Description:

The purpose of this document is to fully document the project start including the Kick-off meeting

and the first Management Board meeting. This document will serve as a basis for the project

manual.

1. Summary

This deliverable documents the ASKFOOD project start including the minutes of the first

Work Package/Task Leader/Management Board Meeting and the virtual project Kick off

meeting. The associated decisions and direct to‐dos are documented in the respective

minutes. Based on the decisions of the first online meetings, only minor changes had to be

implemented for the workplan. The workplan as submitted to the EC will serve as basis till the next

iteration and the implementation of any necessary changes.

2. Minutes and to‐dos of first consortium meetings

2.1 First WorkPackage/TaskLeader/Management Board meeting

The first WorkPackage/TaskLeader/Management Board meeting was held as an online

meeting on the 21st January 2015. The meeting was focused on the first and immediate tasks

to start. All WP Leaders participated in this event. Thus, the meeting was directly used as

the first official Management Board meeting. The first important decisions on the payment

procedure were made during the meeting. The meeting, the decisions reached and the defined

to does are documented in the related meeting minutes (annex 1) and the presentations

(annex 2).

2.2 First WorkPackage/TaskLeader/Management Board meeting

The official FooD‐“TA Kick‐Off meeting was held as an online meeting on 5th‐6th March 2015.

This date was chosen to take place after the official coordinators meeting in Brussels to

ensure the inclusion of relevant information and decisions communicated there into the Kick‐

off event. The Project as such was presented again as well as each single WP, the activities already

performed, the decisions reached as well as the next steps. The meeting, the decisions reached

and the defined to‐ dos are documented in the related meeting minutes (annex 3) and the

presentations (annex 4).

3. Workplan

The workplan as submitted to the EC was taken as basis for the planning of the initial steps for

the project. Only minor changes were decided. During the Kick‐off meeting, the partners

decided to postpone the virtual conference “What’s on in the University‐industry training?”

which was planned under WP4 in M3. To increase the impact, give further time to advertise

and thus ensure a higher participation of

relevant stakeholders it was suggested to

postpone the conference to Month 5 (7th‐ 8th May).

Additional changes to come were discussed. This includes the change of partnership for

partner “PE“‐Geie. This partner is an association and represents several organisations in

Europe which will contribute to the project. In order to be able to charge costs to the project,

a change of partners (“PE“‐Geie could be replaced by selected member organisations). This

change however needs further iterations as well as input from the project officer at the EC. Thus,

the current and applicable work plan version is the one submitted to the EC (including the

change mentioned above). Any further changes of the workplan will be documented in the

Project management Manual.

Welcome

A brief welcome address was given by the Vice-rector prof. Dino Mastrocola of UNITE, welcoming the consortium partners and highlighting the importance of the project to the University

Topic 1: Opening Presentation by Paola Pittia (UNITE)

Paola Pittia gave a presentation about UNITE, the coordinating organisation of ASKFOOD. A brief round of introduction of the participants was given.

Topic 2: Introduction to ASKFOOD

See presentation. Paola Pittia gave the overall discussion on the aims of a KA project as well as the specific goals and EACEA expectations towards ASKFOOD. She outlined the importance of aligning the education in the area of food studies in Europe between Universities and companies. Several associated partners are involved in the project providing additional input. Ruud asked for the contact details for the associated partners. Julian proposed to provide additional contact to EFFoST. Paola mentioned that she was also presenting ASKFOOD at an event in Rome organised by a sub-group of the national board of the rectors of the Italian Universities (CRUI, subgroup Agri-food) on 20th Feb, that was attended by representatives of several Italian Universities and this was a good opportunity to extend the network at national level.

Susanne Braun from UHOH will provide the contact to EIT food. The conditions, the collaboration etc. still has to be discussed. There will be a workshop at the ISEKI conference in Stuttgart to discuss such issues. The clear aim is to work together and strengthen the collaboration. Paola outlined that the strategy of the ASKFOOD is clearly to collaborate and not to compete between the main organisations and projects in EU. An important task will be to be clearly different from the activities that have been performed in other Erasmus+ KA projects and in particular the EU FooDSTA. As regards financial aspects that will be later discussed, it was mentioned that for the budget, the project is based on Unit costs. For documentation the project wants to use dropbox. Fotini asked if we could use google drive instead to save space on dropbox. In addition, we might be asked to respect the new data protection rules. Paola explained that there will be also an internal storage set up at the ASKFOOD website-homepage. The meetings for the project need to be duly planned. What would success look like for your project? Develop a responsible research, education and innovation.

