8.2. Playground Mainteance and Capital Replacement Costs

Councillor Payne inquires about combining the types of inspections. Administration explains theirintent on developing a policy which will regularize the program. Currently the inspections havebeen behind, adding the additional personnel will assist moving forward with the inspections.

Councillor Holt inquires if this system was in place previously. Administration indicates movingforward they hope to avoid the backlog that exists regarding replacement of equipment and theplaygrounds will be included in the asset management system.

Councillor Francis asks for clarification regarding the role of the added resources that arerequested. Administration provides the detail.

Decision Number: ETPS 547THAT Administration BE AUTHOURIZED in principle, subject to funding approvals in the relevantannual budgets, to proceed with a monthly playground inspection program for all playspaces,equipment and protective surfacing, an annual audit for all playspaces, equipment and protectivesurfacing as well as a third party audit of all play spaces every five years; and further,

THAT funding for the additional resources required for the enhanced inspections and repairprogram recommended to commence in 2018 in this report be REFERRED to and considered forAPPROVAL during the 2018 operating budget deliberations; and,

THAT Council APPROVE the Playground Policy as outlined under Appendix D; and,

THAT ongoing capital funding for all future playground replacements on a 20 year life cycle asindicated in this report be REFERRED to the 2018 Asset Management Plan and 2019 capitalbudget.Carried.Councillor Borreili was absent from the meeting when the vote was taken on this matter.

8.3. City of Windsor - Dieppe Park Riverfront Walkway Lighting, Benches andtrash recepticals. -Ward 3

Decision Number: ETPS 548THAT City Council APPROVE a pre-commitment of funds from project #PFO-001-14 CentralRiverfront Park Improvements in the amount of $685,114 approved in principle under the five yearcapital plan in years 2020 & 2021 for lighting, benches and garbage receptacles in Dieppe Parkalong the Riverfront walkway; and further;

THAT the Corporate Leader of Parks, Recreation Culture and Facilities or designate, BEAUTHORIZED to issue an RFP to select new lighting, benches and trash rsceptacles as well as atender for the construction works required to install lighting benches and trash receptacles inDieppe Park; and further;

THAT subject to the tenders and request for proposal(s) falling within the approved capital budget,that the Chief Administrative Officer and City Clerk BE AUTHORIZED to sign agreements asrequired with the successful bidder(s), satisfactory in legal form to the City Solicitor, in technicalcontent with the Corporate Leader of Parks Recreation and Culture and Facilities, and in financialcontent to City Treasurer.Carried.Councillor Borrelli was absent from the meeting when the vote was taken on this matter.

8.4. Commemorative Bench and Tree Policy- All Wards

Councillor Francis inquires whether the program outlined would be full cost recovery.Administration indicates that it will be.

Councillor Payne inquires as to the terms. Administration indicates the term is 10 years for a woodbench and 20 years for a metal bench and they would have an option to renew if they choose to.

THAT City Council DIRECT Administration to develop procedures which allow for the effectiveimplementation of the Commemorative Bench and Tree Policy; and,

THAT City Council APPROVE the Amended User Fees for the remainder of 2017 and 2018 asfollows:

A) Commemorative Wood Bench $1,800.00B) Commemorative Metal Bench $3,300.00C) Commemorative Tree Without Plaque $500.00D) Commemorative Tree With Plaque $1,080.00

8.5. Proposed Relocation/Construction of Lanspeary Park GreenhouseComplex-City Wide

Councillor Payne inquires whether it is necessary to enlist the services of the consultant todetermine the repair cost of the old greenhouse. Administration indicates it is up to Council if theywant to repair or replace.

Councillor Francis believes the repair cost is necessary to move forward. He requests clarificationregarding where the p la nts/f lowers are located that are produced in that greenhouse.Administration provided information on the hanging basket program which is separate from thisprogram and that the plants/flowers are not Just in parks but in various districts across the City.They note that it is more cost effective to produce the material in house and currently they have nospace to do so.

Decision Number: ETPS 550THAT Administration BE AUTHORIZED to hire a Consultant to provide an estimate to replace theexisting Greenhouse Complex currently located at Lanspeary Park to a new location at JacksonPark; and,

THAT subject to City Council approval of the recommended 2018 6 year capital budget, that the

8.6. Monmouth Road Proposed Parking Changes -WARD 4

Fred Baehr, resident Ward 4

Fred Baehr, Resident Ward 4, appears before the Environment, Transportation & Public SafetyStanding Committee Meeting regarding the administrative report Monmouth Road ProposedParking Changes and indicates that he is opposed to the City's proposal to take away parking onMonmouth. He provides a brief description of the neighbourhood and cites safety concerns withparking in the alley. He concludes by suggesting that property values will be adversely affectedshould parking be removed from the street permanently.

