Site Activities Defence Munitions Plymouth is situated on the east bank of the river Tamar between the Tamar Bridge and Ernesettle Lane, approximately four miles north of Plymouth City Centre. In support of our armed forces in the local area DM Plymouth stores, handles and processes a range of military explosive articles that are classed as hazardous. Our team of staff are trained professionals and highly experienced in handling defence products. Our operations are frequently audited to ensure that safety standards are not only maintained but continuously reviewed and improved. Major Accident Hazards In the unlikely event of an accident occurring at the DM Plymouth site, we will activate our on site and off site emergency plans to reduce the effects as far as possible. The action to follow in the event of a major accident can be found on the reverse of this leaflet. Emergency Notification System Free Warning and Informing Service Plymouth City Council, in partnership with Defence Munitions Plymouth, produce a free warning and informing service for residents in the Ernesettle public information zone. Q How would I be told that an emergency was happening? A You would be contacted by the Emergency Notification System either through your home or mobile phone Q How would I find out what to do? A You will receive updates through the Emergency Notification System but you should also tune in to local radio stations: n FM: 103.4 or MW 855 BBC Radio Devon (Plymouth and West Devon) n FM: 97 Heart n FM: 102.2 Pirate (Plymouth) or FM 102.8 Pirate (Cornwall) Q How can I sign up for this service or what if my contact details change? If there is any need for an evacuation, full details will be given on local radio and television, telling you what to do and when. Tamar Estuaries Emergency Planning Forum Within the Tamar estuaries area, close consultation and liaison between the local industries and residents, the emergency services and the local authorities has resulted in the creation of the Tamar Estuaries Emergency Planning Forum [TEEPF].

The aim of the TEEPFTo promote co-operation between the Operators: Devonport Royal Dockyard Ltd (DRDL); HM Naval Base (HMNB), Devonport; Defence Munitions (DM) Plymouth and Thanckes Oil Fuel Depot (OFD) and Category 1 and 2 responders in the Tamar estuary area so as to allow them to discharge their functions and duties as required by the Civil Contingencies Act 2004, the Major Accident Control Regulations, the Nuclear Installations Act and the Radiation (Emergency Preparedness and Public Information) Regulations.The main objectives of the TEEPF are: To provide a forum: n For consultation between the site operators, responders and other agencies in the development and validation of on and off-site plans, including the planning and conduct of exercises, to ensure effective response in an emergency

n Where site-specific information can be shared by site operators with responders and other agencies;

n Where responders and other agencies can provide written information updates, including information from the Local Resilience Forum, to site operators.

What to do in the event of a major accident at DM Plymouth, the Armament Depot at ErnesettleEmergency Instruction Leaflet.n This leaflet has been produced to advise you of what

to do in the unlikely event of a major accident at Defence Munitions Plymouth.

n Please read the this carefully and follow the instructions given

n Householders are advised to ensure that all occupants understand the instructions. Responsible persons in business or community premises should also be familiar with the actions required to enable them to instruct occupants in the event of a major accident.

n This leaflet should be kept in an accessible place and passed on to subsequent occupiers. It should be prominently displayed in business or community premises.

You will be informed of a major accident by the emergency services, local TV and radio, and if you have subscribed through the ‘Emergency Notification System’. On receipt of the warning, follow steps 1-8 below:

1 Go immediately into a house or building.2 Close external doors and turn off ventilation systems.3 Open all windows and at the same time close

curtains or blinds.4 Close all internal doors and go to a room facing away

from Defence Munitions Plymouth.5 Tune your radio to your local radio station which will

be used to broadcast information or instructions BBC Radio Cornwall FM 95.2 and 103.9 BBC Radio Devon FM 95.7 and 103.4 Heart FM 96.6 and 97.0 Pirate FM FM102.2 (Devon) FM102.8 (Cornwall) 6 Remain indoors until you receive instructions from

the Police, local media or through the ‘Informer Emergency Notification System’

7 Do not use the telephone to contact the establishment to ensure lines are free for the emergency services.

8 Please co-operate fully with the instructions given by the emergency services.
