An artificial lake built by placing a dam in the Madi river in the gorge joining Ward no. 3 and 5 of the Vyas Municipality. Various activities would be hosted in the lake. River bank for certain section of the Madi river would also be stabilised in a phase-wise manner. The river banks would be enhanced by paved footpaths, public art, lighting and street furniture. Sustainable sourcing of construction materials from the river would also be carried out to manage the river and its banks.
Spiritual/ cultural theme park would offer unique experience and could include musical fountains, meditation centre, botanical garden, among others. The park will feature state-of-the-art entertainment services, including recreational centres, water park zone, mini golf course, and other unique attractions.

Lonely Planet, a leading travel guide, ranked Nepal as the top value destination for 2017 in its annual “Best in Travel List”. Nepal has seen consistent growth in the number of tourist arrivals in the last three years, with impressive growth rates of about 40%, 25% and 25% in 2016, 2017 and 2018, respectively. In 2018, the country welcomed over 1.1 million tourists. The number of incoming tourists excludes many Indian tourists who travel to Nepal by land. Among the recorded tourists, 70% travel to Nepal for holiday/pleasure. In addition, internal tourism has grown rapidly. In particular, internal tourists originating from major cities like Kathmandu constantly demand new and interesting travel and holiday experiences, thanks in part to the growing disposable income.
Pokhara is a key attraction for tourists visiting Nepal, most importantly because of pristine natural capital and its location as the gateway to the Annapurna region. With the completion of regional international airport by 2021, the place

is going to benefit from international connectivity. There are very few recreational centres near Pokhara to entertain the interest of tourists visiting Nepal for pleasure. Places close to Kathmandu, such as Dhulikhel, Nagarkot, and Kurintar offer a get-away for both foreign and domestic tourists. Such places close to Pokhara have not been adequate. Moreover, there are only a handful of places that could offer one-stop travel experience.

2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.
3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.
4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).

Production and post-production services includes indoor studio, facilities to lease shooting equipment, state of the art communication and data centre, office space for clients, among others.

Currently, nearly 100 mainstream films are made in Nepal, annually. The figure was about 60-70 as of FY 2015/16. Moreover, globally, with the proliferation of companies like Netflix and an increasing demand for new movies/series, there is increasing demand for film studios and spaces globally.
Nepal only has one built movie studio which is not in the best of conditions. Lack of required space and sophisticated studio has meant that domestic film-makers are still dependent on other countries and cities like Mumbai and Chennai for production and post-production. Current movie-makers use naturally occurring scenic destinations but as they do not have purpose-built facilities, they face difficulties. Moreover, in the lack of supply of such a facility, Nepal is missing out on branding its naturally given resources and assets.

According to recent statistics, the number of tourists visiting Nepal for trekking and mountaineering reached 75,217. The exotic Himalayan range of Nepal attracts thousands of tourists every year with admiration for the picturesque beauty of Nepal and for the zeal of adventure tourism. Creating an infrastructure for mountain climbing training and other related activities could cater to both diverted as well as generated customers.
Currently, there are limited options for adventure tourists to prepare for attempting to experience and explore the challenging terrain of Nepal in Nepal itself. There is room for more investment in infrastructure such as Mountain Academy to gain a greater share of the industry.
Nepal is blessed with majestic Himalayas that attracts thousands of mountaineers every year. These mountaineers are trained throughout the world and such activity represents a huge market globally. Rolwaling Valley has historical significance as it was the part of the traditional route form Tibet to the Indian subcontinent. It also has many small peaks which naturally work as places for climbing and training. Globally, the luxury tourism market is expected to grow consistently. In Nepal, according to recent statistics, the number of tourists visiting for holiday and pleasure has reached 6,58,153. The exotic Himalayan range of Nepal, scenic beauty of the gorgeous terrain and the cultural diversity attracts thousands of tourists every year with admiration for picturesque beauty of Nepal. 535 tourists visited Shey Phoksundo National Park in 2016/17. Lack of accessibility and infrastructure has hindered the flow of tourists in the region. The federal and provincial Government’s current emphasis on accessibility is likely to drastically increase the tourist flow in the region. In this context, creating an avenue where both the elements of scenic beauty and luxury tourism could draw high-end tourists to Nepal.
Currently, there are no proper accommodation facility within the area. Trekkers and tourists are bound to resort to homestay or local accommodation. A project of this nature would help to attract high-end tourists in the area and would have a catalytic effect on the overall inflow of tourists/visitors through the development of ecological park and trekking trail.
Nepal is blessed with majestic Himalayas which are yet unexplored and underutilized. Developing a luxury resort in Shey Phoksundo would help to attract tourists with an interest to explore the rustic charm of the area, the peaceful and tranquil environment, serene climate and the grandiose hospitality of the highest luxury resort of Nepal. The Office of the Investment Board (OIBN) is commissioning a study to evaluate the feasibility of setting up a Luxury Resort in Shey Phoksundo. It is currently evaluating the Request for Proposals (RFPs) received from short-listed companies which had submitted Expression
of Interests (EOI) letters to conduct feasibility studies for the development and operation of the Luxury Resort Project. The companies include: ERMC Pvt. Ltd., Ernst & Young LLP, KPMG Advisory Services Pvt. Ltd. and Full Bright Consultancy Pvt. Ltd.
APPLICATION PROCEDURE
PRE-QUALIFYING CRITERIA FOR THIS PROJECT
1) At least five years’ experience of developing and managing projects related to tourism infrastructure in Public Private Partnership (PPP) models.
2) Net worth equivalent to at least USD 30 million at the time of making the application/proposal.
1. The developer/ investor who meet the above pre-qualifying criteria can make the application for this project.
2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.
3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.
4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).
5. The fee must be paid to OIBN (to the OIBN office or a dedicated desk at the Nepal Investment Summit), or by electronic transfer to the following bank account of OIBN:

