Officials however refrained from sugges- ting an exact number of the death before the official announcement by the governor's office, and would not comment on press speculation that put the toll above 20,000. More than 184 mostly critically injured victims have been transferred to hospitals, reports said. Russia was among the first countries responding with offers of assistance, with Moscow announcing within hours of the quake that it would dispatch two planes with supplies and rescue workers

The plan should include:

- Main scope of mission

- General Terms of Reference

- Key partners (include/interview)

- Assessment methodology

- Reporting procedures

- Resource requirements

Coordination structures The government of Juliandia has requested the United Nations team to facilitate the coordination of the international assistance. The ERC has stated that the cluster coordination protocols should be utilized even though this has not yet been incorporated in the Disaster Management Plan.

The HC has requested you to draft a proposal for coordination structures and assign cluster leads and designated organizations working in the area to relevant clusters. Discuss how individual agency plans will fit into the broader relevant cluster plans.

It has been agreed to keep the number of clusters low.

Funding mechanism

The UNCT in Juliandia urgently requires financial resources in order to mount its initial response to the earthquake. You have been requested by the HC to propose the most effective way to acquire funds.

- Inter agency Flash Appeal

- CERF
