Deenbandhu Chhotu Ram

(November 24, 1881-January 09, 1945)

Born on 24thNovember, 1881 in Garhi Sampla (a village in old Rohtak District ) in the

family of Ch. Sukhi Ram and Mrs. Sirya Devi, Deenbandhu Chhotu Ram was a renowned

educationist and named as the father of reforms for farmers and downtrodens. He established

Jat Anglo Sansthan on 26thMarch, 1913 after completion of his graduation in Law. In pre-

independent combined Punjab, he was Development Minister from 1937 to 1945. He was

conferred with prestigious awards like Rai Bahadur (1919), Deenbandhu (1942), Rehbar-e-

azam (1944). Besides being a luminary figure who made substantial reforms for agriculture

and education, he was involved in various developmental projects and policy formulations,

including the important Bhakhra Nangal Hydroelectric Power Project.

The Government of Haryana has appropriately named the University after this illustrious

son of the soil. His humanitarian achievements inspire and motivate everyone to work

sincerely with dedication for the inclusive growth and overall progress of the nation.

VICE-CHANCELLOR

MESSAGE

I am pleased to welcome our students for the 2015-16 academic session. As a

University, we continuously strive to give quality education in scientific, technical and

professional streams. With good infrastructure facilities, qualified faculty and administrative

staff, we endeavor to provide clean and healthy campus ambience. Separate hostels for boys

and girls are available to accommodate the needy students. I do hope the students residing in

hostels will be comfortable and enjoy their stay.

All efforts are made to create a friendly and peaceful environment in the hostels. The

University gives utmost importance to the needs of the students residing in the hostels.

Facilities for indoor and outdoor games are available; students can make use of the flood-lit

sports arena on playgrounds at late hours. Washing machines have been made available for

the hostlers.

Chief Wardens, Wardens, Disciplinarian-cum-Counsellors, Supervisors and all those

associated with the hostels are always eager to make homely ambience for all the hostel

residents. I convey my best wishes to all our students for meaningful time ahead and success

in their pursuits.

MESSAGE

The University is set to achieve excellence in education and research. The University

fraternity is striving hard to come upto the standard of attainment of excellence in all areas by

providing higher scientific, technical and professional education. Besides new administrative

block, other important buildings, infrastructure, qualified faculty as well as skilled manpower in

technical and related fields, the University offers excellent hostel facilities for boys and girls

separately.

The University is making all efforts to make the hostel life of students comfortable and

memorable. We have marvelous hostels in the University campus with all modern and

excellent facilities. I would emphasise upon all the students residing in hostels to make the

best use of hostel facilities and at the same time I would appeal to all the hostellers to keep

themselves away from ragging and other unlawful activities.

I wish the new comers to the University hostels a very happy & comfortable stay and

(Boys Hostels) MESSAGE

Dear friends

The youthhood is characterized by ebullience (quality of being filled by high spirits and

bubbling with energy) and flair for new ideas on the one hand while at the same time their life

(the youthhood period) is also filled with uncertainties and fuzziness (haziness) about means

and goals. A large number of youth appear to be at cross roads.

To the contrary, most experienced people (I prefer not to call them old) are

characterized by a deep rooted calm and sound decision making abilities (barring exceptions)

but do generally lack initiative & the fire to explore unchartered territory of ideas, concepts,

learning, action, etc.

Although in most spheres, the experienced ones are given the lead role with the hope

that they shall nurture, develop and lead the youngsters, yet questions abound whether they

provide the right mix of learning inputs and environments for the youngsters, ushering them

onto stable and greater heights. This skepticism about the role of teachers / elders partially

arises from the fact that in this highly evolving world, the role of teacher has shifted from

knowledge-giver to knowledge facilitator or enabler.

Even there are questions about the appropriateness of directions that the teachers (or

schools of thought) tend to chalk out for youngsters. As a case in point, let us observe that a

couple of years back, schools (or institutions, in general) laid lot of emphasis on multi-tasking

but the latest research (from Stanford University) shows that multi-tasking hampers intellectual

performance, even damages brain, causes trouble in organizing one’s thoughts and in filtering

irrelevant information, lowers cognition and may even cause dementia to set in early. The

focus thus is back on to single-mindedness. So what does it mean?

Grappling with such questions, the only useful inference / conclusion that we can draw

is that the University and its hostels should aim at providing a liberal mix of creative space,

freedom of expression (through ample opportunity of participation in several works / activities /

committees / sports / organizing intra- and inter-hostel debates, declamations, extempores,

group discussions, etc.) as well a secure environment – a home away from home, coupled with

years of compiled ripe experience (garnered through a gamut of situations – bookish and non-

bookish of Wardens & other senior functionaries.

Home as we say that a hostel is, it becomes incumbent upon every resident to bless it

with all the good energy, thought, word & action and in return be blessed! Else we have a

whole gamut of deterrent measures / punishments regimen to make the errants fall in place. I,

for one, would wish that punitive style may not ever be called for but if the situation would so

warrant, we shall do it not only promptly but also in word & spirit.

One can make one’s life by making one’s stay in hostels not only enjoyable but also

meaningful / fruitful by devoting oneself to academic pursuits, sports, extra curriculars, etc. and

by creating new possibilities of participation in hostel & university activities. To the contrary, a

perfect prescription for being stuck is also available by one’s fixed way of being plus persistent

complaint and mindless gossip (including libel).

Choice is left to the residents!!

Dr. ANITA SINGHROVA CHIEF WARDEN (Girls)

MESSAGE Dear friends

A girl is a God’s greatest gift. The optimal utilization of this golden opportunity can be

justified by educating her. As we know, educating a girl child actually educates the society as a

whole. Also, in a step towards the growth of the nation, the education of a girl child is an

utmost important stepping stone. The primary concern of the parents and the guardians is

safe, secure and healthy environment. To address this issue and not let this be a hindrance in

the process of gaining knowledge, the university has three girls hostels, namely, Gargi Hall,

Kalpana Chawla Hall and Mother Teresa Hall, equipped with all facilities and a conducive

environment for attaining higher scientific, technical and professional education to all those

who aspire for it.

The hostels are being run by girls on co-operative basis, which at once imbue the

residents with a sense of responsibility, accountability and autonomy. The lively, vibrant

atmosphere in these residents’ halls infuses a sense of sharing, togetherness and a

community feeling among girls, who are the pillars of society. The resident students spend

more than half of their time in these hostels during stay at University; therefore a good care is

taken of to balance discipline – a sense of essential responsibility and spirit of freedom in

these residential Halls.

