Foreword by De Montfort University’s Interim Vice-Chancellor

Welcome to the 2019 De Montfort University (DMU) graduation ceremony at the City University of Hong Kong.

As always, it is a celebration of outstanding individual achievements, and also a moment to honour the long friendship and strong partnership that connect CityU and DMU, built on our common values. We share a commitment to excellence, to a truly global outlook, and to teaching and experiences that give graduates confidence and capability in a changing world.

Those receiving their certificates are quite rightly centre-stage, but it is right and fitting that all of those who have supported the students on their journey – their families, friends and teachers – are also part of the celebration. They too deserve a share of the applause!Every student understands graduation is an important personal landmark. They will now go on to find success in roles across the globe, as others have done. They should understand that every opportunity ahead is a chance for them to develop and grow – and to help others to do the same. Success comes with a responsibility to use one’s knowledge

and expertise for that greater good. On behalf of DMU, I hope and believe that today’s graduates will do precisely that.

Welcome from the Director of CityU SCOPE

CityU SCOPE and DMU have enjoyed a strong partnership since 1995, founded on the provision of quality degrees in business and public administration, which has nurtured more than 4,000 graduates.

We take pride in working with DMU, a university ranked Gold in the Teaching Excellence Framework. The award is a recognition of the consistently outstanding teaching and learning on offer at DMU and the extraordinary impact it has on its students. CityU, in its turn, is ranked 52nd in the world and 4th among the world’s top 50 universities under 50, in the latest Quacquarelli Symonds rankings in 2020. I would like to invite all graduands to share our joy and pride in this fruitful partnership and the excellent progress of the two universities.CityU SCOPE has been serving the community for almost 30 years. We are committed to providing continuing education to the people of Hong Kong through the provision of a wide range of professionally oriented programmes. We have more than 30,000 top-up degree graduates and 900 full degree students. Many of our graduates are now making significant contributions to various sectors and industries.

I am delighted to congratulate all the graduates of the BA (Hons) Business Administration and Management course, and the BA (Hons) Public Administration and Management course, on the successful completion of your studies. Today is a memorable occasion to recognise and celebrate your graduation. It is also the commencement of your new adventure in professional and career development. Your years at CityU SCOPE

The School of Continuing and Professional Education of City University of Hong Kong (CityU SCOPE) has been a pioneer and major provider of quality professional and life-long education in Hong Kong. CityU SCOPE provides lifelong education for professional practice, knowledge enhancement and self-development and to respond to emerging needs in the industry due to social and technological change. Those who are keen to upgrade and improve themselves, regardless of their learning needs, will find that CityU SCOPE’s quality programmes facilitate their progression along the qualifications ladder.

Since 1992, the School has developed partnerships with non-local universities to develop internationally-competitive programmes to nurture all-rounded graduates through well-articulated curriculum which places strong emphasis on professional competence. Up to now, we have nurtured over 31,000 bachelor degree graduates, and many of them are now making significant contributions to various sectors of society.

This year, CityU SCOPE continues to offer a range of postgraduate and undergraduate programmes leading to non-local awards in various disciplines. To date, all eight 3-year non-local degree programmes and sixteen non-local top-up degree programmes offered by SCOPE have been successfully accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). The accredited status of these programmes has guaranteed both the programme quality and the eligibility of our full-time students to apply for government grants and loans and to participate in appropriate government internship and scholarship schemes. Graduates of these programmes are also recognized by the Government of the HKSAR for employment.

We pride ourselves on the diversity of our programmes and the standard of our graduates. With the concerted efforts of the dedicated and experienced teaching team of SCOPE, together with our overseas partners, we will continue to provide you with an engaging and rewarding learning experience.

Not the end, just the beginning

Links with De Montfort University

Today, as you graduate from DMU, you become part of the DMU global family. We hope that you have enjoyed your studies at our partner institution, CityU SCOPE. Successfully combining your studies with full-time jobs – as many of you have done – is an amazing achievement, and you should be incredibly proud.

