District EPSS Goals (2008-2009) Goal 1 – The number of students in the district scoring at “proficiency” in reading will increase from 42% to 63% in Grades 3-5, from 35% to 59% in Grades 6, from 49% to 60% in Grades 7-8, and 48% to 60% in Grade 11 as measured by the NM Standards Based Assessment (NMSBA). Goal 2 – The number of students in the district scoring at “proficiency” in mathematics will increase from 33% to 50% in Grades 3-5, from 22% to 47% in Grades 6, from 17% to 41% in Grades 7-8, and 25% to 46% in Grade 11 as measured by the NM Standards Based Assessment (NMSBA).

Technology Needs Assessment Current Status - Infrastructure Purpose: The staff in the District Technology Department focuses on providing a solid infrastructure to deliver technology to the classroom and assist seamless integration into the curriculum. The infrastructure includes hardware, software, security, support personnel and other technologies to provide important communication and productivity tools to all employees and students. Current status – district backbone: The District has in place the following technologies and support mechanisms in each infrastructure category:

o Internet Access: The district currently has four T1 connections that provide a total of

6MB of access to the Internet for all users. Computers at each campus are connected to each other in a LAN and then together through the District WAN. This connectivity provides the district with a networking scheme that permits all users to access to the Internet, email, networked printers and other shared resources.

o Hardware, Software and Other Technologies: There are approximately 3320 computers

in the district, of which 724 are used for administrative purposes and the remainder used in classrooms, labs and libraries. The current enrollment is 5232 students in Kindergarten through 12th Grade (80 Day ADS Data 2008-2009). This leaves a district-wide student-to-computer ratio of 2.01 students to 1 computer. Because Microsoft® Windows® operating systems and productivity software (Microsoft Office®) is so

prevalent in today’s workforce, the District has standardized on these applications. The operating systems currently installed range from Windows 2000® to Windows Vista®, productivity software ranges from Microsoft Office 98® to Microsoft Office 2007®.

o Technical Support Personnel: The District currently employs a Director of Technology,

Network Administrator, Lead Hardware Technician, Hardware Technician (2), Software Specialist and Administrative Assistant. At each campus a lab Educational Assistant provides first level support for that campus on a limited basis. Together, these employees support the entire district’s technology infrastructure.

o Technology Integration Support Personnel: curriculum integration support is provided

by the Department of Instruction/Curriculum. This department currently employs an Associate Superintendent of Instructional Services, Data/ADS Coordinator and two administrative assistants.

o Security: the District currently has in place a process by which all employees request

access to network resources. Each employee and student is required to read and agree to the District Intranet/Internet Safety Policy, which covers procedure on computer and Internet usage as well as policy dictating safe Internet usage practices. There is a firewall in place at the district level which prevents outside intrusion and an Internet filtering system which meets CIPA requirements and is based on technology supported by DeepNines, a leading filtering provider.

District Administration/Support Staff

Hardware, Software and Other Technologies: Administration and support staff use several models of computers, manufactured by Dell, HP, Toshiba and Acer. Operating Systems range from Windows 2000® to Windows Vista®. Productivity software is Microsoft Office®, and there are several specialized software applications being used for activities such as student management, payroll, accounts payable/receivable and work order tracking for maintenance and technology. Professional Development: Administration and support staff receive professional development in the form of attending seminars, conferences, short courses in specific subjects and via one-on-one training with technology services personnel.

School Administration/Support Staff

Hardware, Software and Other Technologies: School Administration and support staff use several models of computers, manufactured by Dell, HP, Toshiba and Acer. Operating Systems range from Windows 2000® to Windows Vista®. Productivity software is Microsoft Office® and there are several specialized software applications being used for activities such as student management, data analysis, and work order entry for maintenance and technology.

Professional Development: School Administration and support staff receive professional development in the form of attending district held meetings and training sessions, seminars, conferences, and short courses in specific subjects and via one-on-one training with technology services personnel.

