The Operational Plan 2019/20 i.e. Year 2 of the Delivery Program was adopted on 24 June 2019 and commenced 1 July 2019. This Quarterly Review includes a status update of the adopted Delivery Program projects. Attachment 1 details the performance against projects by operational view (by Division) for the period 1 January to 31 March 2020. Of the 302 total projects scheduled to commence this quarter, 286 (94%) projects are on track (green status) and 13 (6%) are behind schedule (red and amber status projects). Note: 3 projects discontinued (black) and are not included in the % analysis. Financial performance information is detailed within the Quarterly Budget Review Statement (QBRS) presented separately to Council (refer Item GF04). Recommending:
1. THAT the Quarterly Review of the Operational Plan - 1 January to 31 March 2020 be received. 2. THAT Council notes the remedial action for those projects that were not on track for the period ending 31 March 2020.

BACKGROUND
The Operational Plan 2019/20 (Year 2 of the Delivery Program 2018/19-2020/21) commenced on 1 July 2019. It is a statutory IPR requirement to present performance reports against the Delivery Program to the Council on a biannual basis. North Sydney Council reports progress against the Operational Plan on a quarterly basis. CONSULTATION REQUIREMENTS
Community engagement is not required. DETAIL
The Delivery Program/Operational Plan includes projects and services. The status of projects for the quarter is reported using traffic lights/percentage complete indicators. Attachment 1 details the performance against projects by operational view (by Division) for the period 1 January to 31 March 2020. In summary, 302 projects were scheduled to commence/continue this quarter. 96% projects are on track (green and blue status) and 4% projects are behind schedule/delayed (red and amber status). Note: 3 projects are unfunded/discontinued (black) and are not included in any of the data analysis but are outlined in the report. The following provides a summary by Division (operational view):

1 Council’s Integrated Planning and Reporting Framework
1.1 Community Strategic Plan
The North Sydney Community Strategic Plan 2018-2028 is Council’s most important strategic document. Council uses the Community Strategic Plan to guide its planning and decision making.
Council is the key driver of the Community Strategic Plan. Council works with other stakeholders, including government agencies, non-government organisations, community groups and individuals who play a role in delivering these outcomes. Its implementation is the shared responsibility of all community stakeholders.
The Community Strategic Plan commenced 1 July 2018. The next review of the plan is due within nine months of the commencement of the next term of Council.
Council reports on progress against the Community Strategic Plan via the End of Term Report, which is presented to the last meeting of the outgoing Council.
1.2 Delivery Program
The Delivery Program 2018/19-2020/21 was produced in accordance with Section 404 of the Local Government Act 1993. It covers the period 1 July 2018 to 30 June 2021. The Delivery Program outlines the actions Council will undertake during its electoral term to deliver the long-term strategies and outcomes of the Community Strategic Plan. The hierarchy follows the same structure of the Community Strategic Plan, including five interrelated key themes known as ‘Strategic Directions’. Each Direction details the desired strategies and outcomes that will be implemented to address the community’s future aspirations.
The Directions are:
• Our Living Environment• Our Built Infrastructure• Our Future Planning• Our Social Vitality• Our Civic Leadership
The Delivery Program identifies actions (referred to as projects and services) to be carried out over the electoral term to contribute to these directions. The plan sets out the services to be carried out each year, outlines additional projects Council plans to undertake during the next three years, and sets out budget (financial estimates).
The structure of the Community Strategic Plan/Delivery Program largely aligns to Council’s organisational structure.

1.3 Operational Plan
The Operational Plan 2019/20 (Year 2 of the Delivery Program 2018/19-2020/21) commenced on 1 July 2019.
The following diagram illustrates the relationship between the levels of Council’s IPR Framework. It shows how activities cascade from the Delivery Program to the Operational Plan.
The projects and services listed in the Operational Plan are consistent with the Delivery Program. Aside from only focusing on one financial year, the Operational Plan differs from the Delivery Program in presentation only. Compared to the Delivery Program, the Operational Plan is structured by ‘divisional view’ in line with the organisational structure i.e. by Division.
It is a statutory IPR requirement to present performance reports against the Delivery Program to the Council on a biannual basis. North Sydney Council reports progress against the Operational Plan on a quarterly basis, by way of traffic lights/percentage complete; with the Q2 and Q4 reports including corporate performance measurement in line with the biannual Delivery Program reporting requirements.

2 Quarterly Review
Section 404(5) of the Local Government Act 1993 requires every NSW council to report on progress against its Delivery Program at least biannually.
This report outlines Council’s progress for the period of 1 January to 31 March 2020.
The Delivery Program 2018/19-2020/21 incorporates the five strategic directions of the North Sydney Community Strategic Plan 2018-2028, each with objectives supported by specific projects and services. Each project and service is linked to a component of the quadruple bottom line (QBL) - social, environmental, economic or governance.
2.1 Measuring Our Progress
All projects and services are categorised by direction. The five directions of the Community Strategic Plan/Delivery Program are:
• Our Living Environment• Our Built Infrastructure• Our Future Planning• Our Social Vitality• Our Civic Leadership.
Each project has been given a traffic light rating, below, based on its achievement of schedule deliverables in the third quarter (Q3) of 2019/20.

