The Covenants Department contin-ues to grow and take on additional work as additional homes are added to the community and as homes in existing neighborhoods age. The de-partment exceeded its goals for com-prehensive inspections, proactive inspections and resale inspections. They realized a 30% increase in resale inspections and trained new staff members to assist with the achieve-ment of yearly goals. Covenants staff sent 3,700 notices to residents in 2014, a 6% increase over 2013. They sent 1,318 landscaping notices con-stituting a 14% decrease over 2013. This demonstrates the positive ef-fects of the department’s eff orts to educate and work with residents, as well as an eff ort to enforce property maintenance standards. This balance has proven to be eff ective yet accom-modating.

The Association continues to work with the County staff and elected of-fi cials to address community issues

A Year in Review: 2014A MESSAGE FROM THE GENERAL MANAGER

In preparing for last month’s annual meeting I spent time looking back over the last 12 months to see what the Association had accomplished. I quickly realized that 2014 was a busy year in Brambleton. The BCA Board, it’s committees and staff has accom-plished a lot in 365 days, and I want to take a moment to share those suc-cesses with everyone.

Financially speaking, the Association remains in a strong position. Our op-erating budget crossed the $10.0M mark, while our delinquencies clock in at less than 1.5%. The Association also has more than $3.0M in replace-ment, operating and capital reserves. I like these indicators; our Association is fi nancially healthy and stable.

The Brambleton Lifestyle continues to fl ourish and grow. The Developer has now constructed and turned over more than 10 miles of trails to the Association. We also opened up our 3rd pool in 2014 and are planning for

a 4th pool to open in 2015. The As-sociation saw record turnouts at its major events throughout the year. We also purchased the community’s fi rst bus as a way to further grow the events and programs for the commu-nity. The community will also benefi t from the creation and future work of the Brambleton Kids Care committee, which was established in 2014.

Advances in Association communi-cations were huge in 2014. Our new website was released in May, which has had more than 60,000 visits. The Association released an app for the website at the November annual meeting. Download the Brambleton Community app today!!! The Devel-oper and Association released the Brambleton Community TV Channel (Fios Channel 42) as well in 2014. The Association also updated the layout of the New Resident handbook and took that to print. I see these as huge steps in improving the Association’s and community’s communication.

the past, I can’t help but to dream about the future and what's in store for Brambleton. I predict that the community will continue to see posi-tive growth and development of not just the physical community, but in the operations of the Association. The Board and staff are committed to keeping Brambleton and the As-sociation as the number one com-munity in the second fastest growing County. I also look forward to contin-ued involvement at the County level to improve and address transporta-tion, school and recreational issues that impact our community. I look forward to celebrating our 2014 ac-complishments and the prosperity that 2015 will bring. Happy Holidays to you, your family and friends!

and future projects. We welcomed Deputy Roy Ortutay as our communi-ty policing agent by providing space at the Community Center for this LCSO program. We saw the opening of the new public safety center and Arcola VDF relocating to the center to better serve our community. The Association also kept a pulse on the “Cargo Road Battle” and encouraged residents to speak out against the Brambleton location for the road. The Community also saw the opening of Rock Ridge High School in 2014, but the temporary closing of the Beaver-dam Reservoir.

The Brambleton rezonings remain ac-tive and alive. The Planning Commis-sion recently recommended approval of the two rezonings before them. I personally remain hopeful that the County Board will do the same. I believe that the benefi ts within the rezoning packages to the commu-nity far outweigh the small increase

in additional homes. The acceler-ated elementary school site and ad-ditional middle and high school sites are desperately needed. The conver-sion of the Brambleton dairy barn to a civic center is a facility that is needed within our community. The privatiza-tion of Olympia Drive will bring the increased pedestrian safety to the area that I have heard as a concern from residents since coming to Bram-bleton. The relocation and centraliza-tion of the library at the Brambleton Town Center will bring an increase of daytime traffi c to the center that the retailers will benefi t from. These are just a few of the reasons why I per-sonally support the rezonings. Hope-fully the County Board of Supervisors will understand the true benefi ts the community and county realize and show their support by voting for them.

I am thankful for another great year in Brambleton. While refl ecting on

reviewed a resident request for im-proved communications from the Association regarding this work. In response, Brambleton’s developer informed the Board that they had recently initiated weekly meetings with their primary contractor and that they will make best eff orts to communicate development related updates to BCA in time to be shared in the Friday Flash.

The overall goal is to communicate items that will have a signifi cant impact on residents, and to pro-vide a general overview of the timing and work to be performed. It was understood that it is not feasible to communicate specifi c start, stop, and duration times due to the number of variables for any given project.

