PUBLISHABLESUMMARYInorder totest theenhancedEnergyPerformanceCertificateschemesdeveloped inWP3andpro-vide cross national comparison and recommendations for improvements before the adaption anddialogueactivitiesplannedinWP5fieldtestingisneeded.ForthefieldtestingpurposesitwaschosentousepilotcaseswhereforonebuildingbothastandardEPCandenhancedEPCismade.Basedontheliteraturereview,interviewsanddiscussionswithstakeholders(Tasks2.1and2.3)andtheStrategyPlandevelopedinTask2.4,differenttypesofbuildingswereselectedaspilotcasestotesttheenhancedEnergyPerformanceCertificateassessmentandcertificationprocedures.Pilot cases were identified based on consultations with facility managers/building owners andthroughwellestablishedprojectpartners’localnetworks.Pilotcaseswereselectedonthebasisoffairandtransparentcriteria:
• Commitment – pilot cases stakeholders have to commit to complete a feedbackquestion-naireontheassessmentandcertificationschemeandtopublishprojectdata(confidentialityissuesareconsidered)
• Availability–ofinputdata(energyconsumptiondata,technicaldrawings,informationaboutbuildingsystem,etc.)
• Coverage– ingeneral thepilotcasescoverdifferentbuildingusesandtypes ineachtargetcountry(withdifferentclimates).Foreachcountry,atotalof10to15buildingsweretobeselectedfortestingaspilotcases.Ofthese,5to8havetoberesidentialbuildingsand4to7non-residential buildings (such as offices, education buildings, supermarkets and shoppingcenters).

1 PILOTPROJECTSELECTION
Duringpilotprojectselectionprocess itwasdefinedthatapilotprojectwillbeabuilding (insomecasesasingleapartment)becauseEnergyPerformanceCertificates(EPC)areissuedtoabuilding(orasingleapartment).
InordertomaketheprocessofpilotprojectselectionmoreunderstandabletopotentialpilotprojectrepresentativesaParticipantInformationSheetwasdeveloped.This informationsheetcanbeseeninAnnexAofthisreport.
Ekodoma developed criteria for the pilot building selection process. These criteriawere discussedbetweenallprojectpartners.ThefinalcriteriaforpilotbuildingselectioncanbeseeninAnnexCofthisreport.
BasedonthecriteriaforchoosingPilotbuildingseachinvolvedprojectpartnerchosepilotbuildingsintheirrespectivecountries.Thewayoffindingthepilotbuildingswaschosenbyeachprojectpart-ner.MostoftenthepilotbuildingswerechosenbyadvertisingthispossibilityindifferentSocialMe-diaaswellasbasedonconsultationswithfacilitymanagers/buildingownersandthroughwellestab-lishedprojectpartners’localnetworks.
Itwas important to gather preliminary information from chosen pilot buildings in order to under-standifdifferenttypesofbuildingshavebeenchosen.PreliminarydatathatwereaskedtoallpilotbuildingscanbeseeninAnnexBofthisreport.Insomecasesatthisstageofprojectthepilotbuild-ingsdidnothavetheaskeddata.

BytheendofApril2020intotal58pilotbuildingshavebeenselected(Latvia-15;Greece-15;Bulgar-ia-11;Sweden–9;Spain–8;Germany–0;Hungary–0).DuetoCovid-19pandemictherearesomedelaysinpilotbuildingselectionprocess.Thereforethepilotbuildingselectionprocessisstillongoinginsomecountries.
NopilotbuildingssofarhavebeenchoseninGermanyandHungary.Itwasdecidedthatpilotbuild-ingsinGermanywillbechosenduringTask4.2whenEPCforabuildingisissuedaccordingtogiven(existing)practice. InGermany thiswill bedonenotbyQualDeEPCprojectpartnerDENAbutbyasubcontractedcompany.

3 CONCLUSIONS
TilltheendofApril2020thereare58buildingsthathavebeenchosenaspilotbuildings.Thechosenpilotbuildingsrepresentwidevarietyofbuildingtypesandbuildingconstructionyears.ThismeansthatthechosenpilotbuildingscanbeusedforanalysisandcomparisonofexistingEPCs(Task4.2oftheproject)andenhancedEPCs(Task4.3oftheproject).
TheprocessofpilotbuildingselectionisstillongoinginsomeQualDeEPCprojectpartnercountries.
DuetoCovid-19pandemictherehavebeensomedelaysinpilotbuildingselection.IfthepandemiclastslongerthanJulyorAugust2020thenitismostlikelythattherewillbedelaysinTasks4.2and4.3whereexistingandenhancedEPCsareissuedtothepilotbuildings.