Against this background, it gives me an immense pleasure to welcome the prospective

residents of girl’s hostels to this university. We hope that we never belie the high expectations

with which students enter the hostels. To ensure that we’re meeting the needs of each of our

residents, we have regular meetings with the girls students. I wish the new comers to the

University girls’ hostels to take this as a platform to rise and shine. Welcome aboard!

PREAMBLE

The Information given in this Brochure is meant for the students and other stake

holders. This Brochure does not contain exhaustive detail of the rules and

regulations of the University. The instructions with regard to admissions are

broad guidelines and do not restrict the University in framing further guidelines /

regulations in this respect. The instructions which may be issued in future in

furtherance of admission process will also be applicable. If for any issue / matter,

where the rules / regulations are silent and / or need clarification, the decision of

Vice-Chancellor of the University shall be final and binding.

DISCLAIMER

At the time of publication of this Brochure, every care has been taken to ensure

that the information published and printed is correct. Any addition, deletion,

change or alteration in the provisions / instructions / regulations, if made by the

University at a later date, shall be applicable to the admissions to various

programmes even though normally, a University Ordinance or Univ. Prospectus

are applicable to the entire duration of a programme for the batch for which these

were published. However, the Hostel Brochure may be revised each year and

shall be applicable as such to the concerned academic session (year). If any

ABOUT THE UNIVERSITY INCEPTION Deenbandhu Chhotu Ram University of Science & Technology, Murthal, Sonepat came into

being on 6th November 2006 from upgradation of erstwhile Chhotu Ram State College of

Engineering, Murthal through an Act of the Legislature of the State of Haryana with a vision to

facilitate and promote studies and research in emerging areas of higher education with focus

on new frontiers of Science, Engineering, Technology, Architecture, Management studies,

Humanities and also to achieve excellence in these and connected fields. The University has

been considered eligible for grants under section 12(B) of UGC Act 1956, in March. 2009. The

University got affiliating status in 2011 and the technical and professional College / Institutes

located in the District Sonepat have been affiliated to the University since then. Six B.Tech. programmes of the University have also been accredited by National Board of Accrediation (NBA). VISION To facilitate and promote studies and research in emerging areas of higher education with

focus on new frontiers of Science, Engineering, Technology, Architecture, Management, and

Humanities leading to evolution of enlightened technocrats, innovators, scientists, leaders and

entrepreneurs who will contribute to national growth in particular and to internal community as

a whole.

MISSION To achieve excellence in education and research in main and related areas of Engineering,

Technology, Architecture, Management and Humanities and to occupy a place of pride

amongst the most eminent organizations of the world.

LOCATION The University is located in NCR on National Highway No. 1 (G.T. Road) about 50 km from

ISBT, New Delhi towards Chandigarh and 8 km from Sonepat railway station. The location of

the University falls within one of the growing industrial belts of Haryana extending from Kundli

to Panipat.

CAMPUS

It is a residential university with a campus sprawling over 263 acres of land. Architecturally, the

campus has been developed in four distinct zones - academic, residential, hostel and

recreational. The academic premises comprises five blocks including one administrative block.

One iconic building, i.e., Library-cum-Computer Centre is also completed and is operational. A

convention centre is under construction.

HOSTELS

Hostel accommodation is provided to all needy students. Normally, a student whose residence

is within a radius of 30 km of University Campus may not be provided any hostel

accommodation, in particular the male students. There is a mess-cum-kitchen unit in each

hostel. Mess is run by a student’s body on cooperative basis under the guidance of the

respective Warden. The entire affairs related to hostels are dealt with by a council of Wardens

headed by the Chief Warden, with inputs from students committees of the respective hostel.

Every hostel has a spacious furnished common room with TV and dish antenna

connection. A billiards room is also functional in boys hostel premises. The Hostels are in the

process of being linked with campus wide networking. At present, there is Wi-Fi connectivity in

all hostels. In addition to this, each hostel has a badminton court and a table tennis room.

State-of-the-art tennis academy has also been established between BH-II & BH-III. The

SHOPPING COMPLEX

The campus has a shopping complex in the vicinity of student’s hostels

and residential area. It has a departmental store, photo shop, xerox

State Bank of India branch with ATM facility and a Post Office. Shopping

complex also has a cafeteria surrounded with lawns.

MEDICAL FACILITIES

The University has medical centre in the campus catering to the

medical needs of the students and staff. It has two permanent Resident

Medical Officers including one Lady Medical officer. It is equipped with

first-aid and ambulance facilities. In addition to this, other test facilities

are augmented by the department of Biomedical Engineering.

ACADEMIC PROGRAMMES

The University intends to impart high-end education through 28 regular PG Courses and 9

regular UG Courses in the academic session 2015-16. University is also running Ph.D.

Programme wherein approx. 225 research scholars have been registered. University also

offers Certificate Courses in foreign languages such as French and German. A few UGC

Career Oriented Programmes are also conducted to enhance the breadth of knowledge and

skills of engineering students as well as other candidates.

CO-CURRICULAR ACTIVITIES

Traditionally, students organize three events during an academic year.

RHYTHM is the annual cultural fest of our University which provides a unique opportunity to our students to showcase their culture and to show what they are proud of concerning their country by participating in a no. of events like solo song, duet song, group song, group dance, solo dance, group orchestra, nukkad natak, skit, spoof, mime, poetic recitation, elocution, debate, and fine arts events. Participation of little champs of Savera and Fashion Parade in this cultural festival are its distinctive attractions. The outstanding artists are selected during Rhythm by a selection committee for further participation in the Inter-University North Zone and then at the National Level youth festivals organized by the Association of Indian Universities (AIU). Winners of National Youth Fest are sent for South Asian Youth Fest by AIU. The position holders in Rhythm are also awarded with Merit Certificates and Prizes. Another very popular technical event is TECHNOVA in which again the participation from all over India in invited. This technical festival comprises of more than hundred technical events including online participation designed to test the innovative skills of students in cognitive and psychomotor domains.

The Third event is the Annual Sports & Athletic Meet being organized by the University for the Campus students. University campus team is selected for various games to participate in Inter-college tournaments which are organized by the University to select the University team to further participate in North Zone / All India Inter-University tournament under the banner of Association at Indian Universities. Inter-college tournaments of the University in various games

are organized by University in the campus or in any affiliated college of the University. Participating teams are University campus teams & teams of all affiliated colleges at the University. Rich sports infrastructure is available in the campus for various games for the students. An International standard Tennis Academy, Cricket Pavilion, Athletics stadium, Basket ball arena, foot ball fields, multi-purpose hall (consisting of Gym, Badminton, Indoor Hall, T.T. Halls nearing to be functional) have been established. Volley ball courts are also available in hostels. Swasthya path of 3 mtrs. Width & 1835 mtrs. (approx.) periphery is also available in the campus for health & fitness.

