timely basis.No potential responsible parties have been identified and itis unlikely that any will be found since the area is afrequently used dumping ground by the area residents.
ENFORCEMENT STATUS
The person(s) responsible for this illegal dumping areunknown. No identifying labels or marks other than poison areattached to the drums.
The osc continues communication with EPA Enforcementregarding identification of potential responsible parties.
EFFORTS TO CONTRIBUTE TO REMEDIAL PERFORMANCE
The Remedial Program has not been involved with this site todate. However, the actions taken ar.u all future actionsconducted by ERS will be consistent with any future remedialefforts.

CyanoKem is aHazardous waste treatment facility in DetroitMichigan whose specialty is chemical oxidation ofconcentrated cyanides, I anticipate that they willtake about one week to approve the waste.