Topic 3: WP2 (by Paola Pittia)

See presentation. Aim of WP2 is to develop an active platform and to foster networking with stakeholders beyond the food networks by developing a Joint Platform (ASKFOOD Innovative Training Hub) and an innovative knowledge hub. This will contribute to make the education sector collaborating with further stakeholders. WP activities will officially start in Month 7, still we will have to start the work already. We will have to define rules on how the hubs will have to collaborate. Germana D.F.: there will be a lot of digital tools in the project such as the website and others. We will have to coordinate the setting up and use. UNITE, Cassiopeia and IFA have all person-days for technicians allocate to do the development. Those 3 organisations have to coordinate their work. Gerhard S. suggests as all tools should be sustainable, from the beginning IFA could/should host the tools. Germana also asked IFA if they could host the website as UNITE servers are very restrictive specially to open access. Partners agreed that all web-applications should be hosted by IFA. Synergies can be clearly created with existing tools.

Gerhard went through the main tasks and activities dealing with the innovative Training methodologies and certification schemes. Major task will be to define a certification scheme, to define standards to evaluate developed trainings schemes. Several of the methods described and foreseen (such as PLEF) were introduced and described by Germana D.F. (Cassiopea); most methods are used to create personalized learning. To share knowledge on these methods, Paola suggest to further invite experts to give webinars on the trainings methods. For task 3.3, innovative training schemes in CPD and joint master degrees should be tested in 5 different food-related sectors. FEDERALIMENTARE mentioned that they can contribute the testing. They have networks, events, workshops etc. which they can use for this purpose. First step will be to collect inputs from the partners. When the models are implemented in different areas, the associated partners should work as non-academic trainings providers, to ensure that the models are correctly applied. Fotini S. (SEVT) mentioned that they do not have the capacities to do that. Maybe they have to bring in additional associated partners to support them or in collaboration with the partner from Cyprus. It is not written that this has to be implemented in all countries involved. The involvement and role of FVB, who have already developed gamification approaches, has to be evaluated, if they can mentor our consortium. We can also evaluate open access solutions. Topics for different topics to be presented to the consortium in webinars should be collected and decided upon. Input from outside is an important. The “A” in ASKFOOD stands for “Aggregate solutions” which are already there and has been paid for by Erasmus+.

Financial aspects

Rainer Svacinka outlined the financial aspects related to askfood. Especially the basis of the unit cost system was explained and the implication it has on the costs reimbursed. The flat rates calculated on the basis of daily rates serves to co-finance the activities. Timesheets and reporting guidelines will be provided to the partners. Quarterly reporting will be implemented. Personnel involvement has to be proven by contracts, payslips and timesheets. For anyone who due to data protection is not allowed to upload the contracts will have to provide it in case of an audit. Payment procedures were discussed as basis for decisions in the management board. The following procedure was proposed: Partner payment: out of the first 40% received by the ECEA

• 1st Partner Payment: 40%

• 2nd Partner Payment: 40%

• 3rd Partner Payment: 20% Apply same principle for second 40%

• 4th and 5th Partner Payment: 40%

• 6th Partner Payment: 20% Final payment after final reporting

WP1 – ASKFOOD SMART ATLAS: emerging skill needs, trends and demand

Germana DI Falco gave a presentation on WP1 with the aim to generate interactive repository of emerging skills and professional profiles linked to present needs and to future trends in the food-related sectors and to guarantee an effective matching between demand and offer of knowledge in the food-related sectors, based on the anticipation of disruptive mega & microtrends that will affect skill demand. This will be achieved by: - Creating the ASKFOOD Forecast Aggregator to combine trends and multi-sector innovative competencies that can be identified as the emerging core skill-set for the future of the food-related sectors - Supporting a backcasting exercise by collecting analysis,

studies, common reflections on skill and training needs from the food industry and on existing academic and CDP training schemes to generate an Interactive Training Gap Index -Supplementing this information with further input from the involved multiplier organizations to identify needs most relevant to companies and referenced to consortium offers and skills, and organize data and infos in the ASKFOOD Interactive Atlas

WP8 – Dissemination and Exploitation

Julian Drausinger outlined the project approach towards dissemination. A holistic dissemination strategy will be developed identifying key outcomes and key stakeholders as well as channels for dissemination. Related IPR Aspects will be described. A project website will be set up as a first step.

