The circumstances under which Mr.Monroe, in December, 1823,issued his fa-mous declaration were entirely differentfrom the state of things existing now.The Spanishcoloniesof Mexicoand SouthAmerica had, ten years before, thrownoil the yoke of the mothercountry, andhid been, during tho interval, fightingfor their independence so successfullythat, as Mr. Monroe, in the very declara-tion in question, maintained, there nolonger existed even a remote possibilityto that mothercountry of reducing themto obedience. Such were tlie circumstances underwhich Mr. Monroe put forth this famousdeclaration. It was made at a particularcrisis, and designed for a special applica-tion. It was never meant to have thatlargeand general applicationtothis wholecontinentwhich the Yankeeland stealersand the Manifest-Destiny men afterwards?gave it. The Yankees, of course, havethe greatest possible interest in giving itthis interpretation, and in maintaining itto the uttermost. But we again assertthat our interest is directly thecontrary.Mr. Monroe wished to guard the newgovernments of South America agaiostdespotism. The Yankees themselveshave established the most infernal of alldespotisms. When Mr. Monroe madehis declaration,we werean unitedpeople;now we are divided- It is to ourinterestto h-j-ve a powerful Europeangovernmentin Mexico for a neighbor; becau- , if wedo not, we shall have Yankees for ourneighborson the south as well as on thenorth; and it is impossible that anyneighbor* can be so bad as the Yankees.It is far betterfor us to have them hem-med in oti all sides; and therefore we»ay again we have not aa much interestaa they in maintaining their interpreta-tion Of the Monroe Doctrine*
