Course Background

The Design and Evalua on of Innova on Policies (DEIP) is an intensive one-week course for policymakers in science, technology and innova on policy in developing countries.

The programme aims to meet the growing demand from developing countries for support in analysing the latest technological developments and designing appropriate responses and policies tailored to their specifi c development contexts.

The target popula on of the course consists of senior and middle level offi cials of Ministries of Science and Technology, Ministries of Industry, Ministries of Economic Aff airs and other technology suppor ng ins tu ons. The course also targets representa ves from the private sector involved in science and technology policy issues.

DEIP focuses on the theory and prac ce of innova on policy design, policy implementa on, on the measurement and monitoring of innova ve performance and on the evalua on of the outcomes of innova on policies.

The course was fi rst off ered in 2004 and has since been held in more than 17 developing countries around the world, including, Thailand, India, Jordan, Argen na, Mauri us, Nigeria, Uruguay and El Salvador. The course now has some 1100 alumni.

Tailored to Developing Countries

Researchers at UNU-MERIT are interna onally recognized for their contribu ons to the understanding of the economic, poli cal, social and philosophical founda ons of the processes of technical change The ins tute also par cipates in research projects for interna onal organiza on, governments, businesses and founda ons around the world.

Beyond working with other UN bodies, the ins tute has a long history of conduc ng applied research for organiza ons such as the European Commission, the Interna onal Development Research Centre, and numerous na onal governments.

Objec ves

(i) Be er apprecia on of the various components of an innova on policy and especially of the dis nc on between fi nancial and non-fi nancial instruments and their impacts;

(ii) Understanding of the importance of policies to increase the supply of technically trained human resources for R&D and other innova on ac vi es;

(iii) Improve the collec on and presenta on of conven onal indicators so as to use them to monitor and evaluate the eff ec veness of specifi c instruments of innova on policies;

(iv) To take explicit cognizance of the existence of new innova on indicators such as community innova on surveys and also understand the limita ons of replica ng such eff orts in developing countries.

(v) Be er understanding of the sustemic nature of innova on and innova on policy;

(vi) Increased awareness that produc ve actors - private enterprises, public enterprises, public fi rms, small and medium-sized enterprises, famrs, inventors, entrepreneurs - form the core of the innova on systems;

(vii) Apprecia on of the need to integrate evalu on in to the very design of innova on policies.

Call for ProposalsWe are currently organizing country-based courses on the basis of incoming requests and proposals. We would accept the proposals for any developing countries who wish to organize a DEIP workshops in their countries.

The host country needs to at least fi nance the local costs of organizing the event (see details below). UNU-MERIT will fi nance the diff eren ated cost of interna onal speakers in accordance to income per capita of the host country. A proposal should include the following items:

1. Formal invita on le er from the ins tu on which will be the counterpart to UNU-MERIT. The le er should clearly state the reason, purpose and relevance of the course to the policy needs of the host country. Here, please also indicate the availability of funding to cover the necessary cost.

2. Descrip on of preferred contents of course, indica ng the interests with regards to innova on (see the list of past lectures for your reference link)

Please note that our selec on process will take the following aspects into considera on in addi on to the minimum condi ons specifi ed above: the quality of the applica on, the exper se and relevance of the host organiza ons, the geographical distribu on of workshops in a same year.

The minimum cost covered by the host ins tu on:- Local hospitality costs (lunches during the course and a dinner for par cipants), rent of venue, local organiza on costs (print out, sta onary etc);- Travel costs, per diem and fees of local or regional speakers/experts- Cost of transport and lodging for par cipants coming from other ci es than the venue of the conference (op onal)Half of simultaneous transla on costs (if applicable)