WP4 – Reversed incubator

Germana Di Falco presented her concept for the reversed incubator. Incubator does not support ideas to become companies, but businesses in the food-related sectors with concrete ideas for their future that generate innovation. It is a reversed incubator because it inverts the traditional business logic: it designs and develops startups starting from the needs/opportunities of innovation expressed by enterprises. Outcome: create tailor made start-ups The project will capitalize on Garage labs implemented by Boku The WP will start in month 8 and end in month 30, so we do have still some time to think about it. The intervention model has to be presented in month 12. Task 4.1 will focus on selected existing companies Task 4.2 Boku, increase the entrepreneurial skills of researchers. The researchers should evaluate if the research results can be transferred into businesses. 4.3: creation of a platform, apply growth hacking tools, providing services to startups and single talents, Taks 4.4 global events: present the project in the singularity summit, as well as at agurata, Maurizio highlighted the possibility to create synergies with competitions organised by Federalimentare. Overall we can link with several activities to create multiplier effects.

General

The agenda was unanimously approved Gerhard Schleining was selected to represent IFA Susanne Braun was selected to vote for UHOH

Role of the MB

The role of the MB was explained as being the decision making body of the project, formed by the WP Leaders, hosted by the Project Manager. Every partner can participate in the meetings. From time to time even associated partenrs may be invited to participate for certain topics. Each WP Leader has 1 vote. The meetings shall be held at least twice a year (idealy physical, additionally online). Every partner can call for an additional meeting. Voting can be done online as well. Decisions have to be reached by 2/3 majority.

Consortium agreement

The consortium agreement was drafted and will be sent out to all partners for review and approval. Once all partners approved (plus the open legal issues is resolved), the partners can sign the agreement.

Open legal issues

Partner Federalimentare used the wrong PIC code during the application however all the sigantures were done by them. The issue was forwarded to Gilles Gervais (project officer) who will help resolve the issue. For now, no answer was received on how to proceed.

Payment procedure

The payment procedure proposed during the kick-off meeting was unanimously approved by the MB. Paola will proceed with the payment.

guidelines leaves the topic very open. Within this definition, the consortium will come up with rights and responsibilities of associated partners to the ASKFOOD project. This will include offered benefits for each partner category.

Tools and hosting

The MB unanimously agreed to host the project tools at IFA.

Day 2/Part 2:

WP6 – Quality Assurance

Javier Casado presented the approach towards project internal QA. This will be based on 6-monhtly task and deliverable controlling. The Consortium agreed on Javiers suggestion to 1 reviewer for each deliverable. This will be mainly persons from the consortium but can also be associated partners. Javier will come up with suggestions for reviewers for each deliverable.

WP7 – Evaluation

Dimitris Tsaltas presented the task to be implemented for the project evaluation. This concerns the external evaluation. External evaluators shall receive a brief report on the basis of the first 12 months, same format as 18 months report, so we receive their feedback in month 14. Germana has a strong idea to involve the International society of evaluators, perform an open evaluation that could be put on the website. Focus on the outcomes and less on the outputs. Germana will discuss with Dimitris on the process. As several internal meetings will be held in skype as well, a word document will be prepared as template for memos.

WP5 – Permanent Alliance

Gerhard Schleining presented the tasks foreseen to set up a permanent observatory, strategic guidelines (including a green paper) do connect supporting schemes for academic and CPD training in the food area as well as design future flagship projects.

WP9 – Project Management

Paola Pittia gave an overview on the coordinative tasks ahead. The discussion on the next physical meetings was started.

Meeting 1: ASSAM ASSAM - Agency for Agro-food Sector Services of Marche region, is the operative instrument of the Department of Agriculture of Marche Region (Italy). Meeting was held to identify synergies in the frame of the ASKFOOD project. Meeting 2: the Hive Start up hub. Ideas of food start ups were presented and potential collaborations with ASKFOOD discussed.

3.2. Development of a certification scheme for CPD and academic

disruptive training (M3-12) (IFA, BOKU, UHOH)

The overall aim of this task is to share expertise and promote cooperation

among national key agents? working in the Recognition, Validation and

Accreditation (RVA) of Non-Formal and Informal Learning.

