    2. Prior to his employment as a fulltime WIT instructor for KIBITZ, .subject was employed by Mine Military Post, Kaiserslautern in the SignalSection. At the time of his employment, arrangements were made with RhinePost to have him rehired by them when he would no longer be of operationaluse to us. Such arrangements were laid-on through ID EUCOM. In /hne ofthis year, we decided that subject was unsuitable for intelligence oper-ations and should be dropped.3. June, Jay and August of this year were s p ent trying to have KIBITZ-171 rehired by Rhine Nilitary Post. IC "Z carried on all dis-cussions with theChief of Personnel, Rhine Post. Due to the cut-down ofindigenous personnel employed by mil i tary installations in Germany and thefact that KlB ITZ-171 's inadqquacies were also known by the Signal Section atRhine Post, we were told -- despite their promise to rehire him -- that RhinePost Could not re-employ KIBITZ-171.It. The und a.,g ianwi thantook the KIBITZ-171 case to the H A R V A R D Unitand spoke with L7 _ 1 1.n September, HARVARD was asked (EGFA-95,to COH only) to try to get KIBITZ-171 a job in Germany and at the same timelay on necessary arrangements for possible emigration. Itemigration was the best solution to our security problem. t.-during September, saw a chance to have KIBITZ-171 emigrate to Australia.(Their attempts to get him a job on the German economy were not started dueto the chance of his possible emigration in the very near future.)5. n 8 October, 1 95 2,L1nder the alias of Mr. Hendricks,mat KiBITZ-171 for the first time. An excellent,"sales job" on why KIBITZ -17 lshould emigrate to Australia(had been done at undersigned's direction pre-

    viously by KTBITZ-15. KIBITZ-171 was agreeable to emigrating to Australia,only questioning the job and personal security situation there saying thathe did not want to become just an ordinary laborer, but wanted to stay in hisnrofession -- the Radio/Electronic field.     of his emigration application. If the Australians do not take KIBITZ -171,the HARVARD Unit will attempt to emigrate him to Canada or possibly to theUnited States. If KIBI TZ-171 emigrates to Australia, his passage will bepaid by the Australian Government in connection with FICHE. Passage toother countrir c will be taken care of by HARVARD or countries involved.In addition, 3 has intimated to KIBITZ-171 that he will be given asmall "bonus" up on emigration to aid him to start his new life.6. Reasons for disposal of 1ZIBITZ -171 are:

    a. Subject is immature and has a personality not suited to clandestineactivities. His main faults are his lack of regard for money and histraction to members of the opposite sex.b . Original control of subject and his operational activities arenot considered to have been secure in that subject learned too many trueidentities of his students (other WI T operators in the KIBITZ-15 N e t ) .c . Operationally, the KIBITZ-15 Net is being slowed down and wehave no further need of subject's services.d. Because of the sensitive nature of the Staybehind Program and(a), (b) and (c) above, sub ject's evacuation from Germany would have to beaccomplished at the outbreak of hostilities. For better security now andelimination of evacuation problems, it is recommended that he be emigratedat once.

    7. KIBITZ-171 knows the following:aT Operational Data: DYCL AIM WIT procedure and trainingmethods. (Ae has instructed some 14 VT agents in the KIBITZ-15 N e t ) H eis familiar with TR-1, RS-6, RS-1, Bud Oscillator, AdK, MP-1 SM-71, F4111-crafter, crypto system and signal p lan sy stem.     KIBITZ-171 has not seen anyone in KIBITZ-15 Net, other than KIBITZ-15, sinceJune, when he gave basic. WIT instruction to KIBITZ-199/200. This 1-monthperiod has probably dulled his memory somewhat of names etc. In addition,KIBITZ-15, whom PCEBITZ -171 respects quite a bit, has given him a severesecurity lecture and collected all notes, etc., he could from KIBITZ-171.

    8. In EGFA-197, we requested a name check from CIS on subject and alsonecessary action by CIC that they wouldwithhold kno wledge of subject'sintelligence activities from the Australians or other countr y requestinga check in reard to KlBITZ-171's emigration applications. L. ' _ AChief CIS, informed undersigned verbally that CIC had no record (other thanhis kIBITZ activities) of subject and that they mould so state when anyinquiries regarding his emigration were made.9. Subject had false documents furnished him by NKTOPAZ in the name ofHans Schaeffer. These were a Kennkarte and driver's license. These have

    been taken up and are now held in his file here. Subject realizes that hisemployment as 17/T instructor was a temporary position. It is not felt that

KIBITZ-171 did not sign a contract for his employment as W/Tinstructor in icanz-35 Net. Files here indicate (MGKA-33041, 25 September1951) that subject was hired by verbal agreement fnr h(In n,r month withperiodic increases up to 60o DM: per month by C: 73 He, haw-ever, received only one increase and has been paid only 450 DM per monthPlus 26-on DU for Krankenkasse payments since Jaauary 1952. We will request

    1. of HARVARD to Obtain a quit claim from subject once he ison his way to the boat and/or resettled on Derma: Economy. HARVARD walcontinue to pay him until he is emigrated or resettled.