UNIVERSITY LIBRARY

The University Library is housed in Saraswati Library Complex, which is a four storey building, a perfect & beautiful blend of aesthetics, latest technology and green architecture. The University Library has a seating capacity of 600 members and opens from 7.00 a.m. to 7.00 p.m. on all working days and 9.00 a.m. to 5.00 p.m. on Saturdays, Sundays & Gazetted Holidays.

The University Library has 57,100 books and other reading materials and 243 e-books. The Library subscribes to 184 printed Indian Journals. It also subscribes to 62 Magazines and 20

Newspapers to cater to the needs of users for current awareness and leisure reading. The University Library has undertaken the subscription to the Online Journals of J-Gate (Social and Management Science – 6936), Emerald – 150 (Management), EBSCO (Art and Architecture – 239), (ASCE – 33) and IEEE / IEL. Being a member of INFLIBNET – an IUC of UGC, the University Library is provided with e-resources of Taylor and Francis (2918), Springer (1389), American Chemical Society (37) and American Physical Society (10). The University has also access to two databases, i.e., ISID and JCCC through INFLIBNET. For access to online Journals, databases and electronic books, the University Library has 32 Computers with a setup of 1G connectivity. The University Library maintains a separate Reference Section consisting of fact finding resources such as Dictionaries, Directories, Handbooks, Encyclopedias, Yearbooks and a copy of a title meant for reference only. The University Library also maintains a separate section on Deenbandhu Chhotu Ram – the great leader of Haryana after whom the University takes its name. In this section, books, related literature and a photo gallery on Chhotu Ram Ji is available.

UNIVERSITY COMPUTER CENTRE

The new University Computer Centre is housed in state-of-the-art Saraswati Complex – an iconic building based on green technology. The University Computer Centre (UCC) manages the Central Computing and Networking facilities for the University community. The UCC has dedicated 1 GB NKN leased line for internet connectivity from BSNL. University has 1500 Nodes Wired Network and Wi-Fi connectivity in all Hostels over 10G OFC backbone. University Computer Centre is Remote Centre of IIT Bombay / IIT Kharagpur to conduct various Workshops & Training programmes for students & faculties through Audio Visual interaction. University is designated as Aakash Project Research Centre of IIT Bombay and has more than 244 Aakash II tablets. UCC is also the remote centre of Quality Enhancement in Engineering Education (QEEE) program with an objective to enhance the quality of technical education in Under Graduate courses (Bachelors) of Engineering.

University Computer Centre is equipped with state-of-the-art facilities. The centre’s inventory has more than 4 Blade Server HP, 150 Desktops, 22 laptops, 3 Itanium Servers, 244 Aakash Tablets, Xerox Machine, LCD projectors, Scanners and Laser printers. The Centre has state-of-the-art audio visual facilities to conduct various online lectures & training programmes. NPTEL video lectures are available for users on university intranet. The UCC has large numbers of latest licensed Softwares. University Computer Centre also manages various automation and online activities of the University. UCC designs the Online Entrance Examination System & Online Students Attendence System for the University. University Computer Centre also manages two websites www.dcrustm.ac.in & www.dcrustm.org which offer complete upto date information to all the stake holders.

CENTRAL WORKSHOP

The central workshop is an academic centre where emphasis is given on practical aspects of

manufacturing and production processes. This is the area where students are trained to get

hands-on experience before going to different industries. The practical training is imparted to

all UG level engineering students of the University. The Central Workshop is spread in 6000

sq. mtr. area and is mainly comprised of Machine Shop, CNC Machine Shop, Welding Shop,

Fitting Shop, Forging Shop, Sheet Metal Shop, Carpentry Shop, Pattern Shop, Foundary

Shop, Metrology Section, etc. CNC Shop and Welding shops are equipped with modern CNC

lathe, CNC Milling and EDM, TIG, MIG and Plasma cutting machines. There is trained and

experienced staff in each shop for imparting effective training to the students.

CONVENTION CENTRE

A state-of-the-art Convention Centre is under construction with an estimated cost of Rs. 26

crores. Its foundation stone has already been laid by Hon’ble Chief Minister of Haryana on

November 19, 2008. It is expected to be available for operations / usage in the year 2015.

TRAINING & PLACEMENT CELL

The Training & Placement Cell (TPC) is a separate Unit which deals with Placement and

Campus interviews of our University students. The cell is headed by regular Training &

Placement Officer of the rank of Professor. The Training and Placement Cell acts as an

interface between University and Companies. It has maintained symbiotic, vibrant and

purposeful relationship with industries across the country. As a result, it has built up an

impressive placement record both in terms of percentage of students placed as well as number

on companies visiting the campus for attractive salary packages. The TPC hosts companies

on campus (A.C. accommodation is available in Univ. Guest House) and ensures that every

aspirant is assured of a bright career of his / her choice. A spacious Training Placement Cell,

equipped with the state-of-the-art facilities like Seminar Hall of 200 seating for PPTs, 40

seating capacity Air Conditioned Lounge, Board Rooms, Smart Class Room, Internet Lab, Air

Conditioned Committee Room for group discussions and Examination Halls have been made

available by the University for conducting the Campus Interviews for final year students and

training programmes. University has Computer Lab for online test to assess 200 students in a

single shift. The Training and Placement Cell has been fostering a very productive and

mutually beneficial relationship with the industries towards generating the placement

opportunities for our students. Our students have the capacity to think beyond the boundaries

of contemporary text books as they are nurtured in a quality teaching and research

environment. For these reasons, several corporate houses have placed us among the top

echelon of institutes for the purpose of campus recruitment programmes.

The Placement Cell performs the following functions:

Ø Nurtures industry institute interaction, by organizing and coordinating frequent industrial visits,

in-plant training and projects of industrial relevance for the students.

Ø Organizes & Coordinates campus placement programmes, with a view to assist every aspirant

in fetching good placement.

Ø Helps every student define his/her career interest through individual expert counseling.

Ø Makes available updated database and job profile of the companies and thus helps each

student analyse and choose a company of his interest. The department has in its active file a

database of nearly 6000 companies.

Ø Receives and forwards the feedback pertinent to curriculum improvement from the visiting

companies to the Depts./ faculty, to ensure that that the curriculum follows the latest industrial

trends.

Ø Provides facilities for the visiting companies to conduct pre-placement talks, written tests, on

line tests, group discussions and interviews.

Ø Organizes expert lectures on various topics.

Training & Placement Cell has an excellent team of three Students Coordinators from each

stream of final & pre final year to further sharpen all processes.

