Shelter or floating prison? Sweden to use cruise ship to house 1,260 refugees

In an attempt to resolve the worsening housing shortage problem in Sweden, local authorities have announced plans to house some 1,260 refugees on board a cruise ship.Even the Swedish Migration Agency (Migrationsverket), which struck the deal with the ship’s owner, Gothenburg firm Accumul8or Invest AB, doesn't deny the obvious: “It’s a bit unusual.” “It’s nothing we’re used to. It’s new for Sweden and it’s also new for the shipping industry,” Migrationsverket press spokesperson Willis Aberg told local tabloid GT. It's not clear yet at which port the vessel will dock. Among the large harbors previously mentioned are Stockholm, Gothenburg, Malmö, Oskarshamn, Uddevalla and Gävle, the Local reported.Sweden has received 150,000 asylum seekers so far this year, the most per capita in the EU. The previous record of 84,000 was set during the Balkan wars of the 1990s.During the past seven days, about 3,200 people have applied for asylum in Sweden, the Dagens Nyheter daily reported. record levels of 8,000-10,000 per week in October.“Our main scenario was 160,000 asylum seekers this year. Now, I think the number will be between 170,000 to 175,000 people,” Magnus Bengtsson, from the Swedish Migration Board told the newspaper. Earlier this week Swedish transport operator SJ announced that it is halting all trains crossing the border from Denmark, because it won’t carry out the mandatory ID-checks introduced by the Swedish government in order to limit the influx of illegal migrants and refugees. The company explained that it simply has no capacities to carry out the checks quickly enough and was forced to stop the services “until there is a working solution in place.”The Swedish ruling center-left coalition confirmed in early December that regular ID checks on every transport route leading to the country will be introduced early in 2016, as the Nordic state struggles to cope with an unending inflow of refugees seeking shelter in the country. Sweden’s toughening of border controls could result in more refugees claiming asylum in Denmark instead of Sweden, Danish Jyllands-Posten reported, citing several experts.Anti-immigrant sentiment has been growing stronger in Sweden, plagued by the ongoing refugee crisis, dubbed the worst since World War 2. Dozens of facilities reserved to house asylum seekers have been attacked by suspected arsonists, with the latest incident reported last month."The country is polarizing. On the one hand you have all those people who don't want immigrants and refugees, but on the other hand we have a strong part of the population that are helping immigrants and asylum seekers," Adrian Groglopo, a social science professor at the University of Gothenburg, told RT."These terrorist attacks [carried out] by the far-right groups are of course shaking the basis of Swedish society," he added, referring to the arson attacks on refugee centers.Some of Sweden's neighbors have taken steps to become a less lucrative destination for refugees. ice. The icebreaker was designed to escort and tow large vessels and transport cargo. Key particulars: length - 119.8 m; breadth - 27.5 m; draft - 8.5 m; speed in open water - 17 knots. MURMANSK is the third in a series of three icebreakers. The ship was designed by naval architecture and marine engineering firm Baltsudoproekt (a branch of Krylov State Research Center) and built at Vyborg Shipyard (part of the USC) with her blocks fabricated at Finland based Arctech Helsinki Shipyard (100% owned by the USC). The 21900 M series lead ship the VLADIVOSTOK icebreaker was delivered on-time, on-budget in October 2015 to the Federal Agency of Sea and River Transport, its sister ship NOVOROSSIYK was laid down in late October. Pemex extends Fugro offshore geophysical and geotechnical campaign

The contract extension is valued at approximately USD 20 million and the workscope includes geophysical and geotechnical field operations, laboratory testing and geoconsulting activities. MSC Cruises the latest to announce new private island destination

MSC Cruises is investing $200 million to create Ocean Cay MSC Marine Reserve on a 95-acre island in the Bahamas. Ground breaking is scheduled for March, and the reserve is expected to open for guests at the end of 2017.A rendering of the 4,140-passenger MSC SEASIDE, which will begin sailing out of PortMiami in December 2017. The island will offer 11,400 feet of beach front spread across six distinct beaches, including a family beach with a kids’ restaurant and play areas. Cruisers can also enjoy an inland lagoon area, walking and running paths, a zip line, bike rentals,

