As requested, the subject data were reviewed by CADRE 2.1 for validationpurposes. CADRE 2.1 is a software, program designed to check results againstestablished criteria and validate the results based on established protocols .CADRE used the "USEPA Contract Laboratory Program Statement of Work forInorganics Analysis" (ILM03.0), and the EPA draft document, "Laboratory DataValidation Functional Guidelines for Evaluating Inorganic Analyses," January,1993, for qualification guidelines.

A table listing the CADRE reports included in this memorandum is presentedbelow. Also presented below are comments addressing the items found inCADRE's file importation process and differences noted between CADRE'svalidation report and validation by ESAT Standard Operating Procedures (SOPs)
The comments presented in this report have been reviewed and approved by theEPA Task Monitor for the ESAT Contract, whose signature appears above.

COMMENTS:
1. During the importation of data, CADRE 2.1 checks for missinginformation. The reviewer enters the missing information intoCADRE 2.1, if possible.
2. The Calibration, Interference Check Sample (ICS), and the LaboratoryControl Sample (LCS) Reports, indicate that the calibration standards,the ICS, and the LCS were not analyzed at the required frequency.However, the analysis run logs, Form 14s, indicate that the frequencyrequirements were met.
3. According to the Functional Guidelines, the acceptance criterion of ICPserial dilution percent difference is 10. ESAT uses a limit of 10.5%,while CADRE uses a limit of 10.0%.
4. ESAT qualifies samples only when blank contamination exceeds the CRDL(Contract Required Detection Limit) values. CADRE qualifies sampleswhen blank contamination exceeds the IDL (Instrument Detection Limit)values.
5. ESAT compares field duplicate sample results and includes a comparisonin the ESAT validation report when the results are inconsistent. CADREdoes not compare field duplicate sample results.

or insufficient information were found, the ESAT reviewer madecorrections.
7. Field duplicate pairs are identified by Dl, D2, D3, etc., next to theRegional Sample number on the final spreadsheets. Duplicate pairs inthis report are listed below.

8. Results for QC samples MYQ236D and MYQ236S are not included in theintermediate and final spreadsheets.
9. ESAT checks potential positive or negative interferences for analytesthat are not present (or are low concentration) in the ICP ICS solutionA (ICSA). Deviations from the..true value must be greater than the CRDL.CADRE only checks potential interferences for analytes that are notpresent in the ICSA solution_that. have results less than the negativeIDL.
When the concentration of an analyte in a sample exceeds ten (10) ppm,CADRE comments that the analyte may be a potential interferent (seedefect code DC-312 in the CADRE ICS Report). ESAT does not normallycheck the potential interference effects of analytes other thanaluminum, calcium, iron, and magnesium.
10. For the CRDL Standards Report, ESAT acceptance criteria of 65-135%recovery are used. The Functional Guidelines do not providequalification guidelines for CRDL standards. The CADRE CRDL StandardsReport indicated that CRDL data for iron was missing. However, theFunctional Guidelines does not require iron to be present in the CRDLstandard. The CRDL Standards Report is included to provide additionalinformation to the user.