Aaron IVIaisonville, resident Ward 4

Aaron Maisonville, resident Ward 4, appears before the Environment, Transportation & PublicSafety Standing Committee Meeting regarding the administrative report Monmouth Road ProposedParking Changes and indicates that a reconfiguration of the street would be positive for the area asthere is a potential for accidents as people are not paying attention while crossing the street, andare not using intersections, and concludes by suggesting that enforcement may need to beincreased in the area.

Louise Renaud, resident Ward 4

Louise Renaud, resident Ward 4, appears before the Environment, Transportation & Public SafetyStanding Committee Meeting regarding the administrative report Monmouth Road ProposedParking Changes and indicates that she has lived in the area for 58 years and she shouldn't haveto park in the alley; and concludes by suggesting that property values will be negatively affected ifparking is removed from the road.

Councillor Holt requests a clarification of the Windsor Police Services comments. DwayneDawson, Executive Director Operations appears before the Environment, Transportation & PublicSafety Standing Committee Meeting regarding the administrative report Monmouth Road Proposed

Parking Changes and provides the information. Mr. Dawson states that the options in thealternatives section of the administrative report may suit everyone in the area.

Councillor Francis requests clarification regarding waiving the policy if anything other than therecommendation is passed. Mr. Dawson explains the policy and that school bus loading zones areto be kept clear at all times so that there is no confusion as to when people can or can't park.

Councillor Payne requests clarification on Windsor Police being consulted. Mr. Dawson explainsthat it deals with community safety.

Councillor Payne inquires as to what motivated the need for the parking change in the area. Mr.Dawson indicates that they received a number of concerns from the bus company and the schoolregarding the area.

Decision Number: ETPS 551THAT City Council APPROVE the following adjustments to the proposed on-street parkingregulations on the east side of Monmouth Drive to provide additional on-street parking outside ofschool hours:

1. Provides a school bus loading zone that is effective 8:00am to 4:00pm school days only.2. Instead of a no parking zone effective school days only, provide a no parking zone effective

school days 8:00am to 4:00pm; and,

THAT the School Neighbourhood Policy BE WAIVED to allow these changes to be implemented;and,

THAT Parking Bylaw 9023 BE AMENDED to reflect the proposed changes; and,

THAT the City Solicitor BE DIRECTED to prepare the necessary documents to amend the bylaw;and,

THAT Administration BE REQUESTED to provide additional information regarding Windsor PoliceServices and Enforcement implications as well as the definition of schoo! hours at the time thisreport goes forward to City Council for consideration.Carried.

9. TRANSIT BOARD ITEMS

9.1. Transit Windsor 2018 OPERATING BUDGET - Citywide

Councillor Francis requests clarification regarding budget implications. Pat Delmore, ExecutiveDirector Transit Windsor appears before the Environment, Transportation & Public Safety StandingCommittee regarding the administrative report Transit Windsor 2018 Operating Budget andprovides details regarding the type of work the facility maintenance mechanic does, also statingthat the newly created position will ensure cleaning and other maintenance are completed onweekends and afterhours. Mr. Delmore also explains the revenues as being higher thananticipated which may offset any requested increases to the budget. Mr. Delmore will provide theridership information during the budget deliberations.

Decision Number: ETPS 552THAT the Transit Windsor Board of Directors APPROVE Transit Windsor's 2018 Operating Budgetreflective of a Property Tax Levy Contribution of $13,194,668 which is $86,078 (or 0.66%) greaterthan the 2017 Property Tax Levy contribution.

THAT once approved, Transit Windsor's 2018 Operating Budget be REFERRED to City Council forconsideration as part of the City's 2018 Operating Budget deliberations.Carried.

Raymond Hoang, resident of Ward 7 appears before the Environment, Transportation and PublicSafety Standing Committee regarding the administrative report Transit Windsor, Transway 1CService Enhancements and inquires as to when the enhancements will begin.

Councillor Francis inquires as to why revenues wouldn't cover the cost of additional personnel. PatDelmore, Executive Director Transit Windsor indicates that they are not anticipating a variance forthe upcoming budget and that the revenues may cover the increases.

Councillor Payne inquires as to an update regarding a potential pass for College students. Mr.Delmore indicates that an update is not available although once administration determinesrevenues and addresses the heavy traffic in the area then the pass program development will bediscussed. Mr. Delmore explains the analysis regarding transit routes and ridership which occursevery February to set out priorities, and changes to schedules or routes for the coming year.
