Bordering Germany, Po-land,AustriaandSlova-kia, theCzechRepublicis at the crossroads ofcultures, rich inhistory

and full of fascinating tales. It is amodern open economy with averyhighshareof its grossdomes-tic product (GDP) being materia-lised throughexports— theactualfigure exceeds 80 per cent. At thesametime, ithasa fairly importantshare of industrial production, which in itscaseaccounts formorethan one third of its GDP.

Apart from its history in ma-chinery, the Czech Republic isknown for its glass products, whichareappreciatedworldwide.Contemporary Czech chandeliersand lightings still retain their fla-vour of tradition. A symbol of

pride and a sign of refined ele-gance, Czech chandeliers adornthe palaces of the UAE president, rulers and five-star hotels likeEmiratesTowers, EmiratesPalaceand Etihad Towers.

Jaroslav Ludva, AmbassadorExtraordinary and Plenipoten-tiary of the Czech Republic to theUAE shares his thoughts withKhaleej Times.

TheCzechambassador stresseson the trade ties between the

Czech Republic and the UAE.“Economic relations with theMiddleEastcountriesandtheUAEin particular play an importantrole for us. The UAE is one of thetop five markets for our exportsoutside Europe. The volume ofCzechexports to theUAE last yearwas $700 million, the most im-portant itembeingbohemiancrys-tal, computers and electricalswitchboards, among others.”

Ludva says that a 1,000 strong

community in theUAEisby far thelargestCzechcommunity residingoutside the country for thewholeof Asia. “Usually the number isabout 20 to 30 people. We haveCzech businessmen based in AbuDhabi,Dubai andRasAlKhaimah. The Czech Foreign Minister KarelSchwarzenberg’s visit along witha delegation of businessmen andjournalists helped to boost busi-ness ties between the two coun-tries. The minister had meetingswith Czech businessmen in theUAE.”

The Czech Republic and theUAE have a long tradition ofstrong bilateral relations. Co-operation between the two coun-tries has been successfully devel-oped in many areas. “The CzechRepublic seeks opportunities forhigher forms of economic co-operation such asmutual invest-ments or joint-ventures both inthe UAE or in the Czech Repub-lic,” Ludva adds.

Thanks to its location in thecentre of Europe, developedtransport infrastructureandhigh-ly skilled labour force, the CzechRepublic is an ideal destinationfor foreign investments.Lastyear, the Investment Incentives ActAmendment came into force andsignificantly improvedconditionsfor new investment. The incen-

co-operationbetween theUaeand theczechRepublic hasbeen successfullydeveloped inmany areas

tives newly support not only es-tablishment or expansion ofmanufacturing plants but theyalso cover projects in the area ofstrategic services and techno-logical centres.

The Agreement on Promotionand Reciprocal Protection ofInvestments and the Agreementon the Avoidance of the DoubleTaxation and Fiscal Evasion arein force between both countries, thus facilitating economiccooperation.

“It is easy to do business in theUAE. Administrative proceduresare streamlined. It is a safe placefor families. Business is boomingand there are no obstacles andchallenges,” the ambassadoraffirms.

Speakingabout joint initiatives,Ludva says, “Earlier this year, wehavehada joint initiativewith theDubai Chamber, the Czech Em-bassyand theCzech InternationalChamber of Commerce. Speakerswere brought in from the CzechRepublic. Initiatives were mainlyrelated to trade, business, invest-ment and industries. Few weeksago, there was a delegation leadby the Minister for Environmenttopromotegreenenergyandtech-nology. Business missions bothways promote trade and bilateralrelations.”

Asanambassador, Ludvawish-es to enhance bilateral trade tiesbetween the two countries. Helooks forward tomoreofficial vis-its from the UAE to the Czech Re-public. “The Czech Foreign Min-ister had a meeting with the UAEForeign Minister and the Ruler ofRas Al Khaimah as well as otherhigh-level delegation meetings,”he revealed.

Ludvaalsowants to strengthencultural ties between the twocountries through music, whichclearly has a home in the CzechRepublic. Czech performers haveachieved worldwide recognitionand the embassy hopes to organ-ise cultural performances two tothree times a year.

Interestingly, Czech touristsfrequently target theUAEfor theirholidays. Travel between the twocountries is made easy by directflights with Emirates, Etihad andCzech Airlines air links as well asthe Czech charter carrier travelservice.

The number of UAE touriststravelling to theCzechRepublic isincreasing as the country is fa-mous for spas for treatment or

rejuvenation and different typesof baths. Karlovy Vary is a worldfamous spa town with healingproperties that dates back to the14thcentury.TheCzechRepublichas a reputation as a preferredhealthandresortdestination.“Forcenturies we have attracted visi-tors toour spasdue to theextraor-dinarily rich natural resources,”says Ludva.

