Andrew Constance was elected to the NSW Parliament as the Member for Bega in 2003.

Following the election of the Liberal National Government in NSW in 2011, he was sworn

in as the Minister for Ageing and Disability Services, where he championed the person-

centred reforms which were necessary steps towards the National Disability Insurance

Scheme (NDIS). In 2013, he became the Minister for Finance & Services with

responsibility for many areas across government such as Workcover, Compulsory Third

Party, Sydney Water, Government Property, Office of State Revenue, Lands and Property

and IT. His reform agenda included the decade of decentralisation, better utilisation of

government property and assets, implementing the government’s IT strategy and

involving the private sector in service provision to improve efficiencies and savings to the

NSW taxpayer.

In April 2014, Andrew was sworn in as Treasurer and added Industrial Relations to his

responsibilities the following month. He handed down the 2014-15 State Budget that

delivered increased funding for infrastructure and child protection, and oversaw the

scoping study for the ‘poles and wires’ transaction. Following the election of the Baird

Government in 2015, he was sworn in as Minister for Transport and Infrastructure. He

oversees some of the biggest infrastructure projects in the country, including Sydney

Light Rail, Parramatta Light Rail and Newcastle Light Rail. He is responsible for delivering

the biggest public transport project in Australia, Sydney Metro that covers the North West,

City, South West and Western Sydney. It will see the construction of a second harbour

rail crossing, delivering more trains and faster services for the entire city.

The first stage of Sydney Metro opens in the North West in the first half of 2019. Andrew

was also responsible for the delivery of International Convention Centre (ICC) Sydney – a

new convention and exhibition centre opened in December 2016 that forms part of the

revitalisation of Darling Harbour. Most recently, Andrew has launched a new program of

work titled Future Transport, which has triggered a new stream of innovative partnerships

to ensure NSW is prepared for a new wave of transport driven by technology. He began

the program in 2016 to get ahead of the curb and set the groundwork for new generation

systems like contactless payments, on-demand transport and driverless vehicles that are

now knocking on our doorstep.

facilitator Colin Dominish Regional Market Development Leader - Digital, GHD Colin is the Regional Market Development Leader for GHD Digital and was the

Market Leader for Transport in the Sydney market. With the biggest investment

ever in transport infrastructure occurring across NSW, Colin focuses on bringing

the best value solutions and expertise from across GHD and applying them to

local projects. This involves closely monitoring planning decisions made at

federal, state and local council levels.

His team are engaged in large infrastructure projects reshaping NSW, such as

Western Sydney Airport and Inland Rail. He carefully studies the impacts on

planning occurring through entities like the work of the Greater Sydney

Commission, and Future Transport 2056 from TfNSW. Based in the GHD

Sydney CBD office, Colin also works from the GHD St Leonards and Parramatta

offices regularly, and travels nationally as part of his Digital role.

He has more than 25 years' experience in project leadership, business

development, client relationship management and delivering strategic

outcomes. Colin has highly developed communications and negotiation skills.

As a strategic thinker and planner, Colin enjoys positioning GHD to provide a

better future for our clients and the community. He is passionate about leading

change initiatives that improve client service, especially where they rely on

enhanced employee empowerment and satisfaction.

vote of thanks Paul Ravlich CEO NZ and Regional Manager NSW, Siemens Paul joined Siemens in September 2007 having returned to New Zealand from

Australia, becoming CEO NZ in November of the same year, responsible for the

overall management and strategic direction for all of Siemens NZ business

interests. Effective January 2013, in conjunction with his NZ responsibilities, Paul

took on the additional role of Regional Manager NSW.

Prior to joining Siemens, in Australia, Paul was Managing Director of Bosch &

Siemens Home Appliances (BSH) responsible for both Australia and NZ, based

in Melbourne. Paul moved to Australia at the beginning of 2002 as General

Manager for Bosch Home Appliances prior to the establishment of BSH in the

Australian and New Zealand markets. He had previously run the NZ arm of

Bosch Home Appliances, which he set up in 1989 and ran for 13 years.

Paul’s earlier career included seven years in the oil and gas industry during the

eighties, based in the Middle East and the Far East as well as working on

exploration projects in Pakistan, India and Western Australia. NZ-born, Paul

returned home at the end of 1986 where he was involved in the fledgling cellular

communications market before joining Bosch.

Paul currently Chairs the Siemens Australia | New Zealand Sales Board.

about CEDA CEDA is a respected independent national organisation with an engaged cross-sector membership. More than 750 of Australia’s leading businesses, organisations and academic institutions from around the country are members of CEDA. For more than 50 years, CEDA has delivered informed discourse and rigorous research to influence good public policy for Australia’s economic and social development.

Research in 2018 will focus on inequality; community attitudes to economic growth and development; and a major review of the purpose of economic growth and development in Australia.
