The 2010 U.S. Census has pointed out a few holes inthe Eden Prairie housing landscape.
Well, more than a thousand holes, actually. The number of vacant housing units in Eden Prairie
has doubled since 2000, according to the U.S. Census. The number of new housing units also increased
since 2000, but given a housing market bubble burst andstart of the Great Recession shortly after in 2008, thevacancy rate accelerated quicker than new units.
Those numbers are based on occupancy statisticsmeasured in the 2010 census, compared to the 2000 cen-sus.
That occupancy rate measurement includes single-
family homes, apartment complexes, town homes andother rental or owned housing units.
Given there was also an increase in the total numberof housing units created, the percentage of vacant res-idences compared to occupied went from 2.7 percent in2000 to 4.6 percent in 2010.

STEM in Eden Prairie could really takeoff.
During Tuesday night’s School Boardmeeting, Eden Prairie School District stafflaid out some more preliminary plansabout STEM’s future in the school district.
It was the most detail provide by aSTEM planningteam, consistingmainly of dis-trict administra-tors and teach-ers, since theSTEM programwas approved inFebruary.
STEM (sci-ence, technology, engineering and mathe-matics) is about understanding andaddressing questions or problems usingall four of the disciplines, rather than justlearning math or science concepts in isola-tion.
According to Marsha Baisch, InterimExecutive Director of EducationalServices, choice STEM classrooms willstart at the fifth grade level for the 2011-2012 school year and expand after that.
Next school year, there will be twoSTEM classrooms at Prairie ViewElementary, Forest Hills Elementary andEagle Heights Spanish Immersion andthree STEM classrooms at Eagle Lake andCedar Ridge elementary schools, Baischsaid.
The number of classrooms at each sitewas based on registration forms that weredue April 1, and as of now they expect toaccept all students who are interested,Baisch said.
For the 2012-2013 school year, aspects ofSTEM – based on what works best frompilot programs – will be rolled out as partof regular curriculum in fifth grade class-rooms, sixth-grade classrooms and fourth-grade classrooms.
“We’ll evaluate how things are goingnext year … but it will be do-able,” Baisch
said.In 2013-2014 school year, STEM will be
rolled out for grades K-3 as well.“By 2013 it would mean that STEM ele-
ments are incorporated into all of ourclassrooms,” Baisch said.
The students in the classrooms willconduct scientific investigations, collabo-rate to solve real world problems, use tech-
nology in theprocess anddemonstrate cre-ative thinkingthrough projects, according toBaisch.
For the pilotclassrooms, nextyear’s STEM
coursework will take up just over twohours of the students’ day – 75 minutes ofmath and 50 minutes of science, engineer-ing and health, according to Tuesday’spresentation.
Doug Paulson, a STEM specialist withthe Minnesota Department of Education, said the state does not differentiatebetween STEM and non-STEM schools, sothe academic standards will be the samefor both, including new engineering cur-riculum standards that the state willbegin implementing over the next fewyears.
Boardmembers Suzanne Kutina andChuck Mueller asked what support mightbe in place for students who already havea difficult time getting help at home.
Baisch said those details haven’t beenworked out, yet, but computers andInternet access may be required outside ofclass.
That support may be given throughafter-school programs that currently existor by checking out required materials,Baisch said,
“We have started that conversationabout ways to make students successful,”Baisch said.
Plans are still being made for a STEMinformational meeting on Tuesday, May 3.
STEM plans bear a little fruit
‘By 2013 it would mean that STEMelements are incorporated into allof our classrooms.’

“Reader’s Digest” is rolling intothree area cities to hand out somechecks to their mayors.
Three “ambassadors” from the publi-cation are RV traveling to 100 citiesacross the country in 100 days as part ofits, “We hear you America,” campaign.
Along with Minneapolis and St. Paul, they are also rolling into Bloomington,Eden Prairie and Minnetonka, wherethey’ll hand out $1,000 checks that thecity can use as it wishes.
Supermodel and “CelebrityApprentice” reality television contest-ant Niki Taylor will join the “Reader’sDigest” in larger cities on the tour, including Minneapolis.