Main tourist attraction for UAEvisitors is Prague, a historical cityofEurope that ismore than1,000years old and Charles University, the oldest one in the Europeancontinent north of the Alps, founded in 1348. The wholecountry is landlocked, naturallyendowedwithmountains, forests, lakes, greenery, fresh air and cli-mate. The Czech Republic hasmany other places of interest tooffer such as the 12 UNESCOWorld Heritage sites.

The ambassadorhopes that theCzech Republic would be on thelist of tourist destinations and in-

vites Khaleej Times readers tovisit the country. “The Czech Re-public hasmanyastonishing trea-sures in the form of historicaltowns, castles and chateaux, churches and cathedrals. Prague, the city of a 100 spires is amyste-rious labyrinth where the past isinterwoven with the present. There are thousands of beautifulspots in this country.”

Ludva is all praise for the UAEas well, “I love the desert verymuch. Going to the Empty Quar-ters for a weekend is a fantasticexperience.UAEbeaches are verypopular. Ras Al Khaimah is asought after destination inwintermonthswithCzech tourists.Mod-ern buildings inDubai such as theBurj Khalifa, the Burj Al Arab andthe Sheikh Zayed Mosque in AbuDhabi are some must-see places.More than 30,000 Czech touristsvisit Ras Al Khaimah. On thewhole, the tourist numbers couldgo up to 50,000 a year.”

GOPAS was established in 1992andcurrentlybelongs tooneof theleading IT training centres in Eu-rope. About 30,000 students aretrained every year in one of 1,400course types provided for IT spe-cialists as well as regular comput-er users. Since 2002, GOPAS hasbeen developing interactive self-studycourses for themajorMicro-soft Office programs. The courseshave become gradually availableinEnglish,French,German,CzechandSlovakandarerecentlyofferedalso in the Arabic localisation.

Petr Daniel, CEO of GOPAS an-swered questions about its activi-ties in the GCCmarkets.

Who is the typical user of yourcourses?Ourself-studycoursesarepreparedfor the users of Microsoft Officeprogramswhouse theseprograms

(like Word or Excel) at home, atschoolor in theiroffice.Theyneedtouseprogramseffectively but donot have time or chance to attendcourses in classroomswhere theywouldhave to spendseveral days. Thanks to us, they can use thecourses for a systematic study oras “just-in-time” tool when theyneed to learn quickly how toaccomplish a specific task.

Are your courses for companies orfor individuals?Wehavedifferentoptions for eachuser type. Home users can installthe courses on their computer orthey can study online frompubliclearning portals. The users inschools andcompanies canaccessour courses available in the inter-nal network of the school or thecompany. The courses can also beinstalled intoLMS(LearningMan-agement System), which allowsdetailed control over the studyprocess.

How do students learn with yourcourses? The main part of each lesson istutorial. Itoffersan instructorwhoexplains the topic aloud and thestudent can read it in the sametime.Akey component is the sim-ulated application that allows thestudent toapply the“learning-by-doing” approach, which is themost efficient way of learning, much more efficient than justreadinga textorwatchingavideo.Besides the tutorial, our studentsusealsoexercises, quizzes, assess-ment and final tests to reinforceand verify their acquired knowl-edge.Wepublisha link toourweb-site which is directed to a sample

set of 25 lessons in Arabic. I en-courage you to test the coursesyourself toexperienceour learningmethod.

What is the scope of courses? The full MS Office 2010 courselibrary contains 298 lessonsgrouped into 15 courses. It coversthe Windows operating systemalong with the Word, Excel, Pow-erPoint, Outlook and Access pro-grams and it is equivalent to thecontent of threeweeks of instruc-tor-led courses in a computerclassroom. Smaller subsets of

coursesarealsoavailable, focusedfor example on one product (suchasMicrosoftExcel) oron theprep-aration forECDL/ICDLexams.Thefirst available package in Arabiclocalisation is the ICDL set ofcourses that consists of 155 les-sons grouped into seven courses.

Howdo you serve GCCmarkets? We have already started our mar-keting activities and exhibited attwo specialised events in Dubaiand Riyadh. Nevertheless, we donot plan to sell our courses direct-ly on GCC markets. We prefer tohave one or few resellers in eachcountry who are familiar with thesituation in themarketandcanof-fer solutions that meet customerneeds. We expect resellers to helpcorporate customers to integrateour courses into their LMS or tooffercourseson theirpublic learn-ingportals to individualsandsmallcompanies.Alternatively, theycandistribute installable versions ofthe product to individuals. We arecurrently launching discussionswith several companies from var-iousMiddleEasterncountries andstill looking for such companieswhohave experience in corporateeducation and e-learningmarketswith sufficient sales team andimplementation specialists.