Classrooms

Hardware, Software and Other Technologies: Teachers and students use several models of computers, manufactured by Dell, HP, Toshiba, Acer and Mac. Operating Systems range from Windows 2000® to Windows Vista®, with a very small percentage (less than 1%) on MAC OS®. Productivity software is Microsoft Office®, and there are several specialized software applications being used by teachers for activities such as entering student grades and attendance, preparing student lesson plans, and work order entry for maintenance and technology. Specialized applications used by students in the classroom include activities such as remediation, topic research, and video editing. Professional Development: Teachers receive professional development in the form of attending district held meetings and training sessions, seminars, conferences, sessions with contracted experts in instruction and technology integration as well as short courses in specific subjects and via one-on-one training with technology services personnel. Special Populations: Students identified in special populations have various technology tools to assist with their learning process. Some Special Education students have access to technology for academic subject areas such as writing, assistive technology, and language development. ELL students have technology available to assist in language acquisition. Specialized software for these populations is used in classrooms and labs across the District.

Library and computer labs Hardware, Software and Other Technologies: Libraries and labs contain several models of computers, all manufactured by Dell. The operating system used ranges from Windows 2000® to Windows XP Professional®. Productivity software is Microsoft Office®, and there are specialized software applications being used by librarians to track book and equipment loans and student usage reports. Specialized applications used by students in the labs include activities such as remediation, topic research, and keyboarding. Libraries also have access to video conferencing systems which can be used for shared learning opportunities with other entities as well as professional development for teachers and staff. Professional Development: Librarians receive professional development from software vendors, such as Follett, in the use of library specific software for circulation and inventory. Other professional development is provided by District staff.

Planned Direction - Infrastructure District backbone: The District will continue to support and improve the network infrastructure that is currently in place.

o Internet Access: The district will seek funding to upgrade its Internet connection as the need arises. Technology advances and innovation in education rely heavily upon the Internet for delivery. While the current connectivity provides the district with access to the Internet, it is often completely saturated and must be upgraded in order to provide important services to our students and staff.

The district will improve the LAN at each location by maintaining and upgrading network equipment, upgrading the connection from the schools to the district by fiber where possible and adding bandwidth to the Internet when necessary.

o Hardware, Software and Other Technologies: The district will purchase new computers

to equal a 3% growth per year in computer equipment. This equipment will be equally dispersed throughout the district classrooms. Because Microsoft® operating systems and productivity software (Microsoft Office®) is so prevalent in today’s workforce, the District will continue to standardize on these applications for productivity.

o Technical Support Personnel: The District intends to continue to employ in-house

technicians to support the entire district’s technology infrastructure. When funding is available, new technicians will be hired to help with our growing network.

o Technology Integration Support Personnel: Instructional leaders and computer lab

managers will work with teachers in the integration of technology into the instructional process.

o Security: the District intends to maintain strict policies on network security in order to

minimize the cost of equipment down time and data loss. Policy changes will be presented to the Deming Public Schools’ Board of Education whenever necessary to cover situations as they arise. The administration takes security of our network and safety or our students seriously and will make every effort to support the enforcement of district policy in this area.

District Administration/Support Staff

Hardware, Software and Other Technologies: The District will continue to provide productivity software needed for the administration and support staff. At this time there is no plan to change current software for financial reporting, human resource management, maintenance or IT tracking. The district intends to add “Data Driven Classroom” to its applications that support student test score tracking and reporting. Those employees who are most effected by any change in system will be involved in any migration process that may occur due to a change in district needs.

Professional Development: Administration and support staff will be encouraged to request professional development opportunities in the areas for which they are responsible. The district will make every effort to set-aside funding for this type of activity.

School Administration/Support Staff

Hardware, Software and Other Technologies: The District will continue to provide productivity software needed for the school administration and support staff. At this time there is no plan to change current software for student management or data analysis. Some administrative reporting functions will be affected by the implementation of Data Driven Classroom. Those employees who are most effected by any change in system will be involved in any migration process that may occur due to a change in district or state requirements. Professional Development: School administration and support staff will be encouraged to request professional development opportunities in the areas for which they are responsible. The district will make every effort to set-aside funding for this type of activity.

