Job title: Senior Coordinator

Salary: £32,000 per annum.

Hours: 35 hours per week (flexible – some evening / out of office hours including weekends).

Pension: Group Personal Pension with employer’s contribution

Annual leave: 25 days per annum (1 additional day per annum after 3 years continuous service to a maximum of 5 additional days).

Staff and resources within the Migration – policy and practice initiative

Background and purpose:

Over the past year, the Barrow Cadbury Trust has been working with a range of voluntary sector organisations in Birmingham and the Black Country to develop a co-ordination mechanism to address the following needs in relation to influencing and communications work on migrants, refugees and asylum seekers:

The need for greater co-operation and co-ordination in the sector; The need for assistance with communications, messaging and

influencing; The need for a clear, shared vision as well as better data for the

region in order to influence more effectively.

A proposal to support this work for 3 years was recently finalised and funding from the Barrow Cadbury Trust and Paul Hamlyn Foundation is in place to support it.

Its purpose is to support the effective settlement of migrants and a positive integration agenda in Birmingham and the Black Country by improving co-ordination, communication and collaborative working; bringing together local evidence and experience to influence local, regional and national policy.

Allowances: This post qualifies for casual car user allowance.

Birmingham Settlement tackles social disadvantage by working with individuals, agencies and communities to identify gaps and assets to develop and improve existing and new services.

Key accountabilities/job purpose:

The requirements listed below are broad definitions of the role. Birmingham Settlement reserves the right to amend and/or change these as and when it sees fit in line with changing needs. The post holder is expected, and agrees, as part of their role to be flexible to this end.

1. Corporate Requirements:

a) To positively represent and demonstrate a commitment to the aims, objectives and values of Birmingham Settlement at all times.

b) To work cooperatively with colleagues offering support, advice, and contributing to the development, induction and training of staff and volunteers.

c) To work at all times in accordance with, and to assist the development and implementation of policies and procedures for service delivery and Birmingham Settlement as a whole including:

d) To be approachable and willing to go the extra mile to ensure the best possible outcome for service users; ensuring Birmingham Settlement is the provider of choice; recognising the value of, and delivering excellent customer care.

e) To ensure all service users have the opportunity to feedback, shape, and develop services; to identify their own aspirations and goals, and to direct their own outcomes.

f) To develop and contribute to integrated working through communication and coordination of service delivery across Birmingham Settlement and its partners.

g) To contribute to the sustainability of Birmingham Settlement via fundraising and income generation activities.

h) To be self-administering, and to accurately record and work towards the achievement of agreed organisational, departmental and individual KPIs and targets.

i) To undertake training to meet new and developing needs.j) To carry out any other duties commensurate with the post as required by

Birmingham Settlement.

2. Core Duties:

a) Facilitating and co-ordinating the work of the initiative, in conjunction with the chair and steering group.

b) Developing the agenda for the steering group meetings, in consultation with the chair, arranging meetings, following up action and reporting to the steering group members and chair.

c) Developing strategy and action plans with the steering group and wider membership.d) Implementing the agreed strategy.e) Identifying and pursuing opportunities to further the aims of the initiative.f) Managing the budget for the work (at present this is principally a modest amount for

organising events and activities).

g) With support from the wider membership, ensuring that the initiative is open to the involvement of groups working with as broad a spectrum of migrants, asylum seekers and refugees as possible.

h) Consideration as to how, and action to ensure the perspectives and voices of those with direct experience of the issues concerned are incorporated into the workings of the initiative.

i) To recruit, develop and manage any staff that are employed for this initiative including volunteers and consultants as required.

j) Developing a method for monitoring and evaluating the effectiveness of the work.k) Reporting to the funder/s as required.l) Reporting to the host organisation’s senior management and/or Board as

appropriate.

3. Value for Money

A key driver for Birmingham Settlement’s sustainability must be the consideration of all aspects of value for money. All employees must contribute to this concept through:

Effective role fulfilment. Effective joint working and integration. Continual evaluation of personal performance, service user feedback, benchmarking, KPIs Promotion of energy saving and cost reduction e.g. recycling, reusing, reducing; responsibility

and commitment to energy saving utilities, lighting, PCs, reduced printing. Promoting, encouraging and supporting volunteers. Maximising accessibility for volunteers across all service areas.

Person Specification:

CriteriaEssential:a) A demonstrable commitment to social justice, with some familiarity of how the voluntary

sector operates. Experience of working directly on migrant and refugee issues is not a requirement but some understanding and appreciation of these issues is essential.

b) Experience of campaigning, advocacy or influencing work (this does not have to be in a voluntary sector context but could also include, for example, work in the statutory sector).

c) Demonstrable understanding of opportunities for influencing social change at local, regional and national level (although please note that the focus of this work is not national policy).

d) Must be able to work independently and take initiative.e) The ability to help build an evidence base with a view to influencing policy and practice by

evaluating and synthesizing information, including through drawing on case studies. f) A clear thinker with the ability to develop, expand and proactively communicate and deliver a

strategy, being agile and opportunistic as necessary. g) An effective networker and relationship builder with the ability to develop a wider

constituency of support and shared understanding and concerted action across divides and boundaries.

h) Must be an excellent facilitator, able to both support the network and catalyse action. i) Confident and persuasive communicator and presenter in writing and orally, including the

ability to communicate to non-specialists and work with senior-level decision makers.j) Effective organisational project, resource and performance management.k) Experience of working effectively with a chair and board or similar e.g. management

committee or steering group. Desirable:a) Lived experience of migration.
