Background
• A key deliverable in Defence Estate Strategy 2016-36 is the requirement
to develop and implement an ‘Estate Engineering Governance and
Integrity System, including a Compliance Framework’ to effectively
manage estate related compliance obligations
• ASEE has requested that I undertake a review of the existing estate
engineering policy function to inform this work
• Primary purpose of the review is to enable a degree of reflection on what
has been done in the past and then as applicable inform the
identification of future changes that can improve both the achievement
of ‘intended policy effects’ and the prevention of ‘unintended policy
effects’

Method
• Understand the ‘As is’ Model – Desktop review and stakeholder
questionnaire
• Conduct a SWOT Analysis – Primarily informed by the responses
received from the stakeholder questionnaire
• Develop Options – Develop broad ‘To be’ models as informed by the
SWOT Analysis
• Analyse Options – Selected stakeholder analysis of the broad ‘To be’
models and selection of ‘most preferred’ model