ANNUAL HOSTEL FEES

1. Room Rent: To be paid each year along with the University fees in the beginning of each

academic session (year). (Account Number- 31559481201). All boys desirous of taking hostel

accommodation will initially deposit Rs. 6000/- at the start of each year (acad. Season). All

students are required to deposit the room rent for single accommodation initially for one year,

however, if any student is allotted shared accommodation, the excess amount deposited as

room rent shall be refunded by the University. (Annual Room Rent Charges)

For Kalpana Chawla Hall & Mother Teresa Hall (Dormitories), room rent is Rs. 4000/- per

annum in case of three girls sharing & Rs. 3000/- per annum for four or more girls sharing.

Last date for payment of hostel room rent shall be as per the Univ. prescribed date for each

odd semester fees, else a late fee of Rs.50/- per day shall be levied for 15 days, beyond which

the room will be considered for cancellation. The fine on this account shall be deposited in

respective Hostel Account, unless a higher fine is imposed by the Univ. for the same period.

2. Refundable Hostel Security: Newly admitted student has to deposit with Hostel Fee a one-time sum of Rs. 3000/- as hostel security. It will be refunded when the student would leave the

University.

4. Mess Security: Caution money of Rs. 4000/- per annum will be realized per head as mess

security from each student except UG final year & PG final year who will deposit Rs. 6000/- per

annum at the time of admission / allotment in the hostel with Hostel Fee. The caution money

will be adjusted in the mess bill at the end of each academic session. In no case, the Mess

Advance / Security of Rs. 4000/- (UG / PG before final year) / Rs. 6000/- (UG / PG final year

students) will be adjusted as Mess Bill prior to the last two mess bills. Mess Security shall be

adjusted against the last two mess bills, only in following conditions:

(i) If the candidate has ‘No’ outstanding bills prior to the last two months of his stay in

the concerned hostels.

(ii) If the total of anticipated mess bills for the last two months is expected to be less

than Rs. 4000/- (UG / PG before final year) / Rs. 6000/- (UG / PG final year

students).

5. Refund: In case any student vacates his/ her seat during the time of counseling conducted by

HSCS/ University after taking admission in the hostel, then Rs. 200/- per day will be deducted

from the total hostel fee excluding room rent. Room rent is non-refundable. Half of the

overhead expenses, i.e., Rs. 7000/- for boys and Rs. 6950/- for girls may be refunded in case

a student leaves the hostel as well as the University after the last counseling date but on or

before 30th of November. No amount is to be refunded to him/ her afterwards.

Bank Account: Students are advised to deposit their Annual Hostel fees / mess dues*

through State Bank of India’s online portal in the respective account as follows:

HOSTEL ADMISSIONS:

a) Staying in the hostel is not compulsory for the students.

b) Admission to the university hostels will open at the beginning of the academic session. Only

regular students will be admitted subject to the availability of accommodation. Full time Ph.D.

scholars are also eligible for admission to the hostels.

c) Students may be allotted sharing accommodation, if needed.

d) All the girl students (UG & PG courses) will normally be allotted sharing accommodation.

e) Admission to the hostel shall be sought afresh in every academic session subject to the

satisfaction of the chief warden/ warden regarding proper conduct and regular payment of

dues of hostel and mess in case of ex-residents. Admission can be denied to defaulting

students after checking such cases.

f) No hostel accommodation will be given to any boy student, whose permanent residence is

situated within 30 km of the University campus.

g) Students seeking admission to the hostel must apply on the prescribed form to the warden of

the concerned Hostel. Students must attach documents as per NOTE above.

h) All students must fill the landline number and mobile number of their parents in the hostel

admission form. This has to be verified & countersigned by the parents themselves. If any

column (s) are blank in the admission form, the Hostel Supervisor will reject the form &

student’s candidature for a room in the hostel.

i) The wrong information filled under any head in the admission form calls for heavy monetory

penalty (upto Rs. 5000/-) or cancellation of admission in hostel or both.

j) All rights of admission to the hostels are reserved with the University.

k) At the time of admission of their daughter in girls hostel, the parents/ guardians must submit to

the warden a list of relatives/ visitors (whose names, signature and photograph will be

approved by the parents) who will be allowed to see the girl and accompany them. The visitors

are expected to state their relation and sign the visitors register kept in respective girls hostel.

l) If any student gets hostel accommodation on the basis of his/her admission in a particular

department and subsequently, he/ she joins another department, he/she must inform the

hostel authorities accordingly.

m) Hostel accommodation is not transferable to any other person. In case of violation of this rule,

the allotment shall be cancelled and disciplinary action will be taken against the allottee as well

as against the illegal occupant of the room.

n) A student suffering from a contagious disease will not be allowed to stay in the hostel till

he/she produces a certificate of medical fitness from the medical officer of the University or

civil surgeon.

o) If there is any change in correspondence address, Mobile Number of students/ parents, then

the same must be brought in the notice of respective warden immediately in writing by the

student, duly verified by the parents, so that the necessary correction in the database may be

made. If any wrong or un-updated information is detected later on at any stage, a penalty upto

Rs. 5000/- may be imposed on the defaulter alongwith cancellation of hostel room.

p) In case of any indiscipline, scuffle, nuisance and damaging of property by the students, the

matter should be reported to the concerned Hostel Supervisor / Warden / Chief Warden

through e-mail, phone / sms or written complaints. The identity of the reporter will be kept

confidential.

q) Warden/ Chief Warden can inspect and seal (lock) the room of any student at any time for a

reason deemed fit.

r) The tube-light will be provided in the room only once, i.e., at the time of allotment only. The

students are required to hand over the same in working condition at the time of room

submission, failing which the students will have to bear the cost. The official replacement of

electrical items will only be done by hostel in those cases where there is a technical fault.

ADDITIONAL RULES FOR GIRLS

The girls have to observe proper timings of entry in the hostel which are announced from time

to time. All the girls will have to mark their attendance through the biometric system also.

(i) Late Entry without prior permission: The girls will have to make specific and correct entries

in the register maintained by security guard at the main gate. It is the duty of security guard /

Matron to check all the entries/ Identity card of the girl. If the student reports late up to half an

hour, she would be fined Rs. 200/- by the matron. Beyond that, the matter would be brought to

the notice of the warden. The Matron will contact the parents of the girl and will ask them to

submit written clarification. She will also keep the record of telephonic conversation in a

register. Warden has the authority to fine up to Rs. 1000/- per incident. Warden may also

recommend expulsion of the girl from the hostel after enquiring the matter.

