when Dhalia Real Estate Services began, over 30 years ago, the property market was a completely different world. The rental market – which today is so strong – was almost non-existent. Shell properties and plots were far more common than finished homes. And Malta was going through a property boom that was fueled by many foreign buyers who wanted to make Malta their home.

Today, properties are often sold finished, shell-form properties are rare, and the rental market is massive. However, foreign buyers are still as keen on Malta as they were three decades ago. Our island’s popularity has never really dropped, and we remain a very desirable location for those looking to buy international property.

Legislation is changing and there are now residency programmes and retirement schemes – as well as the proposed citizenship scheme – which all affect the market in different, making us more (or less) attractive to specific customer demographics. While many of these may seem complex, we have simplified some of the regulations in these pages to help Maltese property owners understand the implications when selling to foreign buyers.

Dhalia has responded to these market changes by continuing to reach out beyond our shores, broadening our network to gather customers from across the world, and connecting them with those selling local properties. The world is a global village and just as we have helped many Maltese purchase international properties, so we are helping international customers discover the beauty, culture and history that Malta has to offer.

Our interview with Air X shows how this can blossom in to direct investment in Malta, creating employment opportunities within unique industries and allowing our workforce to broaden its skill set. That is certainly a win-win for us Maltese.

But we have not come to the Grand Harbour Marina to discuss boats. We are here to talk about planes.

John Matthews, chairman of Air X, sits in the fourth floor office and grins when I question the choice of location.

“I really wanted to steer away from a stereotypical airline office. I didn’t want to be in an area filled with other aviation companies. What I wanted was an office that was different, that gave the team a chance to step outside and not be surrounded by the trappings of our industry,” he explains as he stops to look out the window where modern yachts lie in the shadow of 16th century bastions. Small craft weave their way across the Grand Harbour and the walls of Valletta stand majestic across the creek. “There are not many aviation companies that can boast of having a view like this.”

Actually, the lifestyle hinted at by the luxury craft is only a short hop, skip and jump from the service offered by Air X. Mr Matthews, the major shareholder in the company, explains that he purchased it in 2011.

“In two years we have improved the profitability of the company. Our focus is now on providing private jet travel to celebrities, artists and high net worth individuals at the best possible price. We have cut back office costs, running lean and mean, and that is a strategy that has worked well.

“Keeping costs low doesn’t mean we compromise on service. We offer seamless travel, taking you from one living room to another with no queues, no stress, and no delays. Air X allows people to start their journey without the stress of standing in a queue and worrying about the weight of their baggage. You get your own aircraft to take you where you want to go. What’s better than that?”

Certainly, if you can afford it, why would you travel any other way? As Mr Matthews details their services he makes travelling first class on a regular airline feel like a seat in economy.

“I must admit I was sceptical about coming to Malta. There is a perception of Mediterranean workers being relaxed by the calming effect of the surrounding sea, and thus not being very productive,” Mr Matthews says carefully.

So, basing an airline company in a yacht marina I understand. But why did the company choose Malta? As an island we may be noted for our architecture, our history, our sunshine, even the ‘anything goes’ nightlife of Paceville. But are we on the radar of aviation companies?

“However, that was not what I found at all. There is a really strong work ethic in Malta, which blends with a warm culture to make a great place to do business. When I fly back and forth between London and Malta I really don’t see much of a transition in terms of professionalism and attitude. “We have embraced this and have added around ten Maltese staff to our team. It is common to see foreign companies using Malta for registration purposes but not having a tangible presence on the island. We are different. We have moved our whole corporate structure here, bringing revenue and taxes to Malta and making a genuine contribution to the island’s economy.

“And as a result I have found Malta to be welcoming and accommodating, allowing our business to enjoy growth.”

how did he find ProPertY huntinG? Mr Matthews laughs. “Dhalia were very patient with me. I said ‘no’ to a lot of properties before we even walked in the door. However, they took the time to understand what I wanted, to realise I wanted something different, and then they delivered properties that matched what I was looking for. I found their service to be excellent.”

what aBout the loGistics of the move? was it easY to relocate from one countrY to another? “We are a young and energetic team at Air X,” Mr Matthews says as he looks at the rows of computer screens manned by young men in crisp white shirts and dark ties. “That energy came through in the enthusiasm and speed with which the relocation took place. Within three days we were in Malta and it was business as usual.”

with air X showinG Growth and a healthY Profit marGin, what are its Plans for the future?“We are working on apprenticeship schemes for Maltese pilots, growing the skill base and expanding the talent pool. That is important to us in our line of business, and also allows us to give something back.

“I would also like to see our fleet grow in the coming years. Such growth will also open up new opportunities for Maltese looking for employment within the aviation industry.”

With a £3.2 billion global market to tap in to, in the future we may see more aviation companies land in Malta. But, as I look out over the Grand Harbour, I realise just how right Mr Matthews is - it won’t be easy for them to match this view.d end

Our warm climate, European nature, and English fluency makes the island very attractive to international buyers. But what does the new programme mean for those selling local property?Don’t worry, we are going to explain the scheme in simple, easy to understand language, showing you how foreign nationals can qualify so that you know if your home could be on their “to buy” list.

what is the GrP and whY would foreiGners use it?The Global Residence Programme was announced on June 1, 2013. Currently only non-EU foreign nationals are covered by the programme, although it is expected that EU members shall have a similar programme in a forthcoming update.

Essentially, the GRP allows foreign nationals to gain residency status in Malta. That allows them to have certain benefits, such as applying Malta’s taxation laws to their income. In some cases, this can be attractive when the foreign national lives in a country with very high tax rates. It also encourages foreigners to buy local properties, which in turn helps the property market.

For example:• A flat rate of 15% tax applies on

income that comes to Malta from overseas. There is a minimum amount of Eur15,000 that includes applicant and dependants of annual tax to pay, however.

• Should you set up a business in Malta, that business income will be taxed at 35%.

• There are no minimum stay requirements (although you cannot spend more than 183 days living in another jurisdiction).

That’s quite a simplistic view, but gives you some idea why such programmes are popular.

how do You QualifY for the GrP?There are a variety of important qualifications which foreign nationals must meet in order to be considered under the programme. Whether they are renting or buying, the most important factor is the value of the property they are buying.

To qualify a purchased property must be valued no less than:• €275,000 if it is located in Central

or Northern areas of Malta• €225,000 if it is located in

South of Malta or Gozo.

That means, if you are selling property under these values, then those looking to gain residency status are likely to look elsewhere. However, if your property is valued above these amounts, then it could be more attractive to foreign buyers.Values also apply to rental properties. There must be a minimum annual rent of:• €9,600 for properties located in the

Central or Northern areas of Malta • €8,750 for properties located in

the South of Malta or Gozo

Again, if you are renting property above these values, it could be more attractive to non-EU nationals. There is also an application fee that foreign nationals have to pay, although the previous bond requirements have been removed.