Classrooms Hardware, Software and Other Technologies: The District will continue to provide productivity software needed for teachers and students in the classroom. At this time there is no plan to change current software for student management, credit recovery, and digital learning or integration tools. Teachers will be introduced to a new Lesson Planning Management System by eChalk. Lesson Planner will allow for electronic tracking, monitoring and reporting of lesson plans. Some lesson planning functions will be affected by the implementation of Lesson Planner. Those teachers who are most effected by any change in these systems will be involved in any migration process that may occur due to a change in district needs. Changes in specialized applications used by students in the classroom will be made on a case-by-case basis. Professional Development: Teachers will be required to attend training that addresses the use of the District’s standard digital learning system and the use of the student management system. Teachers will be encouraged to seek and request opportunities to learn about integrating technology into classroom learning. The District will continue to pursue sessions with contracted experts in instruction and technology integration as well as short courses in specific subjects and via one-on-one training with technology services personnel. Special Populations: Students identified as special populations will continue to receive instruction appropriate for their individual needs. Additional technology and software will be acquired as it becomes available and identified as appropriate for student success.

Library and computer labs Hardware, Software and Other Technologies: Libraries and computer labs will be included in the new equipment purchases for each year. The software for library management will be maintained and upgraded as necessary. No change from the current product, Follett Software, is planned. The District has purchase a digital content license from United Streaming and Safari Micro that has been implemented in three schools; the librarians are the main contact for this system. Those who are most effected by any change in these systems will be involved in any migration process that may occur due to a change in district needs. Accelerated Reader® is used in the elementary schools and middle school through licenses with the school library. Additional tests and licenses will be purchased as needed. The software specialist assigned to the Technology Services Department staff will be working directly with the librarians to keep this system operational. Professional Development: Library Media Specialists will continue to receive professional development for specific software and upgrades to the library management systems and to maintain the AR® System. Training in the support and maintenance of digital content systems will also be provided for librarians where applicable.

Goals and Strategies for Improving Academic Achievement

Goal: to improve the academic achievement as measured against State Content Standards, Benchmarks, and Performance Standards, including technology literacy, of all students attending schools served by the Deming Public Schools Strategy: To increase student achievement through the integration of appropriate technology with teaching and learning that prepares students to participate in the 21st century workforce.

1. Implement a district supported plan to ensure that all students gain information literacy management skills required for learning and working in the 21st century.

Develop standards-based instructional plans that integrate information literacy, video, and digital curriculum to support instruction in the classrooms, Grades K-12.

Develop and implement instructional plans to teach technology skills and software applications to students in Grades K-8 to meet federal proficiency requirements.

Strategy: To use appropriate technology to support academic achievement by integrating technology into the district’s student achievement initiatives leading to high achievement in New Mexico Standards Based Assessment in literacy and mathematics and in the New Mexico English Language Proficiency Assessment for language acquisition.

1. Integrate technology to support the reading programs in the District, including Core-basal, Balanced Literacy, and Reading Instruction in Dual Languages.

Integrate word processing and desktop publishing applications for literacy learning to support student attainment of reading and writing proficiency.

Utilize digital curriculum and software to support student acquisition of language arts concepts and processes.

Provide opportunities for students to apply their technology skills to demonstrate their reading and writing abilities.

2. Integrate technology to support the mathematics initiatives. Integrate technology applications (spreadsheets, calculators, and modeling tools) for

mathematics to support teaching and learning. Utilize digital curriculum and software to support student acquisition of math

concepts and processes. 3. Integrate technology to support language acquisition in the instruction for second

language learners. Integrate word processing and desktop applications for second language acquisition,

including sheltered instruction to support student attainment of second language proficiency.

Utilize digital curriculum and software to support students’ acquisition of the English language.

4. Provide a high-speed, robust telecommunications, and schools modernized for technology.

Use up-to-date technology to maintain a safe Internet environment that enhances learning.

Continue to seek funding for bandwidth improvements as needed to ensure all students and teachers can access Internet resources whenever needed.

Complete regular maintenance on networking equipment and district servers to ensure a maximum amount of availability.

Goals and Strategies for Improving Teacher Effectiveness Goal: to improve the capacity of all teachers in schools served by the LEA to integrate technology effectively into curriculum and instruction Strategy: To provide professional development that increases the capacity of instructional, administrative, and support personnel to integrate technology in relationship to the responsibilities of their positions.

