Executive Summary
This document reports about the extensive standardisation activities carried out by the consortium as part of the H2020 SaT5G project.
The project has largely contributed to initiate the standardisation work on the integration of satellite in 5G system at 3GPP by developing several technical reports and specifications. This should be recognised as a “world premiere” since it is the first time that cellular and satellite communications experts have been working together on this topic in a standardisation body.
Thanks to this effort as well as standardisation activities in ETSI, CEPT and ITU-R, it can be stated that the SaT5G project has been a key enabler in pursuing the objective to establish the standardisation framework that ensures the full potential of integrated SatCom in 5G system.
This will open new business opportunities for SatCom industry stakeholders not only in terms of backhaul solutions for the different use cases addressed in the project but also for direct access satellite based solutions.

1 Introduction
Scope 1.1
This deliverable reports about the standardisation activities carried out by the SaT5G consortium members in line with the action plan defined in D6.2 [1].
Structure of the document 1.2
This document is structured as follows:
Section 2 recalls the planned SaT5G WP6.2 standardisation activities as reported in DoW.
Section 3 describes the overall standardisation activities in terms of targeted SDOs and related study/work terms as well as participation to SDO meetings.
Section 4 provides the detailed standardisation activity per SaT5G consortium partner.
Section 5 summarizes the SaT5G project achievements in related stardards, and provides a synthesis on these achievements wrt efforts deployed.
Section 6 concludes this report.
Section 7 lists the relevant references, which include the Standardisation Technical Reports produced based on SaT5G project activities.

2 Recall of the WP 6.2 Standardisation Activities
description
WP6.2 “Standardisation Activities” Description of Work 2.1 Duration: M1 – M30 Leader: TAS Contributors: AVA, UoS, SES, ADS, OA, TNO, BT, ZII, GLT, IDR, i2CAT, QUO This task will ensure that 5G standards allow the full potential of an integrated satellite contribution. In order to do so this work package will execute the Standardisation action plan. This includes:
• Development of the detailed Standardisation action plan • Identification/justification of the standardisation requirements arising from
SaT5G which will be incorporated in a technical report that will be consolidated at ETSI TC-SES (SCN WG)
• Careful monitoring of the relevant 3GPP 5G standardisation activities to determine and schedule the type of contributions to be submitted in 3GPP
• Processing the feedback collected when submitting contributions to 3GPP and ETSI to analyse the possible need to adapt the project work
• Drafting the 3GPP and ETSI contributions by partners involved in the relevant tasks
• Drafting of contributions to other industry fora such as Small cell, Broadband and DVB
• The coordination of the drafting and submission of 3GPP and ETSI contributions

4 Standardisation activities of each partner
TAS 4.1
4.1.1 Standardisation organisations covered During the project, TAS has been mainly active in the following SDO in line with the standardisation action plan:

o ETSI
o CEPT
In particular, TAS led the standardisation effort at ETSI and 3GPP on the integration of satellite in 5G.

4.1.3 Documents developed in SDO
In ETSI
o TAS has developed a technical report ETSI TR 103 611 “Seamless
integration of satellite and/or HAPS (High Altitude Platform Station) systems
into 5G system” which has reached the status of “stable draft” and should be
approved in December 2018. This document received numerous comments
from organisations within and outside of the project. In addition 2 other work
item have been initiated
o TAS promoted the creation of two new work items
o ETSI DTR/SES-00446: Reference Virtualised Network Functions data
model for satellite communication systems
o ETSI DTR/SES-00447: Edge delivery in 5G through satellite multicast
(AVA is rapporteur)
Furthermore, in 3GPP, TAS has led the effort to have satellite included in the 5G roadmap of 3GPP
o With the development of two Technical Reports during release 15 which were
approved in June 2018

