Some of these children can apply for legal immigration status because they are Special Immigrant Juveniles (“SIJs”). But, before they can apply for this special protection, they or their caretakers must obtain certain findings of fact, which can only be made by a state or county court, often in custody or dependency proceedings. This seminar will instruct attorneys who handle custody/dependency proceedings to represent SIJ-eligible children or caregivers in these contexts. After the seminar, attorneys will be asked to volunteer to accept pro bono referrals in this area of family/child welfare law. The seminar will focus on three areas: 1) Who is eligible for SIJ classification; 2) How to represent SIJ eligible children/caregivers in York County; and 3) Common Court concerns/trouble shooting. Law Day 2016 prompts us to listen to the voices of young people and consider how the law can better serve their needs and interests. It also encourages us to assure that our youth are equipped with the knowledge and skills necessary to effectively make their voices heard within our democracy.
PATRICK J. KELLY, FEATURED SPEAKER, is from Brooklyn, N.Y. and received a BA from St. Francis College in 1965. He entered the U.S. Army and attended Officer Candidate School, receiving a commission as a 2nd Lieut. He was assigned to a Special Forces Unit and received additional training as a Ranger. After separating from the Army in 1969, he entered the FBI as a Special Agent. Mr. Kelly was assigned to the Harrisburg Resident Agency from 1976 until his retirement in 2001. He was selected to attend the U.S. Army Polygraph School in 1981 and worked as a polygraph examiner for the FBI. Additionally, he has worked as a consultant on polygraph matters to the CIA, DEA and numerous other Federal Agencies. He has also been an adjunct instructor at the Department of Defense Polygraph School, specializing in Interviewing and Interrogation courses. Mr. Kelly has lectured at the International School of Investigative Criminology, Rome, Italy and the International School of Criminal Psychology, University La Sprenza, Rome, Italy. During the course of his FBI career Mr. Kelly attended graduate school at the University of Virginia and Shippensburg University, and was the primary international instructor for the FBI in Interviewing and Interrogation, and Statement Analysis. He has conducted training for hundreds of prosecutors and investigators throughout the U.S. and overseas. Mr. Kelly continues to provide instruction at the Harrisburg Area Community College and at the National Fire Academy in Emmittsburg, Md, as well as providing training to several agencies for the Commonwealth of PA. He is currently on the staff of Northeast Counterdrug Training Center-Polygraph School and has helped train hundreds of polygraph examiners for police departments from all across the U.S. He has also been called back to service by the FBI to conduct training of law enforcement personnel in Europe and Africa in the areas of Interview and Interrogation and Statement Analysis.

TOPIC : DEP’S NEW CHESAPEAKE BAY WATER QUALITY ENFORCEMENT STRATEGY: WHAT IT MEANS FOR YORK COUNTY TIME: LUNCH 11:30AM - PROGRAM 12:00PM to 1:00PM LOCATION: YORK COUNTY BAR CENTER This program will provide an overview of past efforts to address and improve the Chesapeake Bay and local water quality and new regulatory efforts that have been announced. The PA Department of Environmental Protection is beginning to implement its “rebooted” Chesapeake Bay enforcement strategy. Among other things, this will mean increased inspections of farms and municipal storm water systems for compliance assurance. The program will review how this new enforcement strategy will be implemented, what it means for municipalities and farmers and what York County is doing to improve local water quality. The PACLE Board approved this program for 1 hour substantive credit. York County Bar Foundation Impact Grants Program
The York County Bar Foundation (YCBF) is seeking proposals from interested organizations for innovative law-related programs/projects which serve the York County community by:
Increasing access to justice for all people, particularly those struggling with poverty and abuse; Improve the administration of justice; Promote public understanding of and respect for the law; Encourage careers and diversity in the legal system; Improve the quality of life for York Countians through support for law-related community
initiatives. YCBF is interested in proposals for early stage programs/projects with the potential for real impact or proposals which seek to improve the effectiveness of existing programs/projects. What is the process to apply for funding? Proposals are due by 12:00 Noon on Friday, May 27 at York County Bar Foundation, 137 East Market Street, York PA 17401 or by e mail to [email protected]. Following review of proposals by the YCBF Grants Committee, those submitting proposals will be notified by July 1 of our decision to invite full grant applications. Full grant applications are due no later than August 31. How much funding is available? YCBF anticipates that up to approximately $40,000 will be available for programs/projects not otherwise receiving YCBF funding. Selected grants will be funded from the total allotment available. Proposals (no more than 2 pages) should include:
A summary of the program / project and how it addresses YCBF’s funding interests
Program / project leadership and partners
Estimated cost and other funders
How the program / project will be sustained after initial funding

Adams, President Judge RE: Admission to the U.S. Supreme Court The Bar Association is organizing a trip to Washington D.C. for the purpose of having members admitted to practice before the United States Supreme Court. The date for the swearing in ceremony is April 25, 2017. We are limited to twelve applicants. This opportunity will be available for the first twelve individuals who contact me. Please do not sign up unless you are absolutely sure that you will be able to attend as I expect that we will have more than twelve individuals interested. I can be reached at (717) 771-9960. The admission form must be completed and returned to me by February 15, 2017. Applications for admission can be downloaded at: http://www.supremecourt.gov/bar/barapplication.pdf. The admission fee is $200 and must accompany the application. Make checks payable to "Supreme Court of the United States." The instructions for completing the application can be found at: http://www.supremecourt.gov/bar/barinstructions.pdf. Please note that you will be required to submit a Certificate of Good Standing from the Pennsylvania Supreme Court which certifies that you have been a member of the Bar for at least three years and are in good standing. Two sponsors must sign the application. Each sponsor must be a member of the Bar of the United States Supreme Court and not be related to the applicant. Neither of the two sponsors who sign the application will need to be present at the ceremony. I anticipate that we will be having breakfast at the Supreme Court dining room. There will be an additional fee for breakfast. Applicants are permitted one guest in the courtroom during the ceremony. There will more than likely be additional space on the bus if you would like to bring more than one person with you. I will need to know this as soon as possible so as to assure that there is enough room on the bus. Children under the age of six are not permitted in the courtroom. We will be departing from the Judicial Center at 5:15 a.m. The cost for the bus is $15 per person ($30 if you are bringing a guest). This must be paid to the bar association within thirty days of signing up. April 25th is an oral argument day. The Court convenes at 10:00 a.m. and begins with the swearing in ceremony. We will have an opportunity to sit and watch argument after the swearing in. However, on some occasions guests of applicants will not be permitted to remain for argument if other individuals have made reservations to watch the argument. Please ensure that your guest is aware of this policy. I will also schedule a tour of the Supreme Court building for later in the morning if possible.