The RV was scheduled to arrive inBloomington April 10, in Eden PrairieApril 13 and Minnetonka April 14.
The campaign started in Novemberwith online voting, where U.S. citizens
could “cheer” or vote for their city asthe best.
“Vote early and often” rings true forthis contest, since people can vote fortheir city online up to 10 times per day.Such freedom may have helped boostthe total vote count reach 13 million.
The ten cities with the most votesreceive a delivered check – $40,000 forthe top-voted city, $25,000 for the runner-up and up to $10,000 for the other eight.
Prize delivery to the top ten cities, along with 90 other cities that willreceive a $1,000 check, began in January. All of the Minnesota cities on the tourstop were not in the top ten, but pickedamong the 90 cities added to the list.
Jay Ramos, one of the three“Reader’s Digest” reps traveling cross-country, said the campaign isn’t aboutboosting the publication’s circulation.
Those 90 cities were chosen basedthe stories that people submitted aspart of the “We Hear You America”
campaign and if the cities were includ-ed in a couple of the periodical’s specialpublications in addition to the onlinevoting.
“I can’t speak to specificity of [circu-lation], but the choice of the cities arenot based on readership numbers,”Ramos said. “It’s due to the three com-ponents.”
Ramos said when they stop at a city, they usually meet with community offi-cials and curious residents.
The RV’s public reception has variedat each city, he said. Those that receivedmore votes online tend to have a fewmore visitors than cities that receivedfewer votes.
With the seeming popularity of thecampaign, “Reader’s Digest” has decid-ed to start another round of voting, which runs March 8 to May 16, withanother $145,000 in prizes for the topten cities.

The title of the TwinWest Chamber ofCommerce’s April 8 legislative breakfastwas “The Future of Transportation andTransit Funding.”
Though the future was discussed, much of the talk focused on the currentstate of transportation funding at thefederal and state levels – or the lack ofit.
“In transportation, we can’t rely toomuch on one revenue source,” said pan-elist Margaret Donahoe, executive direc-tor of the Minnesota TransportationAlliance. “None of the revenue sourcesare keeping up and our roads are aging.”
Rep. Mike Beard, R-Shakopee, Rep.Linda Runbeck, R-Circle Pines, andHennepin County Commissioner JanCallison were the other members of thepanel at the breakfast, held at theDoubletree Hotel Minneapolis ParkPlace in St. Louis Park.
At the federal level, pretty much allfunding for transportation projectscomes from a federal gas tax, Donahoesaid. Since gas prices have shot up, peo-ple have been using less, which has ledto a loss in revenue.
At the state level, Minnesota alsoneeds to look at finding additional fund-ing sources for transportation, she said.
The state has a gas tax of its own, which does fund transportation, butMinnesota might do better with a tax on“vehicle miles traveled,” she said, asopposed to gallons of gas purchased.
Beard, chair of the HouseTransportation Policy and Financecommittee, said there was a provisionin the House’s proposed transportationbill that would create a pilot programfor a mileage-based user fee system.
With the state facing a funding crisis,he said, government has to get creative.“There will be some new processes thatwill change the look of (transportation)funding going forward,” Beard said.
The panelists were asked if theLegislature would approve a bondingbill this session that would includetransportation projects, even though it’snot officially a bonding year.
Runbeck, chair of the HouseProperty and Local Tax Division com-mittee, and Callison both spoke in favorof the prospect. “A bonding bill mightbe one of the end pieces in negotia-tions,” Runbeck said. “It’s a viableapproach to take – it’s an additionalsource of funding for roads.”
One issue the two didn’t agree on was
the importance of the SouthwestTransitway, which would bring light-rail transit to the west metro.
With the large budget deficit,Runbeck said, legislators must priori-tize what transportation projects theywant to address. The state shouldn’t besinking billions into light-rail transitwhile its roads and infrastructure aredeteriorating, she said.
