Welcome to our twenty-seventh Annual Meeting and Business Forum, and, if you are actually reading this at the venue itself, welcome to the lowest point on our planet’s land surface!

Every EBRD Annual Meeting is special in its own way; however, the 2018 event can genuinely be described as historic, not just because of its amazing location on the shores of the Dead Sea. It seems like only yesterday that the Bank was launching its operations in what we call the southern and eastern Mediterranean (in fact it was 2012). Today we feel very much at home here and have invested almost €7 billion in the region. Until now, the Bank had yet to host its Annual Meeting and Business Forum in what is a relatively new geographic area of operations for us.

The theme for this year’s Business Forum is ‘Energising Economies’ and the panels and VIP speakers we have organised over the coming days will, we hope, inspire you to do just that. We will be looking, in particular, at the future of work, FinTech, energy, sustainability and impact investment. We will also be examining the major opportunities and challenges presented by the world in 2018. In addition, you will have the chance to attend our very popular Investment Outlook sessions, always a productive forum for the exchange of views between investors and our countries’ policy-makers.

I would like to thank the Jordanian authorities and colleagues for their immense efforts in preparation for this year’s event. Our guests tell us repeatedly that one of the things they most appreciate about the Annual Meeting and Business Forum is the atmosphere around it. You will soon discover, if you haven’t already, that Jordan has really done us proud in this respect.

Whether this is your very first EBRD Annual Meeting and Business Forum, or you are a returning regular, I wish you all a memorable experience over the next few days.

TWENTY-SEVENTH ANNUAL MEETING OF THE EBRD BOARD OF GOVERNORS

Board of Governors’ sessions will take place on Wednesday 9 May. The EBRD is honoured to welcome His Majesty King Abdullah II ibn Al Hussein who will inaugurate the first EBRD Annual Meeting in the southern and eastern Mediterranean region with a keynote speech.

The Opening Session of the Board of Governors will commence at 10:00 and will finish at 11:00. The EBRD is honoured to welcome His Majesty King Abdullah II ibn Al Hussein who will inaugurate the first EBRD Annual Meeting in the southern and eastern Mediterranean region with a keynote speech. Mr Imad Najib Fakhoury, Minister of Planning and International Cooperation for Jordan and Chair of the Board of Governors, will address the audience. Mr Suma Chakrabarti, EBRD President, will also deliver a speech. The session will open with an inspirational video showing how the EBRD has a positive impact on people’s lives across three continents. The session is open to all participants. Those wishing to attend should arrive at the Philadelphia Hall, Ground Level at the King Hussein Bin Talal Convention Centre no later than 09:45 as there will be no admittance after this time.

The Business Forum will focus on a variety of topical issues – from business climate to economic growth, to investment in sustainable energy and environmental protection, to the all-important issues surrounding investment in infrastructure.

Wednesday 9 May 11:30–13:00 THE FUTURE OF WORK: ADDRESSING TOMORROW’S SKILLS AND JOBS CHALLENGES Philadelphia Hall, Ground Level, KHCC

Ahead of the discussion panel ‘The Future of Work: Addressing Tomorrow’s Skills and Jobs Challenges’, we will have the honour of hearing an address from Her Majesty Queen Rania Al Abdullah who is a passionate advocate for education, as well as youth and community empowerment. BBC World News anchor Lucy Hockings will host this engaging session.

Disruptive changes in today’s world will have a significant impact on the demand for jobs and skills in the future. Globalisation, technological progress and demographic changes are altering the types and value of jobs available. This creates significant social and economic challenges, resulting in substantial adjustment costs. Migration and refugee flows are likely to place further strains on regional labour markets. At the same time, new technologies and new markets will generate unparalleled opportunities to generate new, more productive and rewarding jobs.

This panel will explore ways in which to strengthen the resilience and adaptability of labour markets. It will seek to shed light on the challenges that companies, workers and policy- makers face but also identify opportunities to foster inclusive and sustainable growth, creating greater opportunities specifically for women and young people.

There has been a revolution in the cost of renewable energy. In country after country, wind and solar power are becoming the cheapest sources of electricity. Meanwhile, the networks that deliver electricity are undergoing their own revolution as they become smart, dynamic grids. These developments are turning old assumptions about pricing, regulation and market structures on their heads while offering the promise of a reliable, affordable and decarbonised electricity sector.

This discussion will look at the prospects and limits for renewable energy, the future of networks and the regulatory and contractual frameworks this new world will need. It will consider cost expectations, the potential for energy storage and other disruptive technologies and which role conventional generation will play in the future.

A distinguished panel of industry leaders, policy makers and academics will outline what is possible in this sector, what technological innovations we can expect or must prioritise, and how regulatory frameworks should adapt.

