Refresh your mind and body and consider what your community, the land and the people need

Increasing pressure on the environment, our

people and our organisations has contributed

to long-term negative outcomes for all.

Workforce productivity reduces in the

face of increased stress and burnout

is not as rare as we would like.

In many communities our land is struggling to

cope with pressures on water, issues of managing

waste and the conflicts between development

and preservation priorities. Climate change and

the associated increases in weather volatility puts

pressure on communities to deal with natural

disasters and, in others, the slow burn of sea

level rise, increased aridity and fauna extinction

is a challenge for leaders in communities.

While sustainability and sustainable development are

at the forefront of strategy and planning, for many

pieces of the puzzle, it may be too little, too late.

Instead, the agenda must shift to regeneration

and regenerative development. In some

instances, including some environmental matters,

communities and employees, we have to go

beyond sustaining what is now and replenish

what was there or create something entirely

new. This is the challenge of regeneration.

But despite these challenges, there are local

governments across the state who have risen

to the challenge and are actively seeking to

introduce regenerative measures. Some are

well advanced, others just starting off.

This conference seeks to look beyond the next ten

years to consider the longer-term challenges local

government and the communities we serve will face.

Through future thinking and mega-trend

analysis, delegates will have an opportunity to

explore what we are on track to be, what we

could be and what we need to avoid being,

as we approach the middle of this century.

Because what we choose to do now, will have

a significant impact on the future that our

children and grandchildren hope to enjoy.

President's Message

WELCOME TO THE 2018 LGMA QUEENSLAND ANNUAL CONFERENCE, REGENERATE!

It is a pleasure to welcome you to the Sunshine Coast. As the conference theme suggests, we are

looking beyond the next ten years to ascertain the challenges of the future to enable a shift to

regeneration and regenerative development for our councils and communities. This conference is LGMA

Queensland’s flagship event – an essential component of the Queensland local government calendar.

In keeping with tradition, there are many opportunities for delegates to network, meet our valued

corporate partners and explore the Sunshine Coast and its many attractions. The idyllic beaches, national

parks and adventure activities are all readily accessible for you to get out and about in the fresh air.

The 2018 social programme commences with the President’s Welcome Reception on Tuesday

afternoon, the ever-popular yet competitive Beach vs. Bush Cricket Match (great fun for players

and spectators alike) on Wednesday afternoon and to close proceedings on Thursday, the Gala

Dinner. We will ensure you have a chance to broaden your networks, share your experiences

and views and consider what you will take back to share with your council and teams.

I would like to take this opportunity to thank you for your continued support. I would

also like to show my sincere appreciation for our corporate partners and suppliers

whose significant contributions greatly assist us in delivering a conference each year

that showcases and celebrates Queensland councils and their communities.

PROGRAMME Throughout the two days, delegates will consider a number of mega-trends

likely to impact Queensland local government over coming decades.

They will also hear from councils who have taken action towards regeneration

in a number of key areas.

And finally, you will have the opportunity to consider re-engineering the

structure of local government. How you would create a new local government

system and entities which meet current and future needs of communities?

REGENERATION IN A TIME OF DISRUPTION

Sohail InayatullahProfessor Sohail Inayatullah is the first

Unesco Chair in Futures. He is a political

scientist/futurist at Tamkang University,

Taiwan and the University of the Sunshine

Coast. He is also an associate at Melbourne

Business School, the University of Melbourne

and is the Director of Metafuture.org, an

international think-tank focused on creating

alternative and preferred futures. He has

lived in Brisbane and Mooloolaba since 1994.

He can be seen frequently body surfing at

beaches throughout South East Queensland.

His most recent book is Asia 2038: Ten disruptions that change everything.

Local communities - rural and urban -

are faced with numerous disruptions

in how we work, what we eat, who we

are neighbours with, what technologies

and sources of energy we use.

In times of dramatic change, if we are not

emotionally and mentally prepared for these

alternative futures, we tend to run for the hills

or build walls. And even if we prepare well and

anticipate the future, culture can eat strategy

for breakfast, and thus, loss of hope results.

This interactive presentation will review

case studies of foresight that work

and allow participants to articulate

first and second order implications

of disruptions and help create a new

narrative that can lead communities

to engage for the decades ahead.

In practical terms, we will focus on five areas:

1. The currently articulated

futures of communities

2. Emerging disruptions

3. Alternative futures

4. Desired visions

5. New narratives

Stirling Hinchliffe is the Minister for Local Government,

Minister for Racing and Minister for Multicultural

Affairs. Stirling has served in a variety of economic

and social portfolios, overseeing the development

of affordable housing choices, a strong regional plan

balancing economic growth and protection of our local

environment, and delivering employment programmes

including Skilling Queenslanders for Work.

As Local Government Minister, Stirling recently oversaw

the passage of historic new laws aimed at increasing

transparency and accountability in the sector. Prior to

his election as the State Member for Sandgate, Stirling

worked for a training company and has worked in public

and private sector jobs and run his own small business.

Bruce Sullivan is one of Australia’s most dynamic

and sought-after keynote speakers and is a proven

performer in achieving results through people.

For over 27 years, Bruce has worked with individuals,

families, businesses and communities providing

education and opportunities for personal improvement.

It is this experience that has given Bruce a unique

understanding of our ability to relate to one another

in the workplace and at home. This is what sets his

work apart and gives practical and timely insight into

the human side of the corporate environment.

He brings to the professional speaking environment

a diverse and successful career. Managing his own

businesses since his teens, he has confirmed his business

acumen in the areas of retailing, service, wholesale

operations and real estate. By age 24 he had established

his own million-dollar network of businesses.

Bruce will engage and inspire you to do what it takes to

be the best that you can possibly be in a world where

change is constant and relationships are fragile.
