Daylight savings time (DST) begins March 10 by advancing clocks one hour. This provides more evening daylight during the summer months. Many sources credit Benjamin Franklin with being the first to suggest seasonal time change. In a letter to the editor of the Journal of Paris, which was titled, “An Economical Project for Diminishing the Cost of Light”, Franklin simply suggested that getting people out of bed earlier in the morning could economize candle usage. Franklin wrote this in 1784 as a joke. DST originated in 1908 in Port Arthur, Ontario, today’s Thunder Bay, by a few hundred residents. Other locations in Canada soon followed suit. In 1916, Germany and Austria were the first countries to use DST to save fuel for the war effort. In the U.S., time zones were established by the Standard Time Act of 1918, which also established DST. It was repealed the following year when the Interstate Commerce Commission was given authority over time zones boundaries. During World War II, DST was re-established to aid the war effort. Later, the United States Congress transferred the authority over time zones to the Department of Transportation. From 1945 to 1966, states and cities were free to observe DST or not. The lack of standardization led to some areas observing DST while adjacent areas did not. It is reported that bus drivers operating on West Virginia Route 2, between Moundsville, W. Va. and Steubenville, Ohio had to reset their watches seven times over a 35- mile stretch. In the middle of the 1960s, the airline and transportation industry lobbied for uniformity of daylight dates. This resulted in the Uniform Time Act which became law on April 13, 1966. It mandated that DST begin nationwide on the last Sunday in April and end on the last Sunday in October, effective in 1967. Any state that wanted to be exempt from DST could do so by passing a state law. Over the years, the law was amended to permit states to exempt certain areas. This resulted in more chaos. GARDEN NOTES By Iris Pavey

If you have difficulty hearing on the telephone, you may be eligible to receive a free telephone that captions the words on incoming calls. A representative from ClearCaptions will be at the Plat 4/5 HOA meeting on March 26th to explain the program. The program is funded by the Americans with Disabilities Act to enable people with hearing problems to lead a more normal life.

HARD OF HEARING?

Growing banana trees does not take much effort, but it does require that you get a few things right when you first get started. It helps to understand what banana trees like and dislike if you want them to be happy. Banana trees like: • Lots of mulch • Steady moisture • Shelter of other trees – plant more than 1 tree • At least 6 hours of sunlight daily • Acid soil Banana trees dislike: • Strong wind • Being hungry or thirsty • Being alone and exposed I don’t know if my trees are dwarf, but they never get taller than 6 feet, which makes it easier to harvest. I throw handfuls of Epsom Salts around all the bases and use 10-10-10 fertilizer, preferably monthly in the summer. Once the plant is in the ground, it takes about 9 months to grow up and produce a flower. The flower turns into the bananas. Once the flower is visible, the bananas take 3 months to puff out and ripen. The mother plant will produce lots of babies. Once you harvest the bananas, the mother tree dies Nothing can compare to the taste of a homegrown banana. If you’d like a banana tree baby, call me, Iris, on 561-498-1375.

March Chores By Betty Brownell

• Fertilize trees, shrubs and perennials. • Begin pruning shrubs and trees after the end of

the dormant season. To protect next seasons blooms, begin pruning after the last flowers fade, but before the new buds set.

• Add Epsom salts around roots on shrubs with magnesium deficiencies.

• Add mulch as necessary to minimize weeds and conserve moisture during the dry season.

• Check plants for insects, especially aphids on new growth.

MONTHLY MAINTENANCE UPDATE

As you must be aware by now, we have a new lawn service. They have been working hard to improve the appearance of your property. The new bubblers have been put into the lakes and canals and are working fine. The water is moving very well and the top of the water is getting cleaned of all the debris. Remember, if you need help from our maintenance crew, for sprinklers, etc., put a maintenance form in the mail box in the Rec Center parking lot. Our Saturday Morning Mystery A True Story by Wana Hirsch As I was walking into our hallway, I heard a strange vibrating sound. I thought it was coming from our bedroom, maybe the ceiling fan. I turned off the fan and I still heard it. Now it sounded like it was in the bathroom. After entering the bathroom, I could tell it was coming from the shared wall with our neighbor. We never hear anything from the other side since there is a concrete block wall between us. Quite confused, we tried turning off the power in case it was something electrical. Don’t know why we did that since there isn’t any electricity on that wall, but as I said, we were quite confused. We knocked on our neighbor’s door, a lovely couple in their late eighties. We told them what was happening and asked to check their bathroom to see if the sound was coming from it. We couldn’t hear anything, so we apologized for the disturbance and we went home. We were ready to make a hole in the wall to see what was going on. We have a cabinet on the wall so we decided to make the hole behind it, so when it was repaired, it wouldn’t show. As we were removing the things from the cabinet and placing them on the counter, we found the culprit….a battery-operated toothbrush hidden behind the hand towel. Not sure how it got turned on, but it is in the trash now. We called the neighbors to let them know what happened and we all had a good laugh.

New Waste Collection Guidelines Effective October 1, 2019

What to Expect: Palm Beach County is going Automated.

Customers will receive a new cart prior to October 1, 2019 that will be serviced by specialized trucks equipped with cart tipping equipment. You will not incur any additional expense and the hauler will be responsible for the repair/or replacement of the cart.

• All garbage must be placed inside the cart to be collected.

• Garbage collection will be provided 2 days a week.

• Do not use your new cart before October 1, 2019.

• Detailed cart and collection guidelines will be attached to your new cart for your review. Bulk Service will be provided 1 day per week and limited to no more than 3 items.

• Bulk items include appliances, furniture and other large household items

• Bulk service will be provided on 1 of your regular collection days.

• If you have more than 3 items, contact SWA Customer Service at 561-697-2700 for an estimate. Construction and Demolition Debris (C&D) will be limited to 2 cubic yards per week.

• C&D will be collected on your scheduled Bulk Service day.

• C&D must be containerized (in cans or bags) weighing less than 50 pounds.

• Containerized C&D material exceeding 2 cubic yards will be tagged and not removed.

• When you hire a contractor, make sure they include removal in their quote!

New Yard Waste Collection Guidelines Effective October 1, 2019

What to Expect:

• Debris other than palm fronds and tree branches should be containerized.

• Tree branches and palm fronds should be neatly stacked in a pile not to exceed 6 cubic yards. Branches must be cut into pieces not to exceed 6 feet in length, 6 inches in diameter and weigh no more than 50 pounds.

• Palm fronds can be any length.

• Piles that exceed 6 cubic yards will be tagged and photographed and the information sent to SWA Customer Service. It will be your responsibility to arrange removal by contacting SWA Customer Service at 561-697-2700 or making other arrangements.

• When you hire a commercial landscaper, make sure they include removal in their quote!