4.2.3.2 ETSI SES IDR’s work in ETSI SES focused on ETSI SCN DTR/SES-00446 “Reference Virtualised Network Functions data model for satellite communication systems”. IDR contributed to the initial skeleton of the document and lead the discussion on this topic within SaT5G as part of the data model discussion within WP4.1. The initial intention of this work item was to agree on a low level data model so as virtual network functions from different vendors could interact. However during the research, the SaT5G project partners realised

that this level of integration was too low level for the satellite industry. The satellite industry is in the very early stages of supporting interoperability between vendors and different networks. Also, even in the Telecoms industry (3GPP) there is no agreement at this low level for interoperability i.e. typically wireless stacks are from one vendor only and not multiple. The research led the project to start looking at higher level integration, for example at the services level, which is more abstract but allows for more flexibility and therefore interoperability as the vendors can implement the service as they wish. This service level integration is also aligned to the satellite network operator requirements. The service level integration is discussed in more detail in D4.1.
From a standards support perspective, this resulted in little progress being made on ETSI SCN DTR/SES-00446 “Reference Virtualised Network Functions data model for satellite communication systems” and in recent meetings, with the introduction of a new work item, “DTR/SES-00411 (TR 103 522) TR - Protocol for Resource Management Interface”, it was proposed that the latter work item may be a better target for the output of the project activities in this area. ETSI SCN are currently reviewing how to handle this going forward given the input from the SaT5G project.
4.2.3.3 ETSI MEC In our role as liaison lead with ETSI MEC, IDR facilitated engagement and collaboration with the ETSI MEC leadership.
4.2.4 Other standards related activities
4.2.4.1 5G Satellite - Standardisation Special Interest Group (SSIG) IDR are an active member of the 5G Satellite SSIG which is organised by SaT5G members TAS and TNO and supported by many more SaT5G partners. The objective of the SSIG is to coordinate standardisation contributions to 3GPP between satellite stakeholders having interest in the integration of satellite in 5G. IDR are regular attendees to the SSIG meetings, in many cases supporting the virtual hosting of the meeting. Furthermore IDR have supported many of the contributions and activities generated during the coordination meeting.
4.2.4.2 ESOA standards sub-working group IDR is a member of the ESOA standards working group. ESOA is a group primarily made up of satellite network operators and including other interested parties from the satellite industry. The ESOA standard sub-working works with industry bodies e.g. ETSI, NGMN, 3GPP, Satellite 5G SSIG, to coordinate and generate support for specifications that will ensure that satellite solutions for 5G support multi-vendor interoperability, interoperate seamlessly within the 5G system and leverage 5G technologies and protocols as much as possible to benefit from the economy of scale of the 5G global market.
IDR are fully involved and support these activities along with many other members of SaT5G.

4.2.4.3 Standards adoption Along with actively contributing and supporting the standards actives as outlined above in section 4.2, IDR believe another critical part of supporting standards is the adoption of the existing standards. This is a critical part of the IDR research and deliverables during the project.
Transforming the satellite network architecture to become more like a standard 3GPP network brings significant benefits for SNOs, who can take advantage of many years of innovation and market growth in the telecoms industry.
To achieve this, in SaT5G 5GIC testbed, IDR have taken the approach of introducing a standard 3GPP core network function into the satellite network in order to operate and control the satellite network. The satellite network (also referred to as Non-Terrestrial Network (NTN)) adopts the 3GPP network architecture where possible.
The existing satellite network is modified to comply with the standard 3GPP architecture, e.g. 5G core network functions. The concept of an NTN UE is introduced; this new, 3GPP-enabled satellite terminal presents itself as a 5G UE to the NTN, which allows it to connect to a NTN 5G core network in order to access network services. This will enable support for 5G services, such as authentication, billing, and policy & charging. Importantly, at this stage of the network transformation, the physical layer remains the same over the satellite for the NTN network.
The standard 3GPP 5G mobile network uses the NTN as a backhaul network for end-to-end service delivery (i.e. the indirect use case). The 5G core network can be operated by either the MNO or the NTN/SNO operator, depending on the business model, and there may also be separate 5G core networks for the mobile and NTN networks.
This approach is illustrated in the figure below and is a variant of “Scenario A3 - Indirect mixed 3GPP NTN access” as defined in ETSI SCN DTR/SES-00405 “Integration of satellite and/or HAPS (High Altitude Platform Station) systems into 5G and related architecture options” - ETSI TR 103 611