(ii) Attendance: The matron posted at girls’ hostels/assigned staff for the purpose will take

attendance of the students in the office of the matron/warden. If any girl present in the Girls

Hostel does not mark her attendance in the register (kept with the matron) / biometric system,

the student would be fined Rs.200/- by the matron. If any girl is found missing, then the matron

will bring the matter to the knowledge of the warden and in turn, the warden will bring the same

to the notice of the Chief Warden. Matron / Warden will take action as per clause (iv).

(iii) If permission is granted to any girl for late entry by warden, then the same information shall be

made available by Matron / Warden at the gate.

(iv) Out of Station: (a) Educational tour / leaving the station for any purpose: The student shall

seek written permission from Warden / Chief Warden by producing proper proof, i.e., an

approval from the concerned Chairperson along with the consent of the recommending /

accompanying official. A separate register is maintained at the gate for this purpose.

(b)The girls while going home have to make entries in the register maintained by security

guard at the main gate. Matron will also record the same in her attendance register.

Any Girl found violating the rule iv (a) and iv (b), like making wrong entry or without

making entry would be fined Rs. 500/- for the first time. The matter would also be brought to

the notice of Warden. The parents of the girl would be informed accordingly by the Matron and

the record for the same would be maintained. On repeated violation, Rs. 5000/- fine may be

considered for imposition by the respective Warden. The Warden may also recommend

expulsion of girl from the hostel after enquiring the matter.

(v) Visitor register showing details of visitor (name, place, relation with girl, etc.) and details of

concerned girl (name, branch, year, room no., etc.) will be maintained at the main gate.

(vi) No male guard is allowed to enter in the mess or any other covered area of the hostel.

NOTE:- Imposed fine will be collected within four days by the Matron or as prescribed by the

Warden / Chief Warden, failing which the student will not be permitted to avail mess facilities

till the deposition of fine. The amount will be utilized for the development of hostel.

STUDENTS PARTICIPATION IN HOSTEL & MESS MANAGEMENT

To delegate power, responsibility & work from the Wardens and to allow students to have a fair

play and say in the management of hostels & mess, it is pertinent to suggest that each hostel

may have in place atleast the following six committees:

1. Maintenance committee: If the work perceived under this Committee is perceived as too

massive, then this committee may further be bifurcated into following two sub-committees:

(a) Civil Maintenance committee

(b) Electrical Maintenance Committee.

2. Mess Committee

3. Hygiene Committee

4. Discipline Committee

5. Sports Committee

6. Common Room Committee

To allow fair creative space to each Warden & his team, although the scope of each

committee is not outlined here (considering that some of the wardens may like to go beyond

the ordinary), yet one suggestive mandate level scope for Common Room Committee is

outlined below just to serve as a guideline:

a) To decide & implement the decibel limits for playing of T.V., etc.

b) To maintain the appliances in Common Room.

c) To suggest and arrange to procure suitable reading materials for Common Room, including

motivational, innovation & G.K. books, chalk out a good system of issue & return.

d) To arrange intra-hostel Competitions/Contests for (i) Debates (ii) Declamations (iii) Extempore

contests (iv) Group Discussions.

e) To carry forward teams to Inter-Hostels Contests from each of the above four intra-hostel

contests.

f) To arrange Expert Lectures in Hostels on topics relevant to students such as Time

Management, AIDS, Proficiency in Studies & Research, Art of Living (in particular YES plus or

Youth Programmes), etc.

It may not be a bad idea for each Warden to choose one / two passionate student

members (knowledgeable, albeit) and allow them to choose one or two more member (s),

forming a cohesive fully functional, vibrant team; with guidelines, of course, initially rendered /

imparted (preferably in written form) by each Warden to each Committee & then monitored for

progress at suitable intervals.

The size of each Committee may be limited to three to eight, as too many cooks spoil

the broth (as goes the saying) and as too large committees tend to be unproductive.

HOSTEL MESS RULES

a) Residents taking admission in hostels shall automatically become members of cooperative

mess. They will have to pay their mess bills regularly. If any resident fails to deposit mess bill

within notified time, for the first time he/she will have to pay fine @ Rs 50/- per bill per day upto

15 days after the last date of deposition of Mess bill. However, if he/she still fails to deposit

mess bill within 15 days from the last date of deposition of Mess bill, it will lead to withdrawal of

the mess facility. Room of the defaulter would be locked and simultaneously his / her parents

will be informed about the same.

b) There will be a mess committee, elected / selected or nominated among the residents in

consultation with Warden. Mess committee shall be responsible for the management and

smooth functioning of the hostel mess as per the hostel rules and the guidelines of the

University. The Committee shall take all day-to-day decisions in consultation with the warden

to ensure efficient and effective running of the hostel mess. The mess committee will also

ensure cleanliness in kitchen and dining hall. If any mess committee member is found violating

the hostel mess rules, his/her membership from the committee will be terminated alongwith

fine(s) as for other residents. The committee will work closely in full cooperation and

coordination with the warden to provide the best of mess services & enhance the image of the

hostel. The committee will also make suggestions to the hostel warden for further improvement

in the hostel and ensure proper discipline and decorum.

c) Meals will be served only in the dining hall during the hours notified. However, in case of

illness, meals can be served in the room, on the recommendation of the medical officer of the

university / warden. Record be arranged to kept by the Mess Supervisor in a register for such

cases & also of the utensils taken into & back from the room.

d) The mess will work as per Academic Calendar of the University. If a student wants special

relaxation for joining the mess later on with some academic / departmental reason, he/she

shall get the reason verified from the Chairperson of the respective department and submit

such application to concerned Warden.

e) Students are neither allowed to carry any mess utensils outside the mess nor they are allowed

to take raw materials or unauthorized food from the mess. Defaulters will be fined each time, a

utensil is found in their room. However, for utensils thrown into common areas such as stairs,

corridors, grounds, washrooms, etc., or for common pilferage, a penality common to all or

group (if possible to identify) of students shall be imposed in Mess Bill, as deemed fit by the

Warden upto Rs. 2000/- per resident per incidence.

f) A Resident is allowed mess rebate of maximum four days in a calendar month. For this, he/she

has to fill up a rebate slip available with supervisors at least one day before, else rebate shall

not be admissible.

g) Students seeking exemption from the mess diet on medical grounds will have to inform the

hostel authorities immediately. They will have to submit the medical certificate issued by

government medical institutions / Pvt. Doctors / Hospitals and verified by the university medical

officer. This exemption will start only from the date the student submits such medical certificate

to the Hostel Supervisor, else rebate shall not be admissible.

h) Residents (except Mess committee members) will not go into the cooking and serving counter

areas, else they will be fined for each violation. Mess Committee members too shall not enter

the said areas to take leverage of their title / position but shall access these areas only for

monitoring / checking or rendering other services.

i) Cooking in the rooms is strictly prohibited and defaulters will be fined each time for violation.