1. Establish on-going technology training integrated with standards-based, assessment driven instruction to increase student achievement where educators have the capacity to establish student-centered, technology-enhanced learning environments that result in increased student performance and economic viability.

Provide training and on-going support for teachers to create content area instructional plans infused with technology to guide their implementation of student-centered, technology-enhanced instruction.

Train teachers to use word processing, desktop publishing, digital curriculum, and other classroom-appropriate software to support student learning and the acquisition of technology skills.

Provide professional development in the development of a student-centered, technology-enhanced learning environment.

2. Provide professional development for administrators, teachers and other support personnel to use reporting and data collection software (Principal’s Aide®, Microsoft Excel®, Microsoft PowerPoint®) as is appropriate to their job.

Provide training and on-going support to utilize Principal’s Aide for reporting grades to parents and district data collection purposes.

Provide training and on-going support on using electronic grade books to facilitate the documentation of student learning.

Provide training and on-going support to utilize Microsoft Excel® and Microsoft PowerPoint® to facilitate the process of data collection and reporting.

3. Provide a high-speed, robust telecommunications, and schools modernized for technology.

Use up-to-date technology to maintain a safe Internet environment that enhances learning.

Continue to seek funding for bandwidth improvements as needed to ensure all students and teachers can access Internet resources whenever needed.

Complete regular maintenance on networking equipment and district servers to ensure a maximum amount of availability.

4. Funding will be available to support planning, implementing, and assessing initiatives for integrating technology into classrooms.

Funding will be secured through a system-wide approach of evaluating technology use and need within the Deming Public Schools.

The District’s Research and Funding Specialist will locate and assist in writing grants for technology for the classroom.

Steps to Increase Accessibility Note:

All schools in Deming Public Schools are identified as Title I schools. Therefore, the goal of the District is to ensure all access to technology in the academic environment is provided on an equal basis to all schools.

The schools in Deming Public Schools have been identified for improvement or corrective action except:

• Ruben S. Torres Elementary School which opened in the fall of 2008. However, that school is the combination of two schools which had designations.

• Bataan, Chaparral, and Memorial Elementary Schools do not have a designation, but they did not make AYP in 2008. Therefore, during the 2009 – 2012 school years, the District will target efforts to improve achievement in these schools.

Deming Public Schools will use Educational Technology funds, grant funding, and Federal programs funding to: Goal: To ensure that students and teachers have regular access to reliable hardware and software programs that enhance student learning as well as teacher effectiveness and productivity.

1. Devise a centralized process for managing technology acquisitions. Develop and establish district regulations for technology acquisition including setting

standards for hardware, software, networking, and phone services. Establish a user friendly and time effective process to ensure technology systems are kept in good working order.

Where possible, software is purchased at the district level with licensing to cover entire district usage. Vendors are encouraged to provide usage rights to teachers for their home computers.

2. Increase the use of available technologies to provide learning opportunities and increase productivity.

Classrooms will have up to 6 computers available for student access. Monitoring of classroom equipment will be the responsibility of the individual teacher.

Labs will be available for teachers to schedule class sessions and student usage before and after school, during lunch and on a case by case basis where teachers allow students to leave the classroom to use equipment in the school lab. Usage of lab equipment will be monitored at all times.

Libraries will have computer centers that allow student access to Internet and Intranet resources for completing class assignments. Access to the library will be allowed before and after school, during lunch and on a case by case basis where teachers allow students to leave the classroom to use equipment in the library. Usage of library equipment will be monitored at all times by the librarian or his/her assistant.

3. Ensure that teachers are prepared to integrate technology effectively into curricula and instruction through grade appropriate professional development.

Promotion of Curricula and Strategies that Promote Technology Integration

1. The District is committed to continuously supporting and expanding the use of an electronic instructional planning system, which requires teachers to use the New Mexico Standards, Benchmarks, and Performances that correlate to their grade level and/or subject areas.

Deming Public Schools Curricula: All DPS subject area curricula are posted on the Deming Public Schools’ website for ease of access for all teachers, parents, and community members. The curricula align to the NM Standards, Benchmarks, and Performance Objectives. The website also provides the information from the Las Cruces Curriculum Alignment Matrix.