The developer’s representatives

On any given day throughout Brambleton you will see signs of development activity. While this may be the norm for residents in newer areas, where homes are still being built next door or down the street, in areas that are more estab-lished, residents may be surprised to fi nd work underway in their neighborhood.

BCA has always tried to share as much information, with as much notice as possible, with residents via our weekly Friday Flash email bulletin, the Association’s website and Facebook page. Due to the complex and unpredictable nature of these activities and the various entities involved, it has not always been possible to do so.

At their most recent meeting, Brambleton’s Board of Directors

further explained that there have been, and will continue to be, occasions in which the pace of activity moves faster than can be communicated in this manner. In these instances, the contractors re-main responsible to provide notice to residents that will be directly impacted by work.

Brambleton Community Associa-tion’s Board and staff are commit-ted to continually improving the Association and its operations. We will continue to seek new and im-proved ways to communicate with residents. We are always interested in hearing from residents about our communications methods, or any other Association matter. Residences and Residences II

Condominiums

There are several organizations re-sponsible for the snow removal throughout the Residences. Unit owners are responsible for clearing the driveways that serve their unit. The condominium associations are responsible for clearing all sidewalks serving each building (Concerns to: Traci Tranquilli @ [email protected]). BCA is responsible for clearing and treating the common streets throughout the Residences; and is responsible for clearing hard surfaces around the Beacon Crest Pool and the trails and sidewalks along Ryan Road and Belmont Ridge Road. To simplify this, all concerns should be sent to [email protected] and will be addressed according-ly.

Summerfi eld Condominiums

The Summerfi eld Condominium As-sociation is responsible for clearing and treating all common hard sur-faces on the property. Please forward all questions and related concerns to Joanne Mazzarella at 703-327-4818 or [email protected]

Brambleton Community

Association

The Brambleton Community Asso-ciation (BCA) is committed to prompt snow and ice management on the common areas and common drives in sections of the community that have been fi nal paved and are no longer under construction. BCA also removes snow on sidewalks and trails that are located on common area but not adjacent to residential lots. Please report all common area and common drive related concerns to [email protected] .

Developer

The Brambleton Group or Developer will perform snow and ice manage-ment on all future VDOT streets that have been constructed but not yet accepted by the state, and on all com-mon drives that have not been fi nal paved and accepted by BCA. Please report these concerns to [email protected] so they can be as-sessed and reported to the developer accordingly.

VDOT

Virginia Department of Transporta-tion (VDOT) will perform snow and ice management on public streets (Those that have been topped with the fi nal coat of asphalt and released from bond). These streets typically

Winter weather is on its way. The re-sponsibility for snow removal and ice management is that of the property owner and in some cases, the adja-cent property owner. It is important that everyone is aware of their re-sponsibilities and acts promptly to do their part when it comes to cleaning up after a winter storm so that we all can travel safely through the commu-nity.

Homeowners

Townhome and single-family home-owners are responsible for shovel-ing snow on their driveway and the sidewalks on and adjacent to their property. This includes the VDOT sidewalk or BCA common area side-walk in front of or to the side of your property. Once the sidewalk has been cleared of snow, the use of non-corrosive, environmental-friendly material, such as sand, should be ap-plied for traction purposes. Do not apply salt or a salt-based product to concrete sidewalks and driveways aprons. The salt can damage the con-crete or shorten the useful life of the concrete. Residents are responsible for damage to sidewalks as a result of salt applications.

*Please Note: Brambleton residents can assist the snowplow operators by parking in driveways or designated parking spaces during snowstorms. This practice will increase the amount of asphalt plowed, increase the ef-fi ciency of the operator and reduce

Committee Recommends Design Review Revisions

At their November Covenants Committee meeting, members discussed ways to improve the application process and enforcement of the current guidelines to ease the process for residents. One suggested area of focus was to revise some current guidelines to eliminate the need to apply for certain modifi cations if the guidelines for those modifi cations are met. Staff has drafted proposed revisions the Design Guidelines for portable basketball hoops, landscape borders and café lights.

The process to revise guidelines is to fi rst have the Covenants Committee review staff recommendations for revi-sions. This took place at their November 10, 2014 meeting. These revisions will then be presented to the Board of Directors at their next meeting on December 2, 2014. When approved the revised guidelines will then go to the Attorney for review and then to Brambleton residents for public comment. It is our hope that it will then go back to the Board at their February meeting for adoption.

