2. Under Volume I, Section 3 – Site Visits The following shall replace this section of the bid document: GPA shall hold a non-mandatory pre-bid conference on 1/23/2018 starting at 9:00 AM at the GPA Procurement Office. A site visit for the South Finegayan site located on Route 3 in Dededo will be conducted on this date at 1:00 PM at the South Finegayan site. Bidders shall meet at the site. On 1/24/2018 at 9:00 AM, GPA will conduct the site visit at Naval Base Guam. This site visit will require bidders to apply for base pass access to the site. Bidders who wish to participate on this site visit shall submit base applications directly to Navy Visitor Control Center no later than December 20, 2017 (application attached and also found in the Bid Documents Volume V – Appendices, Appendix Q). Due to application processing, GPA is restricting each company’s participants to 2 people. All bidders or representatives must inform GPA Procurement Office of their application for site access by December 20, 2017 to coordinate with Navy. Foreign Nationals must contact the VCC regarding in‐person biometrics. Bidders or their representatives will be required to meet at a designated area near the VCC and will be transported into the Base. See file “Q - Security Access.pdf” attached. [email protected] Bidders who participate in the Naval Base Guam Site visit will be required to pay a transportation fee for the bus transportation within the Naval Base. Each bidder or company representative (limit of 2) shall pay $10.00 to the GPA cashier for the Transportation Fee of GPA Multi Step Bid No. GPA-007-18. Payments must be done prior to the site visit and receipts are required to board the bus. Site security access application and approval is also required. Details regarding meeting points will be discussed during the pre-bid conference meeting.

3. INCLUDE the following to Volume III: Page 163a, 163b, 163c, 163d, 163e, 163f, 163g, 163h, and

163i of 501 Appendix L. PREMISES, Property Maps & Description South Finegayan Site Update GPA has recently updated its survey maps to reflect a Guam Waterworks Authority Sewer Line and it’s 40-foot easement or setback requirement which runs along a portion of the South Finegayan property along Route 3 in Dededo. Recent discussions with GWA has identified their easement requirement to be 25 feet off center of the sewer manholes along the pipeline route. Please note that GPA is requiring a 50-foot setback (10 foot additional setback as requested by GWA) along the sewer pipeline route and bidders shall reflect this in their proposals. See file “Phase III South Finegayan Site Survey.pdf” attached. In addition, access shall be made available along the pipeline route to GWA or Navy at all times. Twenty foot (20’) access roads shall be provided where none presently exist. Access gates to sewer easements or roads shall be sixteen feet (16’) wide comprised with two each eight foot (8’) wide swing gates. See file “Guam Waterworks South Finegayan Access Requirements.pdf”

APPENDIX Q

 

Site Access Security Application

     The following has been provided by Navy for some guidance to base access.  Site security access is required for the Naval Base Guam sites.  Site visit participants are required and responsible for obtaining the required security access for the site visit.    The Naval Base Guam Visitor Control Center (VCC) has indicated that the approval for visitor passes takes approximately 3‐5 business days.  The VCC will notify the 'company' who submitted the application when the approval is ready. Those requesting a pass must also be prepared to supply two forms of accepted identification on the day.  Also, depending on the duration of the project/visit, VCC may either issue a DBIDS paper pass or a credential.  Normally, credentials are issued when the access is required for more than one year.  This may be something to consider upon or near contract award.  Additionally, for your information, NCACS (Rapidgate) IDs have been transitioning to the DBIDS credential.  If you hold a NCACS/Rapidgate you will need to have made the change before August 15, 2017 in order to continue base access.  Please note that Foreign Nationals do require in‐person biometrics and therefore the lead time for pass/ID is longer (requirement for foreign national to go to VCC in‐person prior to the site visit date).   The Naval Base Guam VCC is located outside the main Naval Base front gate and open Monday, Tuesday, Thursday & Friday 6:30 a.m. to 4:30 p.m and Wednesday, 7:00 a.m. to 3:00 p.m. For more information please call 339-1280 or 339-1380.
