Compensation and Benefits The City of Hemet offers a comprehensive salary and benefits program. The salary range is open, dependent on qualifications. The Community

The City of Hemet is situated in the San Jacinto Valley at the foot of the San Jacinto Mountains in the western region of Riverside County. The City has a resident population of approximately 83,000 and occupies a land area of over 28 square miles. Rich in Spanish culture, history, and recreational opportunities, Hemet and the San Jacinto Valley are among the oldest destinations in Southern California.

Hemet is rich with annual events celebrating its multicultural heritage including the Ramona Pageant, started in 1923 and representing the nation’s longest running outdoor drama. It’s also California’s official outdoor play. The San Jacinto Valley offers a wealth of places to visit and a variety of experiences unique to the area. This year, Harvard Street in the heart of Hemet’s downtown, was recognized as the “Best Place to Go and Do” within the entire Inland Empire area. The Western Science Center and Academy opened in 2006 and is home to a large collection of Native American Artifacts and Ice Age fossils that were unearthed at the site of Diamond Valley Lake. For over 25 years, Hemet has also been named a Tree City, USA by the Arbor Day Foundation for its dedication to the local forest. The scenic Diamond Valley Lake provides an abundance of recreational options and serves as an emergency water supply for Southern California.

Hemet has maintained a strong sense of community and citizen connection to government. A recently completed city survey shows a high level of confidence in public services and public safety operations. The City’s ideal location provides the charm of a rural community while offering all the amenities of family life including attractive and available housing, ample City services, scenic outdoor recreation and tourism options, easy access retail shopping and safe neighborhoods. As one of California’s best-kept secrets, Hemet is truly a place with something for everyone and is an appealing place to live, work and play.

City Government

The City of Hemet has operated under the council-manager form of government since its incorporation in 1910. The City Council is elected at-large, on a non-partisan basis and serve four-year staggered terms, with two

or three council members elected every two years. The Mayor is selected in December by the City Council to serve a one-year term. The City Manager is hired by the City Council and oversees day-to-day operations of the City and appoints the heads of various departments.

The City of Hemet provides a full range of services that include general government, public safety (police and fire protection), economic development, library services, water and sewer services, and the construction and maintenance of highways, streets, and other infrastructure. In addition to general City activities, the Council is financially accountable for the Hemet Housing Authority and the Successor Agency to the former Hemet Redevelopment Agency (RDA). City operations run on a FY 2015-16 General Fund of almost $36 million with a budgeted staffing level of 293 FTEs.

The Position and Ideal Candidate

The new City Manager will have an excellent opportunity to work with a supportive City Council and a collegial team-oriented senior management team within an engaged community. Development of a strong and effective working relationship with the City Council and city staff will be a key priority in this role. The Manager must develop and maintain a sense of trust and credibility with the City Council and will be successful in doing so through frequent, candid and ongoing communication and by providing practical, well thought recommendations and guidance to Councilmembers and city department heads. The next Manager must be active and engaged in the community as well as have a record of accomplishment in leading economic development initiatives.

A big picture and strategic thinker who assists the Council in creating a vision for the City and one who offers creative and innovative approaches and effective operational recommendations towards the vision will be essential in this role. In providing progressive leadership to City staff, the Manager is expected to operate with an active, participative and engaged management style that inspires collaboration, empowerment, trust and mentorship, yet will also be decisive in making “tough calls” as needed. The City management team operates as working managers and the City Manager will be expected to model and support those efforts. A relationship builder with a passion for public service, a value system based on transparency, ethics and integrity and a personal approach that engenders high levels of trust and confidence will be successful in this position.

The selected candidate will be an experienced municipal sector generalist and have a strong budget and financial background. Experience as a City Manager, Assistant or Deputy City Manager or as an Executive Director or department head of a complex public sector organization is required. A BS/BA in a related field is essential and an MS/MA/MPA/MBA is ideal.
