Good Morning.

I'm James Bilbray, and I will be the chairperson for this Regional Hearing of the Defense Base Closure and Realignment Commission. I'm also pleased to be joined by my fellow Commissioners Philip Coyle and Samuel Skinner for today's session.

As this Commission observed in our first hearing: Every dollar consumed in redundant, unnecessary, obsolete, inappropriately designed or located infrastructure is a dollar not available to provide the training that might save a Marine's life, purchase the munitions to win a soldier's firefight, or fund advances that could ensure continued dominance of the air or the seas.

The Congress entrusts our Armed Forces with vast, but not unlimited, resources. We have a responsibility to our nation, and to the men and women who bring the Army, Navy, Air Force and Marine Corps to life, to demand the best possible use of limited resources.

Congress recognized that fact when it authorized the Department of Defense to prepare a proposal to realign or close domestic bases. However, that authorization was not a blank check. The members of this Commission accepted the challenge, and necessity, of providing an independent, fair, and equitable assessment and evaluation of the Department of Defense's proposals and the data and methodology used to develop that proposal.

We committed to the Congress, to the President, and to the American people, that our deliberations and decisions will be open and transparent - and that our decisions will be based on the criteria set forth in statute.

We continue to examine the proposed recommendations set forth by the Secretary of Defense on May 13th and measure them against the criteria for military value set forth in law, especially the need for surge manning and for homeland security. But be assured, we are not conducting this review as an exercise in sterile cost- accounting. This commission is committed to conducting a clear-eyed reality check that we know will not only shape our military capabilities for decades to come, but will also have profound effects on our communities and on the people who bring our communities to life.

We also committed that our deliberations and decisions would be devoid of politics and that the people and communities affected by the BRAC proposals would have, through our site visits and public hearings, a chance to provide us with direct input on the substance of the proposals and the methodology and assumptions behind them.

To avoid the appearance of lack of impartiality and enhance the public's confidence in the BRAC process, four of our nine commissioners have recused themselves from participating in deliberation and voting on matters directly relating to installations in their home states. Those commissioners continue, however, to attend regional

hearings even if unable to deliberate and vote on all of the installations discussed at the hearings. Their direct exposure to as much information and as many concerned citizens as possible is vitally important to the completion of our task of open, fair, and comprehensive consideration of the eight final selection criteria, force-structure plan, and worldwide infrastructure inventory.

I would like to take this opportunity to thank the thousands of involved citizens who have already contacted the Commission and shared with us their thoughts, concerns, and suggestions about the base closure and realignment proposals. Unfortunately, the volume of correspondence we have received makes it impossible for us to respond directly to each one of you in the short time with which the Commission must complete its mission. But, we want everyone to know -- the public inputs we receive are appreciated and taken into consideration as a part of our review process. And while everyone in this room will not have an opportunity to speak, every piece of correspondence received by the commission will be made part of our permanent public record, as appropriate.

Today we will hear testimony from the states of North Dakota and Minnesota. Each state's elected delegation has been allotted a block of time determined by the overall impact of the Department of Defense's closure and realignment recommendation on their states. The delegation members have worked closely with their communities to develop agendas that I am certain will provide information and insight that will make up a

o 916th ARW (AFR) Seymour-Johnson AFB, North Carolina (eight aircraft)

Will host an active duty associate unit o 6th Air Mobility Wing, MacDill AFB, Florida (four aircraft)

Will host a Reserve association with 927th ARW (AFR) manpower realigned from Selfridge ANGB, Michigan

o 154th Wing (ANG), Hickam AFB, Hawaii (four aircraft) Will host an active duty associate unit

However, of Northern tier bases, Grand Forks ranked highest in military value for the UAV mission (43-UAV) Military judgment argued for a continued strategic presence in the north central U.S. (Grand Forks is one of the last remaining active military installations in the region) Military judgment also indicated the potential for emerging missions in homeland defense, particularly for border states Therefore, Grand Forks is retained as an active installation, but realigned to distribute its KC-135R force structure to bases with higher value for the tanker mission

o MacDill (36), McConnell (15), Seymour Johnson (25), and Scott (38)