Callison disagreed, lamenting thatMinnesota has been spending threetimes as much on roads and bridgesthan it has on light rail. With theSouthwest Transitway poised to enterthe preliminary engineering phase, itwill receive a 50 percent federal fundingmatch.
But if the Legislature takes away thestate’s portion of the light-rail fundingfor other uses, the SouthwestTransitway will move to the back of theline for federal funding. Meanwhile,Callison said, the cost of the project willgo up due to inflating constructioncosts.
The southwest metro is a job-richarea, she said, and the light-rail transitway would link the area with down-town. “It’s important for those employ-ers to have a reliable source of trans-portation,” she said.
She added that the metro area’s popu-lation will grow by 600,000 by 2030 andthat the roads are already too congestedwith the current population. “We need along-term vision for this area,” Callisonsaid.
Estimates show the state will need$19 billion over the next 20 years just tokeep up with maintenance and safetyneeds on its current roads, Donahoesaid. At current funding levels, about$15 billion is set to go to these areas inthat time frame.
Therefore, the state doesn’t haveenough funding to address regularupkeep of its roads in the long term, shesaid, much less take on new construc-tion projects.
Minnesota has about $900 million inconstruction projects slated for 2011,down from $1.3 billion in 2010.

“Raingarden” is a term thathas been — pardon the pun —floating around for years, but itcan be confusing term. What isa raingarden? How do you plantone? Is it hard to plant one? Is itexpensive? And why plant onein the first place?
West metro residents canlearn the answers to these andother questions at upcomingworkshops co-sponsored by thenonprofit Metro Blooms, alongwith the Bassett CreekWatershed ManagementCommission, other watershedsand several west Metro cities.
One thing the workshopswill do is define what a raingar-den is not: It’s not a gardenfilled with standing water, oth-erwise known as a mosquitohaven. To the contrary, they’redesigned to soak up and filterrainwater, just as natureintended.
By diverting rainwater into araingarden through well-placeddownspouts and other meas-ures, you can help solvedrainage issues in your yard —the dreaded wet basement, forexample and even icy sidewalksin the winter.
Raingardens can also signifi-cantly reduce run-off — thewater that drips off the roof orthrough the downspout downthe driveway, and into the stormsewers — along with all the pol-lutants, natural and man-made,that it collects along the way. That helps ensure that our lakesand rivers have clear, healthywaters that are great for swim-ming, boating, and aquatic life(we’re talking to you, avidanglers). They can also simplybe beautiful.
The goal of the workshops is
for attendees to leave with apractical general plan for a rain-garden, says Becky Rice, MetroBlooms executive director. Thebasic information is presentedin an easy-to-understand discus-sion-lecture format; then atten-dees can do more hands-on workwith a sketch of their property, where workshop leaders helpthem with basic rules for sitingand plant selection. And don’tworry if you have problems like“challenging” soil (heavy, com-pacted clay) — leaders can helpwith that and other issues.
After the workshop, atten-dees can schedule an on-siteconsultation with one of MetroBlooms’ experts to get a detailedplan tailored for their yard. Ifthey’re looking for more guid-ance, they can also request araingarden design from land-scape designers — “and youshould see some of theirdesigns,” says Rice. “They’reabsolutely gorgeous.” Eachservice costs $60.
Planting in a raingardendoes require a lot of digging,Rice notes, so do-it-yourselfersshould be ready to roll up theirsleeves — but it doesn’t have tocost a lot of money; you can usecommon perennials you mayalready have in your yard or canget from neighbors or at a plantswap. There will also be a nativeplant sale at St. Barnabaschurch in Plymouth at the endof May.
With the long winter finallyreceding and the gardening sea-son just around the corner, nowis the perfect time to learn howto plant your own raingarden, for a more home- and eco-friend-ly yard.
Nash is the administrator ofBassett Creek WatershedManagement Commission.

I was thinking the other dayabout how great spring inMinnesota is.
I think it’s safe to say that formost of us, even though we aresupposedly a “hardy people,” weget quite enough of winter’schill. By this time each year, wedo all we can to pull spring intobloom.
