Differences in service
VoLTE is a fundamental service that is well suited to be integrated in modem since it needs to be highly optimized and IOTed to get the right service degree.
RCS services are an evolving set of services that operators can innovate on top of and should therefore be tightly connected to other applications in phone

RCS evolution
Joyn the first step to an interoperable service
RCS 5.0 is a superset of all services specified in earlier RCS specifications.
Operators are well known for their interoperable key services, RCS needs to be treated in the same way as sms and MMS.
Agreement on what the base features that needs to be supported together with voice, differentiation is made on top of this baseline