over the satellite. The NTN terminal is also modified to behave like standard 3GPP 5G UE. Together the modified NTN terminal, the SatRAN and standard 3GPP 5G core network provide the NTN satellite network.
The SatRAN, behaving like a standard gNB, interfaces with the 5G core networking using standard 3GPP compliant N2 and N3 interfaces and the NTN terminal, behaving as a standard UE, interfaces with the 5G core networking using standard N1 interface.
This integration is an important foundation for further integration and adoption of the 3GPPP standards that are being developed today and furthermore it illustrates to the industry that satellite networks are evolving, adapting and aligning with the 3GPP vision of an agnostic access unified network.

I2CAT 4.9
I2cat as a nonprofit small research and innovation institution based in Barcelona, plays a supporting role on the related activities of WP6.3. In this sense, considering the main expertise and experience of i2cat in the network management and orchestration, software defied networking, network function virtualization and edge computing, we support activates (in the form of contributions and reviewing) initiated by other big industrial partners in the context of 3GPP and/or ETSI. In particular, on a technical report proposed and led by Thales and iDirect, entitled “Reference Virtualised Network Functions data model for satellite communication systems”, i2cat focuses on two topics:
NFV framework principles: including NFV architecture and relevant research
areas
Satellite network data model
Gap analysis between Satellite network data model and NFV 3GPP reference
data model
The current technical report is still under preparation as an ongoing activity.
In a similar way, i2cat is collaborating on another technical report led by Thales, entitled “Integration scenarios of satellite in 5G”. In particular, i2cat focuses on:
Non-Terrestrial networks and 5G system: including recall of 5G reference
system architecture overview and integration approaches
Integration scenarios of Non-Terrestrial network in 5G system
i2CAT participated to three technical meetings of the ETSI OSM on behalf of SaT5G project. It also brought the idea of satcom into the “5G Day” at one of the OSM hackfest.

Philip Eardley (BT) is joint Chair of the IETF’s Multipath TCP working group and as such is responsible for the WG achieving its charter and is involved with many discussions about multipath at the IETF. During the lifetime of SaT5G, the WG has completed its charter, the main item of which was to develop a revised version of the MPTCP protocol, taking account of some lessons learnt during deployment of the initial version, and to standardise it on the standards track. In addition, the IETF work has almost completed a proxy version of MPTCP (called 0-RTT converter), which is suitable for a SaT5G scenario with a performance-enhancing proxy. Also, Philip has been involved in early discussions about multipath for UDP traffic (potentially including QUIC), in particular an approach that uses DCCP as a signalling protocol (proposed by DT) looks promising – this work will continue beyond the lifetime of SaT5G.
Specific SaT5G activity has included ensuring that consideration is given to SaT5G scenarios, for example where the properties of the paths have rather different characteristics, such as latencies, bandwidths and costs. There have been only a very few experiments in the state-of-the-art. In summary, the result of the discussions is that it seems that MPTCP technology should be able to cope well with such situations, though it (sometimes) requires an operator (or the end user) to take care about various deployment issues and configuration parameters. research work might involve joint optimisation of multipath transport and routing across a mesh of LEO satellites.

However during the Reporting Period 2 (RP2), given the strong focus of the project on backhaul use cases, the SaT5G project didn’t contribute at the same pace to the Rel-16 study item that developed the 3GPP TR 38.821. Main contributions of the SaT5G project targeted 3GPP SA2 study item but focusing on backhaul aspects which is a subset of the features addressed.
This has been in line with the EC Reviewers Recommendation for the RP1. Indeed, as highlighted in the Review Report for the RP1, the SaT5G consortium was mainly concentrated in attaining major results in standardisation. The work carried out in RP1 has had a considerable impact in the area of 5G standardisation. Since the promised standardisation KPIs were already substantially achieved in RP1, the project aimed to balance activities for standardisation and activities targeting scientific results by putting more emphasis on disseminating the R&D and innovation project results to acclaimed scientific journals and conferences during the RP2.