We get giddy at the sight of arobin in the backyard. We beginto entertain the thought of
pulling the grill out of storage. The winter coats get moved tothe back of the closet. Some ofus are even so bold as to consider40 degrees as warm enough forshorts and flip-flops!
And, the familiar looking peo-ple hanging out around the hous-es near ours, we realize, are ourneighbors. And while we haven’tseen them in months, we soonremember what it’s like to sharea conversation across the fence.
Each year, when winter’s griploosens, in a sort of real way, webecome more alive. And why
not? The earth around us is quiteliterally coming to life itself. Andhow amazing of a miracle isthat! Flowers springing up fromthe once uninhabitable, frozenground. Buds fighting their waythrough tips of tree branches.Grass assuming its green bril-liance once again. It’s incredibleto think that the dormant earth
resuscitates like this year afteryear, reminding us of life’s hid-den rhythm.
All of this reminds me ofGod, the composer of therhythm. And what he shows usthrough the change of seasonscan be seen everywhere we look;
Life’s hidden rhythm It’s incredible to think that the dormantearth resuscitates like this year after year, reminding us of life’s hidden rhythm.

Minnesota cities and counties maysoon regain the authority to grant vari-ances in the way they did for yearsprior to a recent Supreme Court deci-sion.
The Minnesota House approved a billApril 4 that will allow local govern-ments greater latitude to grant zoningvariances.
The League of Minnesota Cities anda group of allies lobbied for the meas-ure to address the fallout from the law-suit. A decision handed down by theMinnesota Supreme Court in July 2010Krummenacher v. City of Minnetonkachanged the landscape for variances.
In that case, the court ruled, “amunicipality does not have the authori-ty to grant a variance unless the appli-cant can show that her property cannotbe put to a reasonable use without thevariance.”
That differed greatly from a 1989
decision that stated a variance could begranted if property owners “would liketo use the property in a ‘reasonablemanner’ that is prohibited by the ordi-nance.”
In effect, the 2010 decision made itnext to impossible for cities and town-ships to grant variances, except in rarecircumstances.
“The Krummenacher case actuallytook what was in practice here for anumber of years in the state ofMinnesota and made it illegal,” saidRep. Tim O’Driscoll, R-Sartell. He esti-mated that $45 million in constructionprojects in Minnesota were being heldup because of the decision.
The House bill is designed to clarifythe current law so that cities and coun-ties can use the standards that had beenin place for decades prior to last year’sdecision.
The bill was amended in the commit-tee process – over the objection of theLeague of Minnesota Cities – to leave
the language for how and when condi-tions may be imposed as part of a vari-ance in different forms for counties andcities.
Because of the differences, theLeague opposed the legislation as itappeared on the House floor. However,an agreement was reached when thebill came up for discussion to resolvethose differences with matching lan-guage for cities and counties.
That agreement was not drafted intoamendment fast enough to make it intothe House bill. But legislators made itclear a compromise had been agreed toand would be included in the bill whenit came back from the Senate, accordingto the League.
The League expects that a compan-ion bill, sponsored by Sen. Gen Olson,R-Minnetrista, will move through theSenate quickly and that Gov. MarkDayton would sign the final bill. It hadnot been signed by the time this editionof the Sun-Current went to press.
If approved, the new law would“finally clear statutory varianceauthority to cities,” according to astatement from the League.
Rep. Ryan Winkler, DFL-GoldenValley, did not vote for the House ver-sion of the bill – due to the languagediscrepancies between cities and coun-ties – but is optimistic the Legislaturewill approve an adequate bill.
He believes variances became anissue because the Minnesota SupremeCourt in recent years has based its deci-sions less on intent and common senseinterpretation of law.
“The Minnesota Supreme Court haschanged over the years,” Winkler said.“It’s become very literal in how it inter-prets language.”
The bill won’t make variancesimpervious to future litigation, he said, but it should do a good job of bringingback the standards cities and countieshave used for years.
House approves bill that will give back variance authority
things dormant, becoming revived, thingsdead, coming to life. I believe none of thisis a coincidence.