2.2 Project Status by Direction An update of Council’s performance by strategic view (by Direction) for Q3 is provided in Attachment 1. Of the 302 total projects scheduled this quarter, 286 (96%) projects are on track (green status). 13 (4%) are behind schedule (red and amber status projects), 3 projects are unfunded/discontinued these are not included in the statistics. Direction 1: OUR LIVING ENVIRONMENT Council is committed to sustaining the effects of population growth on the natural environment now and in the future. North Sydney’s natural environment is accessible to all. Recreational and social activities have been offered throughout the quarter with a focus on environmental sustainability. Waste minimisation workshops such as composting, worm farming and pickling continued at the Coal Loader in Q3. 20 Bushcare workshops and events were held including school holiday activities, talks on brush turkeys, possums, plants and other wildlife. The Native Havens program supplied free local native plants, advice and support to residents with havens on their private land. Streets Alive and community gardening programs continued to be implemented in Q3. The proposal for the Grasmere Reserve community garden was approved by Council in Q3 2019/20. The garden is expected to be completed by the end of Q4 2019/20. There were 34 active HarbourCare volunteers that gave their time to the cause in Q3. Council greatly appreciates and recognises the important role they play in maintaining our local environment and keeping our harbour clean. 21 sites were cleaned over the quarter. The reconstruction works at Forsyth Park are completed. The sports field will be opened in April. The upgrade of the Gadyan walking track on Berry Island was completed in Q3. The track is a 20 minute bush walk that interprets the Berry Island's Aboriginal history. This is one of North Sydney's most delightful and significant areas of harbourside bushland.

Direction 2: OUR BUILT INFRASTRUCTURE Council is focussed on ensuring adequate infrastructure to support population growth. This involves ensuring assets are well constructed and maintained to meet community needs. North Sydney experienced a significant rainfall event 8 and 9 February. Damage was not as severe as that experienced in other parts of Sydney. Rangers attended numerous matters including fallen trees, collapsed fence, and collapsed retaining wall, placed barricades and made the area safe. Council staff assisted police with road closures, removed vegetation, cleared streets, investigated retaining walls and drainage systems. Contractors with heavy duty stormwater pipe cleaning equipment were engaged to clear pipes with a CCTV camera ensuring quality clean and investigation. It was an outstanding team effort, the work before, during and after the storm undertaken by Council significantly reduced disruption to the community. Major clean-up of the Depot continued in Q2 2019/20. The Depot Wash Bay upgrade was completed to standard. Installation of a new roof over the external storage area will commenced. Leaking roofs were repaired during the Mechanical and Carpenter Workshops in Q3 2019/20. The development application for the North Sydney Olympic Pool complex development was open for community comment in Q2. The DA will be assessed by an independent planning consultant and reported to the Sydney North Planning Panel for determination.
One new car share space installed in Q3. A car share Local Government Area demand analysis study was completed to inform a review of Council's care share policy.

Direction 3: OUR FUTURE PLANNING North Sydney is a great place to do business, with strong economic growth balanced with environmental and social wellbeing. Stage 1 of the North Sydney CBD Public Domain Strategy was adopted by Council in Q2. Stage 2 is being prepared for public exhibition in Q3 2019/20. The strategy’s aim is to create a more engaging and resilient CBD that offers a greater range of activities and unique public spaces for residents, workers and visitors. Review of Council’s Local Environment Plan continued with the Local Strategic Planning Statement (LSPS) and Local Housing Strategy (LHS) endorsed by Council during Q2 2019/20. The LSPS outlines Council’s direction for housing, employment, transport, recreation, environment and infrastructure. The LHS defines where housing will be provided in North Sydney LGA to accommodate the Greater Sydney Commission’s North District Plan for growth. The North Sydney Business Network – Building a Website event was held in Q2. The session included the role of websites, how they work with social media, advantages of having a website, recommended content and how to build a website. The Visitor Economy Strategy and action plan was endorsed by Council in Q3. The Strategy identifies the long-term vision and actions required to develop North Sydney’s visitor economy. Its objectives are to attract the right markets for North Sydney and create vibrant communities and world-class visitor experiences.

Direction 4: OUR SOCIAL VITALITY North Sydney offers fantastic quality of life to its residents. Community members have access to the information and support services they require.
A broad range of events were held in Q2 201920. These included the night artisan's market at the Coal Loader, the children's creative festival, spring sounds on the platform, The Twilight Food Fair and Women's Cricket at North Sydney Oval. All events were well attended. Third party events supported by Council included the Sydney Running Festival, Crows Nest Festival and three community carols in local parks.
International Day of People with Disability was celebrated on 3 December 2019. Students from local schools were invited to attend a day of activities at the Coal Loader to raise awareness of and break down stigma attached to disability. The event was run in collaboration with: Wheelchair Sports NSW, Blind Cricket NSW, Studio A, SSI Voice, Guide Dogs NSW/ACT, Paul Nunnari, Community Connect Transport, Ability Links, and the Coal Loader Centre for Sustainability.
The Good Things Foundation awarded Stanton Library three Building Digital Skills grants to deliver the Tech Help for Seniors program. The library partnered with Lively, an organisation that brings young people and older people together to learn from each other. Over a 6-week period, the youth volunteers provided quality training to booked out sessions. The success of this program resulted in a new partnership with Link Housing.
The North Sydney White Ribbon Garden was officially opened by the Mayor at the front of the Council Chambers to draw attention to domestic violence issues in Q2. The Police and the Chair of Lower North Shore Domestic Violence Network spoke on efforts to reduce Domestic Violence.
As part of the 'Meet the Experts' Workshop series, a workshop on "How to kickstart a culture of innovation in your organisation" was held November 2019. Presenter, Simon Banks was excellent and received great feedback.
In Q2, the quarterly Aboriginal Heritage Tour Series commenced at the Coal Loader. This included a visit from Karen Smith, the Education Officer from the Aboriginal Heritage Office, who took attendees through the site's rich history.
