But the controversial Reproductive Health bill remains pending on the floor for debates.

Advocates like the Dem-ocratic Socialist Women of the Philippines said they hope the lawmakers can work on the bill as fast as they impeached Supreme Court Chief Justice Renato Corona.

Corona was impeached Monday by 188 lawmakers, who all signed and verified the complaint in just three and a half hours.

“What this political issue showed us is the fact that Congress can act swiftly on any issue if it so desires. There can no longer be any acceptable justification to further delay the measure since the HOR has shown the country that time is not a problem,” Elizabeth Angsioco, DSWP chair-person, said.

MALAYBALAY City––Pa-lay buying prices in Bukid-non have stabilized since the past several months as the National Food Author-ity (NFA) stepped up its palay procurement drive and continued to advise farmers to sell their pro-duce to NFA, which buys it with incentives.

Victoria Duray, NFA Provincial Manager, said the agency buys palay at P17.00 per kilo plus farmers’ incentive of 70 centavos (P.70) per kilo for transport, drying and cooperative development that sums up to P17.70 per kilo.

The prevailing palay buying prices in major trading centers here have so far increased to as high as 16.94 to 17.00 per kilo to level off with the agency’s buying price.

“NFAs procurement program aims to even up the grains supply and pric-es. We have enough funds for the agency’s procure-ment program. We also intend to accommodate all palay deliveries to our buy-ing stations,” Duray said.

“We have three palay buying stations in the prov-ince located in Maramag town, Barangay Aglayan in Malaybalay, and Valencia City, with a total capacity of 500,000 bags,” she added.

She also cited that these warehouses are located within various commercial or trading centers in the province.

“As a government en-tity, NFA will continue to be at the forefront of the country’s rice marketing to ensure stability in the sup-ply and prices of its staple cereals,” Duray concluded.

famous true story of the Mutiny On The Bounty.

English sailors rebelled against their captain, Wil-liam Bligh, in the South Pacific.

They took over his ship, and then put him and his few loyal men on a small row boat out in the middle of the Pacific ocean.

These rebel sailors knew that they had committed one of the worst, most serious crimes with the punishment of death.

So they escaped to a lonely island named Pit-cairn.

There they sank their own ship to hide from the world for the rest of their lives. Less than 20 years later, only one of those rebel sailors was still alive.

‘Mutiny on the bounty’House Bill 4791Their little island para-

dise had become a living hell.

They had fought so much among themselves that they killed each other off one by one.

When the last Bounty mutineer was finally dis-covered, he had completely changed into a different person.

Instead of the alcoholic thief and murderer he had been, he was now a gentle, loving father.

The British government was so impressed by the change in this old rebel sailor, that instead of ex-ecuting him, they forgave and pardoned him for his crimes.

What happened to that rebel sailor and criminal to completely change his heart and character?

Well, he had become so depressed and hope-less from all the fighting and killing of his former shipmates, he became an alcoholic who was almost constantly drunk.

One day when he was ready to kill himself, he found Captain Bligh’s old Bible.

He began to read about Jesus Christ’s mercy and love for him, so He asked Jesus to forgive Him and help him change. From that day forward, he began to obey and live Jesus’ way every day.

ed by the Commission on Higher Education (CHED) with private school adminis-trators themselves, contains a provision which clearly states that “No higher edu-cation institution shall deny FINAL exams to a student who has outstanding finan-cial obligations, including unpaid tuition and other school fees corresponding to the school term.”

The necessity of creating an ‘anti-no permit, no exam’ law was borne by the the loose compliance of schools to an existing policy that al-lows students with pending arrears to take their final exams. I earnestly remind our schools to ensure that all students will be allowed to take their exams – even those with existing financial obligations to the school.

The consolidated House Bill 4791, passed in the House of Representatives in August, that HB 4791 is reasonable in that students

with pending arrears can take examinations but their records can only be cleared once they have settled their financial obligations to the school.

The implementation of the “anti-no permit, no exam” policy will not fi-nancially hurt schools since students are required to pay at least 30% of their tuition upon enrollment and complete the remaining amount during clearance.

It should be clarified that the bill is not against our schools. We hold in high esteem our private schools as partners in creating the best education practices. And it is precisely for this reason that I urge them to forgo the ‘no permit, no exam’ policy and uphold the right of all students to take exams.

Ah, ok. No problem. We have freedom of expression and of consciences. If athe-

ists want their messages publicized, that’s just fine. But let’s not deny believers their right also to show their faith in public, as long as public order is observed.