restaurants and bars, a pavilion for weddings and other celebrations, shops and a 2,000-seat amphitheater.Passengers who book staterooms in the MSC Yacht Club will have access to an exclusive spa and wellness sanctuary with private bungalows and massage huts on the island.The landscaping plan includes more than 80 indigenous Caribbean trees, grasses, flowers and shrubs, along with a reproduction of a Bahamian village.The sides of the Soufriere Hills volcano have turned green since the last explosion. The houses at the base are empty and filled with volcanic ash. There will be a pier — no need to tender — and guests can step off the ship and right into this tropical paradise. While ships are docked at the island, all on-board services (including the casino!) will stay open. Guests aboard MSC SEASIDE, which launches in December 2017 and will homeport in Miami, will be the first to visit the island. Indonesian ferry sinking death toll climbs above 60 as rescue operation winds down

The death toll from a ferry disaster in central Indonesia has risen to 63, an official says, with a handful of people still missing as the search and rescue operation winds down. Search and rescue agency chief Bambang Soelistyo said as of Friday morning 103 passengers aboard the ill-fated boat had been recovered, with just 40 found alive."If the information is correct, we are still searching for 15 other missing people," said Mr Soelistyo, adding that all the bodies found so far were within the search area. The ferry operator said the boat was carrying 116 people when it ran into trouble, but Mr Soelistyo said there were two canteen staff who were not mentioned on the manifest. Ten vessels, including navy warships, and two aircraft are scouring the seas for any sign of the missing, while families wait

anxiously for news in Siwa, the port town where the stricken vessel was heading. Mr Soelistyo said according to the initial plan the search should end on Saturday but could be extended depending on a final evaluation of the operation.The ferry sank on rough seas last Saturday with survivors describing massive waves smashing into the vessel before the engine died and the order was made to abandon ship.The Indonesian archipelago of more than 17,000 islands is heavily dependent on ferry services but fatal accidents are common. Pemex to announce job cuts with oil output at 25-year low

Petroleos Mexicanos (Pemex) plans to cut jobs next year after posting a record loss and seeing oil production fall to a 25-year low. The state-owned oil producer is set to announce the staff reduction as part of the plan to restructure the company and to synchronise itself to industry standards, interim Chief Financial Officer Rodolfo Campos said in a phone interview on Wednesday.Mexico is opening its energy industry to foreign companies for the first time in decades to help stem a persistent decline in production at a time when falling prices are already reducing income. Oil output at Pemex in 2015 will drop to the lowest since at least 1990 as a series of accidents and budget cuts curbed supply. The company is nearing $100 billion in debt and recently posted a record loss of about $10.2 billion in the third quarter.

"This is an addition to other tools to slowly align the company to industry metrics," Campos said. The company had more than 153,000 employees at the end of 2014, according to an annual report. "There will be plenty of people interested in partnering with Pemex," Wilbur Matthews, chief executive officer of San Antonio-based Vaquero Global Investment, which oversees more than $100 million in assets including Pemex bonds, said by phone. Royal Caribbean and Virgin Islands Sign 10-Year Agreement

Royal Caribbean and the Virgin Islands Port Authority have signed a 10-year contract, keeping the cruise line coming to the Virgin Islands through 2026. The agreement gives Royal Caribbean guaranteed berthing rights at the Austin "Babe" Monsanto Marine Facility in Crown Bay, St. Thomas. Van beide schepen is aangekondigd dat ze van de markt verdwijnen. De DB 101 is ondertussen aangekomen op de sloop werf Mabiya Ship

Breakers in Bangladesh. De CASTORO 7 is onderweg naar een sloop werf. Beide schepen hebben een lange historie achter de rug en hebben hun basis in Nederland: voor beide schepen werd het ontwerp door Gusto in Schiedam gemaakt. De levensduur van beide schepen geeft aan hoe “goed” beide wel niet zijn ontworpen en gebouwd. De CASTORO 7 werd in 1975 onder bouwnummer CO 928 als VIKING PIPER op de Gusto werf in Schiedam gebouwd.

Het ontwerp met twee drijvers, zes kolommen en daar boven op het hoofddek heeft als voorbeeld gediend voor vele half-afzinkbare schepen (semi-submersibles).Vooral het ontwerp van de verstijvingen (bracings) was uniek. De VIKING PIPER is in 1981 overgenomen door Mc Dermott als Lay Barge 200 (LB 200), in 2006 overgenomen als Acergy Piper en in 2009 overgenomen door Saipem als Castoro 7.