Development of an Integration of Technology into Curriculum and Instruction Matrix.

By 2010 all teachers will use the Lesson Planner module of the DPS website. This module provides accountability features that document the instruction of NM

Standards, Benchmarks, and Performance Objectives. All lessons are made available on the Class Pages for each teacher so parents and students will have access to the lessons for the day or week.

2. Initial training and follow-up support is being provided for teachers to develop and implement classroom instructional units that integrate technology with content area instruction.

3. Expansion of training and access to digital curriculum resources to increase its use in classroom instructional settings.

4. Investigation, pilot, and implementation of digital learning systems to provide additional support for instructional initiatives in all content areas.

5. Investigate, pilot, and implement instructional strategies that integrate technology effectively into curricula and instruction, based on a review of relevant and current research, leading to improvements in student academic achievement. Professional Development Deming Public Schools’ Educational Plan for Student Success (EPSS) addresses professional development and the role of technology in our school system. We are committed to providing ongoing, sustained professional development for teachers, principals, administrators, and school library media personnel to promote the effective use of technology in the classroom or library media center. Our professional development efforts for high quality technology training include the initiation and/or support the following:

1. Maintain continuous support of technology training for technology skills in teachers and instructional assistants and enhance their ability to integrate technology into the instructional process.

Staff members have available online training in the use of Microsoft Office® Suite in the classroom.

Training is designed to support the application of technology in the classroom to support reading, writing, mathematics, science, and other content areas.

Technology training on the different Microsoft Office Suite applications and on Microsoft Windows is offered through the District’s Technology Center.

Opportunities for training and using digital curriculum are expanding to all school sites.

Training and support for the implementation of Digital Learning Systems. Training to utilize Principal’s Aide® Management and Grade Book, Microsoft Excel®,

and eChalk Lesson Planner. 2. Administrators have received and will continue to receive professional development that

is targeted to support the implementation of technology-rich instruction and to assist administrators in the tasks related to supporting school improvement and student achievement. These include, but are not limited to:

Coordination with Other Resources Deming Public School uses funds from several areas to purchase technology and technology-related activities. This is possible because the technology implementation is always related to curriculum areas that address the New Mexico Standards and Benchmarks. DPS uses funds from Bonds and Technology Education funds to purchase hardware, infrastructure, technical support, and network structure. However, we realize that technology alone is not the total answer. Therefore, professional development in the instructional use of technology, just-in-time support at the campus level and teacher initiatives are funded by Title I, Title IIA, Title IV, Title V, Technology Education, and other grants. We are able to use these funds because the goal of all professional development in technology is to improve instruction for student success and to prepare highly qualified teachers to teach in the Deming Public Schools classrooms.

1. Title I: Elementary schools in Deming Public Schools receive school-wide funding, and the secondary schools are funded through targeted assistance. The following are examples of how Title 1 enhances the quality of the technology services and equipment that we provide for instruction:

Funds computers and printers for instructional use in the classroom for mathematics and language arts instruction

Funds software licenses for instructional software for language arts, mathematics, science, and social studies instruction and reinforcement

Provides monies to augment professional development costs related to training and seminars for district instructional and school personnel

Innovative Delivery Strategies At the present time Deming Public Schools is using innovative delivery strategies to incorporate the use of the Internet as a delivery method for instruction within Deming schools. The class pages for teachers at www.demingps.org will allow teachers to post class assignments and projects. Teachers are expected to post class pages this year to their school’s web site as part of the lesson planning process. Some teachers are using the email for the submission of student work. School staff will explore creative ways of use the resources at the website, such as surveys and newsletters. Students at Deming Middle School and Red Mountain Middle School have the opportunity to enroll in an elective class where students are expected to produce a multimedia project using text, still images, video, sound, and color to display the information that they gather. These projects are reinforcements of language arts instruction on reading, writing, and speaking. With Carl Perkins funding and a cooperative effort with Western New Mexico University, students will be able to earn college credit for course work n Media Productions. Funding from Carl Perkins, a Federal grant, provided the equipment for this project. Many teachers are using digital projectors to provide Microsoft PowerPoint® slide shows to students as part of the instructional process and to provide information from the Internet to support their instruction. Students are also using slide shows and the Internet to demonstrate their knowledge of content. The use of projects and slide shows is encouraging the use of team projects for learning. There are currently four schools in the district that have projectors available in every classroom. Students and teachers at Deming High School Red Mountain Middle School have access to digital databases of images and video from Discovery Learning and the Safari Montage. When Columbus Elementary opens in the summer of 2009, the students and staff will also have access to the streaming video library from Discovery Learning which was purchased with funds from a