Additional aircraft at MacDill optimize unit size, establish new active dutylAir Force Reserve association to enhance unit capability, and preserve sufficient capacity for future beddown of next generation tanker aircraft

ENVIRONMENTAL CONSIDERATIONS

There are potential impacts to air quality; cultural, archeological, or tribal resources; dredging; land use constraints or sensitive resource areas; noise; threatened and endangered species or critical habitat; waste management; water resources; and wetlands that may need to be considered during the implementation of this recommendation. There are no anticipated impacts to marine mammals, resources, or sanctuaries. Impacts of costs include $1.2M in costs for environmental compliance and waste management. These costs were included in the payback calculation. There are no anticipated impacts to the costs of environmental restoration. The aggregate environmental impact of all recommended BRAC actions affecting the installations in this recommendation have been reviewed. There are no known environmental impediments to the implementation of this recommendation.

Grand Forks Air Force Base, ND, McConnell Air Force Base, KS

Recommendation: Realign Grand Forks Air Force Base (AFB), North Dakota. Distribute the 319th Air Refueling Wing's KC-135R aircraft to the 126th Air Refueling Wing (ANG), Scott AFB, Illinois (12 aircraft)--which retires its eight KC- 135E aircraft; the 91 6th Air Refueling Wing (AFR), Seymour-Johnson AFB, North Carolina (eight aircraft)--which will host an active duty associate unit; the 6th Air Mobility Wing, MacDill AFB, Florida (four aircraft)--which will host a Reserve association with 927th Air Refueling Wing (AFR) manpower realigned from Selfridge ANGB, Michigan; the 154th Wing (ANG), Hickam AFB, Hawaii (four aircraft)-which will host an active duty associate unit; and the 22d Air Refueling Wing, McConnell AFB, Kansas (eight aircraft)--which currently associates with the 931st Air Refueling Group (AFR). Grand Forks will remain an active Air Force installation with a new active duty1Air National Guard association unit created in anticipation of emerging missions at Grand Forks.

Payback: The total estimated one-time cost to the Department of Defense to implement this recommendation is $131 million. The net of all costs and savings to the Department during the implementation period is a savings of $322 million. Annual recurring savings after implementation are $173 million, with payback expected in one year. The net present value of the cost and savings to the Department over 20 years is a savings of $1.98 billion.

Economic Impact on Communities: Assuming no economic recovery, this recommendation could result in a maximum potential reduction of 4,929 jobs (2,645 direct jobs and 2,284 indirect jobs) over the 2006-201 1 period in the Grand Forks, North Dakota-Minnesota Metropolitan Statistical economic area, which is 7.44 percent of economic area employment. The aggregate economic impact of all recommended actions on these economic regions of influence was considered and is at Appendix B of Volume I.

Community Infrastructure Assessment: A review of community attributes indicates no issues regarding the ability of the infrastructure of the communities to support missions, forces and personnel. There are no known community infrastructure impediments to implementation of all recommendations affecting the installations in this recommendation.

CONCERNS RAISED BY NORTH DAKOTA AIR NATIONAL GUARD: NDANG is concerned that available ramp space was not properly accounted for. Entirely new runway in 2004. Runway data used is dated from 1998. Project municipally funded at a cost of $25 million. Included in runway renovation was 2 new BAK-14 aircraft arresting systems, lighting and instrument approach equipment. Also the parallel taxiway is stressed for take-offs and landings and has been used for that purpose. According to the NDANG, through MOU's with airport authority, 87,000 additional sq. yards are available for use. Currently, GFAFB9s 3 19 '~ ARW is using some of this ramp space. NDANG is concerned that the 119' FW's history and "outstanding performance", as documented, is not accounted for in the Air Force Scoring and DoD recommendation. NDANG would like the following language removed from the BRAC report, "...no flying mission backfill.. ." They claim this is a "misuse of the BRAC process" NDANG embraces the potential UAV mission, although it is not specified in BRAC. NDANG would like to preserve the option for a flying mission in Fargo. They claim to be able to support an additional squadron. NDANG is concerned that the AF "specifically and intentionally" did not consult with the Air National Guard on the BRAC process. NDANG is concerned that on a whole, AF assets are moving "south" and the strategic importance of the northern tier is not being considered. Additionally, they pointed out that the climate in North Dakota is similar to that of Korea. NDANG is concerned that available NATO airspace in Canada was not taken into consideration in their MCI scoring. According to the NDANG, the 119' FW F-16's were already slated to be retired through programmatic actions prior to BRAC. Although 119'~ FW has only 15 PAA, they actually possess and maintain 22 F-16's.