De DB 101 werd in 1978 als NARWHAL voor de NOC op de IHI werf in Tokyo Japan gebouwd (de Gusto werf in Schiedam was reeds gesloten). In 1985 overgenomen door Mc Dermott en omgedoopt tot DB 101, van 1988 tot 1997 onder beheer van Heeremac (het samenwerkings verband van Mc Dermott en Heerema), daarna weer terug naar Mc Dermott. Het eigenzinnige ontwerp met de enkele gesloten drijver (waardoor er geen verstijvingen nodig waren) en van origine de kraan midden op het dek hebben voor heel wat operationele hoofdbrekens gezorgd. De kraan is later achterop geplaatst. NARWHAL (voor die tijd ongelofelijk groot!) in de haven van toemailige scheepswerf Wilton Fijenoord in Schiedam, 1979.

Ik moet denken aan de vele mensen die op- of voor beide schepen gewerkt hebben: de ontwerpers, de bouwers, de bemanning, werknemers van de rederij, werknemers van

onderhouds bedrijven, werknemers van de oliemaatschappijen als klant. Over de hele levensduur moet er een enorm aantal mensen op allerlei manieren bij de schepen betrokken zijn geweest, elk met hun eigen herinneringen. De schepen zullen ongetwijfeld met afwisseling “vervloekt” en geprezen zijn, meestal zal er echter een gevoel van trots

overgebleven zijn.Tijd voor weemoed is er niet. Na een hele serie “saaie” mono-hull offshore constructie schepen breken er nieuwe tijden aan met de PIONEERING SPIRIT van ALLSEAS en de SLEIPNIR van HEEREMA. En een aantal “ouwe dames” gaan gewoon nog even door zoals de HERMOD (zie de foto van de dag vandaag!) en de BALDER

(1978) die nu onderweg is naar Rotterdam om klaar gemaakt te worden voor nog minstens 10 jaar als Deepwater Construction Vessel (zie de Photo of the Day in Shippingnewsclippings 358, 23-12-2015).

Cyprus Can Boost Shipping’s Role in Economy, Wilbur Ross Says

Cyprus’s target to increase the contribution that shipping makes to its economy by around two percentage points over the next three years is achievable, U.S. billionaire investor Wilbur Ross said.

The country needs to increase the share of the global fleet managed by companies on the island to 4.8 percent from 4 percent in order to push shipping’s contribution to gross domestic product to around 9 percent from 7 percent, “not such a heavy lift,” said Ross, who owns shipping interests and serves as vice chairman of lender Bank of Cyprus. Cyprus has structural and geographical advantages, “they just need to do more promotion,” he said by e-mail.

Are fixed annual rates still the right contract model?

With spot rates chronically below annual contract rates, shippers are increasingly questioning whether they should continue to sign contracts with fixed annual rates. To fix or not to fix?

The annual carrier contract with rates fixed for the next 12 months has been for many years the main way in which large shippers have bought ocean transport services. But this contract type is looking less and less solid. Several objectives triggered this review: spot rates have been much lower than contract rates for some time (see chart) and following the shipping spot market price rather than

trying to fix at the current level would have reduced costs. Furthermore, low spot rates have resulted in shippers having to or deciding to re-open and re-negotiate current contracts to avoid paying much more than “the going rate” and or paying more than some of their competitors. So what is the point of a fixed annual rate? Drewry operates a benchmarking club, which enables companies to benchmark their rates against their peers, giving them visibility into BCO rates by lane. Benchmarking ClubSome carriers to whom Drewry has spoken see annual contracts as a better way of doing business with shippers because they provide regular, guaranteed capacity in return for volume commitments and the annual contracts include certain additional services which spot rate agreements do not offer. Now that the U.S. has ended crude export restrictions after 40 years, tankers bringing crude oil to Houston and other Gulf Coast ports will also be able to take crude from them, spawning an active market for crude sellers and ship ownersMost vessels that discharge in the U.S. Gulf had challenges finding regular back-haul cargoes because of the restrictions that were eased last week, Stefanos Kazantzis, senior shipping adviser at McQuilling Services, said in an instant message. Cargo ship and passenger ferry collided in Singapore Strait

The general cargo ship HENG STAR collided with passenger ferry SINDO EMPRESS in Singapore Strait off Sekupang,