State grant for new schools. The database of images and videos are used by teachers to enhance explanations of new information. Students use the database to acquire resources for projects.

Parent Involvement Parental involvement is the third District goal and is a key element within the Deming EPSS. Parents have been involved in the implementation of technology since 1998 when the citizens wrote and then passed a bond to fund the computers, printers, networks, and upgraded electricity. Community members are on the technology planning committee and are welcome at all meetings. During the timeline of this plan the Deming Public Schools’ website and individual school websites will provide current and up-to-date information to parents and community members. The website will contain information for every day needs, such as calendar, weather, menu, and assignments. It will also provide parents with immediate access to student’s handbooks. For parent interested in what is being taught in the classrooms, the DPS eCurriculum is available to them. The District’s website also provides information on employment with an on-line employment application. Internet access and home computers are limited in Deming, NM. However, Internet access is available at the Deming Public Library and after school at the schools. The District continuously updates information and will continue to maintain and expand the information on the website that is available to parents and the community at large. The use of eChalk Lesson Planner by the teachers will provide up-to-date information on the lessons and assignments in the classroom. These plans are found on the teachers’ individual class pages at the schools’ websites. At many School Board Meetings, students, teachers, and administrators have presentations that often utilize technology to inform the School Board, parents, community members, and school administration about the schools’ activities and accomplishments. The DPS Board Policy Manual is online for community use, and all meeting notifications and agendas are posted on the DPS website. The District has considered using the website to gather public input from surveys. However, with the limited access for parent and community members in this area, the District continues to use more traditional methods to gather information.

Collaboration with Adult Literacy Service Providers The community of Deming, New Mexico works together as a coalition between the City of Deming, Luna County, and Deming Public Schools. As part of this collaboration, Deming Public Schools works closely with Western New Mexico University and Doña Ana Branch Community College at the Mimbres Valley Learning Center. This collaboration’s goal is to expand all educational opportunities for all staff, parents, and community members. For example, Doña Ana

Branch provides classes in Adult Basic Education in Deming and Columbus. Deming Public School student computer labs are available after school hours for use by either organization. The Deming Literacy Volunteers of America staff is invited to any Deming Public Schools’ professional development opportunity that apply to their areas of need. At each school site, the computer labs are available for community learning in Basic Literacy Skills.

Supporting Resources The Board of Education and staff members of Deming Public Schools are committed to increasing student achievement and by providing the technology, resources and professional development needed by district personnel to deliver successful instruction. The following is a description of the resources that are dedicated to improving instruction in a technology-rich context

1. Professional Development for Teachers On-going technology training for teachers to utilize Microsoft Office and other

network system as well as providing repair and maintenance services to each campus and all district offices.

Technology Services Department will continue to provide on-going professional development for all staff in the use of technology for productivity and instruction.

The Department for Curriculum and Instruction investigates and implements technology-based products to enhance or strengthen instruction that are aligned to our Educational Plan for Student Success and the New Mexico Content Standards, Benchmarks, and Performance Standards. Examples include, but are not limited to: Inspiration, Kidspiration, Fizz and Martina Math Adventures, Graph Club, and Prime Time Math.

Evaluation Implementation evaluation of the Deming Technology Plan will be incorporated into the District’s EPSS process. Each school and the District have EPSS Plans that integrate the use and acquisition of technology as part of the plan for student success. Following the evaluation of the Technology Plan that is integrated into the EPSS review, the District Technology Committee will review the status of the technology implementation and revise the Technology Plan to reflect school-site and district plans for the next year.