The legal basis of the group’s complaint is that the “Keep Christ in Christmas” signs were put on public property, which turned out to be false, since they were on private property. But that legal basis raises the questions like, should public property then be devoid of religious signs? Would re-ligious signs already create public disorder?

I’ll leave the people con-cerned and their public authorities to resolve that issue, but I, frankly, just find the reasons behind the ban of religious signs on pub-lic property funny. To me, it’s taking the principle of Church-state separation to

its ridiculous conclusions.Truth is, for Christian

believers, we need God, we need Christ, who is the second person of the Blessed Trinity, the Son of God who became man, to save us, to complete our creation, to give us a way to attain the fullness and perfection of our human dignity.

With Greece on the preci-pice of default and Portu-gal and Italy approaching the ledge, the European monetary union appears in peril.Should it collapse, the European Union itself could be in danger, for eco-nomic nationalism is rising in Europe. Which raises a larger question. Is the New World Or-der, the great 20th century project of Western trans-national elites, unraveling? The NWO dates back as far as Woodrow Wilson’s League of Nations, which a Republican Senate refused to enter. FDR, seeking to succeed where his mentor had failed, oversaw the cre-ation of a United Nations, an International Monetary Fund and a World Bank. In 1951 came the Eu-ropean Coal and Steel Community, love child of Jean Monnet, which evolved into the European Economic Community, the European Community and the European Union. A European Central Bank and a new currency, the euro, followed. The hidden ultimate goal of economic union was political union – a United States of Europe as model and core of the 21st-century world government. Pat Buchanan’s latest book -- the title says it all: “Suicide of a Superpower: Will America Survive to 2025?” With the disintegration of the Soviet Union, the EU expanded to the east. And the New World Or-der, formally proclaimed by George H.W. Bush in 1991, was out in the open and seemingly the wave of the future. Progress was swift. A North American Free Trade Agreement, bringing the United States, Mexico and Canada into a com-mon market that George

W. Bush predicted would encompass the hemisphere from Patagonia to Prudhoe Bay, was signed in 1993. A World Trade Organi-zation was born in 1994. U.S. sovereignty was sur-rendered to a global body where America had the same single vote as Azer-baijan. The Kyoto Protocol, brought home by Vice President Al Gore, set up a regime to control the worldwide emission of greenhouse gases. An International Crimi-nal Court, a permanent Nuremberg Tribunal to prosecute war crimes and crimes against humanity, was created. A doctrine of limited sovereignty had been as-serted. Elites claimed a higher law than national sovereignty; “a responsibil-ity to protect” enabled them to intervene in countries where human rights viola-tions were egregious. Serbia, bombed by Bill Clinton for 78 days for fighting to hold its ancient province of Kosovo, was the first victim. Suddenly, however, the progression has stalled. In-deed, the New World Order seems to be unraveling. Emerging powers like China, India and Brazil are demanding they be exempt from restrictions developed countries seek to impose. The follow-up summits to Kyoto – Co-penhagen in 2009, Cancun in 2010 – ended in failure. The Doha round of world trade negotiations ended in failure. A second reason is the decline of a West whose

project this was. We no longer dictate to the world, and the world no longer marches to our tune. The deficits and indebtedness of Western nations preclude more of the big wealth transfers in foreign aid that once bought us influence. A third reason is demog-raphy. Not one European nation has a birth rate suf-ficient to replace its popula-tion. Europe’s nations are aging, shrinking, dying. A depopulating Germany cannot carry forever the deficit-debtor nations of Club Med. The oldest na-tion, Japan, is on schedule to lose 25 million people by 2050, as is neighbor Russia. Militarily, America re-mains the most powerful nation. But Iraq and Af-ghanistan have bled the country and left us without the certain attainment of our goals. Old allies like Turkey go their separate ways. Ethno-nationalism also explains a disintegrating world order. Aspiring na-tions like Scotland, Cata-lonia, Padania, Flanders, Ingushetia, Dagestan, East Turkestan, Kurdistan and Baluchistan seek a place in the sun, free of the cloy-ing embrace of the mother country. The desire of peoples for nations all their own, where their own language, faith and culture predominate and their own kind rule to the exclusion of all others, is everywhere winning out over multiculturalism and transnationalism. Through history there have been attempts to unite the world. The Roman Empire. Catholicism. Islam. The West that ruled much of mankind from Columbus to the mid-20th century. Communism, which con-quered half of Europe and Asia but arose and fell in a single century. With the death of com-munism and the decline of the West – in relative population and power – Is-lam has become the largest religion, China the world’s emerging superpower and Asia the continent of the future. Recession has hit too many countries around the globe. It is severely felt by millions of people espe-cially those who lost their jobs after business firms have closed shop and others just slowed down in its operations. Some countries have devalued cur-rencies which affect greatly their existence in the matter of international relationship in business. Bankcruptcy is the word for many countries that used to be stable.

