• Our health care, transportation, green innovation, technology, entertainment and restaurant, and food sectors are continuing to expand. In August home sales in Oakland had the fastest sell- ing homes in the nation, an average 24 days on the market. • We’re making concrete progress with the game-changing Coliseum City proj- ect, which would be the largest transit- oriented development project in Cali- fornia. Recently the City and Alameda County partnered with the Joint Pow- ers Authority and the Oakland Raiders to invest $1 million into work that will develop the planning and development possibilities of the project as well as ac- curately gauge our likely revenues and market potential. • In March we will see the graduation of our first Oakland police academy in four years, bringing about 40 new of- ficers onto the force. I am extremely proud of this academy and hopeful for what it signals for the future: more than any academy before it, this is a class of trainees who truly reflect Oakland. They are mostly minorities; half of them speak a second language; and about a quarter are women. • Two more academies are already planned for later this year: the next one will begin in March. In the meantime, we’re putting as many boots on the street as we can, with important help from the California Highway Patrol, Al- ameda County Sheriff’s Department and Federal agencies. • We’re also hiring more than 20 civil- ians to take our sworn officers off of desk jobs and put them on patrol where they belong. Nearly 600 neighborhoods organized National Night Out parties to strengthen community policing. • The Oakland Fire Department won a $7.8 million federal grant that is already bringing two new fire crews to the City, ending the rolling station closures we were forced into doing when the budget shrank. • Throughout the year we will see our long-term investments paying off: this year will see the completion of the new Mayor Jean Quan The Army Base redevelopment is a major project that will ultimately bring thousands of jobs to Oakland. It has been an honor to serve as your Mayor, as we continue our third year together, this is a chance to consider the progress our proud and beautiful city has made in the last two years despite tough eco- nomic times and unexpected events and to soberly assess the challenges still ahead. Oakland continues to rise: 5000 new jobs created this year, most city rev- enues increasing and new national ac- colades. Looking forward in the coming months, we’ll see many exciting oppor- tunities arrive and we will be proposing new solutions to some of our toughest challenges. The hard work is far from over. Many serious financial challenges remain and will take tough decisions and strong innovation to resolve. Crime is at an unacceptably high level and our police force is too small. Rebuilding it, and restoring a wide array of service cuts the City had to bear over the last several years, will have to mean find- ing strategic ways to increase our rev- enue and making the best use of the resources we have on hand. I’ll be ask- ing all of Oakland to take a moment to consider the challenges before us, and I invite one and all to join our ongoing conversation about them. Meanwhile, my administration is hard at work for all of you, seven days a week, and people throughout Oak- land have been standing up this last year to answer the call to service. We have worked hard together, and all of Oakland should feel encouraged as we build momentum from last year’s work and plunge headlong into 2013. There are reasons all over town to be encouraged: The City, Alameda County and the Oakland Raiders have partnered to invest in the game- changing Coliseum City project. Dear Oaklanders, • Though we still face serious budget challenges, the City is in its best finan- cial condition in a decade. After several years of big drops in revenue – which forced us to make tough, unpopular cuts in spending, especially on police and social services – we’ve seen our numbers stabilize and start to slowly climb again. • Oakland gained more than 5,000 net jobs over the last year. This not only helped bring our unemployment rate down four percent, but also drew more revenue into the City as more workers are living and spending in Oakland. We closed our most recent budget without any layoffs for the first time in four years. City revenues from sales tax, business tax , hotel and property transfer tax are all up. • We’re already reinvesting that money to build our economic development and to keep Oakland safe with increased police academies, technology and sup- port staff. • Our schools are the best improved Urban School District for the seventh year in a row. This year I am calling for the city to double summer jobs and in- ternships from nearly 1000 last year to 2000, the number of youth who applied last summer. • We’re also planning to break ground on the long-in-the-works Army Base redevelopment in December. This is a major project that will ultimately bring thousands of jobs to Oakland and revi- talize an entire region of the City. span of the Bay Bridge on one side of town, and the finished BART connector to Oakland International Airport on the other. • The renovation of Lake Merritt is al- most complete and we will celebrate in June. We just hit a major milestone and the start of the next phase of the work, with the reopening of a 750-foot section of the Lake Merritt channel. This work will culminate in reconnect- ing Lake Merritt to the San Francisco Bay, rejuvenating the water supply and revitalizing the nation’s oldest wild- life refuge. And over the next several months we’ll be launching construction on several other Estuary projects, as we continue to build on what is already one of the most beautiful walks in the Bay Area. • First Fridays will continue to grow and develop, and the City has worked more closely than ever this month with the ar- tistic community that spawned this cul- tural treasure. The March 1 event will be a peaceful and introspective affair, dedicated to uniting our diverse com- munities and finding healing through art as we honor the victims of violence • The City received many National ac- colades in 2012. Starting with the NY Times naming us the 5 th best place to visit in the world. Bloomberg’s Busi- nessWeek named Oakland the 31 st best city in America to live in, up more than a dozen slots from our 2011 rank- ing and higher than San Jose. Our Downtown was recognized as a top 12 “Art Place” in the country, based on the thriving and diverse arts community from Chinatown to Uptown. And CIO. com named Oakland the 11 th best city in America in which to launch a tech startup company, noting that it’s more affordable to live and run a business in the East Bay than in San Francisco or San Jose. We continue to be one of the Greenest Cities (#4 Mother Nature magazine), 10 th most walkable (Ameri- ca Walks magazine) and 7 th most bike commuters (US Census). I’m looking forward to speaking to you Wednesday and highlighting what we accomplished together so far, and lay- ing out the mighty tasks and opportuni- ties that remain in front of us.