RVA schemes for different types of training will be developed based on the

certification guidelines of EQF, ESCO, IFA and UNESCO. The final result of this

task will:

1) provide guidance and resources for actors in charge of RVA

2) identify common issues, problems and obstacles to mutual recognition of

non-formal and informal training

3) made a wide range of best practices in disruptive training more visible,

accessible and fitting for a permanent integration with formal academic and

CDP training schemes.

b) The ASKFOOD Reverse Mentoring Approach in Industry-focused training, to flip-flop the

typical mentoring relationship. Rather than an experienced employee taking an inexperienced

colleague under his or her wing, the inexperienced employee (or university student) acts as the

mentor who provides insights into emerging technology and trends or, simply, a younger

perspective, both of which may be valuable to the company

a) Set up a Permanent Observatory that can feed a 3.0 wiki platform connecting

the wider number of stakeholders within the food-related sectors

b) Create a Common Consensus on strategic guidelines to connect a multi-fund

supporting scheme for academic and CPD innovative training in the food and

food-related sectors to the ESF, ERDF and EARDF Operational Programmes

2014-2020. The Integrated Innovative Training Investment can be the

equivalent of ITI in urban regeneration, but applied to integrate training

programmes that combine different ESI and private funds;

c) Design future Flagship Projects and a joint project’s pipeline that can continue

over the time the activity of the ASKFOOD Knowledge Alliance

Macroregional, National and regional level.

5.1. Permanent Observatory (M24-M36)

• Collection of infos and initiatives from the Associated Members on Innovative

Training in order to point the way to possible innovation paths but also to evaluate

the prospects and carry out risk analyses on the basis of both macroeconomic

indicators and more qualitative observations on the business environment of each

country and on how it relates to evolving training needs.

• the Observatory will carry out research directed mainly at providing firms and

policymakers with indications concerning future trends and their impact on training

offer and demand. Definition of activities, regulation, outcomes, activity planned at the

3rd project meeting.

• The outcome of this task will be sustained after the end of the project by IFA.

5.2. Green Paper and strategic guidelines supporting the Innovative

Integrated Training Investments in food and food-related sectors

(M30-M36) (UniTE, all partners and associated partners)

A position paper on desired public policies to support innovative training schemes in the

food-related sector will be delivered and discussed with a selected group of policy

makers and Managing Authorities of the Operational Programmes that can support

academic and CPD training in a workshop that will be organised during one of the

project meetings/Open symposium (M34-M35).

The Green Paper will include a collection of “how to” booklets that can support the

adoption of integrated investment scheme on innovative training solutions. The Green

Paper will be presented in the Project Final Conference and will be integrated by a

Memorandum of Understanding connecting the partners ASKFOOD Knowledge Alliance

with new members.

5.3. Flagship projects and joint projects’ pipeline (M30-M36)

(IFA, all partners and associated partners)

Project ideas generated during the different project activities will be transformed in draft

proposals for Flagship EU project (in collaboration with the EIPs, the KICs and the most

relevant EU thematic networks that are active in the area of food-related sectors). The

Flagship Projects and the Projects’ Pipeline will be supported by crowdfunding and

crowdsourcing solutions that some of the ASKFOOD partners will promote as collateral

activities.

The Flagship Projects and the joint project’s pipeline will be presented in dedicated

poster sessions during the Project Final Event. Each Knowledge Cluster will provide

input to the projects’ identification and formulation.

• A quality plan/guidelines handbook has been prepared

(D6.1, M2).

• Work package (WP) and task leaders will be responsible for

ensuring the timely delivery of all deliverables. WP leaders

should ensure they contact all task leaders at regularly

intervals to determine the progress of task completion and

discuss any problems.

Task 6.1 Quality Plan/Guidelines Handbook (M1-2) (UHOH)

• Task leaders will are required to complete task reports every

6 months.

• Every 6 months, UHOH will send an excel template by email

to the corresponding task leaders regarding their ongoing

tasks. Template in the form of a questionnaire enabling task

leaders on a 6-month basis to rate the progress of their task

during the previous period and also to report on the foreseen

activities for the next 6 months.

clearly overview of the process and an easily accessible

system for both authors and reviewers. Parallel

communication by email always with WP 6 leader in CC.

deliverable to this folder once the deliverable is ready to be

reviewed. The reviewers will use this folder as a reference for

the first draft. The reviewers will give their feedback per

email.

been made by the author, the deliverable may be placed by the

author in this sub-folder .

• All WP leaders will be required to deliver semesterly reports using

a template containing a short report of activities over each 6

month period and a forecast of planned activities for the following

6 months to the WP leader of QA. The WP QA will analyse these

reports critically according to the DoW and compile a monitoring

report for the project coordinator.