In the US.A., more than seven million people are without job. They exist on their own assets as well as the jobless insurance compensation. Those who do not have much assets to talk about, rely on just the assistance from the gov-ernment. It is really terrible but that is what is happening now. Lately, it was reported there was an improvement in the effects of recession but still is not affecting people as yet. Just looking at freeways and highways, one would readily notice the lack of vehicle cruising by. This means there are fewer people driving heir car to work. They just stay in their homes and avoid unnecessary expense. Freeways and highways are usually full-packed traffic during the good old days. Not so much now as people observe and for how long this will last is something no one knows. Some countries in Europe which were very stable before are having hard time now. Many of them needed help and certainly, some bigger ones come to their rescue. Some people worldwide have to change their lifestyle to adjust to the kind of life around. The matter of luxuries in the homes had to be stopped and things around are kept in austere style. Everyday people look for job but it is not there. Everybody depends on the situation around and sustain life the difficult way. It is really not funny to see people of all races having difficulties in living especially those who have young children. In the Philippines, it is always recession ever since. Majority of the people have no jobs and they defend on whatever source they know of or from friends and relatives who are willing to help. Everywhere you go, especially in the big cities, like Manila, Davao, Cebu, etc. are people looking for work. It is amazing these people are able to survive and produce food everyday. The beauty is Filipinos are used to joblessness and therefore, not surprised to exist like that. They know their lifestyle and where to get food everyday. People are still enjoying life even if in truth and in facr they are really crying behind the scenes. The government of course is trying to help in a very limited way since it is existing the hard way too.

To the Christian world, Christmas and New Year celebrations are almost synonymous to exchanging wishes for a good life, and assuring each one that hope for a better world should still be the dominant thought every human being should have. Yes, my friend, even in this calamitous times that see chang-ing patterns of economic life from better to worse, and the corruption of the true ideals of freedom and human rights. With the vibrant spirit that the holiday seasons bring, there is a continuing assurance that all is

well with the world despite the series of the tragedies that has befallen our communities. Unfortunately, to the non-Christian world, the holiday seasons are just times for more merry making, and material exploitations. In the business world, Christmas, for one thing, is an opportunity for more trades and more profits. The irony of it all is the fact that Christians are somewhat lured into an “uneasy” truce in the ever continuing “war of materialism vs. spiritualism.” When Christmas season comes, everyone (believers and unbelievers) find common places that satisfy their “thirst and hunger” for material satisfaction – the malls, the parks, the nightly entertainment venues, the theaters, etc. etc. If Jesus were with us today in person, would He not be sad? He would be going to the desert alone to pray, while “Christians” would be going to a shop-ping spree in the glittering establishments of city centers. Oh, even those who have no money would still go on window shopping, just to satisfy the lust of the eyes. Christmas, a celebration of Jesus’ birth, is suppose to remind us that even just once a year, we should pay homage, to the lowly manger. In a manger, we do not seek things or gifts that only money can buy – the exact opposite of a shopping mall. It is a homage to humility. We are to fall down on our knees and humble ourselves to God born in abject material poverty. Remember the immortal carol: “…Fall on your knees, Oh hear the angels’ voices…” Do we do this only for a season, or a day? Surely, the Bible never spoke of December 24, as the birth of Jesus. Christmas celebration should be everyday. That is why, after Christmas, New Year follows. Every year that comes along is the Year of the Lord. Thus, everyday we should praise and thank God for giving us the chance to live with Him in eternity, and we express this not only in words, but in music as well. But remember that in humble joyful hope, we sing not to be praised by men, but to praise God. Our seasons of hope is not limited to a 30-day cycle or a number of special days. To the world, Christmas and New Year are seasons of material happiness born of pagan values. To a Christian, Christmas and New Year is a daily fellowship with his Cre-ator. Year round we are joyful that Christ is born and lives in us. And ours is the blessed hope that our pilgrimage in this earth will soon end and ETERNAL LIFE with God begins - A life that is not marked by seasons, nor punctuated by crash materialism, nor smeared by false freedom and pretentious human rights that leads to apostasy and breaking of God’s laws.