Comprehensive Inspections

BCA’s Covenants Staff has met their objective for comprehensive inspections in 2014 having completed inspections through Section 21. These inspections are one element of the Associations’ proactive inspection plan and are per-formed on a section by section basis. Inspectors look at each Lot and note any maintenance items that require at-tention and all exterior modifi cations. A complete review of the documentation on fi le for each lot is also performed as part of this process. It is through these proactive inspections that the Association can verify that modifi cations made to Lots are in compliance.

community facilities as they are a great resource to our community; as well as its owners and residents. It is important that the facilities are operated and managed in a man-ner that we all will enjoy for years to come. When renting one of our com-munity facilities owners will need to treat the facility as they would their own property and enter into a facility use agreement. The use agreement is necessary so that the facility is used in a manner that is appropriate while protecting the greater community interests. It is important that owners using the facility for a private func-tion understand the agreement and use the facility accordingly.

Brambleton Community Association (BCA) has two beautiful community buildings that are available to own-ers for private functions through a rental program. BCA continues to review and improve the facility rental program and the related process by incorporating it into the community website. When interested in renting one of the facilities, owners and resi-dents should fi rst visit the website for

basic rental information and the rent-al application. The site is fi lled with helpful information and tools such as fl oor plans, photos, a virtual tour and additional related documents. The pertinent website information is there to help facilitate your event planning process and rental of the facility.

ing Brambleton in 2015. We will ad-dress those issues at the appropriate time; however, I will talk briefl y about one matter. As many of you know, the Brambleton Group, our devel-oper, has a number of rezoning ap-plications going before the Board of Supervisors likely beginning this month. These applications will have an impact on the future of Bramble-ton, whether or not the Supervisors approve them. I believe this is a tran-sitional, albeit uncertain, moment for Brambleton. I encourage you to re-view the applications and share your feedback. I speak for my fellow resi-dent members on the Board of Direc-tors when I say we appreciate hearing your thoughts on matters aff ecting Brambleton.

It has been a great honor to serve an-other year on the Brambleton Com-munity Association Board of Direc-tors. I am sure I will see many of you this month at the Town Center and during various events in the com-munity. Thank you for a great 2014. Please have a safe and joyous holiday season!

I want to begin by wishing all of you a safe and happy holiday season. This is my favorite time of year, notwith-standing the onslaught of ads com-pelling me to buy everything under the sun. I have been guilty in years past of looking beyond December to what awaits in the new year. This December, I want to take a step back from the frenzy and chaos, and just refl ect on what matters. I trust many of you would agree that this time of year is a time for family, for friends, for joy, and for perspective.

I am grateful as I type to know that my wife and children are in good health. I am grateful that most of my family and friends can say the same. I am also grateful to live in a commu-nity of people who care about a sense of community. In my little corner of Brambleton, I have friends who I can depend on, and who are sincere in their concern for each other and the children who call this place home. I know the same is true for residents who live in neighborhoods through-out Brambleton.

This community saw additional, ex-

pected growth in 2014. Brambleton currently has approximately 16,000 residents. We will be over 30,000 strong at build-out. Those numbers can be daunting when trying to maintain that sense of community and cohesion. I know how fortunate we are in Brambleton, however, to have so many great people who work to keep us together. I want to thank my friends on staff in the Brambleton Community Association offi ce for all their eff orts in 2014. I want to thank the committee members who volun-teer their time in service to the asso-ciation. I want to thank the residents who independently organize and hold events for the greater good of Brambleton. Finally, I want to thank all of you who attend the concerts, the festivals, the block parties, etc. The participation of so many makes our community stronger. We will continue to hold events worthy of your time. Our staff will continue to make it look easy.

A special thanks to Distinguished Community Service awards winners, Amber Colatosti and Dave Pavlik.

Amber has been a resident since 2011 and began on the Activities Committee as soon as she unpacked. Her focus has been on establishing new adult social events to include Comedy Night and Flashback Friday.

Dave Pavlik has been a resident since 2002, taking the lead in coordinating Brambleton's Neighborhood Watch eff orts and regularly volunteering at community events. His committment to facilitate neighbors helping neighbors led him to starting the B_Alert Facebook page. In recognition for his leadership and dedication to this topic, Dave was appointed as the fi rst chairman of Brambleton's Safety & Security Commit-tee in August 2013.

Lace Up for Learning Brings Together Community to Support Schools

enrollment). St. Theresa School took home the win and received a $500 bonus as well as a trophy to keep un-til next year’s event! They had an im-pressive 42% represented!

Congratulations to all those little ath-letes in the Brambleton community and all those parents who keep won-derful programs like the Loudoun South Little League running – keep up the good work!