Meeting the transition challenges in the EBRD region will require mobilisation of large-scale capital from multiple sources: development finance institutions are part of the picture, but the private sector – institutional investors and asset managers, commercial banks and family offices and philanthropic capital – has a big role to play.

Impact investing – investing with the intention to generate a measurable social and environmental impact alongside a market-based financial return – is a growing field, with more actors and more capital deployed each year. It is one of the many ways development actors and private capital together can help countries address the Sustainable Development Goals and their Paris climate commitments.

This panel will explore ways in which international financial institutions like the EBRD can partner with private capital in innovative ways to invest for and with impact. It will set the stage to explore winning strategies by companies, investors and development finance institutions to further the transition to well-functioning, sustainable market economies.

Sustainability is at the heart of the Bank’s mandate and the EBRD’s Sustainability Event 2018 will highlight the accomplishments of the Bank and its clients.

This event, organised by EBRD’s Environment and Sustainability Department, will begin with a dynamic presentation of the Bank’s Sustainability Report 2017. We will demonstrate how the EBRD implements its environmental and social policies, explaining strategic themes, showing how we monitor and measure impacts, and how we engage with our stakeholders. The launch will include an external expert review of the report followed by a discussion with active audience participation.

The event will conclude with the EBRD Sustainability Awards 2018, where we will showcase and celebrate the remarkable achievements of award-winning EBRD clients. FinTech (short for “financial technology”) is growing rapidly and will disrupt and fundamentally change the financial sector in the years to come. Typically, the focus of FinTech companies revolves around customer-facing solutions and improved user experience by increasing the accessibility and speed of financial services. Recently, an increasing number of applications have focused on mid- and back-office solutions for financial service providers. The target is to reduce costs and improve efficiency and effectiveness.

Whilst substantial progress has been made in structuring and implementing infrastructure projects, traditional financing through national budgets and donor funding cannot meet ongoing needs. Clearly, new sources of private capital are needed but remain a challenge to secure given the real and perceived risks for private investors. The reality is that many projects remain unfunded or delayed despite a clear understanding of the need for infrastructure investment to meet existing and future growth demands of the region. We will explore how the EBRD’s partnerships can help deliver high environmental, governance and socio-economic standards, and more robust domestic institutions, for sustainable investments for Belt and Road countries and investors alike. Thursday 10 May 14:00–15:30 THE EU EXTERNAL INVESTMENT PLAN (EIP): A NEW FRONTIER FOR DEVELOPMENT FINANCE Event co-organised by the European Bank for Reconstruction and Development and the European Commission Al Harannah 5, Level 1, KHCC

Featuring senior representatives from European institutions, multilateral development banks, as well as the private sector and philanthropic foundations, this event aims to explore within an interactive format:• how the EIP represents an opportunity for

private investors in the Eastern and Southern Neighbourhood to manage risk;

• how a new guarantee instrument under the EIP would allow EBRD and other Development Finance Institutions to offer innovative financing solutions to clients;

• what is the role of different stakeholders in mobilising private finance, improving the business climate and policy environment providing technical support for project preparation and implementation across the Eastern and Southern Neighbourhood.

As the External Investment Plan is now operational, it is essential for both policy-makers and the business community to join forces and work together in designing new products that can leverage and mobilise the private sector as well as drive shared policy reform objectives. Thursday 10 May 14:00–15:15 GREEN INFRASTRUCTURE: SETTING HIGH-QUALITY STANDARDS FOR THE EMERGING ASSET CLASS Event co-organised by the European Bank for Reconstruction and Development and the World Economic ForumAl Harannah 2, Level 1, KHCC

With a global infrastructure gap of nearly US$ 1 trillion each year estimated by the G20’s Global Infrastructure Hub, emerging market (EM) countries in particular will not only need to foster increased levels of investments but must do so with the significant participation of high-quality private sector institutional investors. In order to do so, EM infrastructure will need to become a recognised asset class for institutional investors. In addition to sheer investment flows, the UN Sustainable Development Goals (SDGs) lay out the challenge of green investments on top of this imperative of accelerated investment to close the global gap. Therefore, the solution in broad terms is to attract a significantly increased level of high-quality, efficient, private investment in public-private partnerships into emerging markets to meet the simultaneous challenge of the global infrastructure gap and the SDGs. In 2015, the Jordanian government via the Higher Council for Science and Technology approached the EBRD to help strengthen the innovation ecosystem in Jordan through providing start-up finance for the establishment of the National Centre for Innovation (NCI) and its transition to full operation functionality. The first of its kind in Jordan, the NCI will be a national hub for all matters related to innovation, in both the public and private sectors, enhancing its policies and programmes to foster a growth-focused economy through better coordination, information and monitoring of all innovation-related activities. The NCI will be officially launched during the EBRD’s Annual Meeting in the presence of Princess Sumaya and other government officials and EBRD President Suma Chakrabarti.