6. Cooperation with external stakeholders, both from satellite and
terrestrial cellular communications industry
1. Cooperation with external stakeholders outside the SaT5G project has been regular in the context of 3GPP as part of the on-going Rel-16 study items. These external stakeholders include both satellite and terrestrial cellular communications industry.
a) At 3GPP SA, RAN Plenaries #80 (11-15 June 2018, La Jolla, CA, USA), >60 3GPP member organisations, from both SatCom and non-SatCom industries, supported the proposed study/work items initiated by TAS on the integration of SatCom into 5G during Release 16. See Figure 6 for SatCom representatives (incl. TAS, TNO, SES, AVA, iDR from SaT5G project) to this important meeting.
b) During the 3GPP Rel-16, the satellite/non-terrestrial networks topic was prioritized among the candidate study items (pre standardisation phase) to be executed. This was made possible thanks to the support of 55 organisations as reflected in RP-190710 “Study on solutions for NR to support non-terrestrial networks (NTN)”. Among the supporters, one can notice that EBU and BBC provided their support. This study has been completed on 28 November 2019.
c) As per 3GPP Rel-17, the satellite/non-terrestrial networks topics is being prioritized among candidate work items (normative phase) in both TSG SA & RAN as per preliminary decisions of RAN#85 and SA#85 as reflected in SP-190949 & SP-190951. This was made possible with strong involvement of >25 organisations (most from cellular industry) in the Rel-16 studies.

2. In the context of ETSI, it shall be noted that the ETSI/SES/SCN (Work
Item: DTR/SES-00405 - TR 103 611: “Satellite Earth Stations and Systems (SES); Seamless integration of satellite and/or HAPS (High Altitude Platform Station) systems into 5G system and related architecture options” has been reviewed by at least 10 organisations among which HNS, Inmarsat, ESA, CNES which are not part of the SaT5G project. In ETSI TC-SES, this is quite unusual to have this amount of organizations involved in drafting/review the same document.

6 Conclusions
Thanks to all these standardisation activities in ETSI, 3GPP, CEPT and ITU-R, it can be stated that the H2020 SaT5G project has been a key enabler in pursuing the objective to establish the standardisation framework, that ensures the full potential of integrated SatCom in 5G system. The work carried out in SaT5G has had a considerable impact in the area of 5G standardisation and SaT5G has helped drive the standardisation effort on SatCom integration into 5G.
SatCom has been included in the 5G roadmap of 3GPP. The roles and added value of SatCom are now well accepted among the 3GPP stakeholders as stated in the satellite/non-terrestrial network related technical reports and specifications developed in 3GPP.
In terms of standardisation KPIs, the project has been instrumental in the development of several technical reports and specifications developed in 3GPP and ETSI and hence the targets recalled here under have been exceeded.
At least 10 project contributions incorporated in the targeted 3GPP and ETSI documents (Technical Reports & Technical Specifications) during the project
At least 2 standardisation Technical Reports during the project
Significant amount of contributions were submitted and presented by SaT5G project partners to considerable amount of 3GPP, ETSI, CEPT, ITU-R and IETF meetings. SaT5G project has also driven the definition of related work/study items, which is the first step towards producing Technical Reports & Specifications. In addition, SaT5G analysis results have been successfully incorporated in completed and ongoing Technical Reports & Specifications.
This will open new business opportunities for SatCom industry stakeholders not only in terms of backhaul solutions for the different use cases addressed in the project but also for direct access satellite based solutions. The success in 3GPP standards will allow the definition, development and deployment of SatCom solutions for 5G timely for the roll-out of 5G in 2020:
Short/medium term: indirect access solutions for a wide range of use case categories (e.g., backhaul)
Long term: potential to leverage 5G NR standard for satellite access