On repeated violations, Warden / Chief Warden may cancel the Hostel Allotment.

j) All residents shall come to the hostel mess in a decent / proper dress.

k) All complaints regarding Mess requiring immediate attention of the warden shall be made in

writing through a member of the Mess Committee.

l) Hostel Admission of a resident, who fails to pay the Mess / Hostel dues for two consecutive

months beyond the due date without any valid reason to the satisfaction of the Warden, shall

stand cancelled and possession of the room shall be taken by the warden and belongings

removed to the store without any liability.

m) All residents are required to clear their hostel, mess & other dues and obtain a no dues

certificate before they take their examination roll number / admit cards and again all their dues

must be cleared before they vacate the hostel for what-so-ever reason, failing which their

names will be forwarded by the Hostel Supervisor through the Warden to the Controller of

Examinations/ Chairperson of the department concerned for withholding the examination roll

number/ admit card/ Character certificate/ declaration of result/ award of degree, etc. and other

disciplinary action, including forfeiture of their securities, may also be taken. If such a student

has already completed the Programme, the Hostel Supervisor may write through the Warden

to the Controller of Examinations/ Chairperson to withhold his/ her character certificate until he/

she gets a clearance chit from the Warden.

n) Every resident will have to give an undertaking as appended before taking admission to hostel.

o) Consuming alcohol/liquor is strictly banned in the hostels. Any student found/reported drinking

will be penalized severally, and may also be expelled from the hostel.

GUESTS

a) Normally, a guest will be allowed to stay in the hostel guest room with the prior permission of

the warden of the concerned hostel/ Chief Warden. The guest charges for the Guest room will

be Rs. 150/- per guest per night. However, meal charges as prescribed for each meal shall

also be payable.

b) Name and other details of the guests staying in the hostel shall be entered by Supervisor (s) /

CRA or a person deputed by the Warden, in the guest register maintained in the hostel. Any

person found without entry in the guest register between 8:00 PM to 8:00AM shall be treated

as unauthorized person / outsider and shall be fined accordingly.

c) Meals to guest(s) of a student, extra items taken by his/ her guest will be served on cash

coupons only.

d) In general, no female shall be allowed to stay as guest in the boys’ hostel and vice-versa.

e) Female guests are not allowed to go to the rooms of boys’ hostel and vice-versa. They may

meet only in the office of the warden. Any violation of the above rules will be severely dealt

with, including expulsion from the hostel.

f) Nobody is permitted to take meals (breakfast, lunch, dinner) outside the mess of the hostel or

outside the hostel, except with permission of the Warden.

g) A student keeping a guest without the permission of the warden shall be liable to disciplinary

action.

ELECTRICITY USAGE:

1. Residents using air coolers will be charged Rs. 800/- extra per annum (irrespective of the

duration of use of cooler) with the prior permission of the Warden.

2. Resident must switch off light, fan, cooler, etc. in his room when not in use, else penalty as

prescribed shall be imposed. The residents may also consider it as their bounden duty to

switch off lights, fans, etc. in Mess & Common areas, when not in use.

3. Tampering with the electric installation shall be treated as a serious offence. When there is

need for carrying out a repair, the electrician should be called in. A complaint may also be

registered in complaint Register kept in each hostel.

4. The electricity bills shall be realized as per actual.

FURNITURE AND EQUIPMENT

1. Students shall keep their rooms neat and tidy and shall be responsible jointly in case of shared

room or individually for the furniture issued to them and for the fittings present in their rooms at

the time of occupation. If a student causes (willfully or otherwise) any damages or defect in the

furniture issued to him/ her or in the permanent fittings in his/ her room, the cost of any

damaged / lost item (s) or double the cost of repair along with penalty will be realized from the

resident. If a student finds anything missing at the time he/ she occupies the room, it will be

his/ her duty to bring it in the notice of the warden’s office, failing which it will be presumed that

everything was in order at the time of occupation.

2. Furniture shall not be transferred from one room to another. The furniture belonging to the

common room, or the dining hall or the hostel office or the hostel guest room shall not be taken

out or brought into the living rooms. Disciplinary action will be taken against the defaulter.

MAINTENANCE OF LAWNS AND CLEANLINESS:

1. The lawns around the hostels are meant for the benefit of the students and for improving the

appearance & ambience of the hostels. Students are expected to take interest and help in their

maintenance. They shall avoid crossing the lawns and shall use only the passages that are

provided. Hedges shall not be tampered with nor shall flowers be plucked off.

2. Walls, furniture and doors etc. shall not be disfigured, damaged or defaced with ink, pencil,

chalk or knives etc.; individual or collective penalties may be imposed in case of default.

3. Wash basins shall not be blocked with sand, mud or any other material. For washing hands,

only soap should be used.

VACATION OF HOSTEL:

1. A student who desires to withdraw from the hostel shall submit an application on the

prescribed form to the warden after having cleared all hostel dues (Performa attached).

2. When a student vacates his/ her room before the summer vacation or after withdrawal or

expulsion, he/ she shall return to the warden’s office all hostel furniture and other property

issued to him/ her, failing which he/ she shall be liable to pay the entire cost of such furniture or

other property.

3. Chief Warden is authorized to grant exemption from the hostel in the middle of semester to the

residents if he is satisfied with the cause(s) and the case is duly recommended by the Warden.

CONDUCT AND DISCIPLINE:

While the following regulations or the points of code are not an exhaustive set of regulations, a

student may be expelled from the hostel or University or disciplinary action as deemed fit may

be taken, based on assessment by competent authorities about the behavior/ action not

befitting the stature of a student of a professional institution:

a) Residents are expected to conduct themselves with dignity and decorum at all times in the

hostels. They should not disturb other residents by making noise, comments, etc.

b) Playing of stereo/ music system/ radio/ transistor, etc. at a pitch which causes disturbance to

others is strictly prohibited. Those who violate the rule will be fined. A frequent violation of this

rule may lead to expulsion.

c) Use of abusive language, gambling, consuming alcoholic drinks, tobacco products (Cigarettes,

etc.) and drug or any kind of intoxicants, tearing of page (s) from magazines, books,

periodicals and newspapers, playing cards or any other act of breach of hostel discipline will

be treated as violation of hostel rules and will invoke suitable punishment.

d) Residents who want to stay out after the prescribed hours must obtain the prior written

permission of the warden. Those infringing this rule are liable to suitable penality.

e) The residents must not bring or entertain any outsider in the university hostel, or bring any

guest without prior permission of the warden concerned.

f) The residents must not keep iron rods/ weapons/ arms of any kind in the hostel.