• Preheat oven to 350 degrees F.• On a sheet tray, spread 1/4 of the

florets with the oil, season with salt and bake until caramelized, about 25 minutes. Meanwhile, combine remaining cauliflower, milk and half a teaspoon of salt in a medium saucepan over medium heat. Bring mixture to a simmer, cover, and cook until cauliflower is tender, about 20 to 25 minutes. Strain cauliflower from milk mixture, reserving both. Transfer cauliflower to a blender. Add remaining 1/2 teaspoon of salt and butter to the blender. Add half of the reserved milk liquid. Secure top on blender and puree mixture until smooth. If mixture is too thick, thin by adding some of the remain-ing liquid. Season, to taste. Serve in a large serving bowl topped with caramelized florets and chives.

complete that creation with-out us. We need to correspond to God’s creation of us. We need to cooperate and bring it to its completion.

In other words, our cre-ation by God is still a work in progress. And our life here on earth is precisely where that “progress” has to take place, where the lifelong drama of our correspondence or non-correspondence to God’s work becomes the ultimate purpose of our life.

Th is is a truth of faith that is actually meant for everyone, but especially more for believers than for non-believers. For the

latter, we need a diff erent tack that uses reason and philosophy more than faith and theology. Th is piece is addressed more to believers.

We need to be reminded that as Christian believers, we need to be ‘alter Christus,’ if not ‘ipse Christus,’ another Christ if not Christ himself. Th at’s because Christ is the very pattern of our humanity. We cannot live properly without him. Remember Christ saying, “I am the truth, the way, and the life…”

We become another Christ through God’s grace, but also through our cooperation, when we let our mind and heart, our intelligence and will to get en-gaged with Christ in the spirit.

In short, we need to assume the mind of Christ, following what St. Paul said that “we have the mind of Christ.” (1 Cor 2,16) We need to train ourselves for this ideal, realizing that our thoughts should not just be our thoughts, but also those of Christ. Th e same with our will, our desires, our plans, etc.

Our life is always a shared life with Christ. It’s a refl ective life driven by reason and faith, and not just a life animated by the senses and reason alone.

For this, we need humility, otherwise we won’t allow faith to guide our reason. We need to study, develop virtues, so that Christ becomes alive in us, and true Christmas becomes a reality!

GENERAL Santos City––Indonesia has repatriated 50 more fishermen from this city and the neighbor-ing provinces of Sarangani and Davao del Sur who were earlier jailed for fishing illegally in its territorial waters.

City Councilor Ron-nel Rivera said Wednesday the repatriates arrived here Tuesday morning aboard a vessel commissioned by his family’s fishing company RD Fishing Industries Inc. from Manado in Indonesia.

He said the repatriation was arranged by staff mem-bers based in Manado of his own foundation Ronnel C. Rivera (RCR) Foundation Inc. (RDFI) and officials of the Philippine Consulate in Manado.

After arriving at the RDFI wharf here, the fish-ermen were immediately subjected to proper docu-mentation by Philippine Coast Guard and City Social Welfare and Development

allowed to return home by Indonesia after serving their jail terms for illegal entry and fishing violations,” Rivera said.

Majority of the 50 re-patriates were residents of this city while a number of them were from Sarangani Province and Balut Island in Davao del Sur, he said.

The official said most of them were crew members and officers of fishing boats owned by various tuna fish-ing companies based in this city that were apprehended by Indonesian Naval per-sonnel after encroaching Indonesia’s fishing grounds.

He said some of the fish-ermen had served jail terms of more than two years while others completed lighter sentences of four months to one year.

Rivera, who is vice presi-dent of the RD Group of Companies, said his foun-dation will initially provide

financial and livelihood assistance to the repatriated fishermen as well as pos-sible job placements in his family’s fishing company.

Aside from the 50 fish-ermen, Rivera said his staff members in Manado were also working for the repa-triation of 15 more fisher-men from the area.

“I was informed by the consulate that 15 more fish-ermen are now ready for re-patriation. So I immediately instructed my staff to make the necessary arrangements so these fishermen can come home before the end of the month,” he said.

Since last year, Rivera’s foundation already facili-tated the return of around 200 fishermen who were imprisoned in various jails in North Sulawesi province in Indonesia due to illegal fishing and entry violations.

Rivera estimated that to date, around 5,000 fisher-men from the city and the neighboring areas are still languishing in Indonesian jails.