The strong relationship between CityU SCOPE and DMU has been built over two decade. During the past 20 years, the Public Administration and Management BA (Hons) degree has become one of the most highly rated in Hong Kong. It has been studied by hundreds of politicians, police, Government workers and private-sector professionals.

In addition, both the Business Administration and Management BA (Hons) degree and Public Administration and Management degree courses have been honoured with validation by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), further underlining its high quality and strong relevance to industry.

Your hard work, dedication and enjoyment of the degree courses are all crucial to our partnership and we are delighted to hear so many stories from graduates about their successes.

News from DMU

DMU honoured to be recognised for sustainability

DMU achieved a prestigious place among the top 50 universities in the world for sustainability, in the first ever Times Higher Education University Impact Rankings. This respected new assessment is designed to showcase work being delivered by universities that helps to change communities for the better.

Rankings are measured against work to support the United Nations’ 17 Sustainable Development Goals (SDGs), adopted by the UN to provide a framework for developing the world in a sustainable way. They include ending poverty and hunger, promoting good health and education, achieving gender equality and economic growth, tackling climate change and building sustainable cities.

DMU, which has created its own strategic plan based around the SDGs, performed particularly strongly in the categories of Sustainable Cities and Communities, where it was ranked 24th university in the world; in Reducing Inequality (27); and in Peace, Justice and Strong Institutions (29).

Being named among the top 50 universities in the world for sustainability is something all students and staff are proud of. It is the result of a lot of dedication from a lot of people all working towards the same goal: of making our communities fairer and better places to live, work and study in.

Tracy Chun graduated in 2019 with a first-class honours degree in Business Administration and Management (BABAM).

“I found this programme suitable for people who have a busy job during the daytime. The curriculum arrangement is flexible and appropriate. DMU and CityU SCOPE have regular meetings with the student representatives which help to better understand our needs.” pointed out by Tracy.

She said “Besides, the professional teaching, experience of the lecturers can guide students to be creative and think in-depth and width. Group study also helps to share and exchange ideas

with other classmates.”

Tracy mentioned “In the past, learning was most likely for scores only. In this programme, I realized that learning is interesting. The knowledge I learned can be applied in real life and work, like the module “Service Operations Management” and “Strategic Management”. Both modules are very useful for my current work and can help my boss to develop relevant marketing strategies while improving the efficiency and effectiveness of the operations.”

She further indicated “Also, by using the knowledge which I learn from the modules “Business Research Issues and Analysis”, “Marketing Communications” and “E-Marketing”, I can get hang of planning in the promotion quickly and accurately.”

Tracy enjoyed student life during these two years and said: “I met many professional lecturers who provide selfless guidance, and classmates who support each other, we never be alone during the learning journey in DMU and CityU SCOPE.”

In 2019, Rose Chau graduated in Business Administration and Management (BABAM) programme with First Class Honours. The 3-year programme design, jointly offered by a UK university- De Montfort University, greatly opens her international following. Moreover, her organizational, analytical and critical thinking mindset spurred that serve as basis for studies and/or career prospects.

Rose enjoyed the student life at the City University of Hong Kong (CityU) campus. “Looking back on when first came in the CityU campus, I was ever so shy,” Rose remembers. “But we students gelled promptly as we immediately feel the motivation there. Professors are always keen to use their

passions in teaching and show how the commercial world appreciates talented people. Everything is just perfect.”

As the tradition in the programme, Rose was assigned a personal tutor. “Both the personal tutor and dissertation supervisor are very supportive and provide advice during my study.” Rose says.

And she has found ready support within the university. “All the lecturers and staff have been kind, generous and supportive. Of course, I feel the pressure but they convert it so much easier.”

The pressure did not stop Rose from questioning where she desired to further her studies. She had received offers from four UK universities- including Durham and Lancaster. Emotionally, from considerations, she started a postgraduate course in International Business and Corporate Law (LLM) after her school year had been over.

Speaking about studying at CityU SCOPE, Rose expressed that “it is not only about getting qualifications, but also shaping your personality in the workplace. Getting a good test grade does not mean to be successful. You need to be able to be sociable and to have the skills to sense the market changes.”

