1. MAIN PRINCIPLES

1. Decenturion State activities are built on the information openness principles, determined by citizens’ universal suffrage, as well as by the Media Regulation.

2. This Regulation has been developed to establish a systematic approach to informing the world community and Decenturion citizens about Decenturion State activities, approving policy regarding interactions with the media, improving the procedure for timely and objective information release, streamlining inner processes of Decenturion Ministry of Information, improving the efficiency of communication system between the Ministry of Information and the media.

3. The main sources of information about Decenturion State activities are:

• Decenturion State official website Decenturion.com;

• Press release official channels RU

• TV shows on Youtube

• Interviews, articles, ministers’ and outstanding citizens’ public speeches, as well as press conferences, round tables and other events with media access;

• Announcements of upcoming events and other materials distributed by Decenturion Ministry of Information;

• Other official sources: Facebook, Telegram, Twitter, Medium, regional portals, television channels accredited by the State;

There is no censorship of publications about Decenturion State. Control is carried out only on the part of information accuracy and its objectivity. The content of publications are governed by media laws either of countries the accredited media are registered in or the territory they release publications on.

Decenturion Ministry of Information has the right to prepare materials for accredited media, as well as to control task execution in terms of content quality and quantity representation.

2. GLOSSARY

• The media is an information source satisfying accreditation criteria established by Decenturion State and accredited for interaction with the State.

• Press secretary / press officer — Ministry of Information officials dealing with the media.

• Accreditation criteria are requirements that are to be met by mass media in order to maximize Decenturion target audience information coverage and to obtain State support.

• The main media focus on blockchain, IT, cryptocurrency, investments, business, startups.

• Media KPI — frequency of publications, audience coverage, quality of content, unique (copyright) publications.

• Publication — text, audio or video content in print media or on digital publishing platform (radio, television, Internet etc.)

• Decenturion Ministry of Information is a government body authorized to interact with the media.

3. DECENTURION MINISTRY OF INFORMATION AIMS AND OBJECTIVES

AIMS

1. Informing the world community and Decenturion citizens about Decenturion State activities. Releasing information about the State development, achievements and major Decenturion events.

2. Regulation of media interaction policy, improving the process of providing timely and objective information, improving the efficiency and organizing information interaction between the Ministry and the media.

3. Interaction with Decenturion authorities, ministers, outstanding citizens and other residents, as well as information partners highlighting the State activities.

4. Interaction with accredited media.

OBJECTIVES

1. Selection and accreditation of the media meeting the accreditation criteria according to the State Media Regulation.

2. Daily interaction with all Ministries and active participation in all Decenturion official events for relevant information gathering.

3. Regular press releases both for accredited media and Decenturion citizens.

4. Interaction with accredited media for timely and trustworthy coverage of significant events.

5. Information space daily monitoring to ensure accuracy and impartiality of publications.

6. Developing a self-sustaining business model for the Ministry.

5. RIGHTS AND DUTIES OF MINISTRY STUFF

1. Communication with the media and other organizations on behalf of Decenturion Ministry of Information.

2. Request and gather by all means all the necessary data and statistics available to evaluate media resourse for compliance with Decenturion State accreditation criteria.

3. Together with the Press secretary take a reasoned decision on giving or refusing in media accreditation.

4. Monitor publications to ensure their accuracy and impartiality.

5. Accredited media monthly KPI evaluation.

6. Calculating reward for rhe media according to KPI level in coordination with the Minister of Information.

7. In coordination with the Ministry’s management suspend or revoke accreditation in case of gross violations by the media, namely:

• publication of false information or slander;

• negative background formation;

• systematic non-compliance with KPI for 2 months;

• loss of media status or trustworthy reputation for content violating State laws where the media is registered or authorized to issue publications.

MINISTRY OF INFORMATION STAFF IS OBLIGED TO

1. Analyse all the necessary information about the media resource for it to comply with Decenturion State accreditation criteria as well as its reputation.

2. Make every effort to provide the media with all the necessary information, related to the activities of the State.

3. Ensure the accredited media access to Decenturion official events as well as to outstanding citizens.

4. Monitor accredited media publications on the part of accuracy and impartiality.

5. Record media KPI realization and archive their publications.

6. KPI, MEDIA AND PUBLICATION REQUIREMENTS

6.1. SPECIALIZATION

• Blockchain, IT;

• Cryptocurrencies;

• Investments;

• Business;

• Startups;

• Traveling;

• Technology;

• Real Estate.

Not accepted for consideration:

• Advertising groups;

• non-core groups;

• Airdrops;

• Trading chats;

• Any resources with fake audience, poor quality content, language interweaving.

6.2. MEDIA REQUIREMENTS

• Minimum number of subscribers is 1,000, with the exception of blogs, websites and YouTube channels.

• UTM tags attached to publications.

• The resource must contain unique copyright publications. Lack of unique content, as well as regular copy-paste of information from official Decenturion channels and other web resources for 2 months, lead to media accreditation suspension.

• One person cannot accredit several media on the same platform, except when they all belong to him.

• Accreditation of different media on one platform is possible in case of targeting different audiences, target groups or different thematic channels.

• Only one person can be assigned to one media.