Duluth International Airport

'J'he 148th Fighter Wing is located at Duluth International Airport in St. Louis County, Minnesota, seven miles northwest of downtown Duluth. The main base occupies 153.3 acres on the northcast corncr of the airport. Additionally, the munitions storage area (physically separated h m the main base) :)occupies 16.7 1 acres north of Kunway 09/27. l'he base has a total of 37 buildings; 18 industrial i d 19 administrative. Noniwl base population is 320 personnel but surges to 1100 occur once each non nth during drill sessions. Thc 148th currently flics the F-16 ADF Fighting Falcon. Its mission is to "Provide the best Air Defense, Service, and Support to the State and the Nation in times of peace anti war.

'lkc City of Duluth purchased the original propelty for the airport in 1929 from St. Louis County. The airport was constructed on 640 acres of Iud with two 2650-fbot sod runways. Subsequently, in 1930, the airfield was dedicatcd as a public airpott. The airport was called the Williamson-Johnson Municipal Airport until 1963 at which time it was rcllalnetl Duluth lntcrnaliond Airport.

After World War 11, the U.S. Air Force constructed pc~manent and scrni-peniianent fucjlities on land leased from the City of Duluth. Beginning in 1948, The Minnesota Air National Guard built permanent facilities on the east end of' t lx field. 'I'hc USA17 has since phased out its facilities, but MNANG continues its opmations.

In 1942, the three existing runways werc paved. Each runway was 4,000 feet long, 150 feet wide, and at nearly equal angles from each othcr, 30,90, and 130 degrees. They were identified as runways 3-21, 9-27, and 13-31 rcspectivcly. The Corps of En&' ~lneers extended runway 9-27 and Runway 3-21 to 5,699 feet in 1945. The USAF e?ttendetl Runway 9-27 to 9,000 feet with a 1,000-foot overrun in 1951. Runway 9-27 was completely rebuilt in 1956 and further extended in 1066 to 10,152 feet in length.

The original terrninal building was built in 1954, soutl~ of'Kunway 9-27, on the west side of' Runway 3-2 1 und served the airport for nearly 20 years. The tennind floor area wits 1 4,200 square feet with 280 parking spaces.

In 1974, a new Terminal Building and U.S. Customs, International Arrivals Building, were completed east of Runway 3-21 and open for operation. Runway 13-31 was shortened to 2,578 feet to accommodate construction of an addition to tlic l~~temational Arrivals building. This resulted in Runway 13-31 being closed as a runway due to obstructions. Runway 13-3 1 was subsequently re-striped in 1980, decreasing its width to 75 feet, for use as a taxiway only. In 1989, the new 'I"cnnina1 building and the adjacent structures were connected to form one enclosure. 'l'he original terminal building wits thcn converted for use as offices for general aviation, the FAA, and the U.S. Weather Bureau.

1995: GRAND FORKS was realigned. The 321 st Missile Group was inactivated and the Minuteman Ill missiles were relocated to Malmstrom AFB, Montana, maintained at the depot, or retired.

This concludes the Grand Forks Regional Hearing of the Defense Base Closure and Realignment Commission. I want to thank all the witnesses who testified today. You have brought us very thoughtful and valuable information. I assure you, your statements will be given careful consideration by the commission members as we reach our decisions.

I also want to thank all the elected officials and community members who have assisted us during our base visits and in preparation for this hearing. In particular, I would l'ike to thank Senator Conrad and his staff for their assistance in obtaining and setting up this fine site.