g) Residents must not assault any hostel staff member; neither should they use any such words /

language which are unbecoming of University Students.

h) If any resident wants to make any representation to higher authority, he/ she should submit

that through Supervisor / Warden of the concerned hostel. Bye-passing the proper channel is

not a healthy work practice.

i) Lights, fans, electric appliances, etc. should be switched off and taps should be turned off

when not required. Tea leaves or other rubbish should not be thrown into the sinks, corridors,

etc.

j) Residents should lock their rooms whenever they go out. The responsibility for any loss of

goods, money, jewellery, mobile phone, laptop or any other item will be that of the occupant of

the room. They are advised, in their own interest, to open accounts in the bank/ post office and

keep with them as little cash as possible. In no case, the hostellers should keep the

valuable(s)/ jewellery with them. Theft etc. be best avoided by taking adequate precautionary

and security measures.

k) No unauthorized show of pictures or any other audio / visual item is permitted during the day or

night. Those who violate the rule will be fined and are liable to any other suitable action.

l) Any student opening a room by breaking the ‘hostel lock’, window-pane, door, etc. shall be

liable to fine/ expulsion from the hostel.

m) For P.G. students, admission to the hostel would stand cancelled at the end of last Academic

session, or 30th June whichever is later. Students, who are not able to submit their Dissertation

/ Thesis within this time, will be allowed to stay in the hostel on submitting recommendation

(with period of extension duly specified) from the Supervisor / Guide of the candidate & further

recommended by Chairperson of the concerned department. Such students may have to

vacate their present rooms & may be accommodated in any hostel depending on availability of

rooms or in Guest room in sharing basis and in any case, he / she will pay Guest Charges plus

meal charges as prescribed in section ‘Guests’.

n) All 1st yr. UG / PG residents are required to obtain the hostel identity card from Hostel

Supervisor and produce the same on demand (Performa attached).

o) Students have to vacate the hostel room after the completion of their last semester.

p) No resident is allowed to keep motorized vehicle in the hostel as these are totally banned.

Permission in case of physically handicapped residents may be given by the university

authority on the basis of merit of case(s).

q) Parking of students’ motorized vehicle shall be outside gate no. 1 of University.

Note: For the convenience of residents, a complaint register is kept in dining hall/common

room of each hostel.

PUNISHMENT RULES / FINES

Following are the punishments / Fines for various unlawful acts. A committee of Wardens and

Chief Warden shall decide the nature of fault / quantum of fine more than the minimum fine in

the punishment rules. In severe cases of indiscipline, a committee duly constituted by Chief

Warden / Vice Chancellor shall finalize the punishment in the ambit of rules or even may go

beyond if the situation so warrants. Warden of the concerned hostel may impose minimum fine

from the Table below on the spot. The Warden / Chief Warden may impose additional

penalties in the form of some work to be undertaken and or some services to be rendered by

the defaulters.

Note:-

1. (a) In situations / cases warranting the attention of parents, the parents of defaulters shall be

called to the office of the Warden / Chief Warden/ Registrar/ Hon’ble Vice-Chancellor to

apprise the parents about the gravity of the case and to seek their intervention in remedial /

correctional course (s) of action.

(b) In order to serve as deterrence to even others, almost all Notices about imposition of penalties

on defaulters shall not only be placed on the Notice Board of the concerned hostel but also on

the Notice Boards of other hostels and also copies thereof shall be marked to all concerned

quarters such as Dean Student Welfare, Controller of Examinations, Controller of Finance,

Registrar, Hon’ble Vice-Chancellor, District Administration / Police etc., as per the case.

2. Fine will be collected either through direct receipt with Hostel Supervisor or through adding in

mess bills. For the categories (i.e., keeping utensils, taking raw material or unauthorized food

in rooms), the fines realized would be put as Mess Income ( thereby leading to overall mess

bill reduction) and for other categories of fines, the amounts realized would be considered to

hostel fund & will remain with the respective hostel. The amount will be utilized for the

development of the hostel.

3. On repeated violations of any rule (s), Warden/ Chief Warden may increase the quantum of

punishment (s) or even cancel the hostel allotment.

4. In case of expulsion from the hostel, the room of the concerned resident shall be locked

immediately by the Hostel Supervisor.

5. The Competent Authority shall have the power to add to these rules or delete or amend any of

the existing rules from time to time.

6. The Vice-Chancellor shall be the final authority to make the interpretation of these Hostel

Rules & Regulations, in case of any dispute or ambiguity. The jurisdiction shall be confined to

Sonipat only.

Code of Conduct

While the following regulations or the points of code of conduct are not an exhaustive set of

regulations, a student may be expelled from the hostel / University or disciplinary action as

deemed fit may be taken, based on assessment of competent authorities about the behavior /

action not befitting the stature of a student of a professional Institution / University.

1. The students are not allowed to have any kind of motorized vehicle(s) such as motorcycle,

scooter or car in the hostel premises. Only cycles are allowed. Parking of students’ motorized

vehicle shall be outside Gate No.1.

2. The students are warned against any kind of ragging and all sorts of violence (physical assault

or otherwise) on or off campus. Even minor forms of ragging shall attract penalties such as

withdrawal of any scholarships, book grant, cut in marks of general proficiency / fitness for the

profession, non-issuance of character certificate, disallowing use of University facilities, etc.

3. Consuming alcoholic drinks, tobacco products, (Bidi, Cigarettes, etc.) and drugs or any kind of

intoxicants within the University / Hostel premises or entering the campus in inebriated

condition is strictly prohibited & shall attract severe penalties.

4. The attempt of any student to present any work of someone else as his own work will amount

to plagiarism and shall render the offender to immediate expulsion and other actions under the

law.

5. The attempt of any student to appear in any examination or test or interview, posing as another

student, shall amount to impersonation and make the offender liable to expulsion & other

penalties.

6. Any student found indulging in ragging in the hostel or in the University will be immediately

expelled from the hostel and the University, as also other disciplinary actions shall be initiated

against him. It may be noted that Hon’ble Supreme Court of India has set out strict guidelines

against ragging and as per its orders, ragging is cognizable offence.

7. The students should approach their teachers and other staff members of the University /

Hostels with respect and courtesy. The students should also treat fellow students (seniors or

juniors) with dignity & respect.

8. The students should put in intellectual effort in choice of words such that the language of

conversation with any one is not filthy, provocative, abusive, or unbecoming of students of

University.

9. Students are advised not to form any association, union or club or organize any activity /

gathering without prior written permission of the competent authority. They are advised not to

indulge in any prejudicial or subversive activity, promote any political activity, organize any

type of agitation or get involved in any activity detrimental to academic pursuits and prestige of

the University. They are also advised not to criticize or make derogatory remarks / comments

against the University/ Hostels administration, teachers, other staff members or students,

neither orally nor in any media.