The ski club would offer various ski tow related services to provide recreational services to the visitors: chairlift (4), magic carpet (2), outdoor winter and summer terrace, slopes for all level of skiers, daily/weekly locket rental, mountain biking rental services, hiking trail, restaurant, and shuttle service.
As the snowfall in the Manang area is seasonal, a snow-making system would be installed to attract tourists year-round.
Annapurna circuit is one of the most popular treks which comprises of some of the world’s highest peaks of above 8,000m elevation and the Kali Gandaki valley attracting tourists from all over the world and capturing 60% of the total trekkers in Nepal. Upper Manang is a part of the Annapurna circuit. The trekking trail at the Upper Manang region offer various services such as tea house, local restaurants, local lodges and basic amenities. These services could be upgraded.

According to recent statistics, the number of tourists visiting Nepal for trekking and mountaineering reached 75,217. The exotic Himalayan range of Nepal attracts thousands of tourists every year with admiration for the picturesque beauty of Nepal and for the zeal of adventure tourism. However, at present, only limited number of tourist products and services are available. Creating an avenue where both the elements of scenic beauty and adventure tourism such as skiing, trekking and hiking are present could draw tourists to Nepal.
Currently, there are limited options for adventure tourists to experience and explore the challenging terrain of Nepal at the comfort of a luxury resort. There are limited hotel choices around the area with minimal amenities available. To retain tourists for a longer stay and to explore the option of adventure tourism through ski resort which will be first in Nepal would contribute towards the development of tourism in Nepal.
Nepal is blessed with majestic Himalayas which are yet unexplored and underutilized. Developing a luxury ski resort in Manang would help to attract tourists with an interest to explore the challenging terrain of Nepal along with a comfortable and luxurious stay at the scenic haven. Cable car from Jhingrana post to the office of Khaptad National Park, the total length of which will be around 7 km. One of the options for cable car technology is the “Monocable Detachable Circulating Gondola” type carrier. This system consists of a single rope to support and control the motion of the gondolas.

A total of two hotels of star standard will also be developed. The hotel would offer both high-end luxury as well as standard travel experiences. These hotels would offer a fully integrated and comprehensive experience with opportunity to explore the National Park. The tariff of these hotels will be fixed and will be changed only in consent with the provincial and local government.
Infrastructure for various activities such as golf, yoga, meditation, horse-riding, climbing, herbal treatment, cycling, heli service, sky-diving, among others will be developed. In addition to this, organic food locally produced will be served to the visitors.
One of the components of the project will be a village which reflects the spiritual heritage of the Khaptad area. In addition, a museum could be developed to showcase the life, times, and work of Khaptad Baba as well as history and folklore.
The road up to Jhingrana will be upgraded by the Government. Smart energy through the provision of energy with photovoltaic solar panel systems (solar irradiation of Khaptad area is around 4.21 kWh/m2/day) and hot water consumption be supplied through solar thermal systems.
Existing facilities and services of the National Park will be upgraded and renovated, and the conservation activities will also take place alongside.

The size of the global luxury tourism market has been increasing and is poised for further growth, particularly due to the rise of high-income people in countries like India and China. Lonely Planet, a leading travel guide, ranked Nepal as the top value destination for 2017 in its annual “Best in Travel List”. Nepal has seen consistent growth in the number of tourist arrivals in the last three years, with impressive growth rates of about 40%, 25% and 25% in 2016, 2017 and 2018, respectively. In 2018, the country welcomed over 1.1 million tourists. However, despite its potential and pristine locations, Nepal is yet to cater to the demand for high-end tourism.
There are only a handful of places that offer high-end luxury tourism, almost all offered in places like Kathmandu, Pokhara and Chitwan. Despite their demand, many of the tourists are unable to explore unique places like Khaptad due to the lack of tourist infrastructure and connectivity.