Indonesia. The both ships were proceeded in crossing routes, as ferry was en route from Singapore to Sekupang, while the general cargo ship HENG STAR was en route from Singapore to Surabaya, Indonesia. The collision happened due to mistake of the duty officers and violation of ColReg. The ferry SINDO EMPRESS suffered dents and scratches, but remained afloat, while general cargo ship HENG STAR remained almost unharmed. During the accident on board of the ferry there were 74 passengers and all were evacuated and transported to the mainland. Two of the passengers from ferry SINDO EMPRESS were slightly injured, but after medical examination were released to return home.The local authorities started investigation of the accident. It is unclear what were circumstances, which lead to the collision and shipping accident. The ferry SINDO EMPRESS suffered damages and remained anchored in Singapore Strait until further repairs and survey. The general cargo ship Heng Star was inspected and released to resume voyage. Fortunately during the collision both ships remained afloat, without serious injuries from the people on board and without causing water pollution. The general cargo ship Heng Star (IMO: 8104008) has overall length of 76.20 m, moulded beam of 12.00 m and maximum draft of 3.50 m. The deadweight of the vessel is 2,599 DWT and the gross tonnage is 1,491 GRT. The ship is managed and operated by Karya Dumai Harapan. The ferry Sindo Empress (IMO: 9070876) has overall length of 32.00 m, moulded beam of 7.00 m and maximum draft of 2.00 m. The deadweight of the ship is 100 DWt and the gross tonnage is 190 GRT. Armament support ship, Project 20180TV "AKADEMIK KOVALEV " built at Zvezdochka Ship Repair Centre (part of the United Shipbuilding Corporation), on Thursday, Dec. 25, 2015 sailed out from the yard's dock and is now bound for her permanent deployment base, the shipbuilding company said in its blog. State contract for the construction of ammunition ship "Akademik Kovalev" was signed by the Ministry of Defense of the Russian Federation and JSC Shipbuilding Centre Zvezdochka Shipyard in September 2011. The ship keel was laid on December 20 the same year in

shipyard's main shipbuilding hall.The "AKADEMIK KOVALEV " was designed by the St. Petersburg based CMDB "Almaz" (Chief Designer Vitaly Shimalovich). In July 2014 the ship was rolled out of the slip dock and launched for further outfitting. Between March and September 2015 the team of shipbuilding company, contractors and the crew completed dock-side trials.On October 11, 2015 the Akademik Kovalev for the first time put out to sea. Eight aframaxes for Tsuneishi Helping prop up its own yard Japan’s Kambara Kisen has come in for an order of four aframax tankers at Tsuneishi Zosen. Total US imports from January-November stand at 18.6 million TEU

TOTAL US imports in the first 11 months of the year stand at 18.6 million TEU, up from 17.7 million TEU handled over the same period in 2014, according to data compiled by Zepol. Looking back to significant periods over the past year, the busiest month for total US import volumes was August at 1.862 million TEU, compared to 1.779 million TEU in October, 2014, which was last year's peak month.The Port of Los Angeles' containerised imports in the first 11 months of the year reached 3.7 million TEU compared to the port of Long Beach's 3.2 million imported TEU, London's Port Technology reported.The third quarter was Long Beach's busiest ever with a total of two million TEU handled, a year-on-year increase of 14.8 per cent, according to port authorities. The Port of New York's busiest month for imports this year was July, with 292,000 TEU handled, while the port of Los Angeles' strongest month for imports was March with 396,000 TEU and its slowest month was January at 254,000 TEU due to the US west coast port strikes dragging on until the end of February. Total begins the drilling of Antelope-6 in Papua New Guinea

InterOil Corporation has been advised by Total E&P PNG Limited, operator of Petroleum Retention License 15 in the Gulf Province of Papua New Guinea, that it has begun drilling the Antelope-6 appraisal well.The well is designed to provide structural control and reservoir definition on the field's eastern flank. It has a proposed total depth of around 2,464 meters (8,084 feet) true vertical depth sub-sea and is located about 2km east-south-east of Antelope-3. InterOil holds a 36.5375% interest in the well. Total E&P PNG Limited has a 40.1275% interest, Oil Search has 22.8350%, and the remaining 0.5000% is held by minority parties. InterOil Corporation is an independent oil and gas business with a sole focus on Papua New Guinea. InterOil's assets include one of Asia's largest undeveloped gas fields, Elk-Antelope, in the Gulf Province, and exploration licenses covering about 16,000sqkm.