10. The students are advised not to misuse or damage any University campus / hostel property,

equipments, tools, instruments, library books, furniture, fixtures, fittings, etc. The cost of

damages shall be charged alongwith penalties from students individually or collectively. Writing

on the walls or black / green / white boards anything uncalled for and defacing these places or

any property is punishable.

11. The students shall abide by the provisions made in the Ordinances of relevant academic

programmes. For detailed information, the students may refer to the relevant ordinance.

12. The students are warned against possession and/ or use of obscene site(s) on computer,

books, magazines, periodicals, newspapers, VCDs, Audio visual tapes, etc., else shall attract

punishments.

13. Students are also advised to refer to detailed rules of Library, & other Establishments in the

Univ., for proper use of facilities.

14. The students are advised not to indulge in any kind of indiscipline or misconduct during their

stay in the University campus, else they may attract penalties & / or expulsion from the Hostel /

University.

15. The student shall strictly adhere to the dress code prescribed by the University. The students

are not allowed to wear slippers / bathroom slippers in the classes / laboratories.

16. The students shall put on their identity cards in person while they are in the University.

ANTI-RAGGING GUIDELINES AND MEASURES

As per judgment of Hon’ble Supreme Court, “Ragging shall be constructed as an act of

sadistic pleasure or showing off power, authority, or superiority by senior students over their

juniors or freshers”.

Ragging in any form – teasing physically, psychologically or by spoken or words is

absolutely prohibited in the University campus and hostels. If any incidents of ragging come to

the notice of the authority, the concerned students shall be given an opportunity to explain to

the Proctorial team and if their explanation is not found satisfactory, the authority would

rusticate the defaulters from the University. However, in compliance of the recent instructions

of the Hon’ble Supreme Court, once a student is found prima facie involved in ragging he/she

would be immediately suspended from the University and the Hostel. The matter will

mandatorily be reported to the police and criminal law set into motion.

IMPORTANT INSTRUCTIONS AND DON’TS WITH REGARD TO RAGGING

What amounts to ragging? Any action by senior(s) individually or in a group, that may cause a

fresher/ junior any sort of physical, mental or psychological discomfort, amounts to ragging. A

student must desist from following actions:

Forced Activity

1. Physical abuse - forcing a junior/ fresher to drink, eat or smoke, dress in a particular manner

or undress.

2. Verbal abuse – asking to swear words & phrases, to make direct or indirect derogatory

references to someone’s appearance, attire, religion, cast, family, etc.

3. Pressurizing junior/ fresher for singing, dancing, reading or browsing pornographic/

objectionable material or asking to interact with strangers, particularly of opposite sex, or

performing in any other way such as forcing one to use foul language or shouting or cheering

in any event.

4. Asking juniors for copying notes or assignments, cleaning rooms or clothes, etc.

5. Visiting fresher’s room or inviting fresher to visit one’s room for interaction without the

knowledge of hostel authorities (Supervisors / Warden / Chief Warden).

6. Involving fresher in singing, dancing, mimickering or performing in any manner under the

guise of talent search or interaction.

Activity related to Lifestyle

1. Compelling fresher to interact in a particular fashion, e.g., asking to address a senior sir or

Ma’am.

2. Imposing or not permitting certain kinds of dress on fresher or specific accessories such as

jeans, belts, caps, turbans, etc. for freshers / juniors.

3. Enforcing rules regarding hairstyle, shaving or oiling hair, or applying pastes, mud, etc.

4. Restricting fresher the access to certain parts of the hostel, e.g., common room, etc.

PLAYING OF MIND GAMES

A particular form of interaction in which a senior or a group of seniors manipulate the

conversation so as to humiliate the fresher or make him/ her feel stupid or insecure or

threatened is strictly prohibited. Friendly interaction by senior with fresher which facilitates

academic ambience inside hostel and in academic premises is highly appreciated, however, to

ward off derailment from the intended purpose, it is advisable that such interaction be

undertaken in the presence of Warden or his authorized person / team.

MEASURES ADOPTED TO CURB RAGGING

University has an elaborate mechanism to tackle the problem of ragging and remain

successful in making the campus ragging-free. The mechanism and measures adopted are:

1. Escort teams to accompany the fresher students:

All freshers are escorted from the hostel to teaching blocks and back to the hostel under

the supervision of escort teams consisting mostly of technical staff three times every working

day, i.e., at the start of the first class, then for the lunch, and at the end of the last class.

Similarly, escort team consisting of lady staff under the supervision of the hostel matron

escorts newly admitted girl students from girls’ hostel to teaching blocks and back. The

mechanism remains operational continually till proneness to ragging persists.

2. Proctorial Team:

A proctorial team consisting of faculty from different departments remains vigilant in various

teaching blocks with two objectives – (i) to prevent any kind of ragging and (ii) interact with the

senior students to help curb ragging and report any incidents to the Proctor.

3. Surprise inspection teams – Several teams comprising of senior faculty members are in

place to make surprise checks in hostels on each day of the week.

4. Raiding teams in Hostels: Towards curbing ragging in hostels, anti-ragging groups, each

consisting of two faculty members, remain always present in hostel premises on roaster basis

during 5pm till 12 night. This mechanism remains operational continually for two months. Its

continuation is again reviewed and decision taken accordingly. In addition to this, hostel

personnel maintain round-the-clock vigilance, and particularly after 12.00 in the night, in the

supervision of the Hostel Warden and / or his authorized personnel / team.

Orientation and Counseling

Ø An orientation Programme is arranged for newly admitted students along with their parents to

apprise them about the University, its academic strengths, various facilities (including extra-

curriculars), Teaching departments and the anti ragging mechanism in place.

Ø All the newly admitted students are divided into groups and each group is attached with a

faculty counselor who acts as local guardian and career guide throughout their stay in the

University. In this regard, students are advised to contact the Chief Counselor of the Univ. or

the Counselor of the relevant dept. or disciplinarian-cum-Counsellors.

Ø The Chief Warden along with proctor and Wardens arrange meeting with senior students in

respective hostels and apprise them of the Supreme Court’s views and decision in regard to

ragging and of the seriousness we attach to this menace.

Ø A team especially formed under the supervision of Dean Students Welfare carries out anti-

ragging campaign inside the University campus through banners, posters in the campus and

by organizing awareness programmes in academic premises.

Ø Further, an Advisory Committee on Ragging is in place. It consists of senior faculty members

of the University, representative of stakeholders and district administration (Civil & Police).
