In a parliamentary form of government, the Prime Minister is also the leader of theHouse in Parliament and its official spokesman.

He is the leader of the Cabinet. The ministers are expected to follow his advice.

The term liberty comes from the Latin world 'liber' which means absence of restraints. In Political

?Science, however, the concept of liberty has differed from writer to writer. Montesquieu says, "There

is no word that admits of more various significations and has made more different impressions onthe human minds than that of liberty." According to Hobbes, "Liberty means the absence of restraints".

•Section A [Reading]Q.1 Read the following passage carefully.

1.The importance of sports and games in school encompasses more than just the benefit ofphysical activity. Increases in self-esteem and mental alertness make school sports and gamesnecessary for every school age child. Although the benefits of school sports abound, with adiminishing economy, many schools are cutting out sports and physical education programs tothe detriment Of students nationwide.

2.According to Theodore Hesburgh, author of "The Importance Of School Sports and Education,"it is imperative for school age children to have access to sports and games. Not only does itempower youth and promote higher self-esteem, it also motivates students, enables them toearn better grades, especially in schools where obtaining certain grades is a prerequisite tostaying on the team. Numerous physical benefits include maintaining a healthy weight, preventing chronic diseases and learning the skills necessary to maintain a healthy lifestyleafter graduating.

3.Promoting physical activity should start from the nursery roo^, according to Jean Zimmermanand Gil Reavill, authors of "Raising Our Athletic Daughters." Promoting athletics as a parent isa crucial factor in determining whether your child will be interested in participating in sports.Playing with your child, whether throwing a football1 or baseball with your son, or teaching yourdaughter how to swim, teaches them the importance of being active. Encouraging your school-age child to participate in a sport of their choice may be the reason they Continue to play whenthey enter school.

4.Some children do hot consider therhselves athletics and may prefer not to play Organizedschool sports. They may be cut from the school".team for lack of ability. For this group, thereare intramural teams, which are sports for those not interested or able to play higher levelathletics. It is important to remember in these cases hot to make your child feel badly about notbeing a higher level athlete, but to remember the more important benefits of playing sports, andencourage them in this endeavor.

5.With a tough economy, many schools are .cutting spending for sports and athletic programs.Because of the many benefits of sports, it is imperative to continue the athletic programsav^ilable to children. As a parent if may be necessary for you to become involved on the schoolboard to have a say about keeping athletic ^rograms. Encouraging your child to speak up abouttheir desire for athletics may also affect whether your school keeps their sports or cuts themOut of the budget.

0.3 Find words from the passage which mean the same as:1 x2=2

(a)_ vital (para 2).(b) ^ithin the_walls (paraj4)_Q.2 Read the passage given below and answer the questions that follow it:

Effective speaking depends on effective listening, jt takes energy to concentrate on hearing andto concentrate on understanding what has been heard. Incompetent listeners fail in a number Ofways. .First, they may drift. Their attention drifts from what the speaker is saying. Second theyrhay counter. They find counter arguments to whatever a speaker may be saying. Third theycompete. Then, they filter. They exclude from their understanding those parts of the messagewhich do not readily fit with their own frame of reference. Finally they react. They let personalfeelings about speaker or subject Override the significance of the message which is being sent.

What can a listener do to be mor6 effective. The first key to effective listening is the art ofconcentration. If a listener positively wishes to concentrate on receiving a message his chances

of success are high.

It may need determination. Some speakers are difficult to follow, either because of voiceproblems, Or because Of the form in which they send a message. There is then a particular need

for the determination of a listener to concentrate on what is being said.

Concentration is helped by alertness. Mental alertness is helped by physical alertness. It is not

simply physical fitness, but also positioning of the body, the limbs and the head. Some people alsofind it helpful to their concentration if they hold the head slightly to one side. One useful way forachieving this is intensive note-taking, by trying to capture the critical headings and sub-headings

the speaker is referring to. .Note-taking has been recommended as an aid to.the listener. It also helps the speaker. It gives

him confidence when he sees that listeners are sufficiently interested to take notes; the patternsof eye-contact when the note-taker looks up can be very positive; and the speaker's timing is

aided — he can see when a note-taker is writing hard and can then make effective use of pauses.

Posture too is important. Consider the impact made by a less competent listener who pushes hischair baOkwards and slouches. An upright posture helps a listener's concentration. At the sametime it is seen by the spea^er to be a positive feature amongst his listeners. Effective listening

skills have ah impact on both the listener and the speaker.(a)On the basis of your reading of the above passage make notes on it using headings and

sub-headings. Use recognizable abbreviations, wherever necessary.5

(b)Write a summary of the passage in not more than 80 words using the notes made. 3
