4. Shop Inspection Procedure
Delta-Region is committed to deliver highest quality of works to customers. We have a comprehensive shop inspection procedure as attached below to govern the quality of materials to be purchased as well as inspection and testing plan.
1. SCOPE
The procedure outlines the execution procedure of quality control work for the equipment and materials to be purchased and fabricated for projects and covers required inspection and testing plan on the Project Procedure. 2. DEFINITIONS
Company shall mean Delta-Region Engineering Sdn Bhd. Contractor shall mean a registered business entity contracted to implement a project either as EPCC, an installer or otherwise specified. Vendor shall mean a firm / company who is awarded the contract to supply goods, services and material to the Company. Authorized Inspection Agency (AIA) shall mean the firm / company who is authorized by the company or its representatives to perform the inspection for certification purpose as per the company’s requirement

3. RESPONSIBILITIES
3.1 Local Inspection
All shop inspection for contractors, vendors, manufacturers will be managed and handled directly by the company. 3.2 Overseas Inspection
For overseas Vendors, basically all shop inspection shall be managed and handled by company’s office. However, for the critical equipment / materials, Contractor will appoint inspection agency in the country (or area) of the equipment / materials are being fabricated to perform the inspection activities on behalf of Contractor. The appointed inspection agency executes the inspection activities in accordance with the instruction given by the QC Representative of the Company. Company QC representative shall witness the testing should it be deemed necessary.
3.3 Contractor’s Inspection
Contractor’s inspection shall be performed by the Company’s engineer and / or inspector from appointed inspection agency.
4. PROCEDURE FOR INSPECTION
4.1 General
Contractor, Vendor and / or their Sub-vendors shall inspect the materials / equipment to be supplied at any time when necessary and in accordance

with the ‘List of Inspection Items’ as mentioned in requisition. Vendor shall ensure that the quality of materials/equipment comply with the requirements of purchase order, specifications and other related documents.
Company shall perform the adequate inspection and test to ensure that the equipment and materials conform to the requirements of the purchase order, specifications and other related documents and to maintain good quality and workmanship of materials and equipment.
For equipment and materials which are not covered by requirement of the ‘List of Inspection Item’ as mentioned on each requisition, Company will request Vendor to submit their standard inspection procedure and decide whether appointed inspector or representative will witness inspection and test after reviewing the document.
Company has the right to inspect materials and equipment being fabricated in accordance with the Inspection and Test Plan.
If any inspection shows that any materials and equipment have not been fabricated in accordance with the requirements of purchase order, specifications and other related documents, Vendor shall immediately correct the defects and shall repeat the inspection and / or test to prove that the defects have been eliminated. The extend of examination will be specified in Repair Procedure in which shall be prepared by Vendor and approved by Malaysian Inspector and COMPANY before commencement of repairing work.

4.2 Government Inspection
Company will assign Authorized Inspection Agency to implement Malaysian Government inspection in line with the country’s requirements.
Under the coordination of COMPANY, Authorized Inspection Agency shall be responsible for all inspection required by the rules and regulations of Malaysia. Basically, inspection that will be performed by approved authorities and / or Authorized Inspection Agency as specified under the country’s requirements.
4.3 Inspection and Test Plan (ITP)
Contractors and Vendor shall prepare ITP and submit it to Company. Then Contractor and vendors shall issue to COMPANY for comments and notification of their own inspection requirement (i.e. witness point, hold point, etc). Similarly, COMPANY shall submit ITP to client and Authorized Inspection Agency for comments and notifications of their own inspection requirements. COMPANY will forward the marked-up ITP to Contractor and vendor and a new ITP shall be forwarded to the company for resubmission.
4.4 Pre-Inspection Meeting (PIM)
Company will hold a pre-inspection meeting with Vendor for major equipment and materials in order to assure that Vendor’s quality control and inspection method conform to the requirement of the purchase order, specifications and other related documents and to maintain good quality and workmanship of equipment and materials and also to establish the

communications channel with Vendor.
Company will be notified of the PIM schedule and has the option to attend if considered necessary.
In the event that the equipment shall be certified by Authorized Inspection Agency, COMPANY shall notify Authorized Inspection Agency and Authorized Inspection Agency shall confirm whether they will attend the PIM.
4.5 INSPECTION APPLICATION FROM VENDOR
Vendor shall submit ‘Monthly Inspection Schedule’ to Contractor on the 27th day of each month for the coming next month inspection schedule.
Vendor shall submit ‘Application for Inspection’ to Company at least thirty (30) days prior to the actual inspection or test date for overseas inspection and sixteen (16) days in advance for domestic inspection. Vendor shall give final confirmation to Company at least seven (7) working days prior to actual inspection or test of overseas inspection and three (3) working days for domestic inspection.
When any change of inspection date occurs due to fabrication schedule, Vendor shall notify Contractor of the revised inspection date at least ten (10) working days in advance of any witness point in writing and such confirmation will be informed to COMPANY.

4.6 NOTICE OF INSPECTION SCHEDULE
COMPANY shall notify Authorized Inspection Agency for the inspection to be witnessed by Authorized Inspection Agency.
When Contractor / Vendor informs any change of inspection date after issuance of the ‘Monthly Inspection Schedule’, Contractor / Vendor will submit the above revised schedule to COMPANY immediately or within 2 days after confirmation of the new schedule.
4.7 NOTICE OF WITNESS INSPECTION FROM COMPANY
Company will inform Contractor / Vendor as well as Authorized Inspection Agency decision on which items COMPANY, and / or Authorized Inspection Agency will accompany Contractor’s/Vendor’s inspector on expected materials/equipment shop test as mentioned in this procedure.
If there is any change of inspection date as mentioned in this procedure, which occur due to the fabrications schedule, Contractor will inform COMPANY immediately and COMPANY will give short notice to the contractor within 3 working days. 4.8 INSPECTION AND TEST RECORD
Contractor / Vendor shall submit all inspection and / or test records to the company. Company will check the inspection and test records issued by Contractor / Vendor and will submit them to Client / End User for information.

8. WHCP Procedures & Documentation 1. WHCP Drawings We design and provide comprehensive WHCP drawing for clients to
review prior fabrication. Bill of material complete with actual make/model number is usually included for client’s perusal.
2. Components Certificates We provide certificates of compliance, test reports, from manufacturer or
recognized organization such as ASME for equipments used in the WHCP. These certificates copies are usually burnt in cd and send to client as part of Vendor Master Document List.
3. WHCP Operating Procedures
We provide WHCP operating procedures to client through conducting training by our experienced trainers.
4. Components Catalogues, Operating and Maintenance Manuals Together with BOM, we include components’ catalogues/datasheet for
clients to review prior procurement.
5. Factory Acceptance Test (FAT) Factory acceptance test procedures are written and given to clients for
review before the actual FAT kickoff. This also includes PRE FAT tests which clearly specify reservoirs preparation and filling, system tubing drains, system leak test, etc.