Wednesday 9 May 10:00–11:30 WORKING WITH CIVIL SOCIETY TO INCREASE RESILIENCE TO CLIMATE CHANGE AND WATER SCARCITY Petra Hall, Sea Level, KHCC

Many southern and eastern Mediterranean (SEMED) countries face significant water scarcity challenges. The projected impacts of climate change will put additional strain on water resources in the region and could increase the frequency, duration and intensity of droughts. These changes are a high priority threat to public health and the environment, entailing subsequent adverse economic impacts. In this context, Jordan, as the world’s fourth driest country, is particularly affected by water poverty challenges. The panel will explore the role of civil society organisations (CSOs) and community engagement with municipalities and ways to improve stakeholder involvement in water governance in the SEMED region with the help of country-specific examples. Panellists will discuss how outreach measures to end users in local communities can improve awareness about safe and sustainable water and wastewater management practices, thereby increasing access to safe drinking water and establishing sustainable water supply systems.

Wednesday 9 May 14:00–15:30SUPPORTING YOUTH INCLUSION THROUGH CIVIL SOCIETY ENGAGEMENT IN SEMEDPetra Hall, Sea Level, KHCC

This panel will be organised and led by CSOs themselves following a selection process. The panel will explore the role of civil society in creating a conducive environment for integrating youth and facilitating their access to finance and economic opportunities in the SEMED region. Globalisation, migration and growing refugee flows have put labour markets under considerable pressure recently. In this context, young people in EBRD countries of operations often face challenges such as high unemployment rates, lack of skills and access to training. The panel will look into the important role played by CSOs in bridging these gaps by fostering youth entrepreneurship, access to finance, and by catalysing the creation of jobs and the development of skills.

The Civil Society Programme will take place on 9–10 May and will provide an opportunity for dialogue between civil society and EBRD staff, senior management, the President and Board Directors.

This will be an occasion for civil society stakeholders to learn more about the Bank and discuss issues of mutual interest regarding the EBRD’s policies and investment projects. The programme will also feature multi-stakeholder roundtable sessions on youth inclusion and climate resilience through civil society engagement in the region.

The EBRD has been working to minimise theenvironmental impact of its annual meetingsin recent years. The EBRD will again endeavour to reduce the environmental impact of the Annual Meeting & Business forum in the Dead Sea, Jordan.

This year, the EBRD has secured the purchase of offsets from a project it finances in Morocco: the Khalladi Wind Farm. For more information visit https://bit.ly/2HzmiXn

For its 2017 event in Nicosia, the EBRD compensated for the environmental impact with offsets from the ‘Salkhit Wind Farm’ in Mongolia.

The efforts to make the Annual Meetings greener go beyond carbon offsets from clean energy projects. The Bank also actively seeks to reduce the amount of waste. Examples include circulating electronic invitations and sharing information via mobile technologies. There is also a strong emphasis on waste recycling, reducing the use of plastic bottles by providing recycled, reusable bottles to all participants and sourcing environmentally friendly merchandise such as recycled lanyards and biodegradable pens produced from recyclable resources.

Preserving and improving the environment arecentral features of a modern, well-functioningmarket economy and therefore key goals of thetransition process that the EBRD was set upto promote.

Charitable donation by the EBRD Community Initiative The EBRD Community Initiative will make a charitable contribution of €50,000 to the Women Access to Entrepreneurship Development and Training Society (WAEDAT).

WAEDAT was founded in 2004 and launched under the patronage of Her Majesty Queen Rania in 2005. The organisation provides mentoring and training for women and young entrepreneurs in Jordan, to raise their awareness of local development opportunities and provide basic skills to start their own businesses.

The EBRD Community Initiative donation will enable WAEDAT to support local women entrepreneurs in strengthening and expanding their business activities.

An exhibition of local goods and crafts produced by the members of WAEDAT will take place at Sea Level of the King Hussein Bin Talal Convention Centre. Participants wishing to attend should contact: Olga Filippova [email protected]

The EBRD Literature Prize The EBRD Literature Prize provides a unique opportunity to reflect the culture and creativity of almost 40 economies where the Bank invests, from Morocco to Mongolia, Estonia to Egypt. The €20,000 prize is awarded to the best work of literary fiction translated from the original language into English and published by a UK publisher. Divided equally between author and translator, it champions the art of translation as well as the extraordinary richness, depth and variety of arts and history in the countries in the Bank’s region.

Istanbul Istanbul, a novel by Burhan Sönmez and translated from Turkish by Ümit Hussein, won the EBRD Literature Prize for 2018.

Books published in English translation between 15 November 2017 and 15 November 2018 will be eligible for the EBRD Literature Prize 2019. Submission deadlines will be announced in due course.