The 2nd annual Lace Up for Learn-ing 5k & Mascot Mini Mile was a huge success! Nearly 1,000 race partici-pants laced up to “fun-race” for their schools on an unseasonably chilly November 15th morning at Bramble-ton Town Center.

This family-oriented event included a USATF certifi ed 5k course and a kids’ fun run. Designed to encour-age a healthy lifestyle and engage local communities in support of their schools, the event exceeded expecta-tions in its second year.

Mascots were on-hand to cheer the youngest participants in at the fi n-ish of the Mascot Mini Mile (Kids’ Fun Run). Bruno, Brambleton’s blue bird mascot was a huge hit with the kids!

Registrants designated their pre-ferred benefi ciary school during the registration process, which directed funds to their school. A strong turn-out and generous sponsorship sup-port from the business community allowed a total of $10,338 to benefi t Brambleton’s schools:

As a condition of receiving event funds, benefi ciary schools were re-quired to provide volunteer support in addition to registrants. Nearly 200 volunteers braved the cold and sup-ported the event including Briar Woods High School Key Club mem-bers and Cub Scout Pack 1500.

Nearly 100 Brambleton Kids Run the Nation kids and their families partici-pated in the race as the culminating event of the fall season. Other teams included Girls On the Run and Dulles South Cross Country. The #1 team was Brambleton Kids Run the Nation for the second year in a row!

Following the success of previous outreach eff orts, the Loudoun County Board of Supervisors has initiated the Dulles Community Outreach Project. The purpose of the project is to conduct a dialogue with citizens of the Dulles Commu-nity to identify neighborhood and community-wide priorities and to develop recommended strategies to aid in future planning and programmatic activities. The project will include both a comprehensive and inclusive process utilizing multiple platforms and media to reach and hear from the widest range of voices. We are currently in the planning and research phase of the project, and will initiate active outreach in earnest in January of 2015.

County Staff will employ a number of methods to communicate and gather public input with the residents and busi-nesses of Dulles, including surveys, workshops, web-based forums, interactive mapping, and group presentations. Given that the Dulles Community is home to many planned neighborhoods, the project recognizes the key role that existing Homeowners Associations can play in the outreach process.

We are excited to undertake such an important project. The fi nal result will include a report advocating community rec-ommendations, which will be presented to the Board in the late summer of 2015. This project is particularly timely, as The Department of Planning and Zoning will begin developing a new countywide Comprehensive Plan in early January 2016, and the results of this project will be a major input to that eff ort.

Community Coat Drive – The Bram-bleton Group is teaming up with Brambleton Kids Care to sponsor a community coat drive for Mobile Hope Loudoun. Drop off your dona-tions of coats and other cold weather items (i.e., gloves, scarves, hats) at the Brambleton Welcome Center between November 1 and December 7, 11:00 AM to 6:00 PM. Mobile Hope will provide the coats to children in need right here in Loudoun County. We kindly ask that you please laun-der any used donations.

Sponsor an Angel from the Salva-

tion Army, and help make the holi-days merry for a child in need. A tree has been set up in the Welcome Cen-

ter. The program aims to provide two or three gift items per Angel, plus an outfi t. You are welcome to combine with friends & neighbors to sponsor an angel. Gifts must be returned to the Welcome Center by December 10th. Please leave gifts unwrapped, and attach your tag to the gifts. Multiple gifts can be combined in a shopping bag or trash bag with the tag attached out the outside.

This is our 3rd annual calendar, and each year it is a great fundraiser for a local no-kill animal shelter, Friends of Homeless Animals. In return for a copy of the calendar, the Bramble-ton Group will accept donations to FoHA. Fire/Rescue Raffl e – Did you know that there are 19 fi re stations in Lou-doun County with multiple trucks in each station, but there are only 10 pet oxygen masks in the county? The Animal Medical Centers of Lou-doun want to change that startling fact and they need your help. They are raffl ing off a $100 gift certifi cate to The Red Fox Inn in Middleburg, VA on December 16th. 100% of the proceeds will go to buying pet oxy-gen masks for our fi re/rescue houses. Briar Woods High School Music Boosters

Marching Band News The Briar Woods Falcon Regiment Marching Band has just completed a full and successful competition season. The band enjoyed mastering and performing THE FINAL BELL, The Music of Rocky, and based on audience response, it was truly a crowd-pleasing show. 2014 season honors included –

“SUPERIOR" ratings in The Virginia State Marching Band Assessment. First place at the US Bands Regional held at Woodgrove High School, plus awards for best music, best visual, best

drumline and The Falconaires were named the best colorguard. First in class at the US Bands Contest at Chopticon High School in Morganza, MD, winning all captions.
