PRESENTATION: MTA NXC- ADA Project: Scheduled at the GreenpointAvenue 0 stationwithin Community Board 1.

Mr.Andrew Ingelsby,AssistantDirector, Government and Community Relations, MfA NYC Transit,beganthe presentation. He noted that he wasjoined withhis colleague, who wouldbe assisting in thepresentation. This is for the proposed ADA upgradeofthe Greenpoint Avenue Station"0" CrosstownLine.He noted that the Greenpoint AvenueStationis locatedon ManhattanAvenue betweenGreenpoint Avenueand India Street,It is a below-ground bi-levelstation constructed in 1933.Platformlevelconsistsoftwo sideplatfunns with the G train service each way, northbound QueensIIDd Southbound Brooklyn. The scopeof work was noted.A copyofthe presentationis attached.

The following wasnoted:

- Ridership is increasing every year.- 14Ft. GlassElevator- Sidewalk will be extended 8 ft.- Sidewalk willbe bumped up- It is in front of the existingBagel Store- Willnot block Starbuok'smarquee~ Schedule: Award Spring 2018; 28 Months/Construction duration

Therewas somediscussionby the boardmembersabout the location for the elevator. Mr. JeremyRosen,ownerof the bagel shop, raisedconcernsabout theelevatorand its location impacting hisbusiness. He noted thatthe "L" train shutdownwill also have an impacton the businesses. Ms.CynthiaKulsereni, raised concernabout the location. Shenoted thatproperty ownersandresidentsareconcerned about the elevatorbeing in frontoftheir property. Theyhad questionsaboutcleanliness andhomelesssleepingin thestructure.

PRESENTATION: NYC PARKS: The reconstruction ofPennTriangle,(penn Street& WytheAvcnue)is funded for$l.lM through the CommunityParb Initiative. Goals fortheprojeet are toincrease play opportunities for the2-5 age group,maximize theuse ofspace within the site, and tofacilitate passiveuse within and around thepark. Presentation by Chris Yandoli,BrooklynDirectorofCapitalProjects. Ms. MarySalig,from theParks Department, in1roduced the project and notedthedesignerwaspresent to speak on1he reconstruction project for PennTriangle.A seepingmeetingwasheld in November. Mr. laban Taylor,from the ProspectPark: Alliance, provided a PowerPoint slidepresentation for all to view.

Mr. Taylorhighlightedseveral points regardingthis triangular shaped park, includingthe existingconditions, and the proposed design. He noted that they receivedcommunityinput and thatthere werea lot ofchildren there. He noted that they wouldbe doing seating,with someseatingon the outside.They will be addingsome street trees.Play equipment will have colormotifs with warmneutrals,grayscalesand primary colors. Some ornamental treeswill be planted for shade. Existing lightingwill beused.and flood lights will be added.Forestershave gone out and inventoried the treesandrecommended the replacements. There is no water play area. There is a ramped featureto allowformore ADA accessibility to the parle. (See attached)

Parks & Waterfront Committee - Mr. Caponegro presenteda verbal report. He discussed a requestby the McCarren Tennis Court. They were seekinga letter ofsupport from CB #1 for them to not haveto remove the clubhousein April.They wantto maintain the structureall year round and installbathrooms for all to us. Aftera briefdiscussion, the item wasreferred back 0 the Parks& WaterfrontCommittee. Mr.Caponegrorelated that it wouldbe heard at upcomingParks & Waterfront Committeescheduled for Thursday,March29t 2018t at 6:30 PMt in theCB#1's DistrictOffice.

Tl1U1!portation Committee - Mr. Bruzaitis submitted a written reportthat wasdistributed for review(see attached). He read the report and noted the items and actionsrequested.

Previous Concerns- were highlighted in the report (KentAveIFlushing AveIWallabout St.;FlushingAve.; and KentAve & Williamsburg StreetWest)andwouldbe follow-up with DOT.

BrooklynNaY}' Yani Shuttle Discontinuation - Mr. Bruzaitisnotedthat Ms.Sbani Leibowitz & Ms.NoraDaniel from the BNY'sPlanning & Transportation Department appeared to explaintheirjustificationfordiscontinuingthis branchof 'last leg' service.

MTAIDOT L TrainPresentationReview ..Following theMTAIDOT openhousesand theirpresentation to the Full Board on February 13th, the committee and the publichad an opendiscussionon specific issues that had either not been fully addressed, or shouldbe considered beforetheagenciesimplementtheir final mitigationplanduringthe L Train shutdown. Ms. Mary Odomirokwasparticularlyconcernedthat the North Side is not beingproperlyserved. by the plannedbusroutes.After somediscussion the committee votedunanimouslyto ask the board to draft a letter to the MTA.

The members discussed this matterabout extendingthe 832 bus. Mr. Bruzaitis asked for a motiononthis portionofthe report and addabout the extensionofthebuses into Manhattan to (B32 intoManhattan; andthe other Northsidebus to not end in Nolita but to go to 14lh Street and FirstAve.)Mr. Solano madea motion to support the reportwith the changes. Ms. Teaguesecondedthe motion.The motionwas unanimouslycarried.

IdentifyingOff-RouteTruck Hot SPOts & Proactivesteps during L shutdowntraffic rerouting.Organizations United for Trash ReductionAndGarbageEquity (OUTRAGE) has reconvened itsillegalTruck Enforcement TaskForce.The Transportation Committee will continueto identifyhotspots and address complaints to the board office throughregular channels, as well as with thisworkinggroup. A fonn for relating complaintswas made available.

New Business: TLC LicensesIRenewals. Mr. Bruzaitisnoted that the committeevoted 8-0 in favor ofarenewal for the following item: TLC License # B01525, Northside Luxury Inc.,207 Bedford Avenue,Brooklyn, NY 11211.Mr.Weisermade a motion to supportthe committee's recommendation toapprovethe renewal. Ms. Katie Naplatarski. representingthe North BrooklynProgressive Democrats,spoke abouttheattendance ofboardmembersand read a letter that was sent to BrooklynBoroughPresident EricAdams (see attached).

Chairperson Ms. Fuller calleduponthe speakers who indicatedthat they had announcements. TheChaiIperson also acknowledged the followingpersonswho were elected officialsrepresentatives:

Mr. Bennet Baruch, from theBrooklyn BoroughPresident's office providedan update.He related thatMarchwas colon cancer awareness month. He provideda copy ofthe latest newsletter, He noted thathere wouldbe a march out ofschoolsabout gunviolence.

Mr.Alex Rodriguez, from CouncilMemberReynoso's office,provided an update. He noted that thecommunitycan vote on funding for projects in April.They will be doing taxes for seniors and disabledpersons.

Mr. Ben Solataire,from CouncilMemberLevin's office,providedan update. He noted that there willbe voting on projects thatare seekingfunding. This willbe done on line. The projects will bepublicized.He noted that they wouldbe workingon the L train.

Ms. DanielleZuckerman, from Senator Kavanaghts office,providedsome updates and distributedmaterial.She spoke about theCommunity Convention.

• Mr. Chester requested that the MrAINYCf come to the next meeting of the TransportationCommitteeto explain theirrationale for selectedthe location for theproposed elevatorat theOreenpoint Avenuesubwaystation.He made a motion to inviteMr. Inglesbyto the meetingtoprovide clarification.