• Facebook — pin publications for at least 24 hours (a screenshot of each pinned publication has to be provided for the report);

• Google Plus — pin publications for at least 24 hours (a screenshot of each pinned publication has to be provided for the report);

• VK — pin publications for at least 24 hours (a screenshot of each pinned publication has to be provided for the report);

• Twitter — account activity not more than 5 messages per day;

• Instagram — account activity not more than 5 posts per day;

• Blog — account activity not more than 3 posts per day;

• Website — publication visibility on the page

6.3. TYPES OF PUBLICATIONS ON FACEBOOK, GOOGLE PLUS, TWITTER, VK, INSTAGRAM, BLOGS, WEBSITES

• Copy-paste news from the official channel is allowed as a temporary KPI. Maximum number of paid copy-pastes are 3 per month.

• Copyright post / article relevant to the timeline flow and approved by Ministry’s Press Officer before publication.

• The maximum number of paid copyright articles is 2 publications per month.

• Authoritative media source with a vast and confirmed audience can publish copyright articles beyond the paid limit with prior confirmation from Ministry’s Press Officer.

• Media source paid quota limit is up to 6 publications per month. Publications over the limit are not paid.

• Ministry of Information Press Officer has the right to request an important news publication without payment.

6.4. TYPES OF CONTENT ON YOUTUBE

1. Sharing video from official channels (webinars, videos about startups, news from and about Decenutrion State etc.) is allowed as a temporary KPI. Maximum number of paid shared videos on your personal channel is 3 per month.

2. The maximum number of paid copyright videos up to 4 per month. Reproduction of original text from other sources with or without musical background is not counted as a copyright video.

Minimum time devoted to Decenturion in the copyright video not less than 5 minutes.

Authoritative media source with a vast and confirmed audience can publish copyright video content beyond the paid limit with prior confirmation from Ministry’s press officer.

Media source paid quota limit is up to 7 videos per month. Publications over the limit are not paid.

Ministry of Information press officer has the right to request an important news publication without payment.

7. ACCREDITED MEDIA REWARD SYSTEM

1. Decenturion Ministry of Information is authorized to reward accredited media at the beginning partnership, providing 1 DCNT Classic token for media representative Green Card activation, on condition of KPI realization after the first month of partnership. In case KPI is not achieved after the first month of partnership, the Ministry of Information has the right to revoke 1 DCNT Classic token.

2. At the end of each month, the Ministry of Information deposits DCNT Classic tokens vs current official US dollar price to all accredited media accounts according to KPI realization.

Costs of publications on Facebook, Google Plus, Twitter, VK, Instagram, blogs, websites:

• Verbatim copying (copy-paste): $ 10-50• Copyright post / article: $ 50-300• Bloggers with less than 1000 subscribers receive $ 10-25 for

verbatim copying (copy-paste) and $ 25-50 for the copyright article.

Costs for content on YouTube:

• Copy & paste: $ 10-100

• Copyright video with less than 1000 views: $ 50-150

• Copyright video with more than 1000 views: $ 150-500

• Copyright video with more than 10,000 views: $ 150-1000

3. Accredited media receive additional income in the form of companies’ tokens entering Decenturion market, according to the amount of DCNT Classic tokens and multiplier of personal account.

4. Accredited media representatives are assigned by money multiplier × 3

8. KPI REALIZATION CONTROL BY DECENTURION MINISTRY OF INFORMATION

1. Accredited media sends a report to its Ministry’s press officer at the end of each month.

2. The report should contain links to publications and is to be sent not later than the third calendar day of the next month. An agent with several accredited media resources, is to provide links to publications in each of them.

3. Ministry’s Press Officer reviews publications for compliance with the Regulation; in case of violation the Press Officer sends a requirement to the media representative to bring publication into compliance with the Regulation and to make a new report.

4. Based on accredited media verified reports Ministry decides on the amount of reward according to the media partnership agreement.

5. Every month Ministry of Information provides an activity report to Ministry of Administrative Affairs for checking and allocating tokens for rewards to Mass Media Relations Department.

6. Every citizen and Decenturion Quality Control Department has the right to check the media reports or any other information about Mass Media Relations Department activity.

9. ORDER OF INTERACTION WITH THE MEDIA

MINISTRY OF INFORMATION OFFICIALS AUTHORIZED TO INTERACT WITH THE MEDIA AND PROVIDE ACCREDITATION ARE OBLIGED TO:

1. Ensure that the media complies with the accreditation criteria of Decentrion State.

2. Provide the media with terms and conditions of the current Regulation and get a signed confirmation from the media of acceptance of the conditions.

3. Request the following information from the media: full name of the person authorized to make a decision about the start of cooperation; email; contact number; any messenger; address of residence.

4. Send registration link on Decenturion platform to the e-mail address of the media representative, where he is to correctly fill in all the data and upload a photo (black and white or color with a clear full face image, without a hat, on a white background — passport type).

5. Request media representative to provide email registered on Decenturion platform, and include it into the list of accredited media.

10. PARTICIPATION IN PUBLIC EVENTS

ACCREDITED MEDIA ACQUIRE PRIVILEGED STATUS FOR PARTICIPATION IN DECENTURION PUBLIC EVENTS:

1. Free access (or promotional code with 100% discount) to the event for one media representative and / or film crew, according to the media specification and previously agreed with the Press Officer;

2. Exclusive interview with Decenturion Ministers and outstanding citizens;

3. Priority in access to the schedule of Decenturion public events, list of invited guests and experts, as well as full access to reference and analytical information.

11. LEGALITIES AROUND CHANGING TERMS AND CONDITIONS OF REGULATION

THE MINISTRY OF INFORMATION HAS THE RIGHT TO MODIFY REGULATION TERMS AND CONDITIONS, CHANGES COME INTO EFFECT IN 30 DAYS FROM THE DATE OF THE ACCREDITED MEDIA NOTIFICATION.