Youarebeinginvitedtotakepartinaresearchstudy.Beforeyoudecidewhetherornottotakepart,itisimportantforyoutounderstandwhytheresearchisbeingdoneandwhatitwillinvolve.Pleasetaketimetoreadthefollowinginformationcarefully.
WHATISQUALDEEPCABOUT?Consideringthat40%oftheEuropeanUnion’senergyconsumptioncanbetracedbackto itsbuild-ings, it isessentialto improvetheirenergyefficiency inordertoachievetheEU’senergyefficiencytargets.Boththerateofenergyrenovationanditsdepth,i.e.theamountofenergysavingsduringarenovation,needtobeimproved.An important instrument to enhance themarket uptakeof energy-efficient newbuildings and theenergy-efficientrenovationofexistingbuildingsaretheEnergyPerformanceCertificates(EPC),regu-latedbytheEnergyPerformanceofBuildingsDirective(EPBD)oftheEuropeanCommission.Theenergyperformanceassessmentandcertificationschemesofferanobjectiveestimateofabuild-ing’senergyefficiencyundernormaluseandcovermanyoftheaspectsforthelong-termrenovationstrategiesrequiredbytheEPBD.However,thereareseveralchallengestoovercomeinordertoin-creasemarketconfidenceandinciteinvestmentsinenergyefficientbuildings,suchasenhancedreli-ability,qualityoftherenovationrecommendations,cost-effectiveness,andcompliancewithrelevantEUstandardsandtheEPBD.
TheHorizon2020 fundedprojectQualDeEPC aims to enhance (1) the quality and cross-EU conver-gence of Energy Performance Certificate (EPC) schemes, and (2) the link between EPCs and deeprenovation.
QualDeEPCwillworkonEU-wideconvergenceofthebuildingassessmentandtheissuance,design,anduseofquality-enhancedEPCsaswellastheirrecommendationsforbuildingrenovation.Theaimis to make these recommendations coherent with deep energy renovation towards a nearly-zeroenergybuildingstockby2050.UnderthecoordinationoftheWuppertal Institute,theprojectpart-nerswillworktocreateconsensus in theparticipatingcountriesandbeyond,andto implementasmany improvements as possible during the project period, involving certification bodies, energyagencies,buildingsectorandcertificationstakeholders,andotherrelevantorganisations.
Inordertoreachtheobjectives,theprojectwillorganiseitsactivitiesinfourstages:
1. AnalysisofexistingEPCschemes,goodpractice,shortcomings,andprioritiesforim-provement
2. DevelopmentandtestingofconcreteproposalsandtoolsforenhancedEPCassessment,certificationandverification,aswellasDeepRenovationNetworkPlatforms
3. Adaptationtocountryneedsandimplementationofconsensuselements,aswellasde-velopingaroadmapforfurtherdialogue,and
4. Developmentofasustainabilitystrategyandconclusivepolicyrecommendationsforre-gional,national,andtransnationaldialogue,andtransfer.

WHATISGOINGTOHAPPENDURINGTHEPILOTBUILDINGTESTPHASE?During the QualDeEPC project enhanced assessment and certification schemes for Energy Perfor-manceCertificateswillbedeveloped.Theaimofthepilotbuildingtestphaseistotestthepractica-bilityof theenhancedEPCs.Therefore,at firsta standardEPCwillbedeveloped foryourbuilding.Then,additionally,anenhancedEPCwillbedevelopedforyourbuilding.
Fordoing this,anenergyauditorwill visit the selectedbuilding.Theenergyauditormightneed todiscusscertainissueswiththefacilitymanager/buildingowners,needstocollectinputdataandthenecessaryinformationofthepreparationoftheEPC.
Thiswillnotincuranycostsforyou(anexceptionmightbetheissuanceofanofficialEPC,dependingonnationalcircumstances).
WHYHAVEYOUBEENINVITEDTOPARTICIPATE?Youhavebeeninvitedtoparticipateinthisprojectasyouarethebuildingownerofarepresentativebuilding in your country. Your building matches the criteria developed for a pilot building of theQualDeEPCproject.
WHATKINDOFINFORMATIONWILLBEASKEDFROMYOU?InordertodevelopastandardandanenhancedEPCforyourbuilding,itisnecessarytoreceivetherespective input data. This will include for example metered energy consumption data, technicaldrawings,informationonbuildingsystemetc.
Additionally, youneed toagree toprovideaccess to thebuildingandassistduring thebuilding in-spection.
Furthermore, youneed to complete a feedbackquestionnaire on the assessment and certificationschemebeingused.
WILLYOURDATABEKEPTCONFIDENTIAL?Ingeneral,yourdatawillbeusedtofurtherdevelopconcreteproposalsandtoolsforenhancedEPCs.
All data related topersonal issues (names, addresses, etc.) andyouranswers to thequestionnairewillbeanonymous(unlessyouchoosetoallowustopublishtheaddressofyourbuilding).Buildingdatawillbeanonymisedasfaraspossible,however,thestandardEPCandtheenhancedEPCofyourbuildingwillbepublishedinreportsandontheQualDeEPCwebsite.Photosofthebuildingwillonlybepublishedwithyourpermission.

Themain idea for choosingPilot cases (buildings)– try to choosenon-renovatedbuildingswhichtypicallyundergotheprocessofissuingEPCinyourcountry.

Pilot building stakeholders have to sign a commitment tocomplete a feedback questionnaire of the assessment andcertificationscheme.ThisquestionnairewillbegiventopilotbuildingstakeholdersafterStandardEPCandEnhancedEPCisissuedforapilotbuilding.We would like to publish the Standard EPC and the En-hanced EPC on our website (confidentiality issues will beconsidered).

Pilotbuildingsshouldhavemeteredenergyconsumptiondataac-cordingtonationalspe-cificsofhowoftendata
aregathered.
Insomecountriestherewillbemonthlydataforlast3yearswhileinothercountrieswewillhaveonlymetereddatatak-enonceevery3monthsorhalfyear.Mainthingisthatpilotbuildings do have these data available. You should try toavoidpilotbuildingswhichdonothavemeteredenergycon-sumption data. It is allowed also to choose pilot buildingswithnometereddatabutpleasetrytoavoidthesebuildingsifpossible.EvenifinyourcountrymetereddataisnotrequiredtoissueStandardEPCwethinkthatEnhancedEPCwillneed(or liketosee)thesedata.Alsotryavoidingbuildingswithnobuildingplansornoothertechnicalinformation.