Death giving way to life is a threadwoven deeply throughout the fabric ofcreation. And, it was a part of God’s ulti-mate remedy to heal our world of its bro-kenness. God, sending Jesus to live, thendie, and then rise to new life again; this isa miracle in its most true sense. In theBible, in the book of Romans, we’rereminded “just as Christ was raised fromthe dead through the glory of the Father,we too may live a new life” (Chapter 6,verse 4). This is truly good news!

Nine months after receiving a hearttransplant, Vicki Peterson finished atriathlon.
She biked 10.2 miles, swam 400 yardsand ran 2.5 miles to end the race in twohours.
She was the last person to cross thefinish line at the 2008 MinnewaskaTriathlon in Glenwood, Minn. A groupof family and friends cheered her on.
“I wanted my life back, the way itwas,” said Peterson, 54. “It was some-thing for me to focus on during myrecovery.”
After surgeons replaced her failingheart with a healthy one from an anony-mous donor in 2007, Peterson decided toenjoy her new lease on life.
Since transplant surgery more thanthree years ago, the Bloomington resi-dent returned to her job as a flight atten-dant for Sun Country Airlines. She hastravelled to California, Florida, Swedenand Italy and enjoys sports like kayak-ing and biking with her husband Brianand three adult sons, Nathan, Blake andBrandon.
Peterson is grateful for the gift of life, though she’s never met the family of thedonor whose heart beats in her chest.
“The way I live is really to honorthem and be respectful of what they did, give this gift to me and I need to respectthat,” she said. “I want to work out, Iwant to eat healthy, I want to give backwherever I can, just out of respect forthem.”
April is National Donate Life Monthand Peterson hopes her story willinspire others to register as organdonors.
More than half of Minnesota resi-dents have registered as organ donorsthrough their driver’s licenses or stateID cards, said Rebecca Ousley, seniorpublic relations coordinator atLifeSource, a nonprofit that managesorgan and tissue donations in the upperMidwest. About 2,700 Minnesotans arewaiting for organ transplants, or 110,000nationally, she said. Every day, 18Americans die waiting for a transplant.
A 2005 health scare started Peterson’stransplant story. She fainted while work-

ing on a Sun Country flight and gashedher head on a cart lock, requiring a tripto an emergency room. Over the nexteight days she lost consciousness up to12 times a day. Searching for answers,Peterson visited several doctors andendured a battery of medical tests.Doctors couldn’t pinpoint the problemuntil a cardiologist reviewing electro-cardiogram results recommendedimmediate surgery for an ICD, orimplantable cardioverter defibrillator.Eight days later, the mechanical devicewas implanted in her chest to regulateher heartbeat.
Peterson later returned to work andresumed her normal activities, but by
June 2006, she constantly felt tired anddrained of energy. “Before the trans-plant, it got to the point where I wascrawling up stairs or if I got on the floor,I couldn’t get up by myself,” she said.“Somebody had to help me with every-thing.”
In September 2006, doctors told herthat her heart was working at only 20-percent capacity and recommended anappointment with a heart transplant spe-cialist. She sought a second opinion fromthe University of Minnesota, where doc-tors confirmed that a transplant was heronly option and diagnosed her with sar-coidosis, an inflammatory disease.
Her name was placed on a hearttransplant list and began rounds of test-ing and treatments designed to preventher immune system from rejecting atransplanted heart. By September 2007her condition had deteriorated so badly
that she was hospitalized until a donorheart could be found. Two weeks later, adonor match was found. Three daysafter the October 2007 surgery her bodybegan to reject the transplant, but aseries of drug treatments and transfu-sions improved the symptoms. Afterleaving the hospital, check-ups wereonce a week.