CityU SCOPE Alumni

Jason Yeung graduated from the above programme in 2018. He aims to be a Station Officer in Fire Services Department. Therefore, he chose Public Administration and Management as his major.

During the year of study at SCOPE, he did not only earn related knowledge and skill, but also met so many friends there. He claimed that it was so important to have people, who carry the same goal, to study together. During the learning journey, they learned together, studied together, even prepared their career path together. Jason added: “Most of my classmates also want to work in the government, the knowledge and information exchange between us

helped me to lay a strong foundation to be an officer in government department.

In the year of study, this programme provided so many opportunities for them to work with different people. In the group project, they did not only learn academic knowledge, but also communication and coordination skill. (These are actually what you need if you have the same goal with Jason) As a result, a good relationship and learning environment among the classroom were thereby established. And Jason can still keep in touch with his classmate after his graduation.

He believes that with the Public Administration related academic knowledge, he is able to deal with numerous paperwork and administrative work when he becomes a Station Officer. This really enhanced his understanding of the government’s policy making process and the government’s structure, such as the subject of “Public policy making”. It is about a policy cycle for making decision, the more you familiarize the stage, the more efficient you can publish a policy. On the other hand, the direction of government and Fire Services Department are always inter-influenced, it is another reason for him to choose this major. Therefore, he highly recommends people who want to work in the government applying for this programme.

In spite of the fact that this course is tight and intensive, and also a little bit stressful. However, he thinks it is a great opportunity to gain multitasking skills and time management, especially for the people who aim to work in government. To Jason, working under pressure and tight schedule means that his time is utilized in a more productive manner, and he realizes a greater sense of accomplishment at the end of the day and year. He encouraged all the graduates to apply the studying attitude to their future working environment. All the best!

Krystal Yeung graduated from the Public Administration and Management (BAPAM) programme in 2019 with a first-class honours degree. Before enrolled in the programme, she had planned for her future career orientation and realized that her interest was in knowing public administration, and hence, she enrolled in the BAPAM course. BAPAM is aimed at understanding the government structure and its governance, and how to formulate policies, as well as the relationship between the executive and legislative authorities.

During her study, she thought that BAPAM is full of challenges and amusing. She said: “I am interested in public administration even

though I have never studied social science or public management before. The tutors are very professional and experienced, they often use some local examples and cases in order to make sure theories can be easy to understand and its application can be easy to use in life. Also, the content is both practical and inspiring.”

Krystal added: “In this programme, I have learned critical thinking and increased understanding of society and the government. As the programme let me gain public administration, politics and public sector management knowledge, for instance, how the government leads or performs its functions and its duties to develop a relationship between citizens and the government. All of the knowledge helps to broaden my horizons and lay the foundation for my future careers path.”

Besides, she said that the tight schedule can help her to enhance the time management and interpersonal skills. She said: ‘Because of some courses need to share or discuss views with classmates while those discussions are always valuable and instructive.”

To conclude, “This course inspires me to develop critical thinking and develop the strategies to deal with different situations in my future work. In addition, the sharing or discussion of our views with classmates of different occupations provided an opportunity for me to think about the different perspectives of stakeholders.”

She said: “The programme also encourages us to learn actively, establishes our own learning style and creates brighter prospects for our future.”

On 14 October, 1869, a group of men and women met in De Montfort University’s home town of Leicester, in the English Midlands, just a few minutes’ walk from where the institution’s modern campus stands today.

This meeting agreed that work must begin ‘to afford authoritative instruction in art to the people of Leicester’. That straightforward pledge led to classes being held within a few months. From those grew the institution known worldwide today as DMU, with its 23,000 students, 2,600 staff, and with friends, partners and positive influence across the planet.

There have been many changes since 1869 – of name, of faces and of course the fabric of the university itself. But the commitment to work with people from every background and unlock their potential has remained constant.

That is something to celebrate, and in the next 12 months an exciting calendar of events will mark DMU’s sesquicentennial in many ways, all connected by an understanding that a university is its people.

A major milestone next year will be a special celebration to be held on the first day of March, when DMU will open up the campus to visitors from across the city and beyond and invite them to take part in a day of togetherness.