She eventually felt well enough toreturn to work, beginning with a deskjob in February 2008. Doctors had saidthat she could never return to her oldflight attendant job because of the possi-bility of infections in a closed cabin, butshe pestered her doctors for permissionto return to work. They reluctantlyagreed, and by July 2009 she began flyingagain. “I just didn’t see myself doinganything else,” Peterson said. “I’ve beendoing this for 16 years and I love what Ido and I love the people that I work
with.”Peterson has always been strong-
willed and resilient, said her friendDenise Engberg of Burnsville, who’sknown Peterson since the 1970s. “TellingVicki what she should be doing is likewaving a red flag in front of her, like abull,” Engberg said. “If you tell her sheshouldn’t be doing something, she’sgoing to somehow try to find a way to doit.”
Statistics show that average lifeexpectancy for heart transplant recipi-ents is 8-10 years, but Peterson plans tobeat the odds. “I have lots of things onmy ‘bucket list’ that I haven’t accom-plished yet,” she said. “I want to work onthat bucket list. I don’t want to miss anyopportunities.“

Those facts will then be sent to JudgeWernick, which he will use to make averdict during an April 28 trial.
Richardson could be found guiltyof murder or a lesser charge,Edwards said, but the case facts willinclude the three assessments, whichconclude Richardson did not knowwhat he was doing and that it waswrong.
If Richardson is acquitted of themurder, Edwards said, he will mostlikely undergo a 60-day review at asecure treatment facility, TheMinnesota Security Hospital in St.Peter, Minn., to determine if he isdangerous and should be admitted tothe facility.
According to a criminal complaintwith the murder charge, after talkingon the phone with his wife July 31 oflast year, Richardson “submerged”and held his son down in a basementlaundry tub until he stopped strug-gling.
Edwards said Richardson had noprior convictions or incidence of vio-lence in his background
“This is an extraordinary rarething,” Edwards said. “It’s just atragic situation.”
The trial has been scheduled for3:30 p.m., April 28, at the HennepinCounty Government Center, 300 S.Sixth St., Minneapolis.

RichardsonThese numbers don’t come as a sur-
prise to some city officials and an areamortgage lender.
“I wouldn’t say they’re inordinate atall,” said Molly Koivumaki of the city’sHousing and Community ServiceDepartment. “We always take a look atwhat the trends are to help adjust ourprograms if we need to.”
Koivumaki said in the city’sComprehensive Guide plan, as of 2006,the city had 24,848 total housing units inEden Prairie, and not much develop-ment has occurred since then.
As of 2007, there were approximately6,500 rental units in the city.
Fire Inspector Rick Hamerschmidt, who is in charge of inspecting rentalproperties, said there are approximately600 single-family homes licensed asrentals.
Hamerschmidt also estimated therecould be between 100-200 homes beingrented that are unregistered.
Since 2008, it seems more people areopting to rent out their home rather thansell it, since home values have droppedso significantly, Hamerschmidt said.
“I think a lot of people are rentingbecause if they sold their home they’dlose money. … In the last couple years, definitely the amount of people rentingtheir homes [has] gone up,”Hamerschmidt said.
And, like many cities in the metro and
around the country, foreclosures sky-rocketed over the past couple of years.
Foreclosures in Eden Prairie haveincreased 589 percent in the last fouryears, said Patricia Fenrick of the EdenPrairie’s Housing and Human ServicesDepartment during a recent meeting.
Kathy Harrison, a branch managerand loan officer for Bell Mortgage, saidthe days of low down payments and theease of getting a loan – small house downpayment requirements and sometimeslittle or no credit verification whatsoev-er – are “pretty much gone.”
Lenders and government agencies arebecoming more conservative, she said, requiring better credit scores, more tra-ditional down payment amounts andother more strict requirements than afew years ago.
And, people are adjusting.“What you’re seeing more now is peo-
ple coming in for counseling,” she said,to prepare for buying a home.
The city of Eden Prairie is also look-ing to help house shoppers – who arealready approved for a loan – to get afoot through their first owned frontdoor.
The First Time Homebuyer programwas approved last month, and it couldprovide up to a $25,000 interest-free loanto assist with a home purchase, includ-ing the down payment.
Koivumaki said the city immediatelyreceived 17 inquiries about the programand one filled application.
The city hopes to assist five homebuy-ers with its program, she said.
